Abstract

The plusblems raised in this study are related to the implementation of smart city policies with smart government dimensions in realizing public services that focus on the use of information and communication technology through the internet, online, digital and social media . The research method used is a descriptive method with a qualitative applusach. The results showed that the implementation of mart city in realizing public services with smart government dimensions in Semarang city into 3 indicators, namely: 1) public services, with various applications and websites of public services for the community; 2) Infrastructure, which is integrated with various fields to facilitate services; 3) government openness, as a medium of transparency and accountability to government performance for the community.

Abstract

AbstractThe administrators of the state should be obliged to carry out their duties with a sense of responsibility and do not commit disgraceful acts, without strings attached either for personal, family, crony or group interests and do not expect compensation in any form that is contrary to the provisions of the legislation in force. However, Sri Hartini as the state organizer as the Regent of Klaten did it against the law. For this reason, the purpose of this research is how is the role of Sri Hartini as the Regent of Klaten Related to Corruption in Klaten Regency. This research uses descriptive qualitative research methods and data analysis techniques using the Nvivo 12 Plus software and secondary data sources from the Putusan Mahkamah Agung Nomor 55/PID.SusTPK/2017/PN.SMG. And the result is that Sri Hartini's role as a state organizer as Klaten Regent has a very dominant role in committing criminal acts of corruption, gratuity, bribery, and abuse of authority with the new SOTK changes in the Klaten District Government Environment. This can be proven by the percentage generated from the analysis using Nvivo 12 Plus, namely Gratification with a percentage of 35.27%, Network with a percentage of 45.95%, Bribery with a percentage of 38.08%, and Abuse of authority with a percentage of 37.82%.Keywords: Regents, Corruption, Gratification, Bribery, Abuse of Authority AbstrakPenyelenggara negara seharusnya berkewajiban untuk melaksanakan tugas dengan rasa tanggung jawab dan tidak melakukan perbuatan tercela, tanpa pamrih baik untuk kepentingan pribadi, keluarga, kroni maupun kelompok dan tidak megharapkan imbalan dalam bentuk apapun yang bertentangan dengan ketentuan peraturan perundang-undangan yang berlaku. Namun, Bupati Klaten sebagai penyelenggara negara melakukan yang bertentangan dengan hukum. Untuk itu tujuan dari penelitian ini adalah bagaimana peran Bupati Klaten terkait tindak Pidana Korupsi di daerahnya. Penelitian ini menggunakan metode penelitian deskriptif kualititatif dan teknik analisis data menggunakan Software Nvivo 12 Plus serta sumber data sekunder dari Putusan Mahkamah Agung dengan Nomor 55/PID.SusTPK/2017/PN.SMG. Hasil penelitian menyatakan bahwa Bupati Klaten sebagai penyelenggara negara memiliki peran yang sangat dominan dalam melakukan tindak pidana korupsi, gratifikasi, suap, dan menyalahgunaan wewenang dengan adanya perubahan SOTK yang baru di Lingkungan Pemerintah Kabupaten Klaten. Hal itu dapat dibuktikan dengan adanya presentase yang dihasilkan dari analisis menggunakan Nvivo 12 Plus, yakni Gratifikasi dengan presentase 35.27%, Jejaring dengan presentase 45.95%, Suap dengan presentase 38.08%, dan Penyalahgunaan wewenang dengan presentase 37.82%.Kata Kunci: Bupati, Korupsi, Gratifikasi, Suap, Penyalahgunaan Wewenang. АннотацияГосударственные служащие должны выполнять свои обязанности ответственно и не совершать противоправных актов, без скрытых мотив в личных, семейных, дружеских или групповых интересах и не ожидать какой-либо компенсации, противоречащей постановлениям положений действующих законов. Однако регент Klaten как государственный служащий нарушил этот закон. По этой причине целью данного исследования является определение роли Регента Klaten по отношению к коррупции в его районе. В этом исследовании используются описательные качественные методы исследования и методы анализа данных с использованием программного обеспечения NVivo 12 Plus, а также вторичные источники данных из Постановления Верховного Суда № 55/PID.SusTPK/2017/PN.SMG. Результаты исследования показали, что Регент Klaten как государственный служащий играл очень доминирующую роль в совершении коррупционного преступления, денежного предоставления, взяточничества и злоупотребления властью с новыми изменениями SOTK в Правительстве Регентства Klaten. Это может быть доказано процентом, полученным в результате анализа с использованием Nvivo 12 Plus, а именно: денежное предоставление - 35,27%, использование личных связей и знакомств - 45,95%, взяточничество - 38,08% и злоупотребление властью - 37,82%.Ключевые слова: Регент, коррупция, денежное предоставление, взятка, злоупотребление властью.

Abstract

This study explores the E-Government Development Index (EGDI) and its role in combating corruption in Africa. The main aim is to analyze how EGDI impacts corruption control strategies across African nations. This research is academically and practically important as it examines the intersection of e-government and corruption mitigation, providing valuable insights for policymakers and stakeholders. Using a systematic analysis of Scopus articles, the study reveals that advancements in e-government, measured by EGDI, enhance transparency and efficiency in public administration. The findings indicate that a well-implemented e-government infrastructure, reflected in a higher EGDI, positively influences anti-corruption efforts and governance practices across diverse African contexts. The study concludes that EGDI is crucial in shaping governance frameworks and fostering accountability. This research fills gaps in the literature by illuminating the nuanced relationship between EGDI metrics and corruption mitigation. The findings provide actionable insights for policymakers and stakeholders engaged in governance and development initiatives, highlighting the role of e-government in promoting sustainable development across Africa.

Abstract

This research explores the behavioural patterns of social media users in response to policies, bridging a gap in the literature by providing in-depth insights into the interaction between user behaviour and public policies relating to social media. An important contribution of this research lies in its holistic approach to understanding how social media users respond to various public policies and their impact on their behaviour. This research aims to explore the influence of the interaction between social media and public policy, understanding how user behaviour on these platforms affects responses to government policies. This study uses qualitative research methods with a scientometric approach. The main results underline the crucial role of social media not only as a communication channel but also as a significant influence tool in shaping public opinion and policy. These studies show that social media has a dual potential, which can support professional and community development, as well as influence government policies and actions through social interaction and information dissemination. However, negative impacts are also evident, such as in the spread of fake news that can significantly alter political views. The practical implications of this research emphasise the need for proactive and systematic government strategies in using social media for the dissemination of accurate information and combating fake news, thereby improving the effectiveness of policy communication and responsiveness to public needs.

Abstract

This research aims to provide a thorough analysis of the progress of e-government in East Asia. By analyzing the annual survey of 192 UN member states, this article reviews 10 East Asian countries and their level of development in the E-Government Development Index (EGDI). The focus of the research is to analyze the development of e-government in the Middle East. Reviewing the E-Government Development Index (EGDI) of 10 Middle Eastern countries, the study highlights variability in e-government developments in the region. In particular, it noted Kazakhstan's progress due to infrastructure and education investments, as well as Afghanistan's challenges due to conflict and limited resources. These findings are important for understanding the context of E-Government in these countries and assisting policymakers in designing strategies to improve e-government services and development

Abstract

This study aims to analyze digital political campaigns using Facebook Ads. Political campaigns in this digital era are carried out through social media to attract the engagement of prospective voters. This research uses a case study of the Facebook ads campaign of one of the winning pairs for the regional head election in Bantul, Indonesia. Facebook as a social media for campaigning. The results of this study indicate that the Facebook Ads campaign successfully reached the target audience. The total reach during the 30 days ad serving period was 646,142. This figure is categorized as high because when compared to the number of voters registered in the final voter list for the Bantul election (704,688), this figure has reached most of the targeted voters. Similar to reach, Facebook Ads campaign impression data also fluctuated during the ad serving period. The total number of impressions during 30 days of ad serving was 669,149. The more often the ad appears on the users’ Facebook page, the greater the opportunity for the ad to be read and observed by the audience.

Abstract

The process of formulating policy is a complex matter. During the preparation and ratification of the policy, there will be pros and cons. Included the pros and cons of the loss of the mandatory health budget in Law No. 17 concerning health in 2023. The government's reason for eliminating the mandatory health budget is there is still corruption, and the budget allocation used needs to be more effective and efficient. This study aims to analyze the government's mechanism for financing the health sector, which is considered more efficient after the mandatory health budget is removed. This research uses a qualitative method with official news media as the data source. The data collected came from five official mass media news sources totaling 50 news articles. Data analysis with NVivo 12 plus aims to visualize data from news media. The analysis techniques in this research are data reduction, data presentation, and conclusion drawing. The results of this study indicate that the policy of eliminating the mandatory health budget is replaced with a "money follow program" so that the health budget becomes efficient. Budget spending is based on the health program development plan contained in the Health Sector Master Plan. The limitations of this study are that it only uses secondary data derived from mass media online news totaling 50 and only uses NVivo 12 plus tools, so it is hoped future research can use primary data to comprehensively discuss the quality of health in Indonesia after the mandatory health budget is removed.

Abstract

The aims of this study is to find out how the E-Government Development Index (EGDI) affects the World Governance Index (WGI) in Southeast Asia. The choice of a Southeast Asian country is important because, in general, Southeast Asia is a developing country that needs improvement, especially in the area of government. Southeast Asian countries still have governance that hasn't worked well as a whole, and non-government actors still have the most power. The method used in the research is quantitative machine learning (Google Collab Research) analysis. Data processing is carried out in the form of extras from EGDI and WGI in Southeast Asian countries to find the influence of the two data sets. The results showed that the impact of EGDI on WGI was the greatest in the indicators of government effectiveness and regulatory quality, with a score above 0.53. The reason behind this is the increase in digital bureaucracy in all sectors of government; it also has an impact on good governance. Then, in the sector of corruption control, some countries have also adopted ICT, and some of them have succeeded in reducing corruption. Sectors that have adopted digital bureaucracies, such as education, environment, crisis management, and sustainable development. In the regulatory quality sector, institutional improvements are carried out to suppress corruption and improve the quality of democracy by involving non-governmental actors. The lowest indicator is voice and accountability, with a score below 0.49 (moderate). This is because there is still a lot of development in terms of governance and government institutions, which have not run optimally.

Abstract

Policies issued by the Government and religious authorities during the Covid-19 pandemic in Indonesia have resulted in the de-authorization of the structure of the pattern of carrying out religious rituals that are already established and sacred in the community. This study aims to explore government policies and religious leaders' authorities in reducing the doctrine of communal religious rituals during the Covid-19 in Indonesia. This study qualitatively investigates various forms of government policies and religious leaders during the Covid-19 pandemic – via the internet related to government policies and the appeals of religious leaders during the Covid-19. Data collection is done by observation, documentation, and literature study. Data analysis used descriptive qualitative analysis through the NVivo-12 plus application. The results of this study indicate that there has been a reduction in religious doctrine in the form of prohibiting the practice of religious rituals carried out communally in mosques and public spaces.

Abstract

This research aims to analyze the City Branding model “Pemalang pusere Jawa” in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. “Pemalang pusere Jawa” has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding “Pemalang pusere Jawa” was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users’ location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as “Festival Wong Gunung” and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program.
