Abstract

The research analyzed digital maturity in assessing the responsiveness of e-government services. The research is driven by the issue that many governments struggle to deliver responsive and efficient digital services due to uneven levels of digital maturity. Technological infrastructure gaps, limited digital competencies, and rigid bureaucratic processes hinder the creation of adaptive e-government systems. Using a scientometric analysis method, the research evaluated literature published from 2019 to 2024, sourced from the Scopus database, and employed RStudio and CiteSpace tools for data visualization and trend mapping. The findings reveal that high levels of digital maturity significantly improved public service efficiency, transparency, and citizen engagement. These improvements are achieved through effective integration of digital technology, organizational transformation, and citizen-centered service design. The research also identifies persistent challenges, such as low digital literacy, infrastructure inequality, resistance to change, and data security concerns, all of which obstruct the realization of responsive e-government. The research contributed originality through a multidimensional approach, offering a strategic framework to evaluate e-government effectiveness using digital maturity indicators such as accessibility, service quality, and public satisfaction. It emphasizes the need for sustained investment in infrastructure, digital literacy programs, and cross-sector collaboration involving the government, private sector, and civil society. Additionally, it identifies opportunities for future research to explore how emerging technologies—such as artificial intelligence, blockchain, and big data—can enhance transparency, efficiency, and inclusivity in public services. Overall, the research positions digital maturity as a key enabler of adaptive and effective governance in the digital era.

Abstract

This study aims to identify a model of Asymmetric Relations in International Relations studies. The method of this study is content and bibliometric analysis based on published journal articles in the SCOPUS Database in the last two decades, from 2004 to 2024. A total of 107 articles met the inclusion criteria. The data from the search results were then analyzed using scientific visualization and the VOS viewer tool to analyze the network relationships underlying the publication and the publication trend information on Asymmetric Relations. The finding revealed that asymmetric relations in the study of International Relations have sub-themes related to war and conflict in the first ten years, and economic themes are discussed in the following ten years. The transformation is associated with the rise of soft power in the economic sector, particularly through China’s Foreign Direct Investment. The main findings of the study on asymmetric relations are (1) A weak position in terms of military power increases threat perception, as realists predict; (2) Shared identity decreases threat perception, as constructivists predict; (3) Shared identity increases cooperation in economic policy areas. This study concluded that through hard power, asymmetric relations can lead to hegemony. In contrast, through soft power, economic stability among countries can be achieved, as reflected in China’s relations with Asian countries.

Abstract

This study examines the strategic role of the Indonesian government in promoting digital transformation as a key instrument for improving public services and supporting economic activities. While previous studies have widely discussed digital transformation from technological and administrative efficiency perspectives, limited attention has been given to its direct impact on community-based economic activities. Addressing this gap, the study aims to analyze government digital policy strategies, evaluate the implementation of digital public services, and assess their contribution to creating a more inclusive and responsive economic environment. A qualitative descriptive-analytical approach is employed, supported by bibliometric analysis using secondary data from the Scopus database. Documents published between 2015 and 2025 were analyzed using RStudio to identify publication trends, dominant themes, and knowledge structures related to digital transformation in the public sector. The findings reveal a significant increase in global research on digital transformation, with an annual growth rate, indicating its growing relevance in governance and economic development. Digital transformation is found to represent a structural shift in public service delivery rather than merely technological adoption. In Indonesia, government-led digital initiatives have improved bureaucratic efficiency, expanded market access, and supported the growth of digital economic actors, particularly MSMEs and startups. This study concludes that digital transformation plays a crucial role in strengthening public service performance and accelerating inclusive economic growth. The findings provide theoretical contributions to digital governance literature and practical insights for evidence-based policymaking in Indonesia.

Abstract

Rapid urbanization and population growth in Indonesia have intensified challenges in urban mobility, particularly traffic congestion and the inefficiency of public transportation systems. In response, the concept of smart mobility, embedded within the broader smart city framework, has emerged as a technologically and policy-oriented strategy. This study aims to examine the social impacts of digital transformation in urban mobility across major Indonesian cities by employing the smart mobility indicators developed by Giffinger, which include local accessibility, (inter)national accessibility, the availability of ICT infrastructure, and the presence of sustainable, innovative, and safe transportation systems. Using a qualitative research design, this study analyzes 179 online news articles and academic publications relevant to these four indicators, supported by data analysis tools such as NVivo 12 Plus and crosstab visualizations. The findings demonstrate that digital mobility transformation has significantly influenced societal behavior, enhanced inclusivity in transportation services, and improved the overall quality of life for urban residents. Cities such as Jakarta, Surabaya, and Semarang exhibit more advanced implementations of smart mobility, whereas other regions continue to face barriers related to infrastructure disparities, digital literacy limitations, and insufficient stakeholder collaboration. Furthermore, despite notable progress, the study identifies emerging challenges, including persistent digital inequality and weak integration between local governments and private-sector actors. The study concludes that the success of smart mobility initiatives depends not only on technological readiness but also on institutional capacity, equitable access, and active community participation.

Abstract

This study critically examines the foundational readiness for digital government transformation by comparing the regulatory and institutional capacities of two major cities in East Kalimantan, Indonesia: Kota Balikpapan and Kota Samarinda. Using a qualitative comparative case study, data were gathered from in-depth document analysis, surveys of eight local government officials, and semi-structured interviews with eight key informants from the Communication and Information Offices. The findings reveal a stark divergence in institutional execution despite similar regulatory frameworks. Kota Balikpapan’s strong technical regulations are hindered by pervasive sectoral ego (reported by all respondents), creating implementation friction. In contrast, Kota Samarinda exhibits a collaborative institutional culture with no inter-agency resistance, driven by its integrative “Smart City Plus” vision and a centralized service platform. The study concludes that mature digital government depends less on regulatory completeness and more on deliberate governance engineering, intentional design of collaborative structures, leadership as integrators, and trust-based operational cultures. This research contributes by asserting that in decentralized contexts, the sociopolitical dynamics of local bureaucracy are the ultimate determinants of success, outweighing technology alone.

Abstract

With cities across Philippines and the world transitioned to E-governance, Pagadian City shifted to and adapted the concept if e-government with the help of social media and ICT in general. Like any other cities where social media was the main portal to promote transparency and civil engagement, this paper will give data on how ICT and social media made an impact to promote transparence and civil engagement. Using qualitative research method, this paper analyzed the data from Asenso Pagadian page of Pagadian City on how citizens adapted this paradigm shift from the usual transparency boards. As a result, it shows that citizens were comfortable with the shift to e-governance where data and information is just in the tip of their fingers to engage with the city’s processes and programs.
