Abstract

Purpose – This paper aims to identify trends and research mapping of financial technology (FinTech) in the ASEAN Region that have been of interest to academics and practitioners through the help of Vosviewers' application in visualizing the data. Design/methodology/approach – The method used in this research is qualitative research with a literature study approach. The data found were 88 documents and then analyzed. This dataset was converted to CSV format, imported into Bibliometrix, and analyzed. Findings – This study revealed a significant increase in research on Financial Technology from 2019 to 2023, indicating a growing interest among academics. Key terms such as Finance, Financial Inclusion, Banking, Financial Services, Financial Markets, Financial Services, Financial System, Innovation, Technology Adoption, Governance, and Technology Development were the most frequently used. These concepts are crucial in understanding the impact of Financial Technology on various economic and social aspects. This research highlights the relevance of Financial Technology not only for enhancing financial inclusion but also for public policy, financial stability, and the development of the digital economy globally. Supporting research and development in this area is therefore crucial. Research limitations/implications – The main limitation of the research should be the use of data only from the Scopus database. Practical implications – This paper guides academics and practitioners in understanding the key trends and focus of FinTech research. The results also help support FinTech policy development and innovation in the ASEAN region. Originality/value – This paper reveals the research trends and areas of Financial Technology. The results help scholars quickly understand Financial Technology research. The paper also provides an alternative approach to conducting literature reviews with computer-aided analysis programs. Abstract

In Indonesia, the role of women in the political world is not statistically arguably contributing massively, due to several resistance that must be considered. Women's participation in politics should be balanced with men who are massively dominant in political positions. Because the rights between men and women's rights have the same recognition in state life in Indonesia based on the 1945 Constitution. The Islamic view is to always pay attention to the concepts of justice, wholeness, harmony, the balance of fellow human beings with nature. The purpose of this study is to determine women's participation in politics in Indonesia and to be a reference for women to participate in politics (executive and legislative). This type of research used in this research is qualitative research. The analysis used from this paper is descriptive analyzes. Analyzes were performed using the Nvivo 12 plus software. The results of the study are the lack of women's education on politics, regeneration of political parties, issues of permission from spouses, financial capital, descendants of political figures, patriarchal beliefs and culture that are still thick. This is an obstacle for women in participating in politics.

Abstract

This research examines the characteristics of social media trends and their relationship with public policy, using the Scopus database from 2014 to 2024 with the CiteSpace application. The database was searched from 2014 to 2024 using the CiteSpace application. Social media has become a significant platform for policy discourse, facilitating two-way communication between government and society and influencing agenda setting and public participation. Through scientometric data analysis of relevant academic publications, this study examines research trends, cross-disciplinary collaborations, and important themes emerging in the literature. Its findings indicate a significant surge in scholarly attention to this topic over the past decade, with a particular focus on transparency, participation, sentiment analysis, and the role of social media as a catalyst for policy change. In addition, the research revealed that the United States is a leading country in this area of research. It identifies gaps in research, including the absence of contextualized studies in developing countries and the need for more comprehensive investigations into the ethical implications, regulatory aspects, and long-term impact of social media on public policy processes. The study concludes that social media has the potential to be a transformational tool in public policy formation, provided it is managed with effective and ethical strategies

Abstract

Penelitian ini bertujuan untuk menerapkan kerangka kerja kematangan digital dalam meningkatkan kinerja organisasi sektor publik di Indonesia. Penelitian ini menggunakan metode kualitatif dengan pendekatan bibliometrik, memanfaatkan data dari basis data Scopus (2019-2024) yang dianalisis menggunakan RStudio dan VOSviewer. Analisis dilakukan terhadap tiga dimensi utama: teknologi, proses, dan sumber daya manusia. Hasil penelitian menunjukkan bahwa sektor publik di Indonesia telah menunjukkan kemajuan dalam penerapan infrastruktur digital, seperti komputasi awan dan analisis data. Namun, tantangan seperti interoperabilitas sistem dan rendahnya tingkat otomatisasi masih ada. Pada dimensi proses, penerapan pendekatan berbasis data telah dimulai, namun efisiensi operasional masih memerlukan peningkatan melalui otomatisasi. Sementara itu, kompetensi sumber daya manusia digital masih rendah, sehingga diperlukan pelatihan dan peningkatan kapasitas yang lebih intensif. Kesimpulan penelitian menegaskan bahwa kerangka kerja kematangan digital mampu memberikan panduan sistematis dalam menilai kesiapan organisasi dan merancang strategi transformasi yang efektif. Penerapan teknologi canggih, seperti Internet of Things (IoT), kecerdasan buatan, dan blockchain, memiliki potensi besar untuk meningkatkan kinerja sektor publik, tetapi keberhasilannya bergantung pada tata kelola yang kuat, manajemen risiko, dan integrasi lintas sistem. Untuk memastikan keberlangsungan transformasi digital, diperlukan investasi berkelanjutan dalam infrastruktur, pelatihan, dan regulasi yang lebih kuat. Penelitian ini memberikan wawasan strategi bagi sektor publik untuk mencapai efisiensi, transparansi, dan layanan yang lebih baik di era digital.Kata Kunci: Kematangan Digital , Sektor Publik, Kerangka Kerja

Abstract

Abstract This study aims to analyze and develop a synergy model of collaboration between the government, the private sector, and civil society in the implementation of public policies at the regional level. This multi-actor collaboration is seen as an important approach to improve the effectiveness of public policies, especially in the context of sustainable regional development. This study explores how the interaction between the three actors can be enhanced through efficient collaborative mechanisms. In addition, the study identifies key factors that affect the success of collaboration, such as coordination challenges, differences in priorities, and operational mechanisms that have not been integrated. The results of this study are expected to make an important contribution to the development of better collaborative governance at the local level and offer practical recommendations for decision-makers to create innovative and sustainable solutions in the implementation of public policies. Abstract

This study analyzes the political economy in implementing halal tourism policies in Lombok, West Nusa Tenggara. The concept of political economy is used to find and analyze the implementation of halal tourism policies on social, economic and political life in Lombok, West Nusa Tenggara. The data in this study were collected through interviews, documentation and literature review. The data source comes from primary data collected using interviews conducted with policymakers about halal tourism. In comparison, the secondary sources in this study came from the Central Statistics Agency, journals, and seeds that are considered relevant to this research. Data analysis was carried out in three stages, first, data reduction; second, data verification and third, withdrawal. The results of this study found three important things in the implementation of halal tourism. First, halal tourism is the government's strategy to introduce Lombok to the international world. Second, Halal tourism is the government's strategy to grow the community's economic sector. Third, Halal tourism is the government's political economy strategy to strengthen the legitimacy of political power among the community and strengthen the relationship between local governments and the central government as a form of loyalty from regional heads to the central government.

Abstract

This study explores the collaborative governance approach in implementing Smart City Makassar, which faces challenges including low digital literacy, fragmented data, and weak institutional coordination addressing persistent issues of low digital literacy, fragmented data systems, and limited inter-agency coordination that remain underexamined in smart city governance research. Using a qualitative case study method supported by NVivo-assisted network content analysis, data was collected from policy documents, online news, and interviews. The research identifies actor roles, network patterns, and cross-domain integration of policies, infrastructure, and capacities to support smart city sustainability. Findings reveal that digital technologies operate as institutional infrastructures enabling cross-sector interoperability and data-driven coordinationin data-driven decision-making. A tripartite network structure emerges, with government as central orchestrators, private sector as co-innovators driving technological deployment, and citizens as active contributors shaping service responsiveness Matrix-query analysis indicates strong policy–infrastructure integration, highlighting regulation as the structural anchor of collaboration. The success of Smart City Makassar is shaped by the alignment of technical capacity development, regulatory coherence, and adaptive collaborative governance mechanisms. The study positions Makassar as a model for inclusive smart cities in Southeast Asia, contingent upon strengthened public trust and resilient digital infrastructure.

Abstract

Penelitian ini bertujuan menganalisa penyematan istilah politik identitas pada Pemilihan Presiden (Pilpres) 2024 terhadap pasangan calon Anies Baswedan dan Muhaimin Iskandar. Isu politik identitas adalah ekses dari Pemilihan Kepala Daerah (Pilkada) DKI Jakarta 2017 yang melibatkan Anies Baswedan sebagai salah satu aktornya. Pemikiran kontruktivis Frederick Barth menjadi teori yang digunakan untuk membedah relevansi isu tersebut dalam arena Pilpres 2024. Penelitian ini merupakan jenis penelitian kualitatif dengan menggunakan pendekatan studi kasus dan menjadikan beberapa kanal berita sebagai sumber sekunder. Hasil penelitian menunjukkan bahwa isu politik identitas masih relevan disematkan kepada Anies sebab kelompok pendukung Anies ketika Pilkada DKI Jakarta merupakan kelompok yang sama yang mendukungnya pada Pilpres 2024 dengan bertransformasi menjadi Ijtima Ulama dan Tokoh Nasional. Isu politik identitas juga turut dipengaruhi oleh tokoh-tokoh NU sebab preferensi warga NU yang dinilai tidak sesuai dengan pendukung Anies.

Abstract

This research aims to analyze the City Branding model “Pemalang pusere Jawa” in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. “Pemalang pusere Jawa” has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding “Pemalang pusere Jawa” was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users’ location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as “Festival Wong Gunung” and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program.

Abstract

With the times, nothing is impossible with internet technology. One of the advantages of the internet is that it allows for developing it to support creativity and openness to the public, especially ICT-based governance or smart governance, by implementing digital signature, both in public services implementation and in correspondence and other documents. Most of the previous digital signature studies were limited to technical research on digital signature' patterns and design. This study aims to describe digital signature implementation as a new smart governance model. This study uses a qualitative research method and data sources consisting of reference data from various previous studies and data sourced from national online media news. Based on the analysis results using NVivo 12 Plus software, digital signature implementation is needed to anticipate cybercrime threats in effective, efficient, and accountable public services implementation as a new smart governance model.
