Abstract

This study aims to analyze the implementation of public policy on the accessibility of persons with disabilities to get a job in Yogyakarta. It focuses on the actors implementing the policy in the Indonesian region, namely the provincial government of Yogyakarta as the implementer and policymaker, private companies, and Non-Government Organization (NGOs), which should be the stakeholders of the policy, program, and activities in distributing labors with disabilities. To approach this problem, the researchers use the theory of Van Meter and Horn as a reference. Data have been collected through interviews and documentation that later on analyzed qualitatively with the software of NVivo 12 plus. This study concludes that providing employment opportunities for persons with disabilities has not been implemented optimally. First, it is due to the absence of aftercare services, namely follow-up assistance for persons with disabilities after participating in training and rehabilitation programs held by the Regional Government. Secondly, law enforcement in the policy implementation that is pro disabilities (inclusion) to private companies is not optimal. Third, the lack of coordination among the actors in the efforts of empowering persons with disabilities.

Abstract

ABSTRACTThis paper tries to analyze and utilizes qualitative document content analysis as a means of understanding rent- seeking practices in fiscal policymaking processes. This study revealed that rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. Rent-seeking practices trough informal policymaking have a strong positive correlation to corruption. It shows that corruption resulted from rent-seeking practices in fiscal policymaking in Malang City, Malang Regency, and Batu City. Transactional politics, negotiations, bribery, collusive relations, and lobbying were also involved in rent-seeking, ultimately resulting in corruption. Therefore, the new thesis of this research is that transactional relations, negotiation, collusion, bribery, and political lobbies between regional heads, bureaucracy, parliamentary politicians, brokers, and businessmen trigger corruption in the formulation of regional budget policies. This research confirms that the practices of rent-seeking take place through informal budget policy formulation, such a transactional relations, negotiation, collusion, bribery, and political lobbies that result in acts of corruption in budget policies. Keywords: Informal policymaking, fiscal politics, local government, corruption, budget policy ABSTRAKArtikel ini mencoba menganalisis dan menggunakan analisis konten dokumen kualitatif sebagai sarana untuk memahami praktik rent-seeking dalam proses pembuatan kebijakan anggaran. Studi ini mengungkapkan bahwa praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu, Indonesia, melibatkan praktik penyuapan, korupsi, kolusi, lobi, negosiasi, dan politik transaksional antara pemimpin daerah, birokrat, aktor swasta, dan pialang politik. Praktik rent-seeking melalui pembuatan kebijakan informal memiliki korelasi positif yang kuat dengan korupsi. Hal ini menunjukkan bahwa korupsi dihasilkan dari praktik rent-seeking dalam pembuatan kebijakan anggaran di Kota Malang, Kabupaten Malang, dan Kota Batu. Politik transaksional, negosiasi, penyuapan, hubungan kolusi, dan lobi juga terlibat dalam rent-seeking, yang pada akhirnya mengakibatkan korupsi. Oleh karena itu, tesis baru dari penelitian ini adalah bahwa hubungan transaksional, negosiasi, kolusi, penyuapan, dan lobi-lobi politik antara kepala daerah, birokrasi, politisi parlemen, pialang, dan pengusaha memicu korupsi dalam perumusan kebijakan anggaran daerah. Penelitian ini menegaskan bahwa praktik rent-seeking terjadi melalui perumusan kebijakan anggaran informal yaitu hubungan transaksional, negosiasi, kolusi, penyuapan,dan lobi-lobi politik yang mengakibatkan tindakan korupsi dalam kebijakan anggaran.Kata kunci: Pembuatan kebijakan informal, politik anggaran, pemerintah daerah, korupsi, kebijakan anggaran

Abstract

The implications of prosocial behaviour on public service motivation are found. The link between prosocial behaviour and public service motivation from a sense of wanting to help others. In practice, civil servants are often encouraged to help the community. The meeting point between public service motivation and prosocial behaviour is with the choice to become a volunteer. Civil servants who have a robust public service motivation will be involved in voluntary activities. This study aims to examine the effect of volunteerism on the motivation of public services on civil servants in Yogyakarta special government. The method used in this research is quantitative research methods. Questionnaires are distributed at special local government offices in Yogyakarta that provide basic services. The number of respondents who answered the survey was 321 people. Data processing using SEM PLS and data analysis using quantitative descriptive. The results of this study are prosocial behaviour and the value of altruism through voluntarism activity significantly influence the motivation of public services. But directly, prosocial and altruism do not affect public service motivation. Perilaku prososial berimplikasi terhadap motivasi pelayanan publik. Hubungan antara perilaku prososial dan motivasi pelayanan publik timbul dari rasa ingin membantu orang lain. Dalam praktiknya, pegawai negeri sering didorong untuk membantu masyarakat. Titik temu antara motivasi pelayanan publik dan perilaku prososial adalah dengan pilihan untuk menjadi sukarelawan. Pegawai negeri yang memiliki motivasi pelayanan publik yang kuat akan terlibat dalam kegiatan sukarela. Penelitian ini bertujuan untuk menguji pengaruh kesukarelaan terhadap motivasi pelayanan public pada pegawai negeri sipil di Daerah Istimewa Yogyakarta. Metode yang digunakan dalam penelitian ini adalah metode kuantitatif. Kuisioner disebar di kantor-kantor pemerintah Daerah Istimewa Yogyakarta yang menyediakan layanan dasar. Jumlah responden yang mengisi survei adalah sebanyak 321 orang. Pengolahan data menggunakan SEM PLS dengan teknik analisis data deskriptif kuantitatif. Hasil penelitian menunjukkan bahwa perilaku prososial dan nilai altruisme melalui aktivitas voluntarisme berpengaruh signifikan terhadap motivasi pelayanan publik. Tetapi, prososial dan altruisme tidak secara langsung memengaruhi motivasi pelayanan publik.

Abstract

Simultaneous elections in 2019 have been held successfully. Where legislative members, presidents and vice presidents for the period 2019-2024 have been appointed. However, of course in the stages of the implementation of the election process there are obstacles faced by all parties involved in the election, be it the organizer of the election itself, political parties, the community or other stakeholders such as local governments and security elements. Discrete qualitative research is used in this study to describe the problems that occur from the perspective of election actors in Gunungkidul Regency. The research is limited only to actors from the community, stakeholders, political parties, Regency KPU and Regency Bawaslu. The data source was taken from minutes of meetings and coordination conducted by the KPU of Gunungkidul Regency from 2017 to 2019 added with news about the election in Gunungkidul on online media. Then the NVivo12 Plus software is used in data analysis techniques by using the crosstab feature to show the problems obtained. The results obtained that each actor has different intensity in assessing problems in the implementation of elections. The problems that arise are more on the interests of these actors in the implementation of the ongoing elections. The contribution of this research is on the assessment of each actor in seeing the election problems that are taking place. Studies on this issue need to be carried out with various sources to make it more comprehensive. Pemilu serentak pada 2019 telah berhasil dilaksanakan. Di mana anggota legislatif, Presiden dan Wakil Presiden untuk periode 2019-2024 telah dilantik. Namun demikian tentu saja pada tahappelaksanaan proses pemilu ada kendala yang dihadapi oleh semua pihak yang terlibat dalam pemilu, baik itu penyelenggara pemilu itu sendiri, partai politik, masyarakat atau pemangku kepentingan lainnya seperti pemerintah daerah dan elemen keamanan. Penelitian kualitatif deskriptif digunakan dalam penelitian ini untuk menggambarkan masalah yang terjadi dari perspektif aktor pemilu di Kabupaten Gunungkidul. Penelitian ini terbatas hanya untuk aktor dari masyarakat, pemangku kepentingan, partai politik, KPU Kabupaten dan Bawaslu Kabupaten. Sumber data diambil dari risalah notulen rapat dan koordinasi yang dilakukan oleh KPU Kabupaten Gunungkidul dari 2017 hingga 2019 ditambah dengan berita tentang pemilihan di Gunungkidul pada media online. Kemudian software NVivo12 Plus digunakan dalam teknik analisis data dengan menggunakan fitur crosstab untuk menunjukkan masalah yang diperoleh. Hasil yang diperoleh bahwa masing-masing actor memiliki intensitas yang berbeda dalam menilai masalah dalam pelaksanaan pemilu. Masalah yang muncul lebih pada kepentingan aktor-aktor ini dalam pelaksanaan pemilu yang sedang berlangsung. Kontribusi dari penelitian ini adalah pada penilaian masing-masing aktor dalam melihat masalah pemilu yang sedang berlangsung. Studi tentang masalah ini perlu dilakukan dengan berbagai sumber untuk membuatnya lebih komprehensif.

Abstract

Since the reformation and democratization movement in 1998, Indonesians have faced a chronic corruption problem. At the beginning of reformation era in1998 to fight against corruption, the Indonesian government reforms the organization structure of the Indonesia Police to be an independent body separated from the Military organization. The police reforms begun in 1999 and got legal foundation with Act No. 2/2002. However, since fourteen years, the level of police reform has not yet succeed because of low community satisfaction on police service and the intense conflicts always occur whenever ACA investigates the case of corruptions conducted by police leaders. Three conflicts between police institution and ACA have taken placed. By using institutionalism approach, this research focus on the reform in police themselves are major actors on how reforms are organized and managed. This study is interpretative in nature gained only through social constructions such as language, consciousness, shared meanings, documents, tools, and other artefacts’. This finding revealed that this unsuccessful institutionalization process took place in a context of the main task of police for communicty service. Second, the study has demonstrated that three concepts from institutional theory as aforementioned provided vocabularies and insights to explain the phenomenon under study.

Abstract

This article aims to explore the relationship between local government and civic groups in the budget planning of the local government of Malang in Indonesia. A qualitative method are applied in this study. The findings indicate that; firstly, there isa relationship between local government and civic groups showingthat the principles of democracy (equality, participation, and justice) remain insuffi- cient in the budget planning. Secondly, the local government has dominated civic groups in the process of approval of the budget planning.These findings contribute to developing budget planning in Malang to find a way to establish democratic budget policy and to establish budget policy regarding public needs and preferences. Therefore, the local government should realize that public par- ticipation is a way to achieve democratic budget policy. On the other side, civic groups may need tobuild civic awareness and a willingness to participate in the budget policy, through civic education.

Abstract

This paper utilizes NVivo 12 Plus, a type of qualitative data analysis software, for qualitative document content analysis as a means of understanding informal fiscal policymaking practices, including bribery, corruption, collusion, lobbying, negotiation, and transactional politics. Use of NVivo 12 Plus for qualitative document content analysis facilitated the management, analysis, and visualization of data on informal fiscal policymaking. More specifically, qualitative content analysis of decisions of the Supreme Court of Indonesia revealed that informal fiscal policymaking in Malang City, Malang Regency, and Batu City, Indonesia, involved the practices of bribery, corruption, collusion, lobbying, negotiation, and transactional politics between regional leaders, bureaucrats, private actors, and political brokers. This paper contributes a qualitative research design that can be used to explain informal practices in fiscal policymaking and budget management.

Abstract

E-procurement is an important intrument toprevent corruption in goods and servicesprocurement budget. Indonesia has beenimplementing the e-procurement project since2008 based on Presidential Decree. Presidenthas stipulating annual order (presidentialinstruction) has to be obey by all ministries andlocal governments to procure their budgetthrough r-procurement mechanism. However,untill 2012 fiscal year, this research found thatonly around 10.26% of central governmentinstitution procurement budget, includingministries and 21,10% of local governmentprocurement budget did procure through eprocurementmethod. This research concludedthat regulation, leadership and procurementintitution are challanging factors to make“status quo” e-procurement.

Abstract

ABSTRACTThis study aims to determine the development of research with the theme E-Democracy on Government in the last ten years from 2011 to 2020. The research method uses qualitative research with literature review or literature review. Data were collected by accessing journals on Scopus and obtaining 120 high-citation articles with ten years from 2010 to 2020. Data analysis used the Vosviewer and Nvivo 12 Plus applications. The results showed that 120 journals studied E-Democracy on Government from 2010 to 2020, with the most significant contributor being the United States. Government Information Quarterly is a popular journal with the most discussion on e-democracy. This study's limitation is that the articles reviewed were only obtained from the Scopus database, so they did not have comparable data. Consequently, future studies need to use a comparative analytical approach involving the Scopus database and the Web of Sciences (WoS). ABSTRAKAnalisis Bibliometrik E-Demokrasi pada Riset Pemerintah. Penelitian ini bertujuan untuk mengetahui perkembangan penelitian dengan tema E-Democracy on Government dalam kurun waktu sepuluh tahun terakhir dari tahun 2011 hingga 2020 .Metode penelitian menggunakan penelitian kualitatif dengan kajian pustaka atau literature review. Data dikumpulkan dengan mengakses jurnal di Scopus dan diperoleh 120 artikel bersitasi tinggi dengan rentang waktu 10 tahun dari 2010 hingga 2020. Analisis data menggunakan aplikasi Vosviewer dan Nvivo 12 Plus. Hasil penelitian menunjukan terdapat 120 jurnal yang mengkaji E-Democracy on Government pada tahun 2010 hingga 2020 dengan negara penyumbang terbesar ialah United States. Government Information Quarterly menjadi jurnal yang populer dengan pembahasan e-demokrasi terbanyak. Keterbatasan dari penelitian ini adalah artikel yang direview hanya diperoleh dari database Scopus sehingga tidak memiliki data pembanding. Akibatnya, studi masa depan perlu menggunakan pendekatan analisis komparatif yang melibatkan database Scopus dan Web of Sciences (WoS)

Abstract

Perilaku birokrat dan birokrasi sebagai suatu organisasi ditentukan oleh pertimbangan rasional dan kepentingannya, yaitu pertimbangan untung rugi dan menjaga eksistensi dan otonomi organisasi. Terdapat tiga tipe birokrat, yaitu oeperator, manajer dan eksekutif, yang masing-masing mempunyai perilaku yang berbeda-beda. Artikel ini mendeskripsikan, perilaku ketiganya terutama dalam konteks birokrasi publik di Indonesia. Kata kunci: Birokrasi, Birokrasi Publik, Perilaku Birokrasi.
