Abstract

Innovation in government organization through managing knowledge is important current research results. This research objective were to look at knowledge management in improving public services, particularly in public licencing process. Research problem was how sense making, knowledgecreating and knowledge sharing in public licencing services of Yogyakarta city. Research found that knowledge sharing and creating took place in midlle and bottom of organization level. Stages of innovation at the Licensing Agency began with the formulation of the problem, which consists of thousands of service files can not be known with certainty the level of completion. In the next stage, a member organization consisting of experienced employees who tried to solve by making the development of information systems. Abstract

This paper aims to map the root of terrorism in Indonesia from the Islamic movement perspective. The authors want to know how the root of terrorism has strengthened in Indonesia. A qualitative method approach was taken through a literature study regarding the delivery of research map information while the data was exported in the RIS Export file format. Then, the authors exported the data and processed it using VOSviewer to find out a bibliometric map of research development based on significant themes of Indonesian terrorism cases. Nvivo 12 plus provided exploration and description of terrorism in Indonesia to get an efficient explanation of the data. The findings are, the first to map the issue of terrorism in Indonesia. First, there was a correlation between terrorism, radicalism, and Islam. Different views of religious teachings eventually led to the terrorism movement. Several radical Islamic organizations in Indonesia have portrayed Islam as a terrorist religion. Second, the factors causing the strengthening of terrorism in Indonesia were due to injustice, oppression, and discrimination leading to terrorism and radicalism using the concept of jihad. This research suggests that the government can handle terrorism cases in Indonesia and neutralize ideas that are considered radical with a de-radicalization approach. (Tulisan ini bertujuan memetakan akar terorisme di Indonesia dari aspek gerakan Islam. Penulis ingin mengetahui bagaimana akar terorisme menguat di Indonesia. Pendekatan metode kualitatif ditempuh melalui studi pustaka sedangkan untuk penyampaian informasi peta penelitian, data diekspor dalam format file Ekspor RIS. Kemudian, penulis mengekspor data dalam format (RIS), mengolahnya menggunakan VOS viewer untuk mengetahui peta bibliometrik pengembangan penelitian berdasarkan tema signifikan kasus terorisme di Indonesia dan menggunakan Nvivo 12 plus untuk memberikan eksplorasi dan deskripsi terorisme di Indonesia demi mendapatkan penjelasan yang efisien dari data. Temuan penelitian ini adalah; Pertama, pada tahap pemetaan isu terorisme di Indonesia, terdapat korelasi antara terorisme, radikalisme, dan Islam. Perbedaan pandangan terhadap ajaran agama pada akhirnya memunculkan gerakan terorisme. Beberapa organisasi Islam radikal di Indonesia telah mencitrakan Islam sebagai agama teroris. Kedua, diketahui faktor penyebab menguatnya terorisme di Indonesia adalah rasa ketidakadilan, penindasan dan diskriminasi yang berujung pada gerakan terorisme dan radikalisme dengan mengusung konsep jihad. Saran dari penelitian ini adalah agar pemerintah dapat menangani kasus terorisme di Indonesia dan menetralisir ide-ide yang dianggap radikal dengan pendekatan deradikalisasi.

Abstract

Indonesia is among the countries developing the concept of smart city. The national government envisions Indonesia 2030 which shall implement the smart city towards sustainable development. Many regions in Indonesia have already implemented the concept of smart city, but still on the level of smart government and smart technology, lacking on the smart citizen component of a smart city. This paper aims to analyze the citizens behavior of using technology on Sleman smart citizen 2021 through the lapor sleman mobile application. This research uses mixed method of quantitative and qualitative approaches in examining the data. The authors distributed 100 questionares and conducted interviews to the government which is department of communication and information, Sleman and the several community that ever use the lapor sleman application. The result of the study reveals the following: firstly, performance expectancy, social influence, and facilitating condition are three independent variables which affect the behavioral intention and users’ behavior. Secondly, the behavioral intention has significant effect on users’ behavior. Thirdly, the citizen behavior of using technology has affect the making a smart citizen. Therefore, using technology in term of lapor sleman mobile application can make the citizens as active participants in public life, in terms of social cooperation, freedom of expression and flexibility. However, there are still many problems in the use of lapor sleman mobile application such as the limited access to only android smartphones, lack of technical know-how, and people’s reluctance to use the lapor sleman mobile application.Keywords: Citizen, behavior, smart citizen, technology, lapor sleman mobile application.

Abstract

The new autonomous regions have been seen as a burden because many have not developed into areas that can build inclusive societies. The upstream area of the Mahakam River in 2013 bring forth a new autonomous region called the Mahakam Ulu Districts, and the study aims to describe development planning in the region. This research adopts a descriptive qualitative approach using secondary data. The research results show that the newly autonomous region of Mahakam Ulu Districts is a breath of fresh air for the people of the ideals of equitable development in their regions. Development planning has also upheld the SDGs’ goals; this can be seen from the programs that have been carried out, aiming to bring the Mahakam Ulu District prosperity and justice. The transformation of the values contained in the pillars of the SDGs has also felt to be present in the annual priority programs that have been carried out by Mahakam Ulu Districts, including in terms of social development, environmental development, economic development, and legal and governance development which continue to be pursued by all parties upstream of the Mahakam River, Mahakam Ulu Districts.

Abstract

The research aimed to acknowledge the evaluated of  compulsory 9-year assurance in state elementary school (SDN)and private elementary school (Muhammadiyah) in the city of  Yogyakarta. Data Analysis Unit in this research is headeducation section in elementary school at the city of  Yogyakarta, head master, teacher, scholl committee and students,4 from state elementary school (SDN) and 4 from private elementary school (Muhammadiyah) in the city of  Yogyakar ta.This research used method with data collection from the data analysis process based on the result of in depthinterview and documents. This study used descriptive and qualitative data with grounded theory method. The re-search result is the number of  suitably qualified educational personnel do not achieve the target of only 40%. Thenthe number of  students who were subjected to compulsory quota admission of  new students in SDN and elementaryschools still have not meet the target. Facilities and infrastructure and Private Elementary School has not fully meet theprescribed standards, and sources of  funding / budget, State elementary school (SDN) funding sourced from Re-gional Government Budget (APBD)and State Budget (APBN). While private elementary school funding sourced fromRegional Government Budget (APBD)and State Budget (APBN) and from (donations parents, fees, dues Sacrifice,building development money, charity / special assistance). Elementary School does not collect tuition while still attract-ing private primary schools charge tuition  of  students for a nominal amount of  each school is different. The averagevalue of  private elementary school graduation is more higher than the state elementary school (SDN). Increase(CCDMA) in the city of  Yogyakarta is equal to 92% have been achieved target And (APTs) are on state elementaryschool (SDN) Patangpuluhan by 0,01% and the SD Muhammadiyah Purwodiningratan 1 by 0,01%.

Abstract

This study wants to answer how the Institutional dynamics in the implementation of special autonomy in the field ofIslamic Law in Aceh that have not effective and efficient so it is necessary for the agency's role maximizing theoverall implementation of Islamic Law in Aceh through regulatory quality and the quantity produced by the agencyqanun the quality of the actors in the bureaucracy, institutional partnership and good governance can demonstratesuccess in implementing the task, purpose this study was to examine more deeply about the institutional, inimplementing special autonomy in the field of Islamic Law in Aceh, three pillar theory, namely; Regulative, normativeand Culture / Cognitive, the data in the study This is obtained from the three agencies and the non-governmentalorganizations and 70 respondents in organizations that have a working partner and responsibility towardsimplementation of Islamic Law in Aceh. The method used in this research is mixed method research methods. Datacollection techniques used is library research, interviews, documents and questionnaires. The findings in this studythat first; the success of implementing Shari'a second; cultural influences and bigotry Aceh society against theteachings of Islam so that Islam be cultural identity and sense of self-esteem, even Aceh society people unitereligion with the culture and customs that can not be separated, third; tolerance towards non-Muslims, and thuscreating feel safe and comfortable in the religion of the minorities in Aceh. And Fourth; dialectic role of scholarsbetween structures and actors, where public Aceh is also obedient and trust theologian, not only on the structureand regulative, normative institution.

Abstract

The rise of corruption cases in Indonesia at this time every year is always increasing, this causes the community to feel uneasy with corruptors who are still rampant everywhere. The percentage and network of corruption Edy of the supreme court judge’s Decision no.23 /Pid.Sus-TPK/2019/Pn Mks is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Edy corruption case in the supreme court’s decision no.23/Pid.Sus-TPK/ 2019/Pn Mks. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the supreme court decision no.23/Pid.Sus-TPK/2019/Pn Mks and previous research relating to the corruption of edy. the results of this discussion the conclusions that the author can take from the presentation of the analysis above are based on the decision of the supreme court no.23 / Pid.Sus-TPK/2019/Pn Mks analyzed with nvivo12 Plus in general from the four processes above can be seen corporate 44%, Government 52%.

Abstract

Participation is one of the important elements that must be considered in the policy, this participation is a form ofpolitical participation of the people is very important in order to create good governance. Therefore, the implementationof public participation in policy formation should be regulated more clearly. Sleman District Government consistentlymanage the aspirations of the people with technology, information, and communication or so-called e-government.The purpose of this study was (1) Analyze matters relating to the implementation of deliberative public participationbased websites (2) Analyzing the supporting factors and obstacles in the implementation of web-based deliberativepublic participation in Local Government Licensing Office Sleman 2014. This research pressure was on thefield research and the method used in this study was descriptive analysis both qualitative and quantitative. The dataparticularly obtained from respondent by purposive sampling technique, based on the questionnaire and interview asprimary data, and completed with secondary data. Results of the study, the research obtained showed that theimplementation of public participation in policy formulation Sleman has been running well and were level Consultation(consultation), and there are stages Inclusion or participation. The driving factors: the institutional, kontinyunitas,facilities and infrastructure memadahi. Inhibiting factors: the complaint of data is not accurate, human limitations andhuman error.It can be concluded that the method of public participation in the formulation of regional policies, new isan obligation that must be implemented by the government, because of the demands of decentralization in localautonomy government wants a role alongside other stakeholders in the formulation of regional policies. Suggestionssubmitted so that in the future the government is obliged to increase the facilities of the level of public consultationinto the degree of force (Degree of Citizen Power).

Abstract

The ASEAN Globalization Level issues a strict commitment between ASEAN countries, regarding the agreement of the ASEAN Economic Community (AEC). The agreement that leads to competition in the various sectors, one of which focuses on the labor sector, is a major requirement in service factors. The concept of Mutual Recognition Arrangement (MRA) is an applicable norm in the recognition of skilled and certified labors. Judging at the competitiveness of the employment data availability and the growing number of Indonesian labors, then implications are made for the regions. Abstract

The purpose of this study is to see how the implementation of  e-procurement system via the Electronic ProcurementService (LPSE) Government of  Riau Islands province, which had been adopted in 2008. The study also want to seehow they affect the political process towards the implementation of  e-procurement. The method in this study is a mixmethod. Data collection techniques used in this research are questionnaires, interviews and documentation. While thegoal of  this research is the party who understand in detail how the process of implementing e-procurement system inthe province of  Riau Islands. Results from this study is that the implementation of  e-procurement system in RiauIslands province has been run very effectively with the effectiveness index value of  3.27. Parameters that contributeto the effectiveness of  the implementation is the purpose and the type of  website system (3.33), regulation (3.31)clarity of  e-procurement planning (3.28), human resources suppor t  (3.27), eff iciency and effectiveness ( 3.25),support infrastructure is the lowest parameter with a value of  3.11. At the level of  the political process, imlementasi e-procurement system is significantly affected by opportunistic behavior of  agent (22.42%), clarity of  informationprincipal (16.87%), clarity of information agent  (15.37%), principal opportunistic beha vior (13, 40%), principalcontracting mechanisms (13.04%), the mechanism of  contract agent (16.30%). Total influence the political processtowards the implementation of  e-procurement system in LPSE Riau Islands Province amounted to 97.40% state thathas a very strong influence on the implementation of  e-procurement system in LPSE Riau Islands Province. while2,60% influenced by other variables.
