Abstract

The construction of houses in river border areas is a complex issue involving legal, environmental, and spatial planning aspects. River borders are protected zones designated to maintain the ecological function of rivers and to mitigate disaster risks. In Indonesia, development in these areas is regulated through various legal instruments, including Government Regulation No. 38 of 2011 and the OSS RBA (Online Single Submission Risk-Based Approach) system. Local governments play a strategic role in spatial planning, granting permits, conducting supervision, and enforcing the law. However, significant challenges persist, such as inadequate spatial data, weak integration between local and central information systems, and socio-political pressures that influence decision-making. Furthermore, overlapping authorities between central and local governments after the Omnibus Law have further complicated the permitting and monitoring processes. A case study in Tanah Laut Regency reveals that negligence in issuing permits can lead to environmental degradation. Therefore, cross-sector collaboration, strengthened human resource capacity, and policy harmonization between central and local governments are essential. The implementation of a fair, transparent, and risk-based permitting system is key to protecting river border zones and achieving sustainable development that aligns with public interests and environmental preservation.

Abstract

This qualitative study explores teachers' strategies in teaching analytical exposition text and how to implement these strategies. Data were collected from two second-grade English teachers at SMA Negeri 15 Muaro Jambi through interviews and observations. Data analysis from this study used the theory of Miles and Huberman (1994), which consists of three stages: data reduction, data display, and conclusion drawing. This study found that teachers used three methods to teach analytical exposition text: game usage before learning, the Problem-Based Learning (PBL) Method, and the Jigsaw Method. Both methods were applied in a collaborative approach by forming several groups of students. In the Problem-Based Learning (PBL) method, the teacher gave an issue to a group of students, who later understood the problem and came up with several opinions related to the problem. Finally, they would develop their opinions in the text. The jigsaw method focused more on understanding the material related to the concept of analytical exposition text, where the teacher created cooperative learning to form a complete understanding of the material being studied

Abstract

The Military Academy is an educational institution located in the City of Magelang, Central Java. The facilities provided at educational institutions are very diverse, including the library building, the library has a reading room for cadets to carry out learning or parenting activities. In order to increase the comfort of library visitors there is a thermal comfort factor. The purpose of this research is to find out which indicators of thermal comfort in the reading room are optimal and how to optimize the maintenance and repair of public facilities in the library reading room. This research is a mixed method research. The data sources in this study were primary data obtained through in-depth interviews with library administrators and visitors, Kazi Akmil, documentation and observation of facilities in the library reading room and distributing questionnaires to respondents, namely Cadets TK III. While secondary data comes from literature and journals that support the completion of this Final Project, with reduction analysis and the Likert method in the discussion. The results of this study are that the maintenance and repair of the reading room facilities at the R.M Soedjono Djojohadikusumo Library are in good condition and ready to be used to carry out the learning process or care for the reading room

Abstract

Bullying at SDN 02 Sapan still often occurs, both in the form of fights and acts of teasing each otherbetween friends. Although teachers have given advice, bullying behavior continues to occur between students.Because, this activity aims to provide knowledge to students and schools about the forms and impacts of bullying, aswell as prevention efforts that can be taken by the school at SDN 02 Sapan. Bullying cases in elementary schoolsare serious problems that can have a negative impact on children's development, both psychologically and socially.Bullying not only interferes with the learning process, but can also reduce children's self-confidence and causelong-term trauma. This service aims to increase awareness and understanding of the dangers of bullying in the SDN02 Sapan environment through a socialization program involving students, teachers, and parents. The methods usedin this activity include providing interactive materials, group discussions, and creative activities as a form of antibullying commitment. Students are given an understanding of the definition of bullying, its forms, and the negativeimpacts it causes, while teachers and parents are given knowledge about how to recognize and handle bullyingcases. The main solution in dealing with bullying in elementary schools is collaboration between teachers andparents in motivating and developing student character.

Abstract

This article examines the implementation of da'wah organizations in pluralistic societies, highlighting the challenges and opportunities they present. Da'wah is important to convey religious values and guide people towards goodness. However, in such societies, differences in beliefs can cause social friction. Effective da'wah strategies are influenced by communication styles, methods, and societal contexts. Challenges include misunderstandings, negative stereotypes, and limited access to diverse communities. This article emphasizes the need for a dialogue-based approach and adapting to societal needs to promote peace in diverse environments. Understanding the intricacies of da'wah organizations can enhance interfaith understanding and community solidarity. Effective da'wah implementation can foster a harmonious society enriched by Islamic values in a pluralistic context.

Abstract

The Islamic insurance industry continues to grow in response to increasing public awareness of finance based on Islamic principles. This study evaluates the service quality of the Sharia insurance provider AJB Bumiputera 1912, Medan Branch, using the Servqual method. Servqual assesses the gap between customer expectations and perceptions across five key dimensions: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. Employing a descriptive quantitative approach, data were collected through questionnaires distributed to 104 respondents. The analysis involved validity and reliability testing, followed by Servqual calculations. The results reveal that the overall service quality of AJB Bumiputera 1912 Medan Branch meets customer expectations, with an average positive gap of 1.6%. The Tangibles dimension yielded the highest satisfaction level, with a gap of 3%, while the remaining dimensions exhibited relatively minor discrepancies. These findings indicate that the branch provides a high standard of service, yet continuous improvement is essential to further narrow the gap between customer expectations and actual service delivery. Ongoing service quality evaluations are recommended to enhance the company’s competitive edge within the Sharia insurance sector

Abstract

ABSTRACT The Purpose of this Research is to examine 1) Legal construction of the Judicial Review of Parliamentary Threshold No. 44/PUUXV/2017 and No. 62/PUU-XXII/2024 on Judicial Restraint of Constitutional Court Judges in Indonesia and 2) Legal politics of the regulation and application of parliamentary thresholds in the Philippines. The Research Method was a literature review in the form of normative research, which employed the qualitative method. The research approach was in the form of legislation using the statute approach, namely Constitutional Court Decisions No. 44/PUUXV/2017 and No. 62/PUU-XXII/2024 on Parliamentary Thresholds. It applied the comparative approach by comparing the parliamentary thresholds of Indonesia and the Philippines. Then, it also employed the conceptual approach, namely the theory of legal politics, the theory of judicial restraint, and the theory of the independence of the judiciary and analytical tools. The Results of the Research found: 1). Legal political construction of the Judicial Review of Parliamentary Threshold No. 44/PUUXV/2017 and No. 62/PUU-XXII/2024 on the Judicial Restraint Judge of the Constitutional Court of the Republic of Indonesia, namely: Constitutional limitation, policy limitation, doctrine limitation, and simplifying the multi-party system through the simplification of political parties, i.e., reducing the number of political parties. 2) Concerning the legal politics on the regulation and implementation of parliamentary threshold regulations in the Philippines, this country does not have a Constitutional Court. Thus, one cannot file a judicial review of election laws in the Philippines. Therefore, the Philippines is only subject to and obeys the regulations of the Philippine Constitution, which regulates the parliamentary threshold. Meanwhile, the implementation of the Philippine parliamentary threshold refers to the rules of the 1987 Constitution of the Republic of the Philippines, which applies a parliamentary threshold of 20%, by dividing the total list of voters to obtain one seat in parliament. Study Application: In Judicial Restraint Law Politics of the Constitutional Court Against Parliamentary Threshold: Through Decision No. 62/PUU-XXII/2024, the Indonesian government carried out an open legal policy on the presidential threshold provision to remove the parliamentary threshold. The Constitutional Court judge argued that there was an imbalance between the older (larger) political parties and the newer (smaller) political parties. Thus, small parties could be allowed to nominate presidential candidates, which follows the principle of equality in democracy guaranteed by the 1945 Constitution. Meanwhile, in the Philippines, the judicial restraint law politics of the constitutional court against parliamentary threshold refers to the 1987 Constitution of the Republic of the Philippines, which is 20%. Usefulness of Research: First, academically, it is hoped that this research can become a reference for future research regarding the judicial restraint law of the constitutional court against bthe parliamentary threshold, a comparison between Indonesia and the Philippines. Second, practically, in the judicial restraint, the threshold of the Indonesian parliament, judges can provide considerations in making decisions without intervention from any party, so that they can uphold the dignity of Constitutional Court Judges and create just decisions. Then, the application of the Philippine parliamentary threshold must comply with the rules of the 1987 Constitution of the Republic of the Philippines. Keywords: Judicial Restraint, Constitutional Court, Parliamentary Threshold.   ABSTRAK Tujuan penelitian ini adalah untuk mengkaji 1) Konstruksi hukum Judicial Review terhadap Parliamentary Threshold No. 44/PUUXV/2017 dan No. 62/PUU-XXII/2024 tentang Judicial Restraint Hakim Mahkamah Konstitusi di Indonesia dan 2) Politik hukum pengaturan dan penerapan ambang batas parlemen di Filipina. Metode penelitian yang digunakan adalah kajian pustaka berupa penelitian normatif dengan metode kualitatif. Pendekatan penelitian berupa legislasi dengan menggunakan pendekatan perundang-undangan, yaitu Putusan Mahkamah Konstitusi No. 44/PUUXV/2017 dan No. 62/PUU-XXII/2024 tentang Parliamentary Threshold. Penelitian ini menggunakan pendekatan komparatif dengan membandingkan ambang batas parlemen Indonesia dan Filipina. Kemudian, penelitian ini juga menggunakan pendekatan konseptual, yaitu teori politik hukum, teori judicial restraint, serta teori independensi peradilan dan perangkat analisisnya. Hasil Penelitian menemukan: 1). Konstruksi politik hukum Perkara Judicial Review Parliamentary Threshold No. 44/PUUXV/2017 dan No. 62/PUU-XXII/2024 tentang Kekangan Hakim Mahkamah Konstitusi Republik Indonesia, yaitu: pembatasan konstitusional, pembatasan kebijakan, pembatasan doktrin, dan penyederhanaan sistem multipartai melalui penyederhanaan partai politik, yaitu pengurangan jumlah partai politik. 2) Mengenai politik hukum pengaturan dan pelaksanaan ketentuan ambang batas parlemen di Filipina, negara ini tidak memiliki Mahkamah Konstitusi. Dengan demikian, seseorang tidak dapat mengajukan uji materi undang-undang pemilu di Filipina. Oleh karena itu, Filipina hanya tunduk dan patuh pada ketentuan Konstitusi Filipina, yang mengatur ambang batas parlemen. Sementara itu, penerapan ambang batas parlemen Filipina mengacu pada aturan Konstitusi Republik Filipina tahun 1987, yang menerapkan ambang batas parlemen sebesar 20%, dengan membagi seluruh daftar pemilih untuk memperoleh satu kursi di parlemen. Aplikasi Studi: Dalam Politik Hukum Pembatasan Yudisial Mahkamah Konstitusi terhadap Ambang Batas Parlemen: Melalui Putusan No. 62/PUU-XXII/2024, pemerintah Indonesia menjalankan kebijakan hukum terbuka mengenai ketentuan ambang batas presidensial untuk menghapus ambang batas parlemen. Hakim Mahkamah Konstitusi berpendapat bahwa terdapat ketidakseimbangan antara partai politik yang lebih tua (lebih besar) dan partai politik yang lebih baru (lebih kecil). Dengan demikian, partai-partai kecil dapat diizinkan untuk mengajukan calon presiden, yang mengikuti prinsip kesetaraan dalam demokrasi yang dijamin oleh Konstitusi 1945. Sementara itu, di Filipina, politik hukum pembatasan yudisial Mahkamah Konstitusi terhadap ambang batas parlemen mengacu pada Konstitusi Republik Filipina tahun 1987, yaitu sebesar 20%. Kegunaan Penelitian: Pertama, secara akademis, penelitian ini diharapkan dapat menjadi referensi bagi penelitian selanjutnya mengenai hukum pembatasan kekuasaan kehakiman Mahkamah Konstitusi terhadap ambang batas parlemen, perbandingan antara Indonesia dan Filipina. Kedua, secara praktis, dalam pembatasan kekuasaan kehakiman, ambang batas parlemen Indonesia, hakim dapat memberikan pertimbangan dalam mengambil keputusan tanpa intervensi dari pihak mana pun, sehingga dapat menjunjung tinggi martabat Hakim Mahkamah Konstitusi dan menciptakan putusan yang adil. Selanjutnya, penerapan ambang batas parlemen Filipina harus sesuai dengan aturan Konstitusi Republik Filipina tahun 1987. Kata Kunci: Pembatasan Kehakiman, Mahkamah Konstitusi, Ambang Batas Parlemen

Abstract

This study aims to describe the real conditions of household businesses in Kemuning Muda Village, Indragiri Hilir Regency. The study was conducted on three household-scale MSME actors, namely producers of tempeh chips, baked cakes, and instant rendang spices. This study used a qualitative descriptive method through semi-structured interviews and direct observation. The results of the study showed that the three business actors faced similar obstacles, including limited capital, local marketing, and the absence of planned business management. There was no business recording system or separation of household and business finances, which made business sustainability difficult. This study can be a basis for designing village MSME empowerment strategies that are in accordance with real needs in the field.

Abstract

This study aims to explore the influence of service quality and store atmosphere on customers' repurchase intention at OB.Second thrift store in Cirebon. In the rapidly growing digital era, where fashion trends change quickly, aesthetic aspects and shopping experience are key factors in the decision to repurchase. This study examines the effects of service quality and store atmosphere on repurchase intention using the Theory of Planned Behavior, Expectation Confirmation Theory, and Stimulus-Organism-Response (SOR) Model. Direct observation and a quantitative approach using questionnaires are the research methods used. The results show that repurchase intention is positively and significantly impacted by both store atmosphere and service quality. Improving customer satisfaction and creating a cozier retail environment can boost repeat business and future sales.

Abstract

This study aims to determine the effect of storage temperature on the quality of nuggets (frozen food) and the effect of storage time on their quality.The test results showed that the Total Plate Count at room temperature (28ºC-30ºC) on day 1 did not meet the standard. Similarly, at refrigerator temperature (10ºC), the values on days 12 and 16 did not meet the standard. Meanwhile, at freezer temperature (-16ºC), all samples met the standard of <105 cfu/g. For the Yeast and Mold test, the results did not meet the standard at room temperature (28ºC-30ºC) on day 1 and at refrigerator temperature (10ºC) on days 12 and 16. However, at freezer temperature, the nugget samples met the standard requirement of a maximum of 1 × 10⁴ cfu/g.The E. coli test results for all storage conditions (room temperature, refrigerator, and freezer) met the requirement of <3 cfu/g. For the Coliform test, the sample stored at room temperature on day 1 did not meet the requirement, whereas samples stored at refrigerator and freezer temperatures met the standard of 10 cfu/g. In the Proximate Analysis, nuggets stored at room temperature had a moisture content of 51.66%, protein content of 9.62%, and fat content of 10.05%. Meanwhile, those stored at freezer temperature had a moisture content of 61.48%, protein content of 10.23%, and fat content of 10.36%. However, some proximate components, such as moisture and fat content, increased during storage.
