Abstract

Infrastructure development has forced the transformation of rural farming communities to peri-urban communities and impacted community unreadiness. In Presidential Decree No. 59/2017, the Sustainable Development Goals (SDGs) have been set as indicators of Indonesia's development. Private extensionists have a fundamental role in community empowerment as the implementation of Corporate Social Responsibility (CSR) in large companies. This research has built an alternative concept of private extensionists in the SDGs. The research objectives are to analyze the role of private extensionists in community empowerment through self-social engineering and to analyze the impact of community empowerment on the SDGs' achievement. The research method used is participatory action research supported by a cybernetic approach: participant-observer, triangulation techniques, and focus group discussion (FGD). The results showed that private extensionists' implementing the concept of self-social engineering effectively empowered the community. This effectiveness occurs by placing the community as the subject of creative social energy in empowerment. This is in line with the application of the participatory communication paradigm and dialogue, which causes a communication convergence between participants. The peri-urban community empowerment approach in organic farming development positively impacts the achievement of SDGs.

Abstract

The gap in the coastal resources utilization on the North Coast in Serang Regency has the potential to cause conflict between coastal communities dealing with local governments and sea sand mining companies. This research focuses on how the communication practices of the conflicting parties and the typology of conflict, communication interactions in conflict relations and communication strategies in conflict solutions. The research used qualitative approach which was conducted through in-depth interview with informants purposively. The results of the research showed that the dominance of natural resources was the trigger for conflict in the utilization of coastal resources on the North Coast in Serang Regency. The ineffectiveness of government and company communication in managing conflict potentials made coastal communities perceived the sea sand mining activities negatively. Coastal communities fought for their interests in various forms namely demonstrations, anarchism, social conflict between layers and human rights violations. The most active community groups were fishermen because sea sand mining had caused technical problems with fishing and decrease in income. The conflicting parties communicated with each other openly, defensively and in confrontational way. The practice of communication in resolving conflicts ran less effectively because the government and the company did not involve conflicting parties through communication to resolve the conflict. The research findings are the basis of understanding to manage potential conflicts and its escalations through appropriate communication to reach consensus to realize convergence of interests.

Abstract

Tourism stakeholders must seek out innovative tactics to survive and thrive in the face of adversity. Switching to digital media and developing new digital inventions is thought to be the best option (Heliany, 2019; Irwan & Novianti, 2021). Based on this, we consider it important to see the impact of the COVID-19 pandemic on Kepulauan Seribu tourism and its relation to digital communication as an effort to minimize the impact of the pandemic which aims to see the optimism of homestay owners. This article provides an overview of the COVID-19 pandemic impact on tourism business owners of homestays in Kepulauan Seribu until 2021Objectives: This article provides an overview of the COVID-19 pandemic impact on tourism business owners of homestays in Kepulauan Seribu until 2021. This study aims to measure the awareness level of health protocols and the decline in income for homestay owners. This study also aims to describe the future recovery opportunities through the readiness of digital communication towards smart-tourism in Kepulauan Seribu and the optimism of homestay owners in developing their homestays in the future.Methodology: This study uses a quantitative descriptive approach. The collection of questionnaire data uses cluster sampling starting on June 23, 2021 until October 7, 2021 with a total of 308 respondents based on collected questionnaires. The study was carried out on 9 islands during the COVID-19 pandemic and under the policy of Restrictions towards Community Activities (abbreviated to PPKM) by Indonesia’s government. The presentation of descriptive data analysis uses SPSS Version 24. To strengthen the analysis, in-depth interviews were carried out with key informants.Finding: The results of data analysis show a 60% decrease in homestay income and the number of tourists during the COVID-19 pandemic. The biggest use of digital marketing is for imaging activity, followed by digital transaction activity, marketing, and receiving criticism and suggestions as only less than 50% of homestay owners have attended training. Although affected by the COVID-19 pandemic, homestay owners are optimistic to continue to develop the capacity of their homestay in the future. Conclusion: The availability of infrastructure to support smart tourism is sufficient. The readiness of human resources in the form of skills in maximizing the use of digital communication for tourism still needs to be supported through continuous digital communication training programs and assistance by tourism-aware groups. Keywords: COVID-19 pandemic; digital communication; Kepulauan Seribu; smart-tourism

Abstract

The purpose of this research is to describe the conditions and problems faced by the people in South Central Timor (TTS) Regency, especially those who do people's weaving businesses and to analyze the development communication that occurs in the weaving group assisted by the Trade, Industry and MSME Office of TTS Regency. This study uses a qualitative method with an interpretive approach. Furthermore, the author conducted direct interviews with a group of people's weaving craftsmen under the auspices of the Department of Trade, Industry, Cooperatives and SMEs in TTS Regency. This study found that development communication in an area has not led to empowerment. On the other hand, power dynamics between parents and young people will continue to be a feature of a society. Therefore, development communication must be carried out to facilitate different local cultural communication structures, in order to encourage empowerment not only for parents but also for the younger generation.
