Abstract

Marine climate change has resulted in a decline in the economic level of fishermen, especially small-scale fishermen who depend on marine resources to meet their daily needs. In addition, the poverty experienced by fishermen reflects economic vulnerability due to low and unstable incomes, which are caused by fluctuating market prices, a lack of alternative livelihoods, insufficient cooperation and support networks, and the prevalence of illegal fishing practices. By carrying out dialogue in the public sphere effectively, a supportive environment can be created for small-scale fishermen to optimize the potential of the public sphere in improving the family economy through increasing human resource skills. In this framework, coastal women play a vital role in the economic activities of small-scale fishermen's households through alternative economies. This research aims to investigate the role of dialogue in the public sphere to improve the economy of small-scale fishermen in coastal areas and explore the role of women in efforts to improve the family economy. This research uses a qualitative descriptive method with a case study approach. The research results show that dialogue in the public sphere has been recognized as a means of building better understanding between various parties in society, as well as the importance of involving women in family economic decision-making. This research provides implications from the concept of dialogue theory in the public sphere, reflecting the concept of community participation and creating mutual agreement through open communication and the exchange of ideas in formulating solutions to improve the family economy.

Abstract

This study aims to analyze the communication strategy of the agricultural insurance program in the South Kalimantan region to create superior and independent farmers. This communication strategy can contribute to existing development programs in the South Kalimantan region. This research used qualitative methods with SWOT and TOWS analysis techniques. Data collection techniques were open interviews, focus group discussions (FGD), and field observations (research locations and district level). The results of the study showed that agricultural insurance in the South Kalimantan region had obstacles that occurred in the field, many farmers needed help understanding and were not interested in participating in this rice farming insurance. First, the analysis of the agricultural insurance communication strategy in the SWOT analysis in the South Kalimantan region was to increase the quality capacity of government human resources in the field by providing socialization technical training and involving opinion leaders, groups, and village governments in disseminating information. Second, the communication strategy in the TOWS analysis was to optimize the existing social capital in the community, form an information centers at the village level, add variety and diversity in the methods of conveying information by extension workers and Jasindo officers and provide a variety of media sources of information, especially social media, and internet. The agricultural insurance communication strategis important to policymakers in implementing development programs.

Abstract

This research was conducted referring to the theoretical elements of development communication, while the practical techniques used were not considered. The purpose of this study is to describe the conditions and problems faced by the community in Timor Tengah Selatan Regency (TTS), especially those who carry out people's weaving business and analyze the development communication that occurs in the TTS Regency community. Qualitative methods are used to interpret real-world social problems, including people's behavior, perceptions, and experiences. This study used secondary data. Researchers use dissertations, scientific journals, the internet, and data from related agencies to gather this data. Furthermore, the authors conducted direct interviews with a group of people's weaving craftsmen under the guidance of the Department of Trade, Industry, Cooperatives, and SMEs in the TTS Regency. This study found that development communication in an area has not yet led to empowerment. On the other hand, the dynamics of power between the elderly and the younger generation will continue to be a hallmark of society. Therefore, development communication must be carried out to facilitate the communication structure of different local cultures, and to encourage empowerment not only for parents but also for the younger generation.

Abstract

Penyuluh sosial memiliki peran penting dalam pembangunan kesejahteraan sosial, yaitu sebagai komunikator, informan, motivator, serta edukator.  Tuntutan transformasi digital saat ini memberikan pengaruh kepada kebutuhan kompetensi yang berkaitan dengan teknologi informasi dan komunikasi digital.  Tingkat kompetensi komunikasi inovatif diukur melalui indikator tingkat literasi digital, kemampuan berempati, dan kemampuan komunikasi partisipatif. Karakteristik individu, faktor belajar, tingkat pemahaman peran, lingkungan kerja dan tingkat pemanfaatan Teknologi Informasi dan Komunikasi (TIK) akan memengaruhi kompetensi komunikasi inovatif penyuluh sosial.  Penelitian ini bertujuan menganalisis faktor-faktor yang memengaruhi tingkat kompetensi komunikasi inovatif penyuluh sosial.  Pengambilan data dilaksanakan pada bulan Januari 2023 melalui sensus secara daring kepada Pejabat Fungsional Penyuluh Sosial di seluruh Indonesia.  Jumlah penyuluh sosial yang berpartisipasi dalam penelitian ini mencapai 279 orang responden.  Instrumen penelitian berupa kuesioner pertanyaan dan pernyataan menggunakan aplikasi digital Google Forms dengan tautan yang disebar melalui WhatsApp.  Data diolah menggunakan analisis regresi linear Ordinary Least Square (OLS) Berganda.  Hasil penelitian menunjukkan bahwa tingkat kompetensi komunikasi inovatif penyuluh sosial berada dalam kategori sedang dengan skor 54,5.  Faktor belajar, tingkat pemahaman peran dan tingkat pemanfaatan TIK mempunyai pengaruh yang bermakna terhadap tingkat kompetensi komunikasi inovatif penyuluh sosial.

Abstract

Micro businesses are essential to national economic development by generating jobs, increasing income, and reducing poverty. The Covid-19 pandemic had a severe impact, especially on micro businesses in the service sector, with restrictions causing reduced consumer demand and business closures, including in Depok, West Java. Effective communication was critical for their resilience, enabling quick response, accurate information, marketing adaptation, customer engagement, network strengthening, collaboration, and innovation. This research aims to analyze the communication practices of micro business actors in the service sector affected by the Covid-19 pandemic in Depok, West Java. Using a qualitative approach with an interpretive paradigm, the study employed interviews and observations, applying communication theories from Betts and Buzzanell in an economic context. Findings reveal the importance of effective communication processes for micro business resilience during crises. Key sources of information and discussion for these businesses during the pandemic included micro business communities, family and friends or colleagues, and social media.

Abstract

This study’s emphasis was on Dayak Merap and Punan people’s perception of the importance of forest. A participatory approach using scoring exercises was completed with seven forest-dwelling communities in the tropical landscape of Malinau, East Kalimantan. The findings suggest that unlogged forest was the most important land category for Dayak people. It provides for their livelihoods and well-being both directly and indirectly. ‘Forest’ has the heritage values and contains an abundance of valued and significant plants and animal. For the future, ‘forest’ is predicted to remain important for local people mainly for timber. Forests are exceptional in comparison with other land types in providing a wide range of highly valued goods and services, in most cases to a greater degree than other land types. In addition, the value of forests decreases less with apparent distances. However, logged forest is related as much less important, allowing us to consider improvements in forest management that might better protect local values.

Abstract

Pengembangan agribisnis komoditi utama di wilayah pedesaan perlu difasilitasi dengan kebijakan yang kondusif yaitu, misalnya infrastruktur pendukung pemasaran seperti jaringan mobile. Secara on farm, para pelaku telah memiliki kapabilitas dalam menghasilkan produk komoditi, namun sering menghadapi kendala terkait dengan pemasaran. Oleh karena itu intervensi yang mengangkat bargaining position nya akan sangat membantu. Upaya meningkatkan keterkaitan desa-kota harus juga memiliki keterkaitan dengan peningkatan kesejahteraan para pelaku di desa. Berdasarkan penelitian ini action yang diarahkan pada peningkatan keterkaitan desa-kota selain meningkatkan keterkaitan desa-kota tersebut, juga meningkatkan pendapatan para pelaku di desa.

Abstract

This study examines the implementation of collaborative governance in literacy education empowerment programs within indigenous communities. The collaborative governance approach involves the central government, local government, institutions, and the community. The aim of this research is to describe the collaborative governance in the literacy education empowerment program within indigenous communities and analyze the factors affecting community participation and empowerment. Data was collected through a census, with a sample of 200 learners from three literacy education assistance-receiving institutions in the Indigenous Community. The approach used includes descriptive analysis and data analysis with Structural Equation Modeling (SEM). The research results indicate that collaborative governance has been established. Significant factors influencing the level of participation in this program are the level of collaboration, environmental support, optimization elements, and the characteristics of the community members. Factors significantly influencing the level of empowerment are the level of collaboration, environmental support, participation, and the characteristics of the community members, while optimization elements do not significantly affect empowerment. The research findings suggest that the program is running fairly well, although there are some challenges such as the availability of infrastructure, the lack of training for tutors, and funding sources solely from the central government budget.

Abstract

Abstract. Sembako programme is a government programme in reducing poverty, in practice the sembako programme often faces problems, one of which is target accuracy. The inaccuracy of targeting in the sembakoprogramme often results in food assistance that is not appropriate and does not touch the people who really need it, thus hampering the success of the programme. Therefore, this study analysed the Sembako program in Rangkasbitung Sub-district with a focus on the accuracy of targeting using the Logical Framework Approach (LFA). The main objectives of this study were to find the problems of targeting for the Sembako program and to make an improvement plan to improve the accuracy of the targeting of the Sembako program. The results showed that targeting accuracy in the kecamatan was affected by low data quality and weak verification. To ensure that the targeting accuracy is met, this study suggests creating clearer poverty indicators and training human resources. There is also a need for updated and connected data. The results of this study are expected to have an impact on the improvement of the Sembako programme so that it can target the people who really need it. Keywords: Sembako Program, Targeting Accuracy, Logical Framework Approach (LFA), Data Quality, Verification, Human Resources (HR). Abstrak. Program sembako merupakan program pemerintah dalam mengurangi kemiskinan pada praktiknya program sembako sering menghadapi masalah salah satunya adalah ketepatan sasaran. Ketidaktepatan sasaran dalam program sembako sering kali mengakibatkan bantuan sembako tidak tepat guna dan tidak menyentuh masyarakat yang benar-benar membutuhkan sehingga menghambat keberhasilan program. Oleh karena itu Penelitian ini menganalisis program Sembako di Kecamatan Rangkasbitung dengan fokus pada ketepatan sasaran menggunakan pendekatan Logical Framework Approach (LFA). tujuan utama penelitian ini adalah untuk menemukan masalah tepat sasaran untuk program Sembako dan untuk membuat rencana perbaikan untuk meningkatkan ketepatan sasaran program Sembako. Hasil penelitian menunjukkan bahwa ketepatan sasaran di kecamatan dipengaruhi oleh kualitas data yang rendah dan verifikasi yang lemah. Untuk memastikan tepat sasaran terpenuhi, penelitian ini menyarankan pembuatan indikator kemiskinan yang lebih jelas serta pelatihan sumber daya manusia. Selain itu diperlukan juga penyempurnaan data yang diperbarui dan terkoneksi. Hasil penelitian ini diharapkan dapat berdampak pada perbaikan program Sembako yang tepat sasaran sehingga sembako dapat menyasar masyarakat yang benar-benar membutuhkan. Kata Kunci: Program Sembako, Ketepatan Sasaran, Logical Framework Approach (LFA), Kualitas Data, Verifikasi, Sumber Daya Manusia (SDM).

Abstract

This study explores the implementation and impact of action-based learning in environmental education for elementary school students through ecotourism, using Organic Agro-Edu Tourism (AEWO) Mulyaharja in Bogor, Indonesia as a case study. Employing a qualitative research approach, data were collected through interviews, focus group discussions, observations, and document analysis involving students, teachers, local residents, and AEWO staff. The findings reveal that AEWO provides meaningful, hands-on learning experiences in organic agriculture, fostering emotional and cognitive connections to nature. Students gain not only agricultural knowledge but also develop greater empathy, responsibility, and appreciation for environmental sustainability. The integration of local farmers in the learning process enhances the authenticity and relevance of education, while the ecotourism setting enables place-based learning that extends beyond classroom boundaries. This research concludes that action-based learning within ecotourism frameworks significantly contributes to raising environmental awareness and shaping pro-environmental behavior among young learners.
