Abstract

The publication of scientific articles is an important indicator in developing teacher professionalism. However, teachers' abilities in publishing scientific articles are still relatively low. This activity aims to provide teachers with an understanding of writing and the procedures for publishing scientific articles in accredited journals. The methods used are face-to-face presentations and discussions. The subjects of this community service activity are teachers at SDN 24 Pontianak Tenggara. The instrument used is a post-test questionnaire. The post-test results indicate an improvement in teachers' understanding of scientific article writing and publication. A challenge in the workshop was the limited time available for completing the articles, so further guidance is needed in the process of submitting articles to the OJS system.

Abstract

This study aims to examine the influence of digital leadership and organizational culture on employees’ digital behavior, with digital adoption serving as a mediating variable. The research is grounded in the increasing demand for public institutions, particularly the Department of Transportation of West Kalimantan Province, to strengthen digital readiness in response to ongoing technological transformation in public services. A quantitative survey method was employed, and data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results reveal that digital leadership has a positive and significant effect on both digital adoption and digital behavior. Organizational culture also demonstrates a positive effect on digital adoption; however, its direct influence on digital behavior is weaker compared to its mediated effect. Furthermore, digital adoption significantly mediates the relationships between digital leadership and organizational culture with digital behavior. These findings highlight the importance of strengthening digital-oriented leadership and cultivating an adaptive organizational culture to enhance productive digital behavior within government institutions.

Abstract

The digitalisation process in public procurement, which includes systems such as e- procurement, electronic government procurement, digital tendering, online auctions, and the use of analytics with risk modelling, has received considerable attention as an approach for improving transparency, enhancing operational efficiency, and reducing corruption. This systematic literature review aims to synthesize empirical evidence as well as conceptual findings on how the digitalisation of procurement affects four key areas: (1) transparency and accountability; (2) outcomes related to integrity, including anti-corruption measures and fraud prevention; (3) operational efficiency and value for money; and (4) competitive dynamics and supplier participation levels. The PRISMA 2020 protocol was followed for the review. Keywords such as "public procurement," "e-procurement," "transparency," and "efficiency" were used in Scopus searches, which were filtered by discipline relevance, English language, and open-access criteria. Out of 561 initial records, 23 studies met the inclusion criteria. The review found, through thematic synthesis, that digitalisation generally improves transparency by creating digital audit trails. Integrity is also strengthened through the implementation of control indicators and the use of risk-based analytics. Operational efficiency also improves. However, effects on supplier competition remain inconsistent. The success of the digitalisation of procurement systems depends heavily on the quality of institutional governance, the design of the systems, and the adequacy of national digital infrastructure.

Abstract

Digitalisasi perdagangan, pertumbuhan cross-border e-commerce, dan integrasi pasar lintas batas telah mendorong usaha kecil dan menengah (UKM) untuk membangun strategi pemasaran berbasis kerja sama. Namun, literatur yang ada masih belum memberikan sintesis komparatif mengenai jenis kerja sama UKM yang paling berdampak terhadap inovasi dan market performance. Artikel ini bertujuan untuk menjawab pertanyaan penelitian: jenis kerja sama apa yang paling berdampak pada inovasi dan market performance UKM? Variabel utama dalam kajian ini mencakup kerja sama UKM lokal dan lintas batas, cross-border e-commerce cooperation, platform-based cooperation, institutional networking, relational exchange berbasis trust, inovasi, dan market performance. Penelitian ini menggunakan metode Systematic Literature Review berbasis framework PICO. Sampel kajian terdiri atas 25 artikel yang diseleksi dari database Scopus dan Google Scholar, meliputi artikel kuantitatif, kualitatif, mixed methods, studi konseptual, conference paper, dan systematic review. Teknik analisis yang digunakan adalah sintesis tematik-komparatif untuk membandingkan bentuk kerja sama, mekanisme pengaruh, dan outcome yang dihasilkan. Hasil kajian menunjukkan bahwa cross-border e-commerce cooperation, platform-based cooperation, institutional networking, dan relational exchange berbasis trust merupakan bentuk kerja sama yang paling menonjol dalam mendorong inovasi dan market performance UKM. Inovasi yang muncul terutama berupa inovasi pemasaran, inovasi digital, inovasi model bisnis, dan pengetahuan inovasi produk. Sementara itu, market performance tercermin melalui export performance, international performance, overseas business income, market entrance, efficiency, dan competitiveness. Studi ini menyimpulkan bahwa kerja sama UKM berdampak positif apabila didukung oleh trust, flexibility, international market knowledge, product innovation knowledge, kapabilitas digital, kapabilitas ekspor, dan dukungan kelembagaan.

Abstract

Border regions often face higher public service delivery costs due to geographic isolation, limited accessibility, and inadequate infrastructure. Although research on fiscal equalization, regional inequality, and border studies has expanded significantly, existing studies remain fragmented and lack a comprehensive conceptual framework for understanding fiscal compensation needs in border areas. This study aims to analyze the development of the literature and propose the concept of Border Fiscal Cost Premium through a Systematic Literature Review (SLR) and bibliometric analysis using VOSviewer. The dataset consists of 82 peer-reviewed articles indexed in Scopus from 2001 to 2025. The results identify four major research clusters: Regional Economy and Border Relations, Infrastructure Investment and Economic Development, Fiscal Equalization and Public Finance, and Border Governance and Spatial Inequality. Temporal analysis reveals growing attention to themes such as accessibility, public services, demography, and territorial disadvantage. The literature synthesis indicates that additional fiscal costs in border regions are driven by geographic isolation, limited connectivity, institutional fragmentation, constrained fiscal capacity, and interregional coordination challenges. The proposed Border Fiscal Cost Premium serves as a conceptual framework integrating fiscal, spatial, and governance dimensions to support more adaptive, equitable, and place-based fiscal transfer policies for border regions.
