Abstract

The declining performance of protocol staff at the Regional Secretariat in Banten Province in recent years has become a strategic issue that requires further investigation. Factors such as mismatched job placements, lack of professional training, and an unconducive work environment have contributed to the decline in the quality of public services. This study aims to analyse the influence of the work environment and job placement on employee performance with job satisfaction as a mediating variable. The method used was a quantitative approach with an explanatory research design. The study population included all ASN protocol employees, with a sample of 66 respondents. Data were collected using a Likert-scale questionnaire that had been tested for validity and reliability. Data analysis used Partial Least Squares-Structural Equation Modelling (PLS-SEM) to examine direct and indirect relationships between variables. The research results show that the work environment has a significant positive effect on employee job satisfaction and performance. Job placement according to competencies also has a significant positive effect on both. Job satisfaction has been shown to partially mediate the relationship between the work environment and job placement on performance. In conclusion, performance improvements can be achieved through improved facilities, supportive environmental arrangements, and competency-based placement. The practical implication is strengthening human resource management policies that emphasize training, appropriate placement systems, and improving the quality of the work environment to boost performance and the quality of public services.

Abstract

Employee performance in the Cilegon City Regional Government is not optimal, which is influenced by a lack of motivation to work, employee competence, and Organizational Citizenship Behavior (OCB). The purpose of this study is to evaluate how employee work motivation and competence impact their performance, both directly and indirectly, by using OCB as a mediating variable. Various issues are discussed, including: (1) the relationship between work motivation and employee performance; (2) the relationship between work motivation and OCB; (3) the relationship between employee competence and OCB; (4) the relationship between OCB and employee performance; and (6) the mediating role of OCB in the relationship between work motivation and employee competence. This study uses a quantitative method, namely PLS-SEM, or Partial Least Square-Structural Equation Modelling. The research instrument is a questionnaire that has been tested for validity and reliability, with respondents from State Civil Apparatus (ASN) selected through random sampling. The results show that work motivation and competence have a significant positive effect on employee performance and OCB, and OCB acts as a significant mediator. Recommendations are given to the Cilegon City Regional Government to increase motivation, competence, and the cultivation of OCB to encourage sustainable employee performance.

Abstract

The background of this study is the crucial role of transformational leadership in fostering OCB in the chemical manufacturing industry, which faces significant challenges related to safety and quality of work. QWL and organizational commitment are considered mediating factors that can strengthen the influence of leadership on OCB in this work environment. The purpose of this research is to analyze the effect of transformational leadership on employee OCB in the chemical manufacturing sector of Cilegon City, simultaneously assessing the mediating roles of QWL and organizational commitment. The research method employed is quantitative using Structural Equation Modeling based on Partial Least Squares (PLS-SEM). Data were collected via questionnaires distributed to 300 permanent employees across five chemical manufacturing companies in Cilegon City. Path analysis was conducted to test the direct and indirect relationships among variables. The results indicate that transformational leadership significantly affects OCB both directly and indirectly through the mediation of QWL and organizational commitment. Moreover, QWL significantly influences organizational commitment and OCB. These variables collectively explain 87.2% of the variance in employee OCB. The conclusion highlights the importance of developing transformational leadership and enhancing QWL and organizational commitment to improve OCB in the chemical manufacturing industry. Practical implications suggest the need for integrated programs combining leadership development, QWL, and organizational commitment to foster sustainable organizational performance.

Abstract

This study aims to identify the training needs of operational employees at PT Intra Presisi Indonesia through a Training Needs Analysis (TNA) approach that includes organizational analysis, task analysis, and individual analysis. The background of the study is based on the company's training conditions which are still reactive and not yet integrated with long-term human resource development strategies. Data collection was conducted through interviews with management and direct superiors, distribution of questionnaires to operational employees, and review of company documents. The results of the analysis indicate significant competency gaps in the Production, Quality Control, and Maintenance departments. In the Production department, competency gaps were primarily found in the operation of welding robots, die changes, and the application of the 5R principles. In the Quality Control department, the most prominent gaps were in the operation of the Coordinate Measuring Machine (CMM), the application of QC 7 Tools, and root cause analysis. Meanwhile, in the Maintenance department, limited cross-system troubleshooting capabilities and the application of Root Cause Analysis were the main problems. Based on these findings, a training program design was prepared based on competency gap priorities as a basis for developing more targeted, effective, and sustainable training to improve the company's operational performance.

Abstract

This study aims to analyze the influence of organizational culture and work environment conditions on employee performance, with work motivation as a mediating variable, at the Food Security, Agriculture, and Fisheries Service in Banten Province. Employee performance is seen as an indicator of individual achievement in carrying out tasks according to their roles and responsibilities within the organization. Of the total population, 230 employees were designated as research samples. Primary data were obtained through questionnaires distributed via Google Forms, and the analysis employed statistical methods within a quantitative framework using Partial Least Squares (PLS). The research findings revealed that organizational culture significantly influences employee performance, while the work environment showed no significant direct effect. However, both variables were shown to significantly influence work motivation. Furthermore, organizational culture and the work environment also exert an indirect influence on performance through work motivation. Therefore, work motivation acts as an intervening variable that strengthens the relationship between organizational culture and the work environment and employee performance at the Banten Province Food Security, Agriculture, and Fisheries Service.
