Abstract

Introduction: Baduy customary law is a system of norms that governs the social, spiritual, and ecological life of the Baduy people in Banten. The uniqueness of this customary law lies in its adherence to the principle of pikukuh karuhun (ancestral rules), which rejects modernization and maintains the sanctity of tradition. However, in the context of a modern state that upholds human rights and religious freedom, questions arise as to the extent to which Baduy customary law can coexist with universal human rights principles, particularly the rights to freedom of religion and expression. Purposes of the Research: This study aims to analyze the compatibility between Baduy customary law and human rights principles, as well as to examine the dynamics of the relationship between indigenous communities and the state in maintaining a balance between collective and individual rights. The research method used is a juridical-sociological approach with data collection techniques through literature studies, interviews, and field observations in the Inner Baduy and Outer Baduy regions. Methods of the Research: Using a juridical-sociological approach, with data collection techniques through literature studies, in-depth interviews, and field observations in the Inner Baduy and Outer Baduy regions, in order to understand the relationship between customary law, human rights, and religious freedom contextually. Results of the Research: This research reveals that Baduy customary law, while seemingly restrictive, is fundamentally oriented toward spiritual values. The state needs to adopt a multicultural and recognition-based approach to protect the rights of indigenous peoples without negating human rights principles. Integrating customary law into the national legal framework is key to achieving contextual and inclusive justice.

Abstract

Population administration services are a form of public service that plays a crucial role in meeting the needs of the community for population documents, such as Identity Cards (KTP), Family Cards (KK), birth certificates, and other administrative documents. This study aims to analyze the effectiveness of population administration services in Ciruas District, Serang Regency, and to identify factors that influence the quality of service to the community. The research method used is a qualitative approach with data collection techniques through observation, interviews, and documentation. Research informants consisted of sub-district officials and community users of population administration services. The results of the study indicate that population administration services at the Ciruas District Office have been running quite effectively, seen from the aspects of timeliness of service, ease of procedures, and employee responsiveness to community needs. The use of information technology also helps expedite the administrative service process. However, several obstacles remain, such as limited facilities and infrastructure, disruption of the population administration system network, and a low understanding of some community members regarding the administrative requirements that must be met. Supporting factors for service effectiveness include apparatus competence, coordination between employees, and commitment to providing excellent service to the community. This study concludes that the effectiveness of population administration services in Ciruas District, Serang Regency is quite good, but still requires improvements in aspects of service facilities, strengthening digital systems, and socialization to the community so that public services can run more optimally, quickly, and transparently.

Abstract

The principles of good governance studied include transparency, accountability, public participation, effectiveness, efficiency, and responsiveness of government officials in providing public services to the community. The background of this research is based on the importance of fast, accurate, and transparent administrative services as part of efforts to realize good governance at the village level. The research method used is a descriptive method with a qualitative approach. Data collection techniques were carried out through observation, interviews, and documentation of village officials and the community as users of administrative services. The results of the study indicate that the implementation of good governance principles in Panancangan Village has been running quite well, especially in the aspects of transparency of service information and apparatus responsiveness to community needs. However, several obstacles were still found, such as limited service facilities, low community participation in monitoring public services, and the less than optimal use of administrative technology. The application of good governance principles has been proven to have a positive impact on improving the quality of administrative services, marked by increased public satisfaction, the effectiveness of the service process, and the creation of better relationships between the village government and the community. Therefore, it is necessary to increase the capacity of the apparatus, strengthen the digital-based service system, and more active community participation to support the creation of professional, transparent, and accountable public services in the Panancangan Subdistrict, Serang City.

Abstract

Kegiatan pendampingan belajar mengaji bagi anak usia dini merupakan upaya dalam menanamkan nilai-nilai keislaman sejak dini serta meningkatkan kemampuan membaca Al-Qur’an secara bertahap. Program ini dilaksanakan di TPA/TPQ Desa Kertasana, Kecamatan Pagelaran, dengan fokus pada penggunaan metode Iqra’ sebagai pendekatan utama dalam pembelajaran. Metode Iqra’ dipilih karena dinilai efektif, sistematis, dan mudah dipahami oleh anak-anak. Tujuan dari kegiatan ini adalah untuk membantu anak-anak usia dini dalam mengenal huruf hijaiyah, melatih kemampuan membaca secara tartil, serta membentuk karakter religius sejak usia dini. Pendekatan yang digunakan dalam pendampingan ini adalah pendekatan partisipatif dengan metode belajar sambil bermain, bercerita, dan pembiasaan. Hasil dari kegiatan menunjukkan adanya peningkatan minat dan kemampuan anak dalam membaca huruf hijaiyah serta memahami dasar-dasar membaca Al-Qur’an. Selain itu, program ini juga mendapat respon positif dari orang tua dan pengelola TPA/TPQ. Kesimpulannya, pendampingan belajar mengaji dengan metode Iqra’ di TPA/TPQ Desa Kertasana memberikan kontribusi positif dalam pembentukan fondasi keagamaan anak sejak dini.

Abstract

Introduction: The pluralism of Baduy customary law is a constitutional reality within the Indonesian constitutional system, particularly regarding the recognition of indigenous communities. The existence of Baduy customary law influences local governance, which is based on local wisdom, customary adherence, and social sustainability. However, the harmonization of customary law and state law often faces normative and implementation challenges. Purposes of the Research: This study aims to analyze the pluralism of Baduy customary law within the framework of Indonesian constitutional law and its implications for just governance. The research focuses on the form of constitutional recognition, the relationship between state authority and customary institutions, and the contribution of Baduy customary law in realizing the principles of justice, legal certainty, and respect for the rights of indigenous peoples contextually, normatively, and empirically within Indonesia's current modern and diverse regional government system. Methods of the Research: The research method used is qualitative research with a normative juridical and sociolegal approach. Data were obtained through a library study of laws and regulations, court decisions, and scientific literature, supported by empirical data from previous studies. Data analysis was conducted descriptively and analytically to interpret the relationship between Baduy customary law and the principles of constitutional law and the Indonesian constitution, values ​​of justice, pluralism, customary recognition, and the practice of sustainable, adaptive, contextual, democratic, and national local governance. Results of the Research: The research findings indicate that Baduy customary law holds a strategic position within the national legal system through conditional constitutional recognition. The novelty of this research lies in the assertion that customary legal pluralism does not conflict with constitutional law, but rather enriches the concept of just governance. The integration of Baduy customary values ​​supports the principles of substantive justice, community participation, and respect for collective customary rights. These findings emphasize the need for adaptive constitutional policies policies based on the values ​​of the Indonesian constitution to ensure harmony between customary law and the state in a sustainable, inclusive, democratic, contextual, national, modern, responsive, just, dignified, balanced, participatory, and constitutionally oriented manner.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh optimalisasi Penerangan Jalan Umum (PJU) serta kualitas pelayanan publik oleh UPTD Dinas Perhubungan Provinsi Banten terhadap tingkat aksesibilitas pada Ruas Jalan Raya Palka (Palima–Cinangka). Aksesibilitas merupakan indikator penting dalam mendukung mobilitas masyarakat serta aktivitas sosial dan ekonomi, khususnya pada wilayah penghubung antar kecamatan dengan intensitas pergerakan yang tinggi. Penelitian ini menggunakan pendekatan kuantitatif dengan metode survei. Data dikumpulkan melalui penyebaran kuesioner kepada pengguna jalan yang secara rutin melintasi ruas jalan tersebut. Analisis data dilakukan menggunakan regresi linier berganda untuk mengetahui pengaruh variabel independen terhadap variabel dependen secara parsial maupun simultan. Hasil penelitian menunjukkan bahwa optimalisasi PJU berpengaruh positif dan signifikan terhadap aksesibilitas dengan koefisien regresi sebesar 0,308 dan nilai signifikansi 0,000 (<0,05). Selain itu, kualitas pelayanan publik juga terbukti berpengaruh positif dan signifikan terhadap aksesibilitas masyarakat. Secara simultan, kedua variabel tersebut memberikan pengaruh yang signifikan terhadap peningkatan aksesibilitas. Temuan ini menunjukkan bahwa peningkatan kualitas infrastruktur penerangan jalan yang disertai pelayanan publik yang responsif dan efektif mampu meningkatkan keamanan, kenyamanan, serta kemudahan mobilitas pengguna jalan. Hasil penelitian ini diharapkan dapat menjadi bahan pertimbangan bagi pemerintah daerah dalam merumuskan kebijakan pengelolaan PJU dan peningkatan pelayanan publik secara berkelanjutan guna mendukung pemerataan aksesibilitas dan pembangunan wilayah.Kata kunci : aksesibilitas, pelayanan publik, penerangan jalan umum.

Abstract

This study aims to analyze the marketing communication strategies implemented by the Banten Province Cooperatives and MSMEs Office to increase consumer loyalty towards the products of its fostered MSMEs. Marketing communication strategies are a crucial aspect in creating long-term relationships between MSMEs and consumers, given the increasingly competitive market in the digital era. The research method used is descriptive qualitative with data collection techniques through in-depth interviews, observation, and documentation of MSMEs, consumers, and the MSME Cooperatives and MSMEs Office. The results show that the marketing communication strategies implemented include a digital-based promotional approach, improving the quality of information services, utilizing social media as a means of interaction, and holding regular product exhibition events. The implementation of these strategies can increase brand awareness, build trust, and strengthen consumers' emotional attachment to local MSME products. However, this study also found obstacles in the form of limited digital literacy among some MSMEs and limited promotional budgets. The conclusion of this study confirms that an integrated, consistent, and participatory marketing communication strategy plays a crucial role in building consumer loyalty, and needs to be supported by ongoing training programs and communication media innovation.

Abstract

Sejak awal tahun 2020, pandemi COVID-19 telah melanda dunia dan menyebabkan banyak masalah kesehatan dan ekonomi, termasuk di Indonesia. Untuk menanggapi dampak tersebut, pemerintah Indonesia meluncurkan program Bantuan Langsung Tunai (BLT) untuk membantu orang-orang yang paling terdampak dengan uang. Jurnal ini memeriksa bagaimana kebijakan BLT berdampak pada pengurangan dampak ekonomi pandemi dan seberapa efektif mereka memberikan bantuan kepada masyarakat. Meskipun dampak BLT sementara, hasil analisis menunjukkan bahwa hal itu meningkatkan daya beli masyarakat, mendorong konsumsi domestik, dan membantu menurunkan angka kemiskinan. Tantangan distribusi seperti ketidakmerataan penyaluran dan kemungkinan penyalahgunaan masih perlu ditangani. Oleh karena itu, untuk meningkatkan efisiensi program di masa mendatang, evaluasi berkala dan peningkatan kejelasan dalam proses distribusi sangat penting. Jurnal ini diharapkan dapat membantu pengambil kebijakan membuat strategi pemulihan ekonomi yang lebih baik.

Abstract

This study is motivated by the importance of implementing Standard Operating Procedures (SOPs) for infrastructure maintenance to ensure organizational asset sustainability while improving employee efficiency and effectiveness at the Office of Women's Empowerment, Child Protection, Population Control, and Family Planning (DP3AKKB). The primary issues include the suboptimal implementation of SOPs, limited supervision, and inconsistent maintenance practices that affect service quality and employee productivity. This study aims to analyze the implementation of infrastructure maintenance SOPs and identify the factors influencing their effectiveness. A descriptive qualitative approach was employed using observation, in-depth interviews, documentation, and literature review as data collection techniques. Data were analyzed through data reduction, data display, and conclusion drawing, with source and technique triangulation used to ensure data validity. The findings indicate that the SOP implementation has generally been carried out in accordance with established procedures; however, several challenges remain, including limited maintenance budgets, low compliance with maintenance schedules, and insufficient monitoring and evaluation. Nevertheless, the implementation of SOPs has positively contributed to improving workplace readiness, optimizing the utilization of facilities, accelerating work completion, and enhancing employee performance effectiveness. The study concludes that optimizing SOP implementation through strengthened supervision, improved employee competencies, and regular evaluation can significantly enhance infrastructure management quality and support the achievement of organizational objectives.
