Abstract

This study aims to evaluate the performance of the Cimanggis Village Government in managing the Tuesday Market in Cimanggis Village, Cicantayan Sub-district, Sukabumi Regency in 2023-2024, using Dunn's policy evaluation model which includes dimensions of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. This research used a qualitative approach with a descriptive method, where data was collected through in-depth interviews with various informants involved in market management, both from elements of the village government, market managers, traders, and buyers. The results showed that the management of the Tuesday Market has provided tangible benefits to the community, especially in terms of ease of access and affordability of basic needs. However, there are still weaknesses in the aspects of policy responsiveness and accuracy, such as the non-optimal provision of formal communication channels, the lack of periodic evaluation, and the need for innovation to face digital competition. Therefore, improvements in management and market management strategies are needed in order to respond to the challenges and needs of the community in a sustainable manner.

Abstract

This qualitative study explored the proper and feasible Halal Tourism (HT) model regarding the implementation of Sharia law in Aceh Province, Indonesia. Observation, questionnaire, and interview were conducted at three important tourist cities in Aceh: Banda Aceh, Sabang, and Takengon. Three hundred twenty-five respondents participated in this research, and convenience sampling was used to select them. The results were analyzed using Miles and Huberman’s qualitative analysis method and the SWOT analysis to construct the expected model. The result indicated that the HT model must be arranged under the following six principles: ease, reliability, safety, trust, openness, and continual improvement. Those principles can be implemented in every aspect of tourism: policies and regulations, facilities, hotels, other accommodations, transportation, and human resources. Also, progress in the HT management must focus on implementing Sharia in the plenary (kaffah) and improving the locals’ prosperity. Besides, the HT model consists of planning, decision-making, providing support, socializing, implementing, and supervising, considering its principles toward tourism and local cultures and values. The implementation of the model is expected to ensure the communities' life and integrate their inextricable foundation, Sharia while stimulating their socio-economic through the possibility of investment and employment in the future.

Abstract

This study focuses on contrastive analysis of the characteristics and features of adverbs in English and Indonesian languages. This study explores all similarities and differences of adverbs according to their forms, formations, meanings and positions in both languages thoroughly and accordingly predict what sorts of errors the Indonesian learners of English may encounter. This research uses descriptive method by using library research in which all data are collected from linguistics books from both languages. The findings show that there are similarities and differences almost in all aspects of adverbs in both languages. (1). Both languages have two similar forms, as origin and derivative. But in Indonesian, the original and derivative ones can be classified again into reduplication word. (2). The formations of adverbs in both languages use different affixation systems as inflection and derivation. Indonesian uses various affixes such as prefixes, suffixes and confixes, while English uses only kinds of affixes as prefix and suffix. In forming adverbs from adjectives, English uses a suffix ‘-ly’, and a prefix ‘a-‘, meanwhile most of the Indonesian adverbs have the same form as adjectives or without any addition of affixes. Referring to adverbs derived from verbs, Indonesian ones may be formed through reduplicating the base form of the verbs, while English does not have this system.  The formation of adverbs derived from nouns, English uses some suffixes such as, -ly, -ward(s), -ways, -wise, and a prefix, a-. Meanwhile Indonesian uses only one prefix ‘se-, one suffix –nya’ and by reduplicating the base form of the noun (e.g., hati becoming hati-hati), it is not in English ones. (3). In terms of their meanings, even though both English and Indonesian are alike, a great difference appears that several words called auxiliaries verbs in English and some English verbs such as, like, want, and wish, etc. have different word classes, concept and function in both languages. Those auxiliaries’ words and verbs are basically real adverbs as qualifiers in Indonesian. (4). Referring to adverb positions, generally, Indonesian adverbs are more mobile in sentences, meanwhile, English ones have certain common positions except some words should be placed permanently. These differences of adverbs in English and Indonesian are identified as problems caused by language interference for Indonesian students. Consequently, the results of this extensive research may be useful for teachers, students, curriculum development and materials of teaching.

Abstract

It has been conducted a geomagnetic research in the geothermal area of Sonai Village and its surroundings, Puriala, Konawe Regency, which aims to identify the structure of the subsurface using the pseudo-gravity method. After performing diurnal and IGRF corrections on the measurement data, the residual magnetic field anomaly is obtained around -150 to 90 nT. Furthermore, transformation process using the pseudo-gravity method is carried out, and the anomaly contour density is obtained around -0.07 to 0.06 mGal. The results of 2D modeling of 2 slices on the residual magnetic anomaly map that have undergone pseudo-gravity transformation show that the subsurface layers of the research area are composed of 3 formations. Layers with density values of 1.5 and 2.5 g/cm3 are thought to be Alluvium Deposits in the form of sand and clay, layers with density values of 2.6 and 2.78 g/cm3 are sandstone and conglomerate in the Alangga Formation, and a layer with a density value of 2.84 g/cm3 is peridotite in the Ultramafic Complex (bedrock layer). In addition, several minor faults were also found, and among them 2 minor faults adjacent to geothermal manifestation are located at coordinates of approximately 4o1’16.149” South Latitude dan 122o7’9.609” East Longitude with a distance of ±15 meters, and at coordinates of approximately 4o1’23.388” South Latitude dan 122o7’24.326” East Longitude which is ±28 meters from the manifestation. These minor faults cut through the peridotite layer and the conglomerate layer, and are thought to be the migration path of hot fluids towards the surface.

Abstract

Capital investment or capital expenditure plays a vital role in supporting economic growth, especially in developing countries such as Indonesia. Capital expenditure includes spending on fixed assets, such as infrastructure, production facilities, and technology, which are the foundation for long-term sustainable development. In the Indonesian context, the priority of capital expenditure is directed towards accelerating infrastructure development, reducing inequality between regions, and increasing global competitiveness. However, challenges in optimizing this expenditure arise due to the lack of comprehensive understanding of the factors that influence it. At the local level, the relationship between the community as the principal and the government as the agent in resource management is crucial. The sub-district government has a strategic role in public services, infrastructure maintenance, and absorption of community aspirations. To increase public trust, responsible, transparent, and accountable management is needed. Collaboration between the community and the sub-district government is expected to encourage shared prosperity, with steps such as routine reporting, community empowerment, increasing the competence of the apparatus, and utilizing information technology. This literature highlights the importance of capital investment and resource governance at the local level as fundamental elements in strengthening inclusive and sustainable economic development.

Abstract

This study reviews various research on the impact of financial variables on capital expenditure across different regions in Indonesia. The variables investigated include General Allocation Funds (DAU), Regional Original Income (PAD), Special Allocation Funds (DAK), and Profit Sharing Funds (DBH). The research primarily uses secondary data from financial reports, including the Realization Report of the Regional Budget (APBD) and financial statements from regional governments. Methods used across the studies include multiple regression analysis, moderated regression analysis, and panel data models with various statistical tests such as the Chow test, Hausman test, and Lagrange Multiplier test. The findings indicate that DAU and PAD generally have a positive impact on capital expenditure, while the effects of DAK and DBH vary, with some studies showing positive impacts and others indicating negligible or negative effects. The moderating factor of Remaining Over Budget Financing (SILPA) presents mixed results. The reviewed studies highlight a gap in comparative analysis across different regions and suggest a need for further exploration of the interaction between economic conditions and financial variables, as well as the impact of long-term economic cycles on capital expenditure. Addressing these gaps could enhance understanding and inform more effective fiscal management and resource allocation strategies.

Abstract

Hotel and restaurant tax is one of the sources of Local Revenue (PAD) that has a strategic role in regional economic development. This study aims to review the literature related to the collection mechanism, challenges, and impact of hotel and restaurant tax on the growth of the tourism sector and the regional economy. The results of the literature review indicate that this tax not only functions as a fiscal instrument to increase regional revenue, but also as a regulatory tool in managing the hotel and culinary sectors. However, various challenges such as low levels of tax compliance, weak supervision, and the potential for tax leakage are still obstacles in optimizing regional tax revenues. Therefore, a balanced policy is needed between increasing the effectiveness of tax collection and providing incentives for business actors so that this sector continues to develop sustainably. With a good tax management system, hotel and restaurant tax can contribute significantly to driving local economic growth and supporting more inclusive and sustainable regional development.

Abstract

This study is a literature review study that aims to examine and analyze various research results related to the growth rate, effectiveness, potential, and contribution of advertising tax to Regional Original Income (PAD) in various regions, with the main focus on Mataram City. Advertising tax as part of regional taxes has a strategic role in supporting regional financing, but its contribution to total PAD is still often found to be relatively low. This study was conducted by reviewing nine relevant previous studies, using a thematic analysis approach to the findings, methods, and conclusions of each study. The results of the study indicate that the effectiveness of advertising tax tends to be high in several regions, but its contribution to PAD is still relatively low. The potential for advertising tax revenue has not been fully utilized, due to weak supervision, lack of tax object data collection, and suboptimality in determining advertising rental values. By identifying common patterns and challenges that often arise, this study provides recommendations for strengthening regulations, developing technology-based collection systems, and increasing institutional capacity in order to optimize advertising tax as a source of PAD.
