Abstract

Digital technology has become a certainty in the government development agenda. Currently, the presence of digital government is considered the final point of achievement in e-government development. So far, many digital government development initiatives have been carried out at the local government level. Still, there has not been any research that examines the extent to which digital government development has been carried out at the district/city level using a variable approach to the digital government evolution classification. This research is to fill the void. This research uses secondary data from literature publications of scientific articles related to digital government in the two cities, namely Samarinda City and Balikpapan City. The search for data related to digital government uses the Google Scholar database as a data source. The data search stage is carried out using the Publish or Perish software to classify the resulting publications based on the theme's relevance. Research findings show an increasing research trend and continue to fluctuate every year. The focus of the issues and dominant themes presented have provided new information and understanding regarding how digital governance in the two cities has been implemented so far. Furthermore, the findings of this study also show that, in general, the level of evolution of digital government in both towns in Samarinda City and Balikpapan City has existed in the four available evolutionary stages. Still, some steps are dominant, and others are not dominant.

Abstract

Digital transformation in public services is essential for enhancing government performance and modernizing systems. In the realm of multicultural communication, it's crucial that technology is both technically effective and culturally inclusive. This research analyzes trends in digital government transformation from 2018 to 2022, revealing 340 indexed research articles in the Scopus database. Using qualitative research and bibliometric analysis with CiteSpace software, the study examines publications based on the number of articles, contributing countries, fields of study, authors, affiliated institutions, and citation counts. The findings indicate a rising trend in publications, with computer science as a core discipline. Digital organizational resilience emerges as a dominant topic, emphasizing the need for governments to adapt to technological changes effectively. The University of the Aegean is noted as a leading institution, while Draheim has the highest contribution level, and Russia is identified as the most prolific contributing country. The implications suggest that for successful digital transformation, governments must prioritize inclusivity and cultural sensitivity in their technology strategies. This research contributes to understanding how multicultural communication can enhance digital initiatives and emphasizes the importance of considering all societal segments in policy development. Ultimately, the findings lay a foundation for developing a more inclusive government through sustainable technology and recognition of cultural diversity, enabling better engagement and service delivery to diverse communities.Keywords: Bibliometric Analysis, CiteSpace, Digital Transformation, E-Government, Multicultural Communication. AbstrakTransformasi digital dalam pelayanan publik merupakan langkah untuk meningkatkan kinerja pemerintahan dan modernisasi sistem pemerintahan. Dalam konteks komunikasi multikultural, penting untuk memastikan bahwa teknologi tidak hanya efektif secara teknis namun juga inklusif secara budaya. Penelitian ini menganalisis tren transformasi pemerintahan digital dalam lima tahun terakhir, yaitu pada tahun 2018 hingga 2022. Temuannya, terdapat 340 artikel penelitian tentang transformasi pemerintahan digital yang terindeks di database Scopus. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan studi literatur. Penelitian ini menerapkan analisis bibliometrik menggunakan software CiteSpace. Selanjutnya makalah disajikan berdasarkan jumlah publikasi, negara kontributor, bidang studi, penulis, institusi afiliasi, isu terkait, dan sitasi tinggi. Penelitian ini menunjukkan tren publikasi yang meningkat, dengan ilmu komputer menjadi disiplin inti dalam penelitian ini. Melalui analisis beberapa sumber, ketahanan organisasi digital menjadi trending topik yang dominan. Selain itu, Universitas Aegean adalah institusi terkemuka. Draheim merupakan penulis dengan tingkat kontribusi tertinggi, namun Rusia menjadi negara yang memberikan kontribusi paling besar. Pada akhirnya, hasil penelitian tersebut menjadi preferensi untuk mengembangkan pemerintahan yang lebih inklusif dengan menerapkan teknologi berkelanjutan dan mempertimbangkan keberagaman budaya.Kata Kunci: Analisis Bibliometrik, CiteSpace, Transformasi Digital, E-Government, Komunikasi Multikultural.

Abstract

The widespread use of social media has fundamentally transformed how people communicate, collaborate, and interact, leading to significant shifts in social structure and contemporary cultural order. This study aims to analyze the role of social media in revolutionizing public service implementation in the digital era. The research uses a qualitative approach, utilizing Google Collab and Nvivo as analytical tools. Key findings reveal that internet usage is dominated by adolescents and adults, which accelerates the adoption of public services through social media, primarily due to the high level of technological literacy among users. The results of this study contribute to the literature by highlighting the role of social media as an effective tool to overcome the limitations of conventional communication in public services. The practical implications of this study indicate the potential for improving public service standards at the international level through the optimization of social media to reach the community more broadly and efficiently.Keywords: social media, e-government, e-governance, innovation division, web 2.0AbstrakPenggunaan media sosial yang luas telah secara mendasar mengubah cara orang berkomunikasi, berkolaborasi, dan berinteraksi, serta menyebabkan pergeseran signifikan dalam struktur sosial dan tatanan budaya kontemporer. Penelitian ini bertujuan untuk menganalisis peran media sosial dalam merevolusi implementasi pelayanan publik di era digital. Metode yang digunakan adalah pendekatan kualitatif dengan memanfaatkan alat analisis Google Collab dan Nvivo. Temuan utama menunjukkan bahwa penggunaan internet didominasi oleh remaja dan orang dewasa, yang mempercepat adopsi layanan publik melalui media sosial, terutama karena tingginya tingkat literasi teknologi di kalangan pengguna. Hasil penelitian ini berkontribusi pada literatur dengan menekankan peran media sosial sebagai alat efektif untuk mengatasi keterbatasan komunikasi konvensional dalam pelayanan publik. Implikasi praktis dari penelitian ini menunjukkan potensi peningkatan standar pelayanan publik di tingkat internasional melalui optimalisasi media sosial untuk menjangkau masyarakat secara lebih luas dan efisien.Kata Kunci: media sosial, e-government, e-governance, divisi inovasi, web 2.0

Abstract

The rapid development of information technology is the main driver for significant dynamics in the implementation of e-government. This study aims to present an analysis of the challenges of implementing e-government in Indonesia. This study used quantitative methods using secondary data. The results showed that the E-Government Development Index in Indonesia reached rank 77 in 2022 with a good sub-index score: 0.76 for the Online Service Index, 0.64 for the Telecommunication Infrastructure Index, and 0.74 for the Human Capital Index. The conclusion of this study shows that some of the challenges of implementing E-Government,, namely lack of data integration, minimal public participation, and lack of understanding of technical aspects and information security among Human Resources (HR), especially the State Civil Apparatus. Based on these problems, there are several research implications to improve information technology infrastructure better and more evenly distributed throughout Indonesia, namely: (1) expanding accessibility and improving digital infrastructure in Indonesia, (2) providing assistance and training to each local government and civil servants on the use and benefits of technology in the government system to provide optimal public services,  and (3) support and prioritize the integration of the National Data Center to collect all data from regions, ministries, and institutions nationally in one Big Data.

Abstract

Adanya  rencana pembukaan lahan penambangan batuan andesit di wilayah Wadas menunculkan akar konflik yang berkepanjangan di wilayah Wadas. Namun, pemerintah justru mentapkan Proyek Strategi Nasional (PSN) di desa Wadas yang ditetapkan melalui Peraturan Presiden (Perpres) Nomor 58 Tahun 2017 tentang Perubahan atas Peraturan Presiden Nomor 3 Tahun 2016 tentang percepatan pelaksanaan proyek strategis nasional, putusan tersebut memicu konflik yang berkepanjangan dan semakin memanas, Wadas sebagai daerah terdampak konflik mengalami penyusutan ruang hidup. Penelitian ini bertujuan untuk menganalisis bagaimana upaya resolusi konflik dalam dinamika perselisihan desa Wadas berdasarkan bentuk resolusi konflik Johan Galtung. Metode penelitian ini menggunakan metode penelitian kualitatif dengan sumber data sekunder dari artikel ilmiah dan media massa online berupa berita yang kemudian diolah menggunakan software tools Nvivo 12 plus yang berfungsi sebagai visualisasi data. Hasil dari penelitian menunjukkan bahwa telah terjadi dinamika yang signifikan dan cukup pelik dalam upaya resolusi konflik pada konflik Wadas, yang dilihat melalui bentuk teori resolusi konflik Johan Galtung (Galtung, 1965), terdapat tiga indikator dalam teorinya yaitu Peacemaking, Peacekeeping, dan Peacebuilding. Pada indikator tersebut memperlihatkan terdapat berbagai aspek dalam upaya resolusi konflik didalamnya yaitu : aspek politik, aspek militer, dan aspek sosial ekonomi dan lingkungan didalamya. Adanya faktor negoisiasi, fasilitator, partisipasi masyarakat, gencatan senjata, keamanan masyarakat, keadilan dan HAM, rekontruksi, penguatan institusi, dan reintegrasi. The existence of a plan to clear andesite rock mining land in the Wadas area raises the root of a prolonged conflict in the Wadas area. However, the government actually established the National Strategic Project (PSN) in Wadas village, which was stipulated through Presidential Regulation (Perpres) Number 58 of 2017 concerning Amendments to Presidential Regulation Number 3 of 2016 concerning the acceleration of the implementation of national strategic projects, the decision triggered a prolonged conflict. It was getting hotter, and Wadas, an area affected by the conflict, experienced a shrinkage of living space. This study aims to analyze how conflict resolution efforts in the dynamics of disputes in Wadas village are based on the form of conflict resolution in Johan Galtung. This research method uses a qualitative research method with secondary data sources from scientific articles and online mass media in the form of news, which is then processed using Nvivo 12 plus software tools, which function as data visualization. The results of the study show that there has been a significant and quite complicated dynamic in conflict resolution efforts in the Wadas conflict, which is seen through the form of conflict resolution theory Johan Galtung (Galtung, 1965), there are three indicators in his theory, namely Peacemaking, Peacekeeping, and Peacebuilding. The indicator shows that there are various aspects of conflict resolution efforts, namely political aspects, military aspects, and socio-economic and environmental aspects. There are factors of negotiation, facilitators, community participation, ceasefire, public security, justice and human rights, reconstruction, institutional strengthening, and reintegration.

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.

Abstract

The implementation of elections is a forum for democracy that requires community participation. Community involvement in the election is motivated by the political campaign strategy implemented by the candidates. In the 2024 election, three candidates with their uniqueness will compete in the presidential election. The purpose of this research is to find out the political campaign strategy of each candidate through the perspective of political product delivery in the 2024 presidential election. The data collection technique was carried out using mass media, which was determined by the purposive sampling technique using three main criteria so that as many as 60 news articles were obtained. The data analysis technique uses an interactive model with the stages of data reduction, data presentation, verification, and conclusion drawn. The results of the study show that each candidate uses the same strategy in conducting political campaigns. The three candidates used to push marketing, pull marketing, and pass marketing strategies in political campaigns. However, each candidate uses a different dominant strategy in conveying his political products. The delivery of political products by each candidate also has different activities in their strategy to attract the attention of the public so that they can vote for a certain candidate. This research is limited to the use of data only in the form of online mass media and scientific articles. Further research can use primary data by developing new research in the form of the role of political product delivery and the number of votes obtained in the presidential election.

Abstract

In this digital era, social media has become a very effective tool for candidates and political parties to communicate, influence voters, and promote their messages. The tight world of politics requires political parties to create personal branding that differentiates them from other political parties. This research aims to explore in-depth the strategies for building personal branding carried out by new Indonesian political parties on social media. The researcher focused on three new political parties active on social media, namely the Indonesian Solidarity Party (PSI), the Indonesian Unity Party (Perindo), and the Indonesian People's Wave Party (Gelora). This research analyses the official Twitter accounts of the three parties from September 2020 to June 2023. The choice of this period is essential to maintaining data consistency and ensuring that the analysis can find strategies for building personal branding without interference from intense campaign activities. This research uses qualitative methods with a Qualitative Content Analysis (QCA) approach. NVivo12 plus software was used to help visualise the data. This research shows that PSI is building its personal branding using a millennial-style approach, Perindo is focusing on welfare issues, and Gelora Party is relying on experienced senior figures. Overall, this research emphasises that an effective personal branding strategy requires a deep understanding of the target audience, selecting relevant issues, and using credible figures.

Abstract

Twitter is the main platform for digital campaigns that influence public opinion. Through Twitter, political parties reach a wider audience to disseminate messages effectively. This research analyses narrative content on social media as a medium for political party campaigns delivered via social media. This research examines the campaign content strategy of nationalist party Twitter accounts in Indonesia. The method used is a qualitative method utilising Quality Data Analysis (QDA) with the help of Nvivo 12 Plus software. Three nationalist party Twitter accounts were taken based on their popularity, particularly @Gerindra, @Nasdem, and @PDI_Perjuangan. The @Gerindra account with 68.1 thousand followers highlights aspects of the party's identity and the figure of Prabowo Subianto. In contrast, the @NasDem account focuses more on party identity, national issues, and active participation in political society. The @PDI_Perjuangan account focuses on the spirit of struggle, the candidacy of Ganjar Pranowo, and the construction of the party's identity and history, with high activity, namely 1219 tweets in three months. The results of the analysis of the content of nationalist party Twitter accounts can provide insight into political party communication strategies in digital campaigns in Indonesia.

Abstract

In Indonesia, the rise of radicalism in the digital age has facilitated the spread of radical movements, particularly across social media networks. Radicalism has manifested in physical violence, often resulting in significant human casualties. This research investigates how internet media influences public literacy in countering terrorism in Indonesia. This study uses discourse analysis to examine secondary data from social media content on Twitter, Instagram, and online news sources concerning counter-radicalism and anti-terrorism efforts. These data sources are selected based on the premise that Internet media is a primary communication tool for disseminating public discourse. Additionally, the National Counter Terrorism Agency (NCTA), as a governmental body, plays a critical role in combating terrorism in Indonesia. The findings reveal that social media effectively enhances public literacy on radicalism and terrorism. Moreover, NCTA's initiatives have successfully mobilised community engagement against terrorism and radicalism in the public sphere. This research demonstrates that NCTA can significantly advance de-radicalisation efforts through the strategic use of internet media. NCTA's socialisation and de-radicalisation programs serve as crucial preventive measures against terrorism in Indonesia.
