Abstract

This research intends to describe the map of the progress of democracy studies in Indonesia. The study was performed by searching the Scopus database using the keyword “Democracy in Indonesia.” The search results are then descriptively analyzed based on the year of publishing, the number of publications, the most regularly published writer, source of the article, country of publication, and association. Data is exported in the RIS format to receive a research-creation diagram. The exported data is then interpreted and evaluated using the VOSviewer program to classify the bibliometric map and the Nvivo 12 plus software to determine the most general categorization of themes and topics. Via network visualization, lines between nodes represent the relationships (edges) between inter-nodes. The other lines of connection between nodes, the closer the relationships with records are. Meanwhile, with the visualization of density, it was seen that if the color visualized was getting redder, the subject had been researched a lot, although the topic was only barely researched if it was getting greener. Indonesia's R&D maps on democracy are grouped into six key themes: democracy, politics, social, political, local, and electoral, while political, democracy, politics, social, and growth are the most dominant themes.

Abstract

This study explores the level of public participation in e-government in Indonesia, focusing on the Electronic Participation Index (EPI). This research uses qualitative methods and qualitative content analysis. The main data was obtained from the UN E-Government Knowledgebase, especially the E-Participation Index for 2016 to 2022 and Indonesia's E-Participation Index ranking data from 2004 to 2022. The results of this study show that the improvement of e-government infrastructure and services has not been fully successful in increasing public participation. The challenges faced include inadequate regulations, lack of data integration, gaps in ICT infrastructure, and inequality in internet access, especially in rural areas. The culture of bureaucracy, corruption, collusion, and nepotism also hinder public trust in the e-government system. Some government initiatives, such as the Peduli Lindungi application, have shown positive results but have not been fully optimal. To overcome these challenges, it is necessary to improve regulations, integrate data, reduce the digital divide, and increase government transparency and accountability. What is new about this study lies in its comprehensive analysis of the E-Participation Index in the Indonesian context, which provides a unique perspective on the correlation between e-government infrastructure and public participation levels. In addition, the study offers actionable insights and recommendations for policymakers to improve e-government services by addressing specific regional and cultural barriers.

Abstract

The objective of this study is to examine the associations between levels of population density and the transmission of COVID-19 in Indonesia. Descriptive analysis is employed to determine the data distribution of the response variable (dependent variable Y) as well as the independent variables X1 and X2. Therefore, inferential analysis is a quantitative technique that involves examining a sample in order to draw conclusions about a larger population. The present investigation has revealed a statistically significant positive connection (r = 0.954) between the incidence of COVID-19 patients and population density in Indonesia. The Model Summary provides the R value (Correlation Coefficient) of 0.959, indicating a strong positive correlation between the variables. Additionally, the multiple correlation coefficient r (Multiple R) is 0.920, which represents the determination index or the proportion of the influence of X on Y. Therefore, it can be asserted that 92% of COVID-19 cases are driven by population density and the number of individuals experiencing employment terminations, whilst the remaining 8% is affected by additional factors. The regression equation can be constructed from the Coefficients table in the following manner: The equation can be expressed as . The calculation of the Standard Error of the Estimate (SE) yields a value of 8151.076 or 8151. The standardized coefficient (Beta) of 1.381 represents the extent of association between the number of COVID-19 infection cases and population density.

Abstract

This research focuses on the development of online services using Artificial Intelligence (AI) created to build a concept of smart city based on E-Government. The focus of this research is to answer the question: Is the implementation of smart city effective in improving the quality of public services? The impact of smart city implementation on the development of public services is also discussed. The results of this research show that governments in the Asian region are increasingly utilizing AI for ubiquitous connectivity, and a range of other technologies to help solve the most pressing urban issues, ranging from population growth and congestion to environmental sustainability as well as improving administrative effectiveness. The use of chatbots is also utilized by the governments in Asia to assist conversations with AI technologies in managing service issues. These findings shed light on an important theoretical foundation focused on human-computer interaction and clarify the benefits of using AI technologies.

Abstract

E-procurement system is a procurement of goods/services implemented by using information systems and electronic transactions conducted by LPSE as an organizer and vendor as provider of goods /services. This study aims to predict and explain the determinants of interest in the behavior and behavior of users in using e-procurement by employees at construction companies that are suppliers for West Nusa Tenggara Provincial Government in the procurement system of goods/services. The research method used is quantitative method by distributing questionnaires to 114 respondents who work and have position as manager, assistant manager, supervisior and staff. This research develops Unified Theory of Acceptance and Use of Techonology (UTAUT) and Information System Success Model, then data is processed using Partial Least Square (PLS). The result of this research shows that performance expectancy, Effort expectation, system quality act as determinat interest behavior with value of R² 0.441 while conditions that facilitate and interest behavior as determinant of behavior of usage with value R² 0,277. Meanwhile, the results of the UTAUT model development and information success model in this study can explain and predict the uncertainty that often arises when individuals transact electronically through the E-procurement system.

Abstract

This article aims to explore the relationship between local government and civic groups in the budget planning of the local government of Malang in Indonesia. A qualitative method are applied in this study. The findings indicate that; firstly, there isa relationship between local government and civic groups showingthat the principles of democracy (equality, participation, and justice) remain insuffi- cient in the budget planning. Secondly, the local government has dominated civic groups in the process of approval of the budget planning.These findings contribute to developing budget planning in Malang to find a way to establish democratic budget policy and to establish budget policy regarding public needs and preferences. Therefore, the local government should realize that public par- ticipation is a way to achieve democratic budget policy. On the other side, civic groups may need tobuild civic awareness and a willingness to participate in the budget policy, through civic education.

Abstract

E-procurement is an important intrument to prevent corruption in goods and services procurement budget. Indonesia has been implementing the e-procurement project since 2008 based on Presidential Decree. President has stipulating annual order (presidential instruction) has to be obey by all ministries and local governments to procure their budget through r-procurement mechanism. However, untill 2012 fiscal year, this research found that only around 10.26% of central government institution procurement budget, including ministries and 21,10% of local government procurement budget did procure through e-procurement method. This research concluded that regulation, leadership and procurement intitution are challanging factors to make “status quo” e-procurement.

Abstract

This research aims to analyze the City Branding model “Pemalang pusere Jawa” in Pemalang Regency, which focuses on the strategy of the Government to develop a new brand of Pemalang. “Pemalang pusere Jawa” has shown an impact on increasing tourism in Pemalang, Central Java, Indonesia. The Government supports the success of the City Branding program, and the people involved in the program, stakeholders, and culture, to boost tourism, which will have an impact on the economic sector and increase tourism significantly. Data were analyzed using the Exploratory Data Analysis (EDA) approach in qualitative research that defines and explains distribution characteristics. The data were collected through interviews with six key informants who were selected using a purposive sampling technique. Document studies were also conducted to support data analysis. This research uses the NVivo 12 Plus application to analyze data consisting of Concept Maps, Group Analysis, and Cluster Analysis. There are three points found in this study, consisting of 1) Program; the program is based on Pemalang Regent Regulation Number 27/2017 Article 7 concerning Utilization and Implementation of the City Branding Logo. The branding “Pemalang pusere Jawa” was launched in 2016 and the Visit Pemalang application is used to assist tourists in exploring tourism in Pemalang or known as a tour guide application. A Visit Pemalang application makes users easier to find tourism sites in Pemalang Regency by displaying the distance from the users’ location to the destination. 2) Partnership; this program is supported by infrastructure stakeholders consisting of the Planalogy Team, the Architect Team, and the Economic Development Expert Team. Program implementation involves the Government and the Community. 3) Culture; various annual events are held as an effort to preserve culture in Pemalang such as “Festival Wong Gunung” and other annual events. Community involvement in the implementation of City Branding is one of the success factors of the program.

Abstract

With the times, nothing is impossible with internet technology. One of the advantages of the internet is that it allows for developing it to support creativity and openness to the public, especially ICT-based governance or smart governance, by implementing digital signature, both in public services implementation and in correspondence and other documents. Most of the previous digital signature studies were limited to technical research on digital signature' patterns and design. This study aims to describe digital signature implementation as a new smart governance model. This study uses a qualitative research method and data sources consisting of reference data from various previous studies and data sourced from national online media news. Based on the analysis results using NVivo 12 Plus software, digital signature implementation is needed to anticipate cybercrime threats in effective, efficient, and accountable public services implementation as a new smart governance model.
