Abstract

Pelayanan publik merupakan salah satu unsur penting bagi organisasi publik termasuk organisasi pemerintah. Oleh karena itu pelayanan publik yang diberikan aparatur pemerintah (birokrasi pemerintah) harus senantiasa berorientasi pada kepentingan publik. Pemenuhan terhadap kepentingan publik secara substantif sudah selayaknya memperhatikan kualitas pelayanan yang diberikan agar masyarakat yang dilayani dapat memberikan tanggapan positif terhadap hasil pelayanan yang diberikan oleh aparatur pemerintah tersebut. Namun dalam realitanya masalah pelayanan publik dilingkungan pemerintahan sudah lama menjadi pusat perhatian masyarakat seiring banyaknya kasus pelayanan publik yang dianggap kurang berpihak kepada kepentingan masyarakat. Ini mengisyaratkan bahwa kualitas pelayanan yang diberikan pemerintah belum menunjukkan hasil yang memuaskan bagi masyarakat. Pelayanan yang berbelit-belit, in-efisiensi, lambat, tidak ramah serta tidak jelasnya waktu penyelesaian dan tidak jelasnya biaya pelayanan merupakan bukti nyata bahwa kualitas pelayanan yang diberikan aparatur pemerintah masih rendah dan pelayanan publik belum berkualitas. Beberapa faktor penyebab belum berkualitasnya pelayanan publik adalah faktor SDM aparatur, organisasi birokrasi, tata laksana, pola pikir, kinerja organisasi, budaya birokrasi, inovasi birokrasi dan teknologi informasi, perilaku birokrasi, sistem dan strategi pelayanan, kepemimpinan yang transaksional, struktur organisasi yang adaptif, perilaku organisasi yang koruptif, lemahnya implementasi kebijakan, belum diterapkannya prinsip good governance dan komunikasi birokrasi.

Abstract

This paper aims to analyze how regional autonomy policies can provide improving the quality and effectiveness of public services in accordance with the ideals of reform. Use descriptive analysis of the literature review. Effectiveness and benchmarks for the quality of public services largely determined by the substance of the existence of transparency and accountability through capacity good public communication, Management commitment to implementing Standard Operations More fair and democratic procedures, Then ensure the ability of the bureaucracy in provide public services and ensure public control in carrying out complaints on the fulfillment of their rights run optimally. Although on the other hand regional cooperation In the era of regional autonomy, the interests of certain elites and groups are still full of excitement. However does not mean ignoring community control as a control that is able to ensure the existence of democratic culture in the public service system.

Abstract

The COVID-19 pandemic  not only causes health problems but also affects the level of social trust. Low social trust occurs in the public sphere and transforms in the digital space. This situation was then deemed necessary to rebuild social capital. This study aims to prove that there are still opportunities in times of crisis  where social capital can be re-formed, depending  on how social networks initiate voluntary activism on social media. This study used a quantitative approach. Data were collected from Twitter using Ncapture.  The data including information on COVID-19 cases were later analysed using the Nvivo 12 Plus software.  This study found that there is a possibility and opportunity  that  low social trust caused by  the COVID-19 pandemic can still be restored in times of crisis, at least by utilizing social media as a social networking center. Social networks on Twitter slowly shape cooperative behavior and social trust, and influence collectivities in rebuilding social capital.

Abstract

Artikel ini membahas fasilitas kesehatan di pedesaan India. Permasalahan ini menarik untuk dikaji karena terdapat kesenjangan antara fasilitas kesehatan di kota dan desa, baik dari segi peralatan medis maupun sumber daya manusia yaitu tenaga kesehatan. Tujuan dari penelitian ini adalah untuk mengetahui kebijakan Pemerintah India mengenai pemerataan akses dan fasilitas kesehatan di pedesaan. Penelitian ini menggunakan analisis deskriptif kualitatif dan mengolah data melalui bibliografi VOSviewer untuk memberikan gambaran data grafis tentang bagaimana fasilitas kesehatan di pedesaan. Metode deskriptif kualitatif harus memperhatikan validasi data. Oleh karena itu, penelitian ini menggunakan triangulasi data. Temuan dari penelitian ini adalah bahwa menyediakan perawatan kesehatan yang efektif untuk penduduk pedesaan di seluruh negeri, yang telah berusaha untuk menutup kesenjangan antara fasilitas kesehatan di daerah perkotaan dan pedesaan. Misi Kesehatan Pedesaan Nasional (NRHM) telah melaksanakan reformasi struktural yang signifikan untuk sistem kesehatan pedesaan, termasuk peningkatan ketersediaan sumber daya manusia, administrasi program, infrastruktur fisik, keterlibatan masyarakat, pendanaan perawatan kesehatan, dan pemanfaatan teknologi informasi. Kata kunci: Kebijakan, Fasilitas Kesehatan, Pemerintah This article examines health facilities in rural India. This problem is interesting to study because there is a gap between health facilities in cities and villages, both in terms of medical equipment and human resources, namely health workers. The purpose of this study was to determine the Indian Government's policies regarding equitable access and health facilities in rural areas. This study uses descriptive qualitative analysis and processes data through the VOSviewer bibliography to provide an overview of graphic data on how health facilities in rural areas are. The qualitative descriptive method must pay attention to data validation. Therefore, this study used data triangulation. The findings of this study are that providing effective health care to rural populations across the country, that have attempted to close the gap between health facilities in both urban and rural areas. The National Rural Health Mission (NRHM) has implemented significant structural reforms to the rural health system, including enhancements to human resource availability, program administration, physical infrastructure, community engagement, health care funding, and information technology utilization. Abstract

The aim of this study is to ascertain the extent to which public services in the health sector are provided in Singapore and Thailand. Research methods include qualitative research techniques in conjunction with a literature review methodology. This study uses data collection techniques with research objects derived from papers published from 2017-2022 in the Scopus database. The hospital service system in the two countries has differences, namely, Singapore only has hospitals managed by the government with good and fast services, while in Thailand there are two hospital service systems, namely those managed by hospitals managed by foreigners and hospitals managed by foreigners. by the government. These two countries have made health sector services as health tourism. The public sector is reinventing its business model in response to the need to improve service delivery efficiency. The application of digital technology in the delivery of public services can assist in the paradigm transition from reactive to citizen demands to be proactive

Abstract

Corruption in Indonesia takes various forms and involves various parties including the local leaders. The aim of this study is to analyze various forms of bribery involving the heads of regencies/Mayors. This study employs qualitative method and focuses on corruption cases in four regencies namely Bangkalan, Karawang, Tegal and Madiun. The research is supported by the Nvivo12 software package that enable researcher to categorize and homogeneous the enormous data. The study found that there are various types of bribery committed by the heads of regencies that include either direct bribery, levies, forced bribery (extortion), or tribute. The type of bribery depends on the specific conditions of each area. The types of corruptions can also be distinguished into hidden and open corruption. Open corruption refers to corruption that involves local governmental units.

Abstract

Advances in information and communication technology encourage the government as a stakeholder to have social media accounts. Likewise, the community is also required to have social media as a means of communication. The importance of social media has a very significant impact, especially in the field of government, for example as a medium in conveying suggestions and complaints from the public to the government or vice versa. Twitter and Facebook are some of the social media that are very popular with Indonesians. Including the Surabaya City Government, to support and develop policy programs made, they use this social media tool as an effective medium of communication. The purpose of this study was to determine the level of effectiveness of Surabaya city government communication via Twitter and Facebook. The research method used is descriptive qualitative by utilizing the Nvivo application to process the data. In this study, there are several assessment indicators used as benchmarks, namely (1) Accuracy, (2) Creativity, (3) Activeness, (4) Interaction, (5) Transparency. From the research results, it is known that the effectiveness of communication via Twitter is better than Facebook in terms of accurate information, creativity, activeness, and transparency. Meanwhile, in terms of interaction, Facebook is higher. Therefore, the Government is required to be even more innovative in conveying information to the public, so that people have an interest in knowing information about government and policies that have been announced.

Abstract

This article investigates the quality of peace in armed conflicts that occurred in the Southeast Asia region. The authors compared the cases of Aceh, where the armed conflict between the Free Aceh Movement or GAM and the government of Republic Indonesia ended peacefully with the Helsinki Memorandum of Understanding, with the conflict in the southern Philippines, where a peace agreement, the Comprehensive Agreement on the Bangsamoro, was successfully achieved between the government of Philippines and the Moro Islamic Liberation Front. This research employed document analysis to analyse the peace settlement documents of both parties and the derivative laws of the agreed settlements, as well as other relevant sources as the secondary data. All documents and sources were processed through the NVivo 12 application. The findings revealed that in both Aceh and Bangsamoro, the quality of peace is far from significant, for not all the terms of the agreements had been realised and there was still mutual suspicion prevailing between the two fighting parties. Therefore, what had been agreed upon in the Aceh and Bangsamoro post-conflict agreements must be accomplished as they should be in order to create a lasting peace, thereby allowing the people to experience a sufficient quality peace together.

Harm Reduction is a program to reduce the harm of narcotics for injecting drug users. The Harm Reduction (HR) program in Indonesia was initiated in 1999 with assistance and financial support from international donor agencies that lead to policy or program implementation. 9 components of Harm Reduction are still being implemented in Indonesia. The current study was conducted to analyze the bibliometric characteristics and trends of articles on Harm Reduction in Indonesia. This study uses VOSviewer affiliate analysis to visualize and analyze trends in the form of bibliometric maps. VOSviewer can also create publication maps, country maps, or journal maps based on shared citation networks or create keyword maps based on their networks. All data is taken from the Scopus database. Articles from 1999 to 2021 in 41 journals indexed by Scopus with a total of 67 documents. Abstract

This study analyzes the political economy in implementing halal tourism policies in Lombok, West Nusa Tenggara. The concept of political economy is used to find and analyze the implementation of halal tourism policies on social, economic and political life in Lombok, West Nusa Tenggara. The data in this study were collected through interviews, documentation and literature review. The data source comes from primary data collected using interviews conducted with policymakers about halal tourism. In comparison, the secondary sources in this study came from the Central Statistics Agency, journals, and seeds that are considered relevant to this research. Data analysis was carried out in three stages, first, data reduction; second, data verification and third, withdrawal. The results of this study found three important things in the implementation of halal tourism. First, halal tourism is the government's strategy to introduce Lombok to the international world. Second, Halal tourism is the government's strategy to grow the community's economic sector. Third, Halal tourism is the government's political economy strategy to strengthen the legitimacy of political power among the community and strengthen the relationship between local governments and the central government as a form of loyalty from regional heads to the central government.
