Abstract

The implementation of direct elections is a from of regional autonomy in addition to the area where given the right toregulate its own territory, the people are also exempt determine their leaders. Unfortunately there is beyond theelections held in accordance with law and justice corridore, It triggers a conflict between elements of society andgovernment, as happened in the election of a Peak District, Papua years 2011-2012, the country peak conflict thatoccurs as a result dualism Gerindra party recommendations, which the DPP and DPD Gerindra party to give S.K SimonAlon-Josiah Tenbak as incumbent Gerindra, while DPC provide recommendations to Elvis Tabuni-party Herri Dosinaen,this in because there is an emotional bond between Thomas Tabuni (DPC chairman of the country party Gerindrapeak) as a child and Elvis Tabuni (district candidate) as a father.The type of the research conducted by the authors isto use a descriptive study, where the study site is Ilaga, peak district, while the authors explore how the information isto direct observation and interviews while also utilizing literature-literatur from the published literature and analysisused is purpose random sampling analysis using descriptive to analyze the data. The peak district of Puncak Jayadistrict Proliferation of 2007, and in 2011 made this a highlight of the country election that claimed the lives of 300people died and 900 people were injured, this conflict is a conflict since most victims in law election in Indonesia.Leveling system of one man one vote democracy make electoral conflicts in Papua can not be avoided due to theimmaturity of the people on the system, so that a recommendations is the author of the government to change thesystem becomes Nokens democratic systems, which is represented by the 1025 and 1 person as a democratic peopleof Papua.

Abstract

Introduction. This study aims to determine the organizational culture in the National Library of Indonesia (NLI) based on several aspects including clan (human resource management), adhocracy (innovation organization), market (adaptation and strategic organization), and hierarchy (coordination and organizational structure). Research Methods. This study used a quantitative approach of Competing Values ​​Framework (CVF) developed by Cameron & Quinn (2011) to obtain data scores and the average of each aspect of organizational culture. Data Analysis. Organizational Culture Assessment Instrument (OCAI) is an organizational culture assessment instrument by using statements/questions relating to the six subsystems, namely organizational culture dominant characters, leadership, human resource management, internal solidarity, strategic management and organizational success criteria. The data was analysed by using SPSS with Pearson Correlation formula. Results and Discussion. We found that organizational culture of the National Library is cultural hierarchy. Conclusion and Recommendations. Organization culture of the (NLI) shows the cultural hierarchy. The cultural hierarchy is maintained as part of the working principles of the organization.

Abstract

Abstract This study aims to identify and analyze the trade business license services small classification and to analyze factors that affect the application of principle of trade business license services small classification in Singingi Hilir office, Kuantan Singingi District. This study used a qualitative research method with a literature review or previous research process. The data used were selected from the last 9 years journal issues from 2010 to 2018. The journals used were the journal scopus with the highest citation, the journals used were journals relevant to government activities. Research and analysis results from 30 journals from 2010 to 2018 and the results of interviews with research informants produced mixed and varied data. It would be elaborated in parts so it did not lead to inequality results. Based on the search results with Word Frequency Query feature of the NVivo 12 QSR software from various data sources that have been imported from 30 sources of research journals, the word 'Government' is the word with the most frequency appearing, 2,848 words from all research data source journals. The interview showed that the information of trade business license services transparency in Singingi Hilir District had been given clearly to the community and according to established procedures.

Abstract

Website and Twitter Local Government is one government implementation to optimize public services to increase efficiency, effectiveness, transparency, and government administration accountability. This paper aims to determine the quality of all city governments' websites and Twitter in West Java province, Indonesia. The research method used is descriptive interpretive by using scoring analysis techniques, namely the author gives a score for each element of the site assessment indicator based on several theories to find the weight of the score and the quality level of the website, and uses the N Vivo 12 Plus application to assess the Twitter of the city government in the province of West Java. The results showed that of all city government websites in the province of West Java, there were 4 (four) quality websites, 4 (four) websites that were of sufficient quality, and 1 (one) website was less qualified, so that the overall city government website was overall, namely 44.44% of high quality, 44.44% of sufficient quality, and 11.11% of low rate with quality status occupied by the City Government of Bandung, Bogor, Cimahi, and Cirebon; In the assessment of Twitter activity as a medium of communication and interaction with city governments throughout West Java, every city government has made efforts to fulfill public information and communication facilities as well as electronic services via Twitter. However, the implementation is less than optimal. So it is always suggested to improve the innovation and creativity of website and twitter management, monitor and evaluate and survey community satisfaction regularly to enhance the quality of the Website and Twitter of the city government.

Abstract

Since political reform in 1998, the Indonesian government has decentralized governance practices in order to provide a space for local governments to develop the local potential of each region. Consequently, the local government should be responsive to people’s needs and more accountable for regional development. Therefore, local governments should be willing to involve local citizens in the public policy-making process. On the other side, local communities should actively engage in development processes, particularly in budget policy planning. This article reports on a study to determine to what extent the local government is responsive and accountable to the local citizens in Malang Municipality in Indonesia. A qualitative approach was applied to the process of data collection and data analysis. The results show that the local government has low responsiveness and accountability to local citizen’s needs and local preferences. The findings reveal a lack of willingness on the part of local government to involve local citizens and civic groups in budget planning, and elected officials demonstrate little responsibility in arranging budget policy support to achieve social welfare, one of the main points of decentralization. These findings show that central government should pay more attention to improving the awareness of local governments and the capacity of local communities so that decentralization may be supported.

Abstract

In Indonesia, the role of women in the political world is not statistically arguably contributing massively, due to several resistance that must be considered. Women's participation in politics should be balanced with men who are massively dominant in political positions. Because the rights between men and women's rights have the same recognition in state life in Indonesia based on the 1945 Constitution. The Islamic view is to always pay attention to the concepts of justice, wholeness, harmony, the balance of fellow human beings with nature. The purpose of this study is to determine women's participation in politics in Indonesia and to be a reference for women to participate in politics (executive and legislative). This type of research used in this research is qualitative research. The analysis used from this paper is descriptive analyzes. Analyzes were performed using the Nvivo 12 plus software. The results of the study are the lack of women's education on politics, regeneration of political parties, issues of permission from spouses, financial capital, descendants of political figures, patriarchal beliefs and culture that are still thick. This is an obstacle for women in participating in politics.

Abstract

Artikel ini bertujuan menjelaskan bagaimana strategi pengembangan sumber daya manusia pelaku kepariwisataan di Kabupaten Bantul yang berlokasi di Daerah Istimewa Yogyakarta Indonesia, Analisis deskriptif dalam penelitian ini menggunakan software Nvivo12 plus. strategi untuk meningkatkan Sumber Daya Manusia dalam pelaku Pariwisata antara lain bisa kita fokukan pada. Pertama, Peningkatan SDM pelaku Wisata, dengan memberikan tenaga kerja yang bekerja pada Hotel Melati, Pondok Wisata, Restaurant atau Rumah Makan dan usaha jasa lainnya pelatihan, seperti pelatihan; Bimbingan Teknis Guide, Bimbingan Teknis Food Product dan Bimbingan Teknis Room Devision. Kedua, Peningkatan Aparatur Pariwisata, dengan memberikan penyuluhan dan pelatihan berupa; Diklat Pimpinan Tik II, Diklat Teknis Manajemen Perkantoran, Diklat Teknis Manajemen kearsipan, Diklat Teknis Pariwisata, Diklat Teknis Perizinan, Diklat Bahasa Inggris. Ketiga, Pemberdayan Masyarakat, dengan memberikan Penyuluhan berupa; Penyuluhan dan Bimbingan Kelompok Sadar Wisata. Strategi Dispar Kabupaten Bantul dalam meningkatkan Kualitas SDM pelaku kepariwisataan tentunya telah berhasil dilaksanakan, melihat dampak dari upaya tersebut menyebabkan Jumlah Kunjungan Wisatawan yang meningkat setiap tahunnya.

Abstract

The issue of religious and political identity of the Dani Muslims in Papua has been associated to social construction of the ethnic and religious aspects as the basis of political policies by the local government. The local government present in the form of Undang-Undang Otonomi Khusus Papua (UU OTSUS Papua) or the Law Number 21 of 2001 concerning Special Autonomy for Papua has been understood to become one of the keys playing roles in constructing the identity of people in modern Papua. This work attempts to review the process of becoming minority of the Dani Muslims within the context of the Papua society. They live in the central mountains with limited infrastructure and access to modern life. The work suggests that the Dani Muslim has become minority in terms of political representation as well as religious identity due to three conditions. First, the practice and implementation of the Law Number 21 of 2001 concerning Special Autonomy for Papua has significantly influenced the live of the Dani Muslims with regards to their political representation as well as religious identity. Second, they embrace Islam as a way of life and have to deal with the cultural conditions of the Dani community in general that are very consistent in maintaining their local tradition. Third, the domination of religious symbols used in public spaces has been found to have much influence to the identity of minority groups. The Christian Papuans later made further claims of Papua as the Land of Christ has had a broad impact not only on the access to public services for the Dani Muslims but has also presented them with new pressure and marginalized in terms of political position and religious group existence.

Abstract

Guncangan gempa bumi berkekuatan 7.0 SR yang terjadi di Provinsi NTB khususnya Lombok Utara pada tahun 2018 yang lalu telah berdampak kepada kondisi berbagai aspek kehidupan masyarakat dan pemerintah di Kabupaten Lombok Utara, untuk itu tentu pemerintah daerah punya tanggung jawab yang lebih besar untuk melakukan pemulihan pasca terjadinya bencana hal tersebut juga tertuang dalam Undang-undang No 24 Tahun 2007, penelitian ini bertujuan untuk melihat upaya pemulihan yang dilakukan oleh pemerintah daerah melalui proses Rehabilitasi dan Rekonstruksi. Penelitian ini bersifat deskriptif dengan menggunakan metode penelitian kualitatif dan di olah dengan aplikasi Nvivo 12 Plus. Hasil menunjukan bahwa upaya yang dilakukan oleh pemerintah daerah adalah dengan melakukan Rehabilitasi dan Rekonstruksi yang telah ditetapkan melalui 5 aspek utama yaitu Sektor Sosial, Ekonomi, Infrastruktur, Pemukiman serta Lintas Sektor. Akan tetapi dalam proses Rehabilitasi dan Rekonstruksi yang dilakukan oleh Pemerintah Daerah banyak menimbulkan persoalan di masyarakat khususnya di Sektor Pemukiman, rumitnya proses birokrasi menimbulkan lambatnya  pemulihan sektor pemukiman, ketidak puasan masyarakat dalam pendataan kategori rusak ringan, sedang maupun rusak berat yang dilakukan oleh pemerintah daerah serta kurangnya keterlibatan masyarakat dalam proses pemulihan juga merupakan permasalahan yang terjadi pada proses Rehabilitasi dan Rekonstruksi.Kata kunci: Bencana, Gempa Bumi, Pemulihan Bencana, rehabilitasi dan rekonstruksiShock earthquake with a magnitude of 7.0 that occurred in NTB Province, especially North Lombok in 2018, has had an impact on the conditions of various aspects of community and government life in North Lombok. Therefore, local governments have a greater responsibility to carry out recovery after the occurrence disaster, this study aims to look at the recovery efforts undertaken by the local government through the Rehabilitation and Reconstruction process. This research is descriptive in nature using a qualitative research method and treated with the application of Nvivo 12 Plus. The results show that the efforts made by the local government are to carry out the Rehabilitation and Reconstruction that have been determined through 5 main aspects namely the Social, Economic, Infrastructure, Settlement and Cross-Sector . However, in the process of Rehabilitation and Reconstruction carried out by the Regional Government, many problems in the community, especially in the Settlement Sector, the complexity of the bureaucratic process caused slow recovery of the residential sector, community dissatisfaction in the data collection categories of minor, moderate and severe damage carried out by the local government as well the lack of community involvement in the recovery process is also a problem in the Rehabilitation and Reconstruction process.Keywords: Disasters, Earthquakes, Disaster Recovery, rehabilitation and reconstruction

Abstract

The development of communication technology has given birth to new media and social media. One of the potentials of social media is to form the personal branding of political actors. Personal Branding through Twitter social media accounts is becoming the current trend. This study aims to analyze Sandiaga Uno's Twitter account during the presidential and vice-presidential election campaign process in 2019. This study uses a qualitative approach to analyze secondary data on Personal Branding from Sandiaga Uno's Twitter account. As well as additional data from a literature study that discusses Personal Branding. Nvivo 12 Plus is used to analyze data. This study found that Sandiaga Uno used his personal Twitter to do branding during the campaign process, this can be seen from the content of photos, videos, and tweets that portrayed themselves as someone close to the community.
