Abstract

This study aims to explore the differences in consumer behavior between Generation X and Millennials in responding to creative economy product promotions via the WhatsApp platform, using a qualitative approach based on a literature review. The main focus of this study is to conceptually examine how the characteristics of each generation influence how they respond to digital promotional messages delivered through personal communication media. The data analyzed comes from various library sources, including scientific journals, books, research reports, and recent articles related to consumer behavior, WhatsApp marketing, and the dynamics of the creative economy in the Society 5.0 era. The study results show that Millennials tend to be more responsive to visual, interactive, and fast-paced promotions, in line with their higher levels of technology adoption. Conversely, Generation X is more cautious and selective, and places great emphasis on the credibility of information sources. WhatsApp, with its direct and personal communication characteristics, has great potential as an effective digital promotional medium, especially if communication strategies are tailored to the characteristics of each generation. This research is expected to provide a conceptual contribution to the development of more targeted digital marketing strategies in the creative economy sector.

Abstract

General Background: Cultural preservation is a pressing issue in Indonesia, where traditional heritage faces erosion due to modernization and shifting values. Specific Background: Lung Anai Cultural Village in East Kalimantan, home to the Dayak Kenyah Lepoq Jalan community, embodies rich traditions such as traditional dance, weaving, carving, and ceremonies, yet these practices are declining, particularly among youth. Knowledge Gap: While traditional institutions are recognized for safeguarding culture, limited empirical research examines their operational roles, youth engagement, and contextual challenges at the village level. Aims: This study analyzes the role of the Lung Anai Traditional Institution in preserving cultural heritage, identifying its functions, supporting factors, and obstacles. Results: Using a qualitative descriptive approach with interviews, observation, and documentation, the study reveals the institution’s pivotal role in channeling community aspirations, promoting cultural practices, and mediating with the village government. However, limited youth participation and inadequate training hinder effectiveness, while community solidarity and local leadership provide strong support. Novelty: This research delivers a granular, village-level analysis of how traditional institutions navigate modernization pressures while sustaining intangible heritage. Implications: Findings highlight the necessity for targeted youth engagement and capacity-building programs to strengthen traditional institutions as cultural stewards in rural Indonesia. Highlights: Traditional institutions are central to preserving Lung Anai’s Dayak Kenyah cultural heritage. Youth disengagement and lack of training threaten continuity of traditions. Community support and leadership are key enablers for cultural sustainability. Keywords: Cultural Preservation, Traditional Institutions, Youth Engagement, Dayak Kenyah, Lung Anai Village

Abstract

General Background: The performance of electoral management bodies, such as the Indonesian General Election Commission (KPU), is crucial for ensuring democratic and high-quality elections. However, challenges in task execution and inter-divisional coordination often affect effectiveness. Specific Background: In Tana Tidung Regency, North Kalimantan, the KPU faces increased workloads ahead of the 2024 simultaneous elections, while staffing and resources remain limited, potentially hindering smooth operations. Knowledge Gap: While studies on KPU performance exist, empirical research specifically examining factors influencing district-level KPU performance in simultaneous elections is scarce. Aims: This study analyzes the performance of KPU Tana Tidung in the 2024 elections, focusing on quality, quantity, responsibility, cooperation, and initiative, and identifying supporting and inhibiting factors. Results: Using Miles and Huberman’s interactive analysis model, findings show that quality was maintained through effective coordination, communication, and leadership, though some tasks were delayed due to disproportionate workloads. Divisional accountability, cross-division collaboration, and proactive staff initiatives supported performance, while constraints included limited human resources, varied educational backgrounds, voter data validation issues, and inadequate infrastructure. Novelty: This research uniquely identifies district-level KPU performance determinants in simultaneous elections, emphasizing inter-divisional synergy and human resource strengthening. Implications: The study highlights the need to increase staffing and capacity, strengthen coordination, and optimize staff initiative to improve future electoral effectiveness and efficiency. Highlights: Identifies district-level factors influencing KPU performance. Emphasizes inter-divisional cooperation and staff initiative. Recommends strengthening human resources and coordination. Abstract

General Background: The absorption of community aspirations is a key indicator in establishing participatory and responsive village governance. Specific Background: In Bukit Raya Village, the Village Consultative Body (BPD) plays a central role as a liaison between the community and the village government, yet faces obstacles such as limited resources and low public participation. Knowledge Gap: While numerous studies have examined the general role of BPD, empirical research that specifically details the stages of aspiration absorption and the supporting or inhibiting factors at the village level remains scarce. Aims: This study analyzes the process of aspiration absorption by the BPD in Bukit Raya Village through four stages—identifying, accommodating, managing, and channeling aspirations—and identifies factors influencing its effectiveness. Results: Using a qualitative method and Miles and Huberman’s interactive analysis, the findings reveal that although cross-stakeholder synergy is relatively effective, the BPD lacks a formal method for collecting aspirations and faces challenges in participation, public understanding, and human resource capacity. Novelty: This research offers a detailed mapping of the stages and determining factors for successful aspiration absorption at the village level. Implications: The findings underscore the urgency of strengthening human resource capacity, participation mechanisms, and cross-sector collaboration to optimize the BPD’s role in achieving inclusive and sustainable village development. Highlights: Identifies four key stages of aspiration absorption. Reveals gaps in participation and resource capacity. Proposes strategies for inclusive and sustainable governance. Abstract

To protect waqf property, the Waqaf Law and KHI demand that waqf conflicts be settled peacefully to reach a win-win solution. However, Sharia Court judges still frequently decide waqf disputes in Aceh with a win-lose outcome; as a result, they do not protect waqf assets. This study evaluates Indonesian normative law using a qualitative method and court rulings. Field and library research yielded primary, secondary, and tertiary data. The study discovered three models of waqf conflicts in the Syar'iyah Court: waqf disputes that look at the parties' positions, which influences court evidence; waqf disputes that look at movable and immovable waqf assets; and models that look at both. Waqf property is either productive or unproductive. Second, the parties' reasons for settling the Waqf Dispute at Syar'iyah Court were: 1) Peace and 2) Interest factors to achieve legal certainty. Third, Syar'iyah Court judges only assess events, legal facts, and evidence in dispute settlement, not waqf asset protection. This research hopes to give Syar'iyah Court judges a legal umbrella to actively resolve waqf conflicts.

Abstract

This study aimed to analyze and determine the success of the government program in the community's attitudes toward the relocation of settlements along the Karang Mumus River in Pelita Village, Samarinda City. To obtain accurate answers, this study focused on the cognitive, affective, and conative components of community attitudes toward the impact of the relocation of settlements along the Karang Mumus River in Pelita Village, Samarinda City. The research used a descriptive qualitative approach, aiming to describe and explain the phenomena in depth. The interactive model of Miles and Huberman (1994) was used for data analysis. The data analysis revealed that the community's attitudes toward the relocation were cognitively accepting all government regulations regarding the relocation of their settlements (professional) and taking responsibility for their own actions. The community's affective attitudes were characterized by feelings of sadness and disappointment, as well as joy. The sadness stemmed from leaving a place filled with memories and a place where they could live comfortably. The disappointment stemmed from not receiving adequate financial assistance from the government for the building they occupied. In terms of community attitudes, feelings of sadness, disappointment, and happiness regarding the relocation program implemented by the Samarinda City government are limited to feelings regarding property rights or housing, not concrete actions. This is evident in the success of the relocation program in Pelita Village, located in neighborhood units (RT) 41, 42, and 43.
