Abstract

This study aims to analyze the implementation of North Sumatra Provincial Regulation Number 1 of 2019 concerning the Facilitation of the Prevention of Abuse of Narcotics, Psychotropics, and Other Addictive Substances (NAPZA) from a siyasah dusturiyah perspective. Using a qualitative approach with a combination of normative and empirical juridical, data were obtained through interviews, observations, and a review of legal documents and Islamic literature. The results show that this regulation has substantially emphasized the aspects of prevention, rehabilitation, and empowerment in line with the principles of maqashid al-syari'ah, especially the protection of the mind (hifz al-'aql) and soul (hifz al-nafs). However, the effectiveness of implementation is still low due to budget constraints, minimal rehabilitation facilities, weak coordination between agencies, and low community participation. From a siyasah dusturiyah perspective, this regulation already reflects the state's efforts to realize the public welfare, but has not been optimal in practice. This research emphasizes the need for integrative strategies based on Islamic values, such as collaboration with religious scholars, optimizing zakat funds for rehabilitation, and a humanistic approach to da'wah. Thus, this research contributes to strengthening Sharia-based public policies and offers a more effective and transformative model for implementing regional regulations.

Abstract

The construction of the Trans-Sumatra Toll Road Medan-Tebing Tinggi segment, as part of Indonesia's national strategic infrastructure agenda, has had a significant impact on the sustainability of micro, small, and medium enterprises (MSMEs) around Pasar Bengkel, Serdang Bedagai Regency. Although intended to improve connectivity and logistics efficiency, the project has indirectly diverted traffic from local roads that previously served as vital economic arteries for local entrepreneurs. This study aims to analyze the impact of toll road development on MSMEs through the lens of maslahah within the framework of Islamic economic law. Using a normative-empirical legal research method, data were obtained through literature review, document analysis, and interviews with affected MSME actors. Findings show that MSMEs in the culinary and automotive service sectors have experienced declining revenues, workforce reductions, and even business closures. The maslahah analysis identifies three main dimensions of protection: dharuriyyat (safeguarding livelihoods), hajiyyat (ensuring business access), and tahsiniyyat (improving business quality). Local government policies have not been responsive and lack a long-term strategic approach. This study recommends maximizing the integration of MSMEs into rest areas and optimizing digital platforms.

Abstract

The growth in the number of motorized vehicles, which is disproportionate to road capacity, often leads to traffic issues such as congestion, accidents, and a decline in road performance levels. This study aims to analyze traffic management and engineering on Brigjend Katamso Street to identify existing issues and provide effective and sustainable solution recommendations. The methods employed include traffic volume surveys, road inventory, vehicle speed measurement, and level of service (LoS) analysis. The analysis was conducted using calculation methods based on the 2023 Indonesian Highway Capacity Manual (PKJI). Additionally, traffic management and engineering efforts were forecasted for two years to maintain or even improve the road's performance level. The results indicate that Brigjend Katamso Street experiences high traffic density during peak hours, with the level of service at grade C, reflecting nearly unstable operational conditions. Recommendations include increasing road capacity, prioritization management, and demand management to sustain or enhance the road's performance. This study contributes to supporting the City of Semarang's policies aimed at improving traffic efficiency and safety in urban areas.

Abstract

This study aims to examine the role of RCOC in the relationship between EE and EP by exploring direct and indirect effects. Data from lecturers of Islamic private universities in North Sumatra Province were collected through surveys to explore EP. Hypotheses were tested using SEM with the application AMOS with a sample of 200 respondents. The results showed that RCOC has not been able to play a significant role in bridging the relationship between EE and EP. This study contributes: First, to the author's knowledge, this study is the first empirical study regarding the role of RCOC in bridging the relationship between EE and EP. Second, it enriches the literature on SIT by demonstrating the relationships between EE, RCOC and EP, particularly in higher education. This study also enriches the organizational behavior literature by using a few mediating variables to improve the relationship between employee engagement and employee performance on the context of Islamic higher education in Indonesia.

Abstract

This study aims to analyse the comparison of capital punishment regulations in the latest National Criminal Code (KUHP) and the Kutaramanawa Dharmasastra from the Majapahit Kingdom era, where this study is important for understanding how the concept of the death penalty has undergone a transformation from a traditional legal system steeped in religious and cosmological values to a modern legal system that places greater emphasis on the protection of human rights, the principle of justice, and strict legal procedures. Thus, this study not only compares legal norms but also traces the paradigm shift in justice and the values behind it. The research method used is a normative legal method with a legislative and historical approach, where the legislative approach is used to examine the provisions on capital punishment in the 2023 Criminal Code, while the historical approach is used to trace the practice and philosophy of the application of capital punishment during the Majapahit era as reflected in the Kutaramanawa Dharmasastra. This research is descriptive-analytical in nature, relying on secondary data from legislation, classical law books, academic literature, and previous research results. The results of the discussion show that there is a fundamental difference in the orientation of criminal law, where in the Kutaramanawa Dharmasastra, the death penalty is positioned as the main punishment imposed for various serious crimes in order to maintain the political and cosmological stability of the kingdom, whereas the National Criminal Code places the death penalty as a special, conditional alternative punishment oriented towards the principle of ultimum remedium. This shift shows the direction of Indonesian criminal law reform, which is more cautious, humanistic, and in line with human rights principles, even though debates regarding its effectiveness and fairness are still ongoing.

Abstract

This study examines the implementation of the Housing Financing Liquidity Facility Program (FLPP) as a government effort to enhance access to decent and affordable housing for low-income communities (MBR). Using a qualitative approach, the study collected data through in-depth interviews with stakeholders and a comprehensive literature review, allowing for an in-depth understanding of practical challenges and opportunities. The findings indicate that while FLPP effectively expands homeownership access for MBR, it faces challenges such as complex administrative procedures, documentation difficulties for informal workers, low financial literacy, limited availability of suitable housing, and suboptimal location choices. A SWOT analysis highlights policy support and institutional collaboration as key strengths, while rising material costs and restricted land availability are significant threats. Based on these findings, the study recommends strategies including digitization of services, targeted financial education, local needs-based housing development, diversification of financing schemes, and ongoing data-driven evaluation. By linking qualitative insights directly to these recommendations, the study demonstrates how FLPP can be optimized and scaled to support broader inclusive and sustainable development objectives, reinforcing the role of local governments and the private sector in enhancing housing welfare for MBR.

Abstract

The purpose of this study is to examine the influence of economic, environmental, and social aspects of sustainability reports on the financial performance of manufacturing companies in Indonesia for the period 2021-2023. The sample in this study consisted of 70 companies listed on the Indonesia Stock Exchange for the period 2021-2023 and was obtained using a purposive sampling method. The analysis was conducted using Panel Data Regression. This study found that economic and social aspects had no effect on financial performance, and environmental aspects had a negative effect on financial performance. The implication of this study is that manufacturing companies need to reconsider the use of sustainability reports as a short-term strategy to improve financial performance, and policymakers need to review regulations so that sustainability reports become not only a formal obligation but also a strategic tool that helps manufacturing companies improve financial performance in the future. Keywords: Financial Performance, Economic Aspect, Social Aspect, Environmental Aspect ABSTRAK Tujuan dari penelitian ini adalah untuk menguji pengaruh aspek ekonomi, lingkungan, dan sosial dari laporan keberlanjutan terhadap kinerja keuangan perusahaan manufaktur di Indonesia untuk periode 2021-2023. Sampel dalam penelitian ini terdiri dari 70 perusahaan yang terdaftar di Bursa Efek Indonesia untuk periode 2021-2023 dan diperoleh menggunakan metode purposive sampling. Analisis dilakukan menggunakan Regresi Data Panel. Penelitian ini menemukan bahwa aspek ekonomi dan sosial tidak berpengaruh terhadap kinerja keuangan, dan aspek lingkungan berpengaruh negatif terhadap kinerja keuangan. Implikasi dari penelitian ini adalah perusahaan manufaktur perlu mempertimbangkan kembali penggunaan laporan keberlanjutan sebagai strategi jangka pendek untuk meningkatkan kinerja keuangan, dan pembuat kebijakan perlu meninjau kembali peraturan sehingga laporan keberlanjutan tidak hanya menjadi kewajiban formal tetapi juga alat strategis yang membantu perusahaan manufaktur meningkatkan kinerja keuangan di masa mendatang.  Kata Kunci: Kinerja Keuangan, Aspek Ekonomi, Aspek Sosial, Aspek Lingkungan

Abstract

Bimbingan belajar Indo Prestasi dan English For Communication merupakan instansi pendidikan dalam elajaran umum maupun bahasa inggris. Sistem informasi bimbingan belajar Indo Prestasi dan English For Communication masih menggunakan sistem manual, sehingga penulis menilai masih kurang efektif sistem yang ada sekarang, diantaranya terlalu banyak proses menulis pada pendataan, penyimpanan data pada bimbingan belajar Indo Prestasi dan English For Communication masih menggunakan sistem pembukuan,pencarian data akan memakan waktu lama karena harus mencari kertas satu per satu pada sebuah buku laporan, dan pembuatan laporan masih memerlukan banyak penulisan sehingga besar kemungkinan adanya kesalahan perhitungan dan pendataan dalam pembuatan laporan. Tujuan dari penelitian ini adalah membuat sistem informasi yang lebih efektif dan efisien dari sistem yang sudah digunakan pada bimbingan belajarIndo Prestasi dan English For Communication, membuat penyimpanan data transaksi yang lebih aman dan mudah dibanding menggunakan kertas, membuat proses pencarian data lebih cepat, dan membuat laporan dengan lebih efektif dibanding menggunakan sistem pembukuan. Metode yang digunakan pada penelitian ini adalah metode grounded research dengan pengembangan sistem menggunakan metode waterfall. Hasil dari penelitian ini adalah aplikasi sistem informasi berbasis Netbeans dan menggunakan database MySQL

Abstract

The terran flower (Clitoria ternatea) is a pigmented plant. Anthocyanins have the potential to be developed as local natural pigments for various foods. Various foods also contain local natural pigments. It improves color quality and is also an antioxidant. Anti-cancer and anti-inflammatory effects. The purpose of this study was to identify the potential of butterfly pea flower extract as a natural antioxidant in food. In this study, the antioxidant activity test was used with the DPPH method. Analyzing the antioxidant capacity and chemical composition contained in butterfly pea extract. The results show that butterfly flower extract can do this used as a source of local natural dyes and natural antioxidants. Abstract

Pendahuluan: Pasien kanker merasakan nyeri yang mempengaruhi kualitas hidup terutama pasien kanker stadium lanjut. Beberapa agen yang digunakan pada nyeri kanker adalah morfin, parasetamol, dan amitriptilin. Antidepresan, anti-epileptik, dan kortikosteroid mulai dieksplorasi untuk terapi nyeri pada penyakit non-kanker, namun penggunaannya dalam nyeri kanker masih belum dipelajari dengan baik. Beberapa studi menyimpulkan manfaat penggunaan gabapentin pada nyeri neuropatik dan nosiseptif, hingga kini belum ada studi efikasi agen tersebut pada nyeri kanker, maka penelitian terfokus kepada efikasi kombinasi antara amitriptilin dan gabapentin. Metode: Penelitian ini menggunakan Randomized Clinical Trial dengan sistem blinding. Dua kelompok sampel diobservasi sebelum pemberian (T0), hari ke-1 (T1), ke-3 (T2), dan ke-7 (T3). Kelompok A menerima gabapentin dan kelompok B menerima gabapentin dengan amitriptilin. Analisis data menggunakan uji t independen atau Mann-Whitney. Hasil: Sebanyak 62 orang dibagi menjadi 2 kelompok. Kelompok A mengalami keluhan mual, muntah, penurunan nafsu makan, dan pusing terbanyak sedangkan kelompok B mengalami keluhan sulit tidur terbanyak. Secara statistik, kelompok A maupun B mampu mereduksi skala nyeri berdasarkan skala pengukuran NRS dan pain detect (p<0,001) serta data keluhan awal dijumpai perbedaan signifikan (p<0,001). Perbedaan yang bermakna secara signifikan antara kedua regimen yang dianalisis juga tidak dijumpai dengan nilai p>0,05 pada seluruh waktu, kecuali pada variabel NRS di T3 (gabapentin (4,03±0,59)) dan kombinasi (3,53±0,82); p=0,009). Simpulan: Temuan mengindikasikan perbedaan yang signifikan mungkin baru terlihat pada hari ke-7 pasca observasi, meskipun pada dasarnya regimen kombinasi lebih efektif untuk mereduksi nyeri dibandingkan gabapentin tunggal. Kelompok kombinasi mengalami penurunan derajat nyeri yang lebih tinggi namun hanya signifikan pada waktu T3-T2 menggunakan skala NRS.
