The development of smart city operation room of Makassar possesses several equally important stages which are equally important. There are four stages of development that are 1) data center construction, 2) camera distribution around the city , 3) wall room monitoring construction, and 4) smart operation room architecture construction. Since the time and cost are limited, it forces the project manager to be able to manage and control the priority in conducting the project. There are several usable criteria to determine the priority in conducting the project development through criteria consideration of the entire project stages. Project priority optimization system aims at making every single project activity effective including its evaluation process. It also exposes a ranking illustration of foremost project priority by providing cost preference of the entire development stages. Fuzzy Multi-Criteria Decision-Making is used to illustrate the project priority rank and further to determine the alternative optimal option in conducting the project. This enforces particular project to allocate its cost to the project with a higher level of cost necessity. The company, therefore, enables to make effective funding for the entire project based on the level of importance and time achievement and subsequently it promotes accessible technology integration. The conducted experiment suggests that the first construction of the project is data center construction followed by wall room construction and CCTV distribution. This is relevant with optimization value result of data center 0,405 higher than A2 0,42 for wall room construction and A3 CCTV distribution 0,24.

Stemming Javanese affix words using Nazief & Adriani modifications still has problems that cannot be solved such as overstemming, understemming, and unchange. Then there needs to be improvements to improve the performance of Nazief & Adriani modifications. This study aims to improve the performance of Nazief & Adriani modifications using the Enahnced Confix Stripping (ECS) modification method. The results of this study indicate that Enhanced Confix Stripping can improve performance that previously had an accuracy of only 78.2% to 97.9% with an error rate of 2.1%. And fixing errors that originally numbered 98 to 9 errors. But Enhanced Confix Stripping still has problems with the words "ngetan, kumanggah, kumarut, kumasis, kumareg, kumadul, kumaras, katawakake, and pangenan". The next research is expected to be able to solve this problem.

One of the goals of vocational revitalization is the improvement of educators/teachers’ competence. This is considered important as the competence is the main capital for managing learning process, besides knowing the functions and duties as a teacher in the classroom, which can be in the form of the teachers’ performance. However, these two things are not obtained instantly, but a process and several factors have influenced them as well. This study aims to find some factors that can affect competence and performance based on the previous research as well as potential factors that likely influence. By using the Systematic Literature Review (SLR) method, seven factors and three potential factors along with their measurement indicators have been proven to influence the competence and the performance. Thus, it can be concluded that to find out the relationship between potential factors such as social media, a religion and a healthy lifestyle on the teachers’ competence and performance, it is necessary to prove the findings in this article.

The unique features of an image can be obtained by changing the gray level by modifying the dynamic range of the gray level. The gray-level dynamic range modification technique is one technique to minimize the selected features. Bit rate reduction uses coding information with fewer bits than the original image (image compression). This study using the dynamic level of the gray level of a modified image with the concept of binary bit representation or also called bit manipulation. Using some binary bit representation options used: 4, 5, 6, and 7 of bit can obtain the best compression performance. Measurement of compression ratio and decompression error ratio to a benchmark comparison called compression performance, which is the ultimate achievement of this study. The results of this study show the use of 6-bit binary representation has the best performance, and the resulting image compression does not resize the resolution of the original image only visually looks different.

Customer demand for electrical energy continues to increase, so electrical energy infrastructure must be developed to fulfill it. In order to generate and distribute electrical energy cost-effectively, it is crucial to estimate electrical energy consumption reasonably in advance. In addition, it is necessary to ensure that customer demands can be met and that there is no shortage of electricity supply. This study aims to determine the estimated long-term electricity use with a historical Energy Sold (T1) database in kW accumulated over several periods from 2008 to 2017. The ARIMA method with the Seasonal-ARIMA (SARIMA) pattern is used in forecasting analysis. The ARIMA method was chosen because it is considered appropriate for forecasting linear and univariate time-series data. The results of this study indicate that the MAPE (%) error rate is relatively low, with a result of 7,966, but the R-Square reaches a value of -0.024 due to the lack of observational data.
