Satuan Polisi Pamong Praja (Satpol PP) of Lampung Province with governor regulation No. 45 of 2020 conducts socialization so that the public can immediately know this so that it can comply. Ethics is considered to refer to two things, namely first, ethics with regard to disciplines that study the values embraced by man and his justification and in this case ethics is one of the branches of philosophy. Second, ethics is the subject matter in the discipline itself, namely the values of life and the laws that govern human behavior, morals.The results showed that: Ethics plays a role for members of the Satuan Polisi Pamong Praja Lampung Province in carrying out socialization. This result shows that if the Member applies good ethics and in accordance with the procedures set forth in the socialization of Governor Regulation No. 45 of 2020 concerning Guidelines for Adaptation of New Habits towards Productive and Safe Society corona virus disease 2019 (Covid-19), these aspects include external aspects and internal aspects, as well as implementing services to the community and effective and efficient management. These results show that the role of ethics in socializing is very influential to members and the community.

ABSTRACTThe type of research used in this research is through qualitative research method approach. Qualitative data analysis process is done by data reduction phase, presentation of data (display) and draw conclusion (verification). Based on the result of the research, it can be concluded that the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province has been run in accordance with the flow that must be undertaken, among others, include input sub-system, process sub-system and output sub-system. Obstacles encountered in the application of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province, among others, infrastructure and human resources are inadequate, and local government support is still not optimal. Efforts that have been made in overcoming the obstacles of the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province that is the human resources in the Field Documentation and Information Officer BKD Lampung Province should be included Training / training on SIMPEDU so that existing human resources can more controlled about SIMPEDU. Efforts that have not been done in overcoming the obstacles of the implementation of Integrated Personnel Management Information System at the Regional Personnel Board of Lampung Province is to integrate the application SIMPEDU to all OPD in the local government of Lampung Province.Keywords: Implementation, Integrated Personnel Management Information System

The implementation of the Government Agencies Performance Accountability System policy appears to organize a clean and accountable government that is free of Collusion, Corruption, and Nepotism. In addition, as a public display of performance accountability. The problems in this study are: (1) Implementation of the Performance Accountability System Policy of Government Agencies at the Department of Community Empowerment, Villages and Transmigration of Lampung Province (2) Aspects that hinder and support the implementation of the Performance Accountability System Policy of Government Agencies (at the Department of Community Empowerment, Village and Transmigration Lampung Province)This researcher uses qualitative research methods, due to the current situation systematically. The research design used was a direct interview. Where this research design is carried out in-depth about the situation in the field based on facts, as well as looking at the relationship between variables and supporting variables.According to the results of the study, the lack of communication and the quality of human resources is an inhibiting factor in the Implementation of the Performance Accountability System Policy of Government Agencies. Budget and disposition are supporting factors in the implementation of the Performance Accountability System Policy of Government Agencies at the Department of Community Empowerment, Villages, and Transmigration of Lampung Province.

The problems in this study are (1) How is the Implementation of Human Resource Development in the General Bureau of the Regional Secretariat of Lampung Province? (2) What aspects are the supporters and obstacles in the Implementation of Human Resource Development at the General Bureau of the Regional Secretariat of Lampung Province?The method used in this research is descriptive qualitative research method. The use of this method is to describe the implementation of Human Resource Development in the General Bureau of the Regional Secretariat of Lampung Province, to examine qualitatively, how all data were obtained directly from informants in the field using interviews and document studies.The results showed that the Implementation of Human Resource Development Policies at the General Bureau of the Regional Secretariat of Lampung Province, through (1) Education, in general employees still have high school education, (2) Training, has been carried out but not all employees have followed suitably. routine, (3) Skills, in general employees have good work skills, although not optimal.Supporting aspects (1) Every employee is given the opportunity to attend formal education, (2) Every employee is given the opportunity to participate in training activities, (3) There is a desire for employees to develop themselves. While the inhibiting aspects are (1) existing human resources, generally having a high school (SMA) educational background, (2) lack of budget supporting education and training to the empoyee at The Bureau of General Secretariat of Lampung Province

Peraturan disiplin pegawai merupakan peraturan yang mengatur kewajiban, larangan dan sanksi apabila kewajiban-kewajiban tidak ditaati (dilanggar) oleh pegawai negeri sipil. Peraturan tersebut dimaksudkan untuk mendidik dan membina Pegawai Negeri Sipil yang melakukan pelanggaran. Pelanggaran disiplin adalah setiap ucapan, tulisan, atau perbuatan Pegawai Negeri Sipil yang tidak menaati kewajiban dan/atau melanggar ketentuan disiplin pegawai negeri sipil, baik yang dilakukan di dalam maupun di luar jam kerja. Bagi Pegawai Negeri Sipil yang melakukan pelanggaran akan dikenakan sanksi berupa hukuman disiplin. Penegakan sanksi disiplin Pegawai Negeri Sipil berlaku di seluruh wilayah indonesia.Metode penelitian yang dilakukan dalam penelitian ini peneliti menggunakan pendekatan kualitatif dimana dalam penelitian ini lebih menekankan pada makna dan proses daripada hasil suatu aktivitas Secara umum penelitian kualitatif bertujuan untuk memahami (understanding) dunia makna yang disimbolkan dalam perilaku masyarakat menurut perspektif masyarakat itu sendiri. Adapun hasil penelitian yaitu Faktor kelemahan penerapan sanksi disiplin Pegawai dalam meningkatkan semangat kerja yaitu: Belum dilakukan analisis jabatan untuk mengurai beban kerja secara rinci, anggaran kecamatan terlalu kecil untuk melaksanakan tugas pokok dan pungsi (Tupoksi). Penerapan sanksi disiplin pegawai dilakukan dengan mengacu pada Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin Pegawai Negeri Sipil. Faktor pendorong penerapan sanksi disiplin yaitu: peningkatan kemampuan pegawai, Faktor Aturan Tata Tertib Pegawai, penempatan posisi pegawai yang tepat, Faktor kepemimipinan yang Tegas, Faktor Lingkungan Kerja yang Kondusif, Faktor Pengawasan dan Faktor Sarana dan Prasarana Pendukung. Faktor penghambat penerapan sanksi disiplin Pegawai diantaranya yaitu Pimpinan kesulitan menentukan alat motivasi yang tepat dan efektif.Adapun rekomendasi yaitu penulis berharap Atasan dan bawahan hendaknya meningkatkan kedisiplinan kerja. Cara yang harus ditempuh adalah memberikan contoh yang baik misalnya datang ke kantor dengan tepat waktu dan pulang tepat waktu, memberikan teguran kepada bawahan yang salah dan sekaligus memberikan pemecahan yang sebenarnya.

Pesawaran is one of the Districts of the Lampung Province that has a natural tourism potential is very rich. The existence that is constantly evolving, making the Island of Tegal Mas as the attractions featured in the Pesawaran District. The purpose of this study is to determine the development of the attractions of the Island Tegal Mas seen from the perspective of developers and tourists, the factors that support as well as the impact of the development attractions of the Island Tegal Mas as a tourist destination in the District Pesawaran. This study uses the Theory of Social Practice from Bourdieu. This research uses qualitative research method with case study approach. Source data from interviews with informants and related documents.The sampling technique using purposive sampling.Data collection techniques using observation, interview and documentation.The validity of data using triangulation of sources.Data analysis using interactive model. The results of this study show the development of the attractions of the Island Tegal Mas has improved the quality of management and service of tourism, characterized by an increase in the number of tourist visits Island Tegal Mas. The development of the attractions of the Island Tegal Mas also accompanied by the enthusiastic people of the Village Gebang from the participation as a business selling food in the tourist area, managing parking areas and support facilities to the location of the attractions the Island Tegal Mas with the use of economic capital, social capital and cultural capital. Community participation the Village of Gebang to develop tourism can be seen in the decision that they were fighting for in the area as a tourist area, in practice that can support the activities of the development attractions of the Island Tegal Mas and also in improving the welfare and quality of life of the local community.

Penelitian ini berfokus pada tujuan mengetahui dan mengevaluasi Kebijakan Pengalihan Kewenangan Penyelanggaraan Pendidikan Menengah Atas dari Pemerintah Kabupaten/Kota kepada pemerintah Provinsi Dinas Pendidikan dan Kebudayaan Provinsi Lampung. penelitian ini menggunakan desain pendekatan kualitatif meliputi teknik pengumpulan data yang berasal dari observasi, wawancara dan dokumentasi. Adapatun analisi dilakukan melalui reduksi, penyajian data dan verifikasi data. Berdasarkan hasil dari penelitian diketahui kebijakan ini belum berjalan dengan maksimal, dimana terdapat beberapa penghambat yaitu faktor luas wilayah, faktor regulasi, dan struktur organisasi. berdasarkan hasil penelitian disimpukan efektivitas, kecukupan, pemerataan dan ketepatan kebijakan pengalihan Kewenangan Pendidikan ini belum sepenuhnya optimal

Intelkam Polri dalam perkembangan keamanan dan ketertiban masyarakat mempunyai peran yang sangat krusial. melalui peran teknologi intelijen yang dimiliki, diharapkan dapat mendeteksi secara dini potensi-potensi konflik di tengah masyarakat seawal mungkin sehingga dapat ditangkal untuk berkembang menjadi konflik yang meluas. Penelitian ini dilakukan dengan menggunakan metode kualitatif dengan teknik pengumpulan data berupa interview terhadap para pihak yang bersentuhan langsung dengan penggunaan teknologi intelijen. Hasil penelitian menunjukkan bahwa hambatan dalam optimalisasi peran Teknologi Intelijen oleh Ditintelkam Polda Lampung dalam rangka deteksi dini potensi konflik sosial di Provinsi Lampung antara lain, berasal dari manusia (man) yaitu hambatan dalam mengikuti perkembangan teknologi Informasi; uang (money) yaitu kurangnya dukungan anggaran untuk pengadaan/peningkatan alat-alat khusus (Alsus) Teknologi Intelijen; kemudian hambatan sarana (materials) yaitu perlunya pembaruan peralatan dan software pendukung; dan terakhir metode (methods) yaitu perlunya pedoman baku deteksi dini konflik sosial di wilayah Lampung, belum terciptanya sistem informasi berbasis aplikasi serta belum optimalnya pemberdayaan media pemberitaan. Kemudian optimalisasi peran Teknologi Intelijen oleh Ditintelkam Polda Lampung dalam rangka deteksi dini potensi konflik sosial di Provinsi Lampung lebih mengedepankan pemanfaat peralatan khusus (Alsus) Intelijen serta teknologi informasi yang berkembang.

In improving the performance of employees of organizations or institutions through several ways through increasing employee discipline and enhancing a good organizational culture. The purpose of this study was to determine and analyze the influence of organizational culture and work discipline on employee performance in the Lampung Regional Police.This study used a quantitative descriptive analysis design, with organizational culture and work discipline as independent variables and employee performance as the dependent variable. The sample used in the study amounted to 100 respondents with proportional random method (proportional random sampling). The analysis used was validity test, reliability test and multiple linear regression analysis.Based on the research results, it can be seen that: (1) The results of hypothesis testing partially show that organizational culture partially has a significant effect on employee performance in the Lampung Regional Police. (2) The results of the hypothesis test partially show that work discipline partially has a significant effect on employee performance in the Lampung Regional Police. (3) The simultaneous hypothesis test results show that the variables of organizational culture and work discipline simultaneously have a significant effect on employee performance in the Lampung Regional Police. While the results of the Determination Coefficient (R Square) are known to have a value of 0.671, meaning that organizational culture and work discipline have an influence of 67.1% on the performance of employees in the Lampung Regional Police.

This study aims to identify and analyse the implementation of the main tasks and functions of the and inhibiting factors in the implementation of the main tasks and functions of the Lampung Province Regional Secretariat General Bureau in the coordination and implementation of budget management. The study uses a qualitative approach with the focus of research on the main tasks and functions of the Lampung Province Regional Secretariat General Bureau in the coordination and implementation of budget management. The results showed that the implementation of the main tasks and functions of the Lampung Provincial Regional Secretariat General Bureau in the coordination and implementation of budget administration had gone well according to the strategic plan of the Lampung Provincial Secretariat General Bureau, but the realisation had not succeeded in achieving the target of 100% as determined by achieving an average of 89.1%. Then, the factors that support the implementation of the main tasks and functions of the Lampung Provincial Secretariat General Bureau include communication, sources, trends or behaviours and bureaucratic structures, while the inhibiting factor consists of the content of the policy, information, support and potential distribution.
