Abstract

Penelitian ini bertujuan untuk mengevaluasi kondisi isolasi trafo daya 60 MVA di Gardu Induk (GI) Arun Lhokseumawe menggunakan dua metode, yaitu Indeks Polarisasi (PI) dan Tangen Delta (tan δ). Data yang dianalisis berasal dari hasil pengujian tahunan PLN dan mengacu pada standar IEEE Std 62 dan ANSI C57.12.90. Metode PI membandingkan nilai tahanan isolasi pada menit pertama dan menit kesepuluh untuk mendeteksi degradasi akibat kelembapan atau kontaminasi. Sementara itu, metode Tangen Delta mengukur rugi daya dielektrik akibat arus bocor sebagai indikator kualitas isolasi. Hasil pengujian menunjukkan bahwa nilai PI pada belitan primer, sekunder, dan tersier berada di atas ambang batas 1,4 Megaohm, menandakan kondisi isolasi masih baik. Namun, nilai Tangen Delta pada belitan primer konfigurasi ICHT mengalami peningkatan dari -0,5797% pada 2022 menjadi -0,7569% pada 2024, mendekati batas toleransi. Hal ini menunjukkan adanya penurunan kualitas isolasi yang tidak terdeteksi oleh metode PI. Dengan demikian, metode Tangen Delta dinilai lebih sensitif dalam mendeteksi kerusakan awal sistem isolasi dan direkomendasikan sebagai metode prioritas dalam pengujian preventif di GI Arun.

Abstract

Kepemimpinan desa memainkan peran kunci dalam keberhasilan implementasi program pemberdayaan masyarakat, khususnya di wilayah pedesaan. Penelitian ini bertujuan untuk mengkaji bagaimana Kepala Desa Kempo menerapkan gaya kepemimpinan inovatif dalam meningkatkan partisipasi dan kapasitas warga desa. Dengan menggunakan pendekatan kualitatif deskriptif dan desain studi kasus tunggal, data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Analisis data dilakukan secara tematik dengan pendekatan Miles dan Huberman.Temuan menunjukkan bahwa Kepala Desa Kempo menerapkan tiga dimensi utama kepemimpinan inovatif: visioner, kolaboratif, dan pengelolaan risiko. Visi pembangunan yang dirumuskan bersama warga mampu memandu arah pembangunan desa secara kolektif. Kolaborasi lintas-lembaga desa mendorong keterlibatan aktif masyarakat dalam pengambilan keputusan. Keberanian dalam mengelola risiko, khususnya saat pandemi COVID-19, menunjukkan kapasitas adaptif dan responsif kepala desa. Implikasi dari temuan ini menunjukkan bahwa kepemimpinan inovatif tidak hanya memperkuat tata kelola desa, tetapi juga memperluas ruang partisipasi dan kemandirian warga. Penelitian ini berkontribusi dalam literatur kepemimpinan publik berbasis lokal dan menyarankan studi lebih lanjut secara komparatif di desa lain untuk memperkuat generalisasi model kepemimpinan inovatif di level akar rumput.

Abstract

Abstract. Dual role conflict and work stress have become global issues in the public sector, affecting productivity, psychological resilience, and the quality of services provided by government employees. In Indonesia, particularly in local government institutions such as the Government of Tarakan City, administrative demands, high workloads, and the dynamics of public service increasingly elevate the risk of role conflict and work stress, which ultimately can reduce job satisfaction and the performance of civil servants. This phenomenon underscores the importance of research to identify how role pressures and stress influence the performance of public officials within the context of local bureaucracy. This study aims to analyze the influence of dual role conflict and work stress on the performance of civil servants, as well as examine the role of job satisfaction as a mediating variable in this relationship. By integrating perspectives from role theory and work stress theory, this research seeks to provide a deeper understanding of the psychological mechanisms that affect the performance of public sector employees. The research method uses a quantitative approach with a survey conducted among civil servants of the Government of Tarakan City. Data were analyzed using Structural Equation Modeling (SEM) to test the direct and indirect relationships between variables. Variable measurements used standardized instruments that have been validated in various previous studies. The results show that dual role conflict has a positive effect on work stress and indirectly decreases the performance of civil servants through reduced job satisfaction. In addition, work stress has a significant influence on employee satisfaction and performance. Job satisfaction plays a partial mediating role in the relationship between work stress and performance, emphasizing the importance of psychological aspects as key mechanisms determining civil servant productivity. These findings provide implications for local governments to design stress management policies, employee welfare programs, and interventions that support role balance, so that job satisfaction and civil servant performance can be sustainably improved.

Abstract

The background: In 2014 Indonesia introduced a non-communicable and chronic disease management program called the Indonesian Chronic Disease Management Program (PROLANIS). Patient satisfaction in the PROLANIS is an important benchmark for assessing the quality of health services provided by health facilities. The suitability of implementing PROLANIS at the Mamajang Community Health Center will be seen from the patient satisfaction survey. Research purposes: to find out the picture of PROLANIS patient satisfaction at the Mamajang Community Health Center. Method: This type of research uses observational preliminary study. Using sampling technique cluster sampling. The data collection technique is semi-structural interviews, then the data is analyzed descriptively and presented in the form of narratives and images. Results: 100% of patients are satisfied with the staff and 90.1% of patients are satisfied with the facilities and infrastructure as well as the programs and activities of the Mamajang Community Health Center. Obstacles encountered include places to take medicine and counseling. Conclusion: The implementation of PROLANIS at the Mamajang Community Health Center is very good in terms of staff, facilities and infrastructure as well as programs and activities.

Abstract

The purpose of this study is to evaluate the condition of rice farmers living in Baruga Village, Baruga District, Kendari City. The problem observed is the imbalance between the region's status as a rice production center and the inconsistent and fluctuating level of farmer welfare. Although Baruga Village has approximately 450 hectares of agricultural land and makes a significant contribution to rice cultivation in Kendari City, farmers' income remains uncertain each harvest season. This uncertainty negatively impacts their overall welfare. The welfare of these farmers is also measured by the Farmer Exchange Rate (NTP), which evaluates the gap between the income earned by farmers from their harvest and the costs incurred for production. An NTP value below 100 indicates that farmers are experiencing losses or decreased purchasing power, thus causing a decline in their welfare. The research findings show that most farmers in Baruga Village are included in the prosperous category. Farmers of productive age, with extensive farming experience, and supporting larger families often exhibit increased motivation and a sense of responsibility, which positively impacts their income and overall well-being. This study emphasizes the need for governments and policymakers to focus more on farmer characteristics when developing empowerment initiatives aimed at improving farmer welfare in rice-producing regions.

Abstract

Sistem tenaga listrik adalah kumpulan perangkat serta peralatan listrik yang bertujuan untuk menyalurkan tenaga listrik dan mempunyai peranan yang sangat penting dalam menghadapi berbagai tantangan terhadap perkembangan dan pertumbuhan jumlah penduduk. Tetapi pada proses penyaluran energi listrik terkadang mengalami gangguan secara acak pada fungsi peralatan,peningkatan beban, dan pengaruh harmonisa, sehingga dapat menyebabkan rugi-rugi daya yang menyebabkan kerugian baik dari pihak konsumen maupun pihak layanan penyedia energi. Penelitian ini bertujuan untuk mensimulasikan dan menganalisis kinerja sistem distribusi tenaga listrik menggunakan software MATLAB Simulink sebagai alat bantu simulasi. Model yang dibangun meliputi komponen transformator, jaringan distribusi, beban linier dan beban non-linier, Kemudian divariasikan untuk mempelajari efeknya terhadap rugi daya, dan harmonisa dalam sistem. Selain itu, penelitian ini menggunakan single tuned filter sebagai solusi peredam harmonisa yang dihasilkan oleh beban non-linier. Berdasarkan hasil analisis data dan simulasi yang dilakukan, harmonisa yang dihasilkan pada THDv sebesar 7.25%, untuk nilai THDi sebesar 10.60%, dan berdasarkan analisis data yang dilakukan, arus yang mengalir pada rangkaian sebesar 58.07A. Pada rugi-rugi daya, rugi yang dihasilkan sebesar 0.105Kw.

Abstract

This study aimed to analyze the sustainability of paddy farming in Baruga Village, Baruga District, Kendari City. The population of this study was 280 paddy farmers. The sample of this study was 28 paddy farmers (10% of the population) taken by simple random sampling. The data analysis of this study used descriptive statistics. Descriptive statistics to describe or describe the state of the research variables. The results of the study indicate that the sustainability of paddy farming in Baruga Village, Baruga District, Kendari City is in the medium category. Paddy farming in Baruga Village, Baruga District, Kendari City has fulfilled the sustainability of economic, social and environmental aspects but the sustainability of economic aspects and sustainability of environmental aspects needs to be improved. Sustainability from the economic aspect and sustainability from the ecological aspect is in the medium category. As for the sustainability of the social aspect has been in the high category.

Abstract

The efficacy of agricultural development is predominantly contingent upon the strategic function of agricultural extension workers in enhancing farmers' knowledge, skills, and innovation. Farmers' satisfaction and favorable response to the performance of extension workers are pivotal factors in achieving dynamic, innovative, and competitive agriculture. The objective of this study is to ascertain the level of satisfaction among farmers in relation to the role of agricultural extension workers in rice field extension in Kasimpa Jaya Village, South Tiworo District, West Muna Regency. The research population comprised all 94 rice farmers residing in Kasimpa Jaya Village. The sample size was determined using the Slovin formula with an error rate of 10%, resulting in a sample size of 20 people. The sampling method employed was simple random sampling. The data were collected through a combination of interviews, documentation, and surveys administered via questionnaires. The research variables of interest were farmer satisfaction and the role of agricultural extension workers. The collected data were then subjected to a descriptive analysis. The results indicated that farmer satisfaction with the role of agricultural extension workers in Kasimpa Jaya Village was moderate, with high ratings for product quality and service, while the public emotional aspect was moderate. The role of agricultural extension workers is moderate, and their roles in education, motivation, facilitation, and counseling still need to be improved. Agricultural extension workers have played a fairly effective role in providing education and technical services; however, they have not been optimal in building emotional closeness and facilitating the needs of farmers as a whole.

Abstract

The agricultural sector plays a pivotal role in the economy and the general welfare of the population. The success of agricultural endeavors, as evidenced by the increased corn production in Kapu Jaya Village, is contingent upon the efficacy of agricultural extension workers. These extension workers are responsible for modifying behaviors, enhancing farmers' knowledge, and facilitating the overcoming of various production constraints. The objective of this study is to assess the effectiveness of agricultural extension workers in Kapu Jaya Village, Palangga District, South Konawe Regency. The research population consists of all 97 corn farmers in Kapu Jaya Village, resulting in a sample size of 25 people. The sampling method employed was a simple random sampling technique. The data presented herein was collected through a variety of research methods, including surveys, interviews, and documentation. The research variable was the performance of agricultural extension workers. The collected data was then subjected to both descriptive and quantitative analysis. The results indicated that the performance of agricultural extension workers in Kapu Jaya Village was high in terms of preparation, implementation, and evaluation. The extension workers demonstrated proficiency in planning, implementing extension services tailored to the needs of farmers, conducting regular evaluations, and submitting reports. This high performance is indicative of the capacity of extension workers to enhance farmers' capabilities, fortify institutions, and promote augmented agricultural productivity. A structured planning approach, the implementation of adaptive extension methods, and the continuous evaluation of program effectiveness are essential for ensuring the success of agricultural extension programs at the village level.

Abstract

This study aimed to examine is the human resource capacity on extension officers in agricultural extension; performance of extension officers in agricultural extension; and influence the human resource capacity on the performance of agricultural officers in agricultural extension in Konawe Regency. The research sample comprised the entire population of agricultural extension officers in agricultural extension who are State Civil Apparatus (ASN) in Konawe Regency, totaling 113 individuals, with sampling conducted through a census method. The research variables consist of independent variables, namely the capacity of human resources of agricultural extension officers and dependent variables, namely the performance of agricultural extension officers in agricultural extension. Data analysis for this research employs both descriptive and inferential statistics. Descriptive statistics are utilized to outline the characteristics of the variables, where as inferential statistical analysis is employed to investigate the influences variable of capacity of human resources of agricultural extension officers on the performance of agricultural extension officers in agricultural extension. The inferential statistical technique applied in this research is Simple Regression Analysis. The results of the study showed that the human resource capacity of agricultural extension officers is in the good category. The research results also showed that the performance of agricultural extension workers is in the good category. The results of the study also show that the human resource capacity of agricultural extension officers has a significant positive effect on the performance of agricultural extension officers in agricultural extension in Konawe Regency. Increasing the capacity of human resources for agricultural extension officers will improve the performance of agricultural extension officers in agricultural extension.
