Abstract

South Konawe Regency, the executive and legislature as regional government partners are continuously involved in communication about how to manage and allocate public resources, official authority, official sanctions and other political actions. In various situations, both parties communicate in formal or informal forms. The aim of this research is to describe and analyze forms of communication, the dominant political communication culture, and the basic obstacles that limit legislative and executive opportunities to communicate more effectively in realizing good governance in South Konawe Regency. This research uses a qualitative approach. The data collection techniques that will be used are Desk Study and Interview. Research informants were determined purposively. The interactive analysis method according to Miles and Huberman, namely the stages of data collection, reduction, data presentation and drawing conclusions, was used in this research. The research results show that the forms of communication that exist between the Legislative (DPRD) and the Executive (PEMDA) of South Konawe Regency are formal communication and informal communication. Formal communication is realized in harmony between the two institutions in carrying out their respective functions. As for informal forms of communication, when there is a problem that is difficult and cannot be resolved in formal communication, informal channels are a solution so that the relationship between the two remains in harmony and continues to go hand in hand. The political culture that is built and attached to political elites, both legislative and executive, is a political communication culture that upholds family values. This cultural approach to political communication has proven effective in breaking the ice. This cultural closeness is a sign that political actors continue to maintain. Bearing in mind that this area is known as a miniature Indonesia with a diversity of ethnic, religious and racial identities, which makes family relations a close bond between one another. Barriers to organizational communication that occur within regional government and DPRD are technical barriers; digital infrastructure in providing adequate internet access and fast response in communication via WhatsApp social media as a communication medium in the digital era. Technical obstacles that cause communication channels to not run effectively or not be used properly, because technical matters certainly affect operational performance. Semantic barriers; clarity of communication (clarity) which is related to the presence of unclear or one-sided information that gives rise to differences in views.

Abstract

The Healthy Indonesia Program with Family Approach (PIS-PK) is a primary initiative enforced by the current government to enhance the quality of family life and public health. In this context, the assessment of the Healthy Family Index (IKS) is essential for implementing appropriate interventions and efforts to prevent chronic diseases at the family level. Measurement indicators of IKS include healthy, pre-healthy, and unhealthy family categories. Therefore, this study aimed to analyze IKS based on PIS-PK in Jeneponto Regency, South Sulawesi in Indonesia. A quantitative design with an analytical survey was used to measure IKS across the entire family population in the Jeneponto Regency Health Center working area, totaling 1,321 households. The total sampling method was applied, and data from 12 healthy family indicators were evaluated following the IKS formula. The results showed that the average IKS value ranged from 0.59 to 0.77, representing unhealthy, pre-healthy, and healthy family, which constituted 12%, 54.35%, and 33.5% of the examined population, respectively. High numbers of family fell in the pre-healthy and unhealthy categories due to limited participation in family planning program (55.11%), non-utilization of official facilities for childbirth (11.65%), lack of exclusive breastfeeding practices over 7–23 months (10.14%), and absence of weight monitoring at Posyandu (5.59%). Consequently, integrated efforts and cross-sectoral engagement are crucial for improving IKS status.

Abstract

The increasing number of chronic diseases such as hypertension and diabetes mellitus has made the government through Health BPJS promote and prevent through chronic disease management programs (Prolanis). The occurrence of the Covid-19 pandemic has changed all aspects of life including Prolanis activities. This study aims to determine the use of the chronic disease management program (Prolanis) during the Covid-19 pandemic at the Tamamaung public health center, Makassar City with this type of qualitative research. Determination of informants in this study using a purposive sampling technique. The informants in this study consisted of Prolanis management officers, Prolanis participants who suffered from hypertension, and type 2 diabetes mellitus. Data was collected through in-depth interviews with informants. The results of the study explained that the use of Prolanis during the Covid-19 pandemic still received support from families by reminding each other to maintain health. Health workers continue to serve participants as usual for medical examinations and routine monthly administration of drugs unless education and gymnastics are temporarily prevented The need for health services, where participants feel they still need exercise and education activities. However, due to the Covid-19 pandemic, participants can only carry out health checks and take routine medicine every month. It is recommended that health workers continue to increase their role as educators by providing education to Prolanis participants both during the Covid-19 pandemic period and after the pandemic ends and emphasizing the importance of joining Prolanis.

Abstract

Poisson regression is used to model enumeration data such as data on the number of DHF cases. This model has the assumption that is fulfilled is the average and the variance must have the same value or it is called the equidispersion. But this assumption is not fulfilled because the data on the number of dengue cases experienced violations of this assumption. The violation is that the average value is smaller than the variance value or it is called overdispersion. This results in incorrect conclusions because the prediction standard error is underestimated. The way to prevent this is by combining the Poisson distribution and discrete or continuous distribution, this combination is called Mixed Poisson Distribution. Researchers use one of the Mixed Poisson methods, namely Inverse Gaussian Poisson Regression (PIG) because the method is used when the data is overdispersed and the parameters are known or close form on the likelihood function. Based on the results of the study, it is known that the height of the area is a factor that significantly influences DHF cases in South Sulawesi.

Abstract

One of the important aspects needed for early childhood is the aspect of self-confidence. Self-confidence is an attitude that will build him to interact in community life, the family environment and the school environment. This study is designed to evaluate the effectiveness of the Confidence Children's School as part of the CSR program of PT Pertamina Regional VII, South Sulawesi. This report presents an analysis of post-programme data collected from 30 children and 1 facilitator and 6 parents whose children attended the School for Confidence Children program. The data are then presented descriptively using the Likert scale and qualitatively to assess the effectiveness of this program. The results showed that 3 variables that support the Self-Confidence Children's School program, namely the content or material of the program, service during learning and the ability of the teaching staff to produce very good grades with criteria at the very satisfied level. In addition, the knowledge, actions and attitudes of students after participating in the school program are confident that each child has criteria for being at a good level. The Confident Children's School Program has immediate value for participating children and families as participants are equipped with skills to reduce emotional and behavioral difficulties.

Abstract

Wasting remains a significant nutritional challenge in Indonesia. Despite a reduction in its prevalence from 10.2% in 2018 to 7.1% in 2021, the rate still falls short of the national target of 7%. This study aims to examine the relationship between health services and family income on the incidence of wasting in toddlers aged 0-59 months in the Polombangkeng Utara sub-district, Takalar district. The research employed a quantitative approach with a cross-sectional study design. The population in this study consisted of toddlers aged 0-59 months in the North Polombangkeng sub-district, with a sample size of 146 toddlers. A probability sampling technique was used. The analysis was conducted using the chi-square test. The results of the chi-square test show that household food security is not related to the incidence of wasting, with a p-value of 0.590 (>0.05). Similarly, there is no relationship between growth monitoring and the incidence of wasting, with a p-value of 0.240 (>0.05), and no relationship between the completeness of immunization status and the incidence of wasting, with a p-value of 0.776 (>0.05). However, family income does show a relationship to the incidence of wasting, with a p-value of 0.032 (<0.05). This study indicates that food security and health services do not impact the incidence of wasting. In contrast, family income, which is a primary factor in nutritional problems, does have an impact on the incidence of wasting. The issue of wasting in toddlers can be prevented and addressed through specific and sensitive nutrition interventions.

Abstract

This research aims to investigate and understand the position of wives who marry consecutively and who are not the first wife in the perspective of heirs according to the Compilation of Islamic Law. The research method used is normative-juridical. Analysis of the research results shows that the position of other wives in polygamous marriages is equal in rights to the first wife. Joint property in a polygamous marriage is divided fairly, where the legal consequences of the inheritance of a husband who marries more than once legally are that when the husband dies, the division of joint property in his marriage is half of the joint property obtained with the first wife, and half of the joint property obtained with the second wife, each separately without any mixing of assets. Each wife in a polygamous marriage has the right to her husband's inheritance. The conclusion of this study is that there is no difference in inheritance rights between the first wife and subsequent wives, in accordance with the provisions of Religion and the Compilation of Islamic Law applicable in Indonesia. Recommendations from this research include the need for reform in the Law and incorporated in the omnibus rule of law, especially related to the distribution of inheritance in polygamous marriages, as some laws have accommodated what is implied in the Qur'an and AlHadith. The terms in the law need to be adjusted to reflect fair and balanced principles in accordance with religious values. In addition, wives in polygamous marriages need to pay attention to factors that may limit their inheritance rights and follow religious recommendations.
