Abstract

Abstract

In many cases, perpetrators attempt to cover their tracks by killing the victim, making biological evidence difficult to find. This requires the police to work extra hard to collect forensic evidence and witness statements. The purpose of this study is to analyze law enforcement in cases of murder followed by sexual violence against children based on Law Number 17 of 2016 concerning the Stipulation of Government Regulation in Lieu of Law Number 1 of 2016 concerning the Second Amendment to Law Number 23 of 2002 concerning Child Protection at the Indragiri Hulu Police. The method used is sociological legal research. Based on the results of the study, it is known that law enforcement in cases of murder followed by sexual violence against children based on Law Number 17 of 2016 concerning the Stipulation of Government Regulation in Lieu of Law Number 1 of 2016 concerning the Second Amendment to Law Number 23 of 2002 concerning Child Protection at the Indragiri Hulu Police that the authorities have implemented the provisions of Law Number 17 of 2016 strictly. This regulatory change provides a strong legal basis for investigators in applying the maximum criminal threat, including the death penalty, life imprisonment, or other aggravating crimes. The investigation process is directed to fulfill the principles of child protection, victim justice, and legal certainty. Obstacles such as the limited number of investigators with specialized competencies in handling child-based crimes, the lack of comprehensive forensic facilities, and the often-impeded availability of post-mortem examinations and laboratory results contribute to slow investigations. Furthermore, this contributes to the deep trauma experienced by victims and their families. Efforts to overcome these obstacles include increasing the capacity of officers through specialized training in handling sexual violence against children. Local governments and law enforcement institutions also need to strengthen supporting facilities. Coordination with integrated service agencies must be improved to expedite the process of establishing evidence and providing assistance to victims.

Abstract

The role of Islamic banks in building partnerships to support the achievement of Sustainable Development Goal 17 in West Sumatra. This point emphasizes the importance of collaboration between various parties to achieve inclusive, sustainable, and equitable development. As financial institutions based on Islamic principles, Islamic banks have a social responsibility to play an active role in community economic empowerment and strengthen cross-sector collaboration, particularly in the micro, small, and medium enterprise (MSME) sector. This research used a descriptive qualitative method with secondary data obtained from the financial reports of Islamic banks in West Sumatra from 2021 to 2023. The results indicate that Islamic banks play a role in building partnerships through various financing schemes such as murabahah, mudharabah, and musyarakah. Furthermore, Islamic banks also establish strategic partnerships with local governments, businesses, and local communities to strengthen financial literacy, expand financial inclusion, and promote economic equality within the community based on Islamic values. Despite their significant contribution, Islamic banks still face challenges such as low public understanding of Islamic financial products, limited technology and human resources, and suboptimal synergy between institutions. Therefore, regulatory strengthening, innovation in Islamic banking services, and support from all stakeholders are needed to ensure effective partnerships and maximize their contribution to achieving the SDGs in West Sumatra.

Abstract

The rapid development of information technology has led to an increase in online fraud crimes that utilize electronic media and internet networks. In enforcing the law against such crimes, digital trace evidence plays a crucial role in uncovering criminal acts, identifying perpetrators, and proving guilt before the court. However, the implementation of digital evidence in law enforcement practices still faces various challenges, including legal, technical, and human resource aspects. This study aims to analyze the implementation of digital trace evidence in the law enforcement of online fraud crimes within the jurisdiction of the Riau Regional Police. The research employs a socio-legal method with statutory and case approaches. Data were collected through literature studies and supporting interviews, and analyzed using qualitative descriptive analysis. The findings indicate that digital trace evidence has been significantly utilized in the processes of investigation, prosecution, and judicial proof of online fraud cases. Nevertheless, its effectiveness is constrained by limited digital forensic facilities, the complexity of electronic evidence examination, and the lack of public awareness regarding reporting mechanisms and the preservation of digital evidence. Therefore, strengthening regulations, enhancing law enforcement capacity, and increasing public legal awareness are essential to achieve effective, fair, and legally certain law enforcement.

Abstract

Law enforcement against the criminal offense of oil palm fruit theft in Rokan Hulu Regency demonstrates the importance of synchronizing technical guidelines such as Supreme Court Regulation (Perma) Number 2 of 2012 with higher-level legal instruments, particularly the latest Criminal Code (KUHP). Hans Kelsen’s theory of the hierarchy of norms emphasizes that the validity of lower-level norms must conform to higher-level norms, so that law enforcement officers can perform their duties in a fair, effective, and legally consistent manner. This research is expected to serve as a reference for updating guidelines on the handling of minor criminal offenses, ensuring their alignment with the development of national law and the needs of society. This study is a sociological (empirical) legal research. The findings indicate that law enforcement against oil palm fruit theft in Rokan Hulu Regency through Supreme Court Regulation Number 2 of 2012 has been relatively successful in accelerating case resolution and in applying the principles of restorative justice. Mediation and compensation agreements have proven to be effective mechanisms for cases involving low economic losses, while simultaneously reducing the burden on the courts. Nevertheless, the effectiveness of law enforcement remains constrained by weak coordination among law enforcement agencies and related institutions, public perceptions regarding minor criminal offenses, and limited public understanding of legal procedures. The obstacles in law enforcement against the criminal offense of oil palm fruit theft based on Supreme Court Regulation Number 2 of 2012 in Rokan Hulu Regency include limitations in evidence and documentation, constraints in resources and capacity of law enforcement officers, and inconsistencies between legal norms and the socio-economic conditions of the community. Efforts to overcome these obstacles may be pursued through a progressive legal approach and the consistent application of restorative justice, which are more responsive to social realities while still upholding legal certainty and justice.

Abstract

Factors such as gender, age, education, history of high blood pressure, cholesterol levels, excess weight, coronary heart disease, smoking, high salt consumption, and lack of physical activity can increase the risk of stroke. The La-Tulip Integrated Health Service Post (Posyandu) in Pauh Barat village generally has these factors, particularly hypertension, diabetes, elderly, and hereditary factors. Therefore, mitigation efforts are needed through home visits and support groups. The goal of community service is to empower patients and their families to participate alongside the elderly in controlling stroke risk factors, especially in patients with diabetes mellitus and hypertension. The community service methods include health education, home visits and support groups, evaluation, and monitoring. The number of participants was 5 stroke patients and 5 high-risk patients, along with 9 family members or caregivers. The evaluation results showed an increase in knowledge, skills, and behavioral management of stroke prevention and patient care among the majority of patients and their families. Patients and families were better guided and monitored, enabling them to maximize their care. After the home visits and support groups, it is hoped that families will be able to implement the education provided optimally.

Abstract

The purpose of this study is to analyze the enforcement, obstacles, and efforts to overcome these obstacles in the Indonesian National Police's code of ethics against officers involved in drug abuse within the jurisdiction of the Riau Regional Police. The method used was sociological legal research. The results indicate that enforcement of the Indonesian National Police's code of ethics against officers involved in drug abuse within the jurisdiction of the Riau Regional Police is carried out firmly and in layers through an internal oversight mechanism involving the Propam (Propam), Paminal (Minimal), Provos (Provos), and Wabprof (Deputy for Professional Development). The author found that any officer suspected of using narcotics was immediately subjected to initial examination, urine tests, internal arrests, and a track record of involvement was traced. Observations also showed that the ethics enforcement process was transparent and formal. In the field, it is evident that the Indonesian National Police (Polri) applies the same standards to all members without exception, and imposes sanctions ranging from coaching, demotion, special placement, to dishonorable discharge for serious violations. This demonstrates the institution's commitment to maintaining discipline, integrity, and public trust in the government. Obstacles appear to stem from structural, technical, and cultural factors. This is exacerbated by the uncooperative attitude of some members during inspections, some even trying to avoid, refuse summons, or manipulate statements. Efforts are being made through several strategic steps. First, improving discipline and internal oversight functions under the coordination of the Propam Division. Second, tightening internal inspection mechanisms, including surprise urine tests for members in units deemed vulnerable. Third, the author observed efforts to strengthen the mental and spiritual development system as part of a prevention strategy. Furthermore, there is a commitment to expediting the code of ethics review process to avoid delays that could potentially reduce the deterrent effect against violations.
