Abstract

This study discusses the implementation of SWOT analysis as a strategic tool in education management to improve the quality and effectiveness of educational institutions. The main focus of the study is to evaluate the effectiveness, challenges, and best practices of the implementation of SWOT in the context of educational institutions in Indonesia. Through the literature study method, data is collected from various literature sources such as scientific journals, policy documents, and research reports. The results of the study show that SWOT analysis is able to provide a comprehensive overview of the internal (strengths and weaknesses) and external (opportunities and threats) conditions of the institution, thus making it easier to formulate strategies based on real conditions. SWOT has been proven to encourage more adaptive, participatory, and data-driven strategic planning, as well as strengthen stakeholder involvement in the decision-making process. Nonetheless, the successful implementation of SWOT is highly dependent on data quality, managerial capacity, and the sustainability of follow-up from the analysis results. Challenges that often arise are subjectivity in assessment, lack of technical training, and limitations in integrating SWOT into the institution's long-term plan. This study contributes to strengthening the strategic management practice of education in Indonesia, as well as opening up space for further research on the integration of SWOT with other management models such as the Balanced Scorecard and quantitative analysis based on strategic matrices.

Abstract

Education in Indonesia is the main foundation of national development and is now in the comprehensive transformation process. This research aims to analyse the dynamics of the strategic environment of national education by reviewing internal factors such as government policies, the quality of human resources, and infrastructure, as well as external factors such as globalisation, technological developments, and societal demands. The method used is a qualitative literature study with a thematic analysis approach to policy documents, scientific articles, and related institutional reports. The study results show that although policies such as Merdeka Belajar have been launched to improve the quality of education, challenges such as teacher quality inequality, limited infrastructure, and digital divide still hinder implementation in various regions. Globalisation and technology drive the importance of competency-based education in the 21st century, but it has not been fully accommodated in the existing system. The public's demand for more relevant and inclusive education also pressures policymakers. This research emphasizes the importance of holistic, adaptive, and evidence-based education reform to address the complexity of national education challenges in the future.

Abstract

Human resources are an important aspect for the sustainability of an organization, including educational institutions. The existence of human resources helps educational institutions to achieve their goals. The success of educational institutions is closely related to the role of leadership in managing their human resources. The purpose of this study is to analyze the role of leadership in improving the engagement and productivity of human resources in educational institutions. The research method used is a qualitative method with data collection techniques using literature review, namely with the support of various literature studies. After the data is obtained, the data is analyzed with three stages, namely data reduction, data presentation, and conclusion drawing. The results showed that the role of leadership in increasing the involvement and productivity of human resources in educational institutions is vital, because effective leaders are able to create a work environment that supports and motivates educators and staff. By providing clear direction, constructive feedback and facilitation of skill development, strong leadership can improve overall team commitment and performance, making leadership a decisive factor in achieving greater educational goals.

Abstract

Abstract

The purpose of this study was to evaluate the effectiveness of the implementation of the policy of providing professional allowances for civil servants and non-civil servant teachers at the regional level in Manado City, and to identify the obstacles faced in implementing the policy. This study employed a qualitative case study approach, which refers to field notes and does not involve numerical data, but rather relies on information obtained based on the situation on the ground. The results indicate that the implementation of the teacher professional allowance distribution system in Manado City still faces technical and administrative challenges. Regulations for the distribution of teacher professional allowances are formally available but have not been fully understood and optimally implemented by all relevant parties. The disbursement of professional allowances for civil servant teachers is more stable than for non-civil servant teachers due to their adherence to the national civil service system and central regulations. Monitoring and evaluation of the implementation of allowance distribution remains ineffective, both by the education office, the inspectorate, and external supervisory institutions. Improvements to information systems, increased human resource capacity for data management, and regulatory refinements are needed to better adapt to field conditions.
