Abstract

Along with technological advancements, the healthcare sector is increasingly encouraged to adopt digital systems to improve efficiency and service quality. This study aims to analyze the implementation and challenges of using the Electronic Medical Record (EMR) system at the Kandou General Hospital (RSUP) in Manado, as well as explore the perspectives of various parties involved in this digital transformation process. The main focus of this research is to explore the role of the Information Technology (IT) team, medical staff, and training staff in the successful implementation of the EMR system. This study adopts a qualitative approach, utilizing in-depth interviews and participatory observations as data collection methods. The results indicate that although the EMR system can improve efficiency in documenting and managing medical information, its implementation faces various technical challenges, such as the complex system integration and the limited capacity of IT human resources (HR). Furthermore, medical staff, particularly those less skilled in technology, face challenges in adapting to this system, especially during the transition period. On the other hand, training staff plays an important role in overcoming these obstacles through creative training approaches tailored to the specific work unit context. The study concludes that the success of EMR implementation heavily depends on effective training strategies, good coordination between the IT team and medical staff, and continuous technical support. The findings are expected to provide insights for hospital policies and relevant stakeholders in enhancing the adoption of digital technologies in the healthcare sector.

Abstract

Strategic planning in education units is an important instrument in ensuring adaptive, effective, and sustainable management of institutions in the midst of the complexity of global change. This study aims to analyze the form and structure of strategic plans used by various educational institutions, as well as evaluate the key elements that influence their effectiveness in achieving institutional objectives. A qualitative approach with the literature study method was used to review more than twenty strategic plan documents from primary, secondary, and tertiary education institutions. The analysis is carried out through thematic classification and mapping of strategic components such as vision-mission, SWOT analysis, strategic objectives, performance indicators, and monitoring-evaluation systems. The results show that the similarity of document structures does not always guarantee the effectiveness of implementation, as success is strongly influenced by the quality of leadership, stakeholder participation, and the linkage between planning and budgeting. Other findings reveal that a participatory, data-driven, and integrative approach to performance management systems is a determinant factor for the success of strategic plans. This study makes a conceptual and practical contribution to the development of strategy-based education governance, as well as encouraging the adoption of contextual and quality-oriented planning models. Implicitly, education units need to build strategic planning capacity and strengthen a reflective culture to ensure the sustainability of education reform.

Abstract

This study explores the role of social capital in bridging stakeholder collaboration through modern educational governance in digital learning environments. The aim is to examine how social capital fosters trust, facilitates stakeholder collaboration, and addresses the digital divide in digital education settings. A qualitative approach was employed, using a literature study to analyze existing research on social capital, governance models, and digital learning environments. Findings indicate that trust, built through social capital, is critical for effective collaboration among stakeholders in digital education. Additionally, governance models that prioritize inclusivity and participation enhance stakeholder collaboration and the development of social capital. The study also identifies the challenges posed by the digital divide and emphasizes the need for equitable access to technology and digital literacy programs. The research suggests that governance models should integrate strategies for overcoming the digital divide, ensuring that all stakeholders, regardless of their socio-economic background, can engage fully in digital learning. By addressing these issues, educational governance can foster sustainable, collaborative, and inclusive digital learning environments that leverage social capital for educational success.

Abstract

This study investigates the impact of talent development strategies on entrepreneurial orientation among actors in the digital creative industry in the Megamas area of Manado, Indonesia. Utilizing a quantitative associative approach, the research analyzes how structured talent initiatives influence entrepreneurial behavior directly and indirectly through digital competence as a mediating variable. Data were collected from 75 digital creative entrepreneurs using a validated Likert-scale questionnaire and analyzed using path analysis with SPSS version 26. The findings reveal that talent development significantly and positively affects both digital competence (β = 0.512, p < 0.001) and entrepreneurial orientation (β = 0.308, p < 0.01). Furthermore, digital competence also has a significant positive effect on entrepreneurial orientation (β = 0.476, p < 0.01), confirming its mediating role. The total effect of talent development on entrepreneurial orientation is strengthened through digital competence, yielding a combined influence of 0.552. These results underscore the importance of aligning talent development programs with efforts to improve digital readiness among creative entrepreneurs. The study contributes to the growing literature on digital entrepreneurship by highlighting the dual impact of talent strategies enhancing both technical and behavioral capabilities. It also provides practical implications for policymakers and stakeholders aiming to empower creative digital MSMEs in emerging markets. In particular, integrating digital skills training with entrepreneurial learning may offer a more comprehensive approach to boosting innovation, risk-taking, and market responsiveness in the creative industry. Future research may explore comparative studies across different urban creative hubs to deepen understanding of regional dynamics in talent-driven entrepreneurship.

Abstract

Sustainable education transformation requires evidence-based and contextually relevant planning strategies. This study explores the integration of data-based planning with SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis to improve the strategic planning process in educational institutions. Employing a descriptive qualitative approach through a literature review method, this research examines secondary data obtained from accredited national journals, reputable international journals, and academic books published between 2013 and 2023. The study highlights that the use of valid and measurable data—such as national assessments, satisfaction surveys, and institutional performance indicators—significantly enhances the accuracy of SWOT analysis. This integrative approach enables the formulation of more accurate, reflective, and results-oriented educational strategies. However, the implementation of this model still faces several challenges, including low levels of data literacy among educators, limited access to integrated information systems, and the lack of structured training in strategic planning at the school level. This study contributes to the body of knowledge in education management by offering a conceptual framework that combines data-driven decision-making with SWOT analysis. The implications underline the need to strengthen institutional capacity and promote policy support for data-based planning to ensure adaptive and sustainable improvements in education quality.
