Abstract

Fulfillment of educational rights is one of the efforts to improve the quality of prisoners in prisons. There are three categories of educational programs in prisons, namely formal, non-formal, and informal education. However, most prisons only implement non-formal and informal education, while formal education is limited to the A and B package catch-up programs. Therefore, it is necessary to fulfill educational rights to improve the quality of prisoners in prisons by providing undergraduate education to prisoners. The problem in this study concerns the implementation and obstacles in the student scholarship program as a development of human resources for prisoners in Class I Madiun Prison. This study aims to determine the implementation and obstacles of the student scholarship program as a development of human resources for prisoners. The theory used in this study is the theory of policy implementation. This study uses a qualitative method. The results of this study are that there are already standards and policy targets; there are already potential resources and there is an assessment in the selection of prisoners; there is good communication and commitment between the Class I Madiun Prison, the Madiun City Government, and the Open University; there are implementing agents who have good relationships; positive responses from prisoners to attend lectures; free tuition for prisoners, prisons that are improving to provide the best service and scholarship programs that are flagship programs and support from the Madiun City Government. In addition, the obstacles experienced are the lack of information about standards and policy targets; prisoners' hesitation to follow scholarships; forums and supervision that are still lacking; officers who are not ready at the beginning of lectures; lecturers who feel awkward and afraid when teaching; prisoners find it difficult to receive material; limited lecture facilities and infrastructure; there is no clarity if prisoners get integration rights.

Abstract

This study emphasizes on the service performance of medical personnel in hospitals, one of which is due to the emotional condition of the services of the medical personnel. The research method used is quantitative method related to the emotional condition of the medical personnel measured using Vital Sign. The research subjects consisted of 67 medical personnel, but only 50 returned the google forms. While the relationship between the two used SPSS version 22. The validity test showed that the service performance variable was appropriate or valid variable. The result of the statistical analysis of Non Parametric correlation shows that there is relationship with the result of the normality test of p (sig) 0.01. It is proven that the Service Performance variable is not normal, so the test must use the non-parametric correlation test with Spearman-Rho with the correlation coefficient result of 0.562 with p (sig) 0.000. This means that there is significant relationship between the Emotional Condition variable and the Service Performance variable of the medical personnel. The results of this study prove that when the emotional condition of medical personnel increases, the service performance will decrease, which means that the responsibility for service quality decreases somewhat, dares to take risks for services that are slightly neglected, has service goal that is somewhat less attention, less planning for services, less thinking about feedback from the services provided, and the possibility of less thinking about getting the opportunity to realize services.

Abstract

The potential for the 2023 global recession has troubled people worldwide, particularly in light of the COVID-19 pandemic. This study employs a sentiment analysis approach to examine how the Indonesian internet community, particularly on Twitter, perceives the topics related to the global economic recession. We collected 11,017 uploaded tweets that were analyzed using support vector machine classifier with linear, radial basis function (RBF), sigmoid, and polynomial kernel schemes. Furthermore, we optimized the classifiers with C, Gamma, and degree hyperparameters. Empirical evidence indicates a lack of preparedness to face a global recession, evidenced by most responses towards 2023 global recession exhibiting concerns about high inflation and economic instability. The finding also suggests that the optimized RBF is a superior modeling kernel relative to others. Collectively, these results provide insights with significant implications for sentiment analysis, natural language processing, and the study of behavioural economics.

Abstract

This research examines and analyzes the influence of flood disasters on economic growth and poverty in Indonesia. The study has compiled flood data from government agencies for the period of 2014-2022, especially from the Indonesian National Statistics Authority and the National Agency for Disaster Management. Using the quantitative method, this study has employed Full Generalized Least Square to analyze the flood data further and studied their impact on economic growth. Natural disasters have disrupted critical economic activities, including investment and tourism, and certainly affect employment opportunities. This study underscored the importance of strategic disaster managements that deal with social and economic issues, namely supervision and control, socio-economic strengthening, hydrological and preparedness information systems, disaster resilience infrastructure, spatial planning, and risk mapping, as well as forest and land rehabilitation. It is expected that such government interventions could enhance the reciprocal synchronization of data and the information needed, which is crucial to equalizing the components of Hazard, Capacity, and Vulnerability, especially between Ministries and institutional partners. Moreover, optimizing the analysis of regional development projections and spatial planning is necessary. It includes the use of more comprehensive data and information regarding existing disaster management programs and their implementation. By this, a comprehensive analysis can be carried out and investment needs can be identified. This also includes consideration of climate change aspects in disaster hazard analysis. There is still a need to synchronize flash flood disaster hazard data into analysis, as well as synchronize and share data between both parties for capacity and vulnerability components.

Abstract

Shallot (Allium cepa L.) is an annual Liliaceae family plant and a major horticultural commodity globally. As a crucial horticultural product, market demand for shallots tends to increase. However, global climate change causes saline land areas to increase. Salt stress is one of the leading challenges limiting yield worldwide. This study aims to understand the impact of salt stress on the growth of shallots and their stress tolerance limits. This research was conducted from August to October 2023 in Wonorejo Village, Poncokusumo District, Malang Regency. The plant material used in this study was the Tajuk variety of shallots. This study used a Randomized Block Design (RBD) with four salinity treatments ( 0, 100, 150, and 200 mM NaCl), each replicated three times. Variables observed in this study include plant length, leaf number hill-1, tiller number hill-1, and plant fresh weight hill-1 that were observed at 2, 4, 6, and 8 weeks after planting (WAP). Our results showed that plants treated with 100 mM NaCl decreased plant length, leaves number, tiller number, and plant fresh weight (shoots, roots, and bulbs) by 8 %, 10 %, 8 %, and 12 %, respectively. While at a concentration of 150 mM, the reduction was 14 %, 30 %, 18 %, and 22 %. Furthermore, the highest percentages of decrease of those growth variables, up to 27 %, 42 %, 31 %, and 41 %, respectively, were obtained at 200 mM treatment. These findings may help to understand the morphological and ecological aspects of salt stress in plants and how plants grow and develop under salinity conditions. This study also highlights the importance of further studies on the physiological of shallot on salt stress. This might result in innovative strategies and technology that crops' resilience to salinity, and ensure food security and the sustainability of farming in impacted areas Keywords: shallot, abiotic stress, salinity, plant growth.

Abstract

This research examines the role of Dayak customary law in environmental conservation, focusing on sustainable natural resource management. It explores how practices such as land-use restrictions, sacred forest protection, and conservation rituals contribute to ecosystem preservation. The study also identifies conflicts between customary law and national policies, particularly regarding land tenure and resource exploitation by industries. Using a normative legal approach, the research analyzes Indonesia’s legal framework, including the 1945 Constitution, the Forestry Law, and the Environmental Protection Law. Through case studies in Kalimantan, the study highlights the effectiveness of these practices in conserving the environment. The findings indicate that while customary law plays a crucial role in conservation, its potential is hindered by insufficient recognition and alignment with national laws. The study recommends enhancing the formal recognition of customary law through clearer legal frameworks, improving collaboration with local governments, and providing capacity-building programs for indigenous communities to ensure sustainable resource management.
