Abstract

This research was made under the basis that the role of the People's Representative Council (Dewan Perwakilan Rakyat/DPR) the Republic of Indonesia supervision that fell to the Parliamentary Ethical Committee (Mahkamah Kehormatan Dewan/MKD) has not yet been fair and how to ensure that the Ethical Implementation in Indonesian Parliament can be done properly in a constructivism paradigm where the type of research method used is normative juridical and the specifications of this research have a descriptive-analytical nature with the approach used by the author being a statutory approach. The research results found that the supervision by the DPR of the Republic of Indonesia Honorary Court has not yet been fair was because most of Ethical Committee Member were fellow DPR Member causing the political interests of the respective political parties does not want their members to be sanctioned, even at the cost of not upholding the DPR ethics. Therefore, to improve the system for handling cases and supervision, the DPR Honorary Body, researchers found several solutions that can be implemented based on comparisons with Ethics Committees in the Parliaments of other countries. First, strengthening the independence of the Ethical Committee through external, non-partisan selection processes would mitigate political influence. Clearer ethical codes with enforceable penalties are crucial, ensuring accountability for violations. Legal protections to shield Ethical Committee decisions from political pressures are also proposed. Expanding Ethical Committee authority and sanctions, alongside mandatory public reporting, would enhance transparency and compliance. These reforms aim to address current challenges and elevate ethical standards within the Indonesian Parliament effectively.

Abstract

Pancasila as the basis of the state and the ideology of the Indonesian nation plays a central role in maintaining national integration and social diversity. However, in today's digital and globalization era, Pancasila values face serious challenges, especially among the younger generation. The massive flow of information, the development of transnational ideologies, and the dominance of individualistic culture have led to a disorientation of values, so that the relevance of Pancasila as a guideline for life has begun to be questioned. This study aims to analyze the strategic repositioning of the Pancasila Laboratory (Lapasila) of the State University of Malang in responding to the challenges of ideological and social disruption, as well as exploring its potential as a center of excellence in science and technology in the field of Pancasila, multiculturalism, and local wisdom. Using a qualitative approach with data collection techniques in the form of in-depth interviews with internal stakeholders, this study found that Lapasila has significant historical strength, academic legitimacy, and digital potential. However, internal weaknesses such as weak institutional management, low research productivity, and lack of digital strategies are the main obstacles. Meanwhile, external opportunities such as national policy support, public needs for ideological references, and digital media space can be used to the fullest. This study recommends the repositioning of Lapasila through digital transformation, interdisciplinary approaches, strengthening collaborative networks, and innovation-based institutional reform. Thus, Lapasila can play a strategic role in the actualization of Pancasila values in a contextual and sustainable manner in the midst of the dynamics of a multicultural society.Pancasila sebagai dasar negara dan ideologi bangsa Indonesia memiliki peran sentral dalam menjaga integrasi nasional dan keragaman sosial. Namun, di era digital dan globalisasi saat ini, nilai-nilai Pancasila menghadapi tantangan serius, terutama di kalangan generasi muda. Arus informasi yang masif, berkembangnya ideologi transnasional, serta dominasi budaya individualistik telah menyebabkan disorientasi nilai, sehingga relevansi Pancasila sebagai pedoman hidup mulai dipertanyakan.Penelitian ini bertujuan untuk menganalisis reposisi strategis Laboratorium Pancasila (Lapasila) Universitas Negeri Malang dalam merespons tantangan disrupsi ideologis dan sosial, serta mengeksplorasi potensinya sebagai pusat unggulan ilmu pengetahuan dan teknologi di bidang Pancasila, multikulturalisme, dan kearifan lokal. Dengan menggunakan pendekatan kualitatif dan teknik pengumpulan data berupa wawancara mendalam dengan para pemangku kepentingan internal, penelitian ini menemukan bahwa Lapasila memiliki kekuatan historis, legitimasi akademik, dan potensi digital yang signifikan. Namun, kelemahan internal seperti lemahnya manajemen kelembagaan, rendahnya produktivitas riset, dan kurangnya strategi digital menjadi hambatan utama. Sementara itu, peluang eksternal seperti dukungan kebijakan nasional, kebutuhan publik terhadap referensi ideologis, serta ruang media digital dapat dimanfaatkan secara optimal.Penelitian ini merekomendasikan reposisi Lapasila melalui transformasi digital, pendekatan interdisipliner, penguatan jejaring kolaboratif, serta reformasi kelembagaan berbasis inovasi. Dengan demikian, Lapasila dapat memainkan peran strategis dalam aktualisasi nilai-nilai Pancasila secara kontekstual dan berkelanjutan di tengah dinamika masyarakat multikultural.

Abstract

The research attempts to analyze the initial impact of the economic crisis to the wages rate. The crisis that occurred first time in the mid of July 1997 is signaled by the faltof rupiah currency then broaden and become a multi dimensions crisis. Finally, it caused serious impact to both macroeconomic and microeconomic, and as a reesult, the national economy falls into the worst condition after the remarkeable achievement in the early 1990. The facts show that economic growth is decreased up to 13 percent in 1998, while unemployment rate increased from 4.7 percent in 1997 to 5.5 percent in 1998. In line with that, real wages also decreased approximately 30 40 percent during the same period. Two approaches are used in this research to analyze the futher impacts. First, using the multiplier decomposition of Social Accounting Matrix (SAM) and secondly, using the Structural Path Analysis (SPA) based on the SAM multiplier decomposition. In this research, the economic crisis is estimated by the contaction rate of eachsector during 1998. The research found several important results i.e. 1). Among the labor categories, the clerical labor received the hardest impact of crisis compared to the manual, agricuture and manager labor. 2). In general, labor at urban area hit moreimpact compared the labor atrural area,expect for the agriculture sector; 3). Manufacturing industries give the major contribution tothe decline of wage rate compared to other sectors; 4). The Structural Path Analysis (SPA) show that the decline of wage rate is mainly caused by the contraction of the sector to which th elabor worked; 5). The SPA also show that the chemical, fertilizer, clay products and basics metal industries are the sectors which give the largest contribution to the decline of wage rage particularly along its path.

Abstract

The government has made various efforts to overcome the unemployment problem, one of them is through the UPTD BLK which is under the auspices of the Department of Labor (Disnaker). Efforts were being made to provide competency-based job training for the entire community in accordance with predetermined criteria. This study aimed to determine and analyze the role of UPTD BLK in providing job training to overcome unemployment in Metro City. This research employed a descriptive qualitative method by collecting data from interviews, documentation, and field observations. The results showed that there were three roles performed by UPTD BLK in alleviating unemployment, namely; 1) Active role by socializing training packages, providing training directly, evaluating by performing competency tests; 2) The role of participation by collaborating with related institutions that are willing to provide training; 3) Passive role in cooperation with third parties.

Abstract

One of the government policies in agriculture that requires effective implementation is subsidized fertilizer distribution programs which is regulated in the Minister of Trade Number: 15/M DAG/PER/4/2013 which explains the Provision and Distribution of Subsidized Fertilizers for the Agricultural Sector. However, this program was not run well. The purpose of this study is to determine communication, resources, and disposition in the implementation of subsidized fertilizer distribution in Sumber Katon Village, Seputih Surabaya District, Central Lampung Regency. This research uses qualitative methods, while the research sources consist of primary data and secondary data, determining informants, namely purposive sampling techniques or deliberately choosing people who are considered to be able to provide accurate information. The data collecting techniques were observation, interview, and documentation. The research results show that there has been good communication between the government, distributors, and the community distributing subsidized fertilizer based on the results of the Definitive Group Needs Plan. Communication is also established between Distributors, Retailers, and farmers. However, providing information is not optimal, and there was a limiting fertilizer quota. Good implementation of subsidized fertilizer distribution continues to be pursued despite many obstacles.

Abstract

This study aims to determine the community's perception of online motor vehicle tax payment services, regarding simplicity, clarity, certainty of completion time, employee responsibility, completeness of facilities and infrastructure, employee behavior, and comfort. This research uses qualitative descriptive methods, while data collection is carried out by observation, interview, and documentation techniques. The data analysis technique used is an interactive analysis including data collection, data reduction, data presentation, and then concluding. The validity of the data used is the source triangulation technique and the method triangulation. The results of this study show that the perception of the Metro City community towards online motor vehicle tax payment services is quite good. However, there is still a need for additional information boards. A longer queue and completion time in paying their motor vehicle tax makes them use third-party services.

Abstract

This community service activity aims to improve the understanding and entrepreneurial skills of students at MA Biroyatul Huda, Banyumas Regency. Students, as part of the younger generation, have great potential to develop productive, economically valuable businesses based on Islamic values. Through this practical entrepreneurship training, participants will be equipped with basic knowledge on starting a business, simple financial management, and contextual marketing strategies. The activity is conducted through a participatory approach, using interactive lectures, group discussions, and business plan simulations. It is hoped that this activity will shape students who are independent, creative, and competitive, and support local economic development based on Islamic boarding schools.

Abstract

One of the graduation standards for vocational high school students is implementing a competency test of expertise (UKK). The competency test of expertise aims to find out the level of competence of students, namely competent or incompetent. This skill competency test was followed by students and students of class XII majoring in Office Governance Automation, 17 people. UKK implementation during the Covid-19 pandemic was carried out offline for one day on Sunday, March 20, 2022. The method used in Abdimas activities is as an external examiner, an assessor to provide an assessment of UKK results that students of SMK Muhammadiyah Pontang have done. The results of the UKK implementation showed that 15 students had competent criteria with a score range of 80-90, and 2 students had fairly competent criteria with a score range of 70-79. The conclusion is that the competency criteria of prospective graduates of SMK Muhammadiyah Pontang have met the minimum requirements of competencies that the government has determined

Abstract

This study describes a training program designed to enhance the competence of Guidance and Counseling (BK) teachers in developing psychological measurement instruments within the MGBK Junior High Schools of Trenggalek Regency. The training adopted a quantitative approach with an instrument development design, focusing on improving teachers’ conceptual understanding and technical skills in constructing, validating, and analyzing psychological scales. The program consisted of pre-test and post-test assessments, workshops, group assignments, and evaluation surveys. Results indicated a significant improvement in participants’ competencies, with an average increase of 54.1%, particularly in applying psychometric analysis software. Five groups successfully produced reliable and contextually relevant psychological scales, with Cronbach’s alpha ranging from 0.74 to 0.88. Survey data also showed a high satisfaction rate (91.1%) among participants, emphasizing the relevance and practicality of the training. The findings suggest that experiential, practice-based training supported by university–school collaboration effectively strengthens teachers’ psychometric literacy and promotes evidence-based counseling practices. Future studies are recommended to conduct confirmatory factor analysis (CFA) and wider trials to enhance the validity and applicability of the developed instruments

Abstract

Penelitian ini bertujuan untuk menguji pengaruh FDI spillovers terhadap total factor productivity (TFP) growth dan dekomposisi dari TFP terdiri dari technical efficiency change (TEC), technological change (TC), dan scale efficiency change (SEC). Untuk menyelidiki hubungan tersebut, penelitian ini menggunakan dua tahap estimasi. Pertama, untuk mendekomposisi TFP menjadi TEC, TC, dan SEC menggunakan DEA berbasis pada metode Malmquist. Kedua, menggunakan model regresi linear berganda. Penelitian ini menggunakan data industri pengolahan makanan ISIC 10 tahun 2011-2019 dengan pengecualian pada tahun 2016. Pengambilan sampel dilakukan secara purposive sampling dengan jumlah sampel akhir sebanyak 120 sampel yang sesuai dengan kriteria yang telah ditentukan. Temuan empiris penelitian ini menunjukkan bahwa FDI spillovers berpengaruh positif terhadap TEC. Tetapi, FDI spillovers berdampak negatif terhadap TC. Pada periode yang diteliti belum dapat melihat pengaruh FDI spillovers terhadap TFP growth dan SEC. Selain itu, penelitian ini menemukan bahwa variabel kontrol insentif dan mobilitas tenaga kerja berpengaruh pada TEC dan TC. Untuk variabel kontrol size dan daya serap hanya berpengaruh pada TFP.
