Abstract

The implementation of the Graduate Competency Standards (GCS) at theelementary education level is a key indicator in assessing the success of theeducational process. The GCS includes aspects of attitude, knowledge, and skillsexpected to be possessed by every graduate as the final outcome of learning.However, the implementation of GCS in primary education often faces variouschallenges, both internal—such as teacher quality and teaching methods—andexternal—such as limited infrastructure and parental support. This study aims toanalyze the extent to which GCS is implemented in elementary schools and toidentify the problems hindering its achievement. The research employed adescriptive qualitative method with a case study approach in several urban and ruralelementary schools. The results indicate that teachers' understanding of GCSremains uneven, and instructional practices are not yet fully aligned with theexpected competency outcomes. These findings suggest the need for strongerteacher training, more consistent policy support, and collaboration among schools,families, and communities to optimize the achievement of GCS in basic education.

Abstract

Primary education is the first level of formal education in the Indonesian education system, intended for clhildren eged 6 to 12 years. The method used in this research is a literature study whith a qualitative approach, gethring information from various sources such as jpurnals and scientific articel. The results of the study indicate a lack of literacy among students ; therefore, educator also need to understand various methods of conducting evaluations to achieve better results, one of which is by utilizing digital technology.

Abstract

Basic education plays a fundamental role in shaping a nation's human capital and ensuring long-term socio-economic development. In Indonesia, the implementation of the school zoning policy, formalized through Ministerial Regulation No. 14 of 2018, was intended to promote equitable access to education. However, in practice, it has intensified disparities, especially for students from low-income families and those living in areas with inadequate educational infrastructure. This study aims to analyze the impact of the zoning policy on access inequality in primary education and to examine the role of digital technology in mitigating or exacerbating these disparities. Employing a qualitative approach through library research, the study draws upon scholarly articles, policy reports, and official documents published within the last five years. Findings reveal that the zoning policy has not fully accounted for regional disparities and the digital divide, thereby reinforcing existing inequalities. The study contributes to the discourse on basic education policy by highlighting the need for a more integrative strategy—one that combines spatial equity with digital inclusion. Policy recommendations include the development of flexible zoning mechanisms tailored to local contexts and the expansion of equitable digital infrastructure and digital literacy programs to ensure just and inclusive educational access.

Abstract

Quality primary education serves as a fundamental pillar in developing competent human resources. One of the Indonesian government's strategic policies to ensure educational equity is the implementation of teacher certification programs at the elementary school level, aimed at enhancing teachers' professional competence as agents of instructional transformation. This study seeks to evaluate the effectiveness of the elementary school teacher certification policy in improving learning quality and promoting transformation in basic education. Employing a qualitative method through a literature review approach, this research examines academic articles, policy reports, and scholarly literature from the past decade. The findings reveal that while certification enhances teacher motivation and professional recognition, its impact on instructional practices and student learning outcomes remains limited. Certification tends to be administrative in nature and is not yet fully integrated with continuous professional development initiatives. This study contributes to educational policy discourse by offering critical insights into the need for redesigning performance-based certification systems and reinforcing post-certification training as part of a more equitable and quality-driven basic education reform.

Abstract

This study focuses on analyzing the qualifications of elementary school teachers in Indonesia and the various challenges they face in practice. Teacher qualifications play a vital role in ensuring the quality of learning and the success of students in achieving learning competencies. Although the government has established minimum academic qualification standards for teachers, there remains a significant gap between policy and practical implementation in the field. This research employs a descriptive qualitative method with a literature review approach as the basis for data collection and analysis. The findings reveal that many elementary school teachers have yet to meet the academic and professional qualifications as mandated by the Teacher and Lecturer Law. The challenges identified include limited access to further education, unequal distribution of teachers, lack of continuous professional development, and heavy administrative workloads. Based on these findings, the study recommends the implementation of more concrete affirmative policies to promote equitable improvement in teacher qualifications, as well as the strengthening of ongoing teacher coaching and supervision systems in elementary schools.

Abstract

The problem of dropping out of school at the elementary education level in Indonesia is still a crucial issue that hinders the achievement of nine-year compulsory education. The latest data shows that tens of thousands of elementary school-aged children do not continue their education, mainly due to family economic factors, limited access to education, and social and cultural influences. Government efforts to reduce the dropout rate include strengthening non-formal education, empowering local communities, and volunteer teaching programs. Dropping out of school at the elementary education level is a serious problem still faced by Riau Province. Based on data from the Riau Provincial Education Office, around 44.37% of school-aged children drop out of school, making Riau the third highest in Indonesia. The main causal factors include family economic limitations, difficult-to-reach geographical conditions, low public awareness of the importance of education, and lack of facilities and government support. This study aims to identify the factors causing dropouts in elementary education in Riau and evaluate local government efforts to overcome these problems. The methods used are literature studies and secondary data analysis from various official sources and current news. The results of the study show that economic and geographical factors are the main obstacles, while government support still needs to be strengthened in order to significantly reduce the dropout rate. This article recommends increasing social assistance programs, improving access to education in remote areas, and increasing socialization of the importance of education to the community.

Abstract

The role of facilities or infrastructure in the field of education is to create a pleasant, conducive, and effective learning environment for teachers and students. The condition of facilities and infrastructure in Indonesia is still far from adequate, especially for remote areas. The facilities used in learning can include various things used in learning activities, such as computers, learning media, teaching aids, and so on. While the existence of the infrastructure itself is related to supporting facilities such as sports facilities, toilets, libraries, school rooms, and school buildings. The purpose of this writing is to provide analytical results related to basic education facilities and infrastructure and their problems. The research method used in this writing adopts a qualitative research method. The conclusion drawn through the explanation above is that the problems with facilities or infrastructure include poor physical conditions, distribution inequality, lack of maintenance, lack of modern learning facilities, and limited funds and budget. Based on this, it is necessary to make efforts to improve, including increasing the budget for basic education, involving the community and business world in the development of educational facilities, monitoring and evaluating periodically related to the condition of educational facilities, and evenly distributing assistance for facilities and infrastructure in regions in Indonesia, especially the 3T region.

Abstract

This study explores the competencies of primary education graduates and the challenges encountered in achieving them. Graduate competency serves as a critical indicator of the success of the primary education system. However, issues such as low teaching quality, inadequate learning facilities, and unequal access to education remain prevalent. This study adopts a qualitative approach through literature review to identify the factors influencing graduate competency. The findings indicate that improving graduate competency requires a relevant curriculum, enhanced teacher quality, and equitable distribution of educational resources.

Abstract

Access to basic education is a cornerstone of human resource development and plays a vital role in a nation's progress. To ensure every child no matter their social, economic, or geographic background has a fair chance at receiving quality education, inclusive and equitable education policies are essential. However, in many countries, including Indonesia, several obstacles still limit access to basic education. These include uneven distribution of educational infrastructure, a shortage of qualified teachers, and economic and cultural barriers that hinder children's participation in school. This article explores the policies that have been introduced to improve access to basic education and examines the challenges that remain in achieving fair and equal education for all children. By understanding both the current policies and the ongoing issues, we can work towards finding effective solutions to expand educational access across different regions.

Abstract

Educators hold a strategic role in the national education system as they are directly involved in the learning process and character development of students. Therefore, improving teacher competence is a top priority for the government in efforts to enhance education quality. The teacher certification program is designed to ensure that every educator meets the established standards of professional, pedagogical, social, and personal competencies. This study aims to examine the implementation of teacher certification policies and the obstacles encountered during the process. The method used is a literature review by analyzing various relevant sources. The findings indicate that certification policies have had a positive impact on teacher professionalism, work motivation, and mastery of technology and effective teaching methods. However, implementation still faces challenges such as complicated bureaucracy, unequal training access between teachers in urban areas and those in 3T regions, and the lack of ongoing evaluation after certification. Additionally, some teachers pursue certification merely to fulfill administrative requirements without fully understanding the essential goal of improving education quality. To address these issues, it is necessary to digitize administrative processes, conduct continuous training, carry out regular evaluations, and provide intensive assistance, especially for teachers in remote areas. With the right strategies and sustainable policy support, teacher certification is expected to become an effective instrument in improving the overall quality of education in Indonesia.
