Abstract

Access to basic education is a cornerstone of human resource development and plays a vital role in a nation's progress. To ensure every child no matter their social, economic, or geographic background has a fair chance at receiving quality education, inclusive and equitable education policies are essential. However, in many countries, including Indonesia, several obstacles still limit access to basic education. These include uneven distribution of educational infrastructure, a shortage of qualified teachers, and economic and cultural barriers that hinder children's participation in school. This article explores the policies that have been introduced to improve access to basic education and examines the challenges that remain in achieving fair and equal education for all children. By understanding both the current policies and the ongoing issues, we can work towards finding effective solutions to expand educational access across different regions.

Abstract

Educators hold a strategic role in the national education system as they are directly involved in the learning process and character development of students. Therefore, improving teacher competence is a top priority for the government in efforts to enhance education quality. The teacher certification program is designed to ensure that every educator meets the established standards of professional, pedagogical, social, and personal competencies. This study aims to examine the implementation of teacher certification policies and the obstacles encountered during the process. The method used is a literature review by analyzing various relevant sources. The findings indicate that certification policies have had a positive impact on teacher professionalism, work motivation, and mastery of technology and effective teaching methods. However, implementation still faces challenges such as complicated bureaucracy, unequal training access between teachers in urban areas and those in 3T regions, and the lack of ongoing evaluation after certification. Additionally, some teachers pursue certification merely to fulfill administrative requirements without fully understanding the essential goal of improving education quality. To address these issues, it is necessary to digitize administrative processes, conduct continuous training, carry out regular evaluations, and provide intensive assistance, especially for teachers in remote areas. With the right strategies and sustainable policy support, teacher certification is expected to become an effective instrument in improving the overall quality of education in Indonesia.

Abstract

Using a descriptive qualitative literature study, this research aims to find and analyze the problems facing primary school education in the future.  The research focuses on two main elements: challenges to implementing learning technology and issues of teacher quality and welfare. The analysis shows that the major barriers to implementing technology-based learning are the gap in access to technology infrastructure and the low level of digital literacy in some areas.  In contrast, the quality of learning depends heavily on teacher preparedness. Lack of professional training and lack of welfare can reduce teacher motivation and performance.  Therefore, to face the challenges of basic education in the future, a concerted effort is needed to ensure everyone has access to technology, improve their capacity and sustainably safeguard teachers' welfare. These results are expected to contribute to the formation of flexible and inclusive education policies in the digital and global era.

Abstract

The 1945 Constitution guarantees the basic right of all citizens to obtain basic education. The Indonesian government has made a number of initiatives, including the Smart Indonesia Program (PIP), the zoning system, and the elimination of the National Examination, to ensure equal access to education. However, in reality, these steps have not been fully successful in overcoming barriers to access to education, especially in underprivileged, isolated, and marginalized communities. This study aims to critically examine Indonesia's basic education regulations and identify issues that hinder equal access to education. The approach taken is a literature review, which involves reviewing various scientific publications, government policies, and previous study findings. The study findings indicate that geographical, economic, and infrastructure constraints, as well as a lack of trained teachers, continue to influence the gap in access to education. Furthermore, the gap in access is exacerbated by inconsistent implementation and lack of policy socialization. Obtaining government funding is also very difficult for small private and religious educational institutions. Therefore, to ensure equal access to basic education, a more inclusive and contextual strategy and a comprehensive policy evaluation are needed. Building superior and competitive human resources in the era of globalization requires equal and high-quality education.

Abstract

This article discusses the policies and issues related to access to basic education in Indonesia, which is a crucial aspect of national development. Education serves to develop human potential and improve the quality of human resources. Although the government has implemented various policies, challenges such as curriculum relevance, unequal distribution of teachers, and limited ongoing training continue to hinder the achievement of national education goals. Through a literature review approach, this article identifies the root causes and contributing factors to the low quality of education, including structural issues, human resources, and socio-cultural factors. Strategic recommendations are proposed to improve education quality, such as enhancing curriculum relevance, equalizing teacher distribution, and reducing administrative burdens. With the implementation of appropriate policies, it is expected that access to and the quality of basic education in Indonesia can improve significantly.

Abstract

This study addresses the challenges and improvement efforts in fundamental literacy in elementary schools. Based on the Programme for International Student Assessment (PISA) 2018 report, Indonesia's reading literacy ranked 72nd out of 78 participating countries, indicating a significant need for improvement. Key challenges include limited availability of adequate literacy materials, low family support for reading stimulation, and insufficient teacher training in effective literacy methods. This qualitative study utilizes a literature review approach, using information taken from books, research reports, national journal articles, and pertinent education policy documents that were released between 2019 and 2024. Data analysis involved descriptive-qualitative methods, categorizing information into concepts and scope of basic literacy, implementation issues in elementary schools, and relevant improvement strategies. The results of the study showed that pupils' reading enthusiasm and literacy skills were low., inadequate infrastructure, and limited teacher competence are major obstacles. Strategies such as the School Literacy Movement (GLS), establishment of literacy clubs, reading aloud, and utilization of visual media have shown positive results. Providing adequate facilities and incentives, fostering collaboration among stakeholders, and continuous teacher training are crucial for successful literacy programs. The study concludes that a holistic and sustained approach involving students, teachers, school environments, and educational policies is essential to enhance basic literacy, preparing students for 21st-century educational challenges

Abstract

The profound influence of mother tongue utilization on student learning outcomes in elementary schools has been a subject of limited quantitative inquiry despite its acknowledged sociololinguistic importance. This study aims to quantitatively analyze the extent of this impact. Employing a qualitative descriptive literature review approach, this research meticulously gathered, reviewed, and analyzed diverse scholarly sources, including accredited national journals, conference proceedings, reference books, and educational policy documents. Data collection involved searching online databases such as Google Scholar, Garuda, DOAJ, and SINTA, focusing on articles published between 2019 and 2024 that discuss mother tongue use in elementary education and its link to learning outcomes. Content analysis was performed to classify findings into themes like benefits, challenges, and impact on learning. The results reveal that mother tongue use significantly facilitates understanding of concepts, fosters a comfortable and interactive learning environment, enhances student participation, and boosts self-confidence. While excessive reliance on the mother tongue may hinder Indonesian language proficiency, its balanced integration is crucial for effective learning, particularly in areas where students are not yet fluent in Indonesian. This study advocates for strategic incorporation of mother tongue in teaching to optimize learning outcomes while simultaneously supporting the development of Indonesian language skills
