Abstract

Basic education plays a fundamental role in shaping a nation's human capital and ensuring long-term socio-economic development. In Indonesia, the implementation of the school zoning policy, formalized through Ministerial Regulation No. 14 of 2018, was intended to promote equitable access to education. However, in practice, it has intensified disparities, especially for students from low-income families and those living in areas with inadequate educational infrastructure. This study aims to analyze the impact of the zoning policy on access inequality in primary education and to examine the role of digital technology in mitigating or exacerbating these disparities. Employing a qualitative approach through library research, the study draws upon scholarly articles, policy reports, and official documents published within the last five years. Findings reveal that the zoning policy has not fully accounted for regional disparities and the digital divide, thereby reinforcing existing inequalities. The study contributes to the discourse on basic education policy by highlighting the need for a more integrative strategy—one that combines spatial equity with digital inclusion. Policy recommendations include the development of flexible zoning mechanisms tailored to local contexts and the expansion of equitable digital infrastructure and digital literacy programs to ensure just and inclusive educational access.

Abstract

Quality primary education serves as a fundamental pillar in developing competent human resources. One of the Indonesian government's strategic policies to ensure educational equity is the implementation of teacher certification programs at the elementary school level, aimed at enhancing teachers' professional competence as agents of instructional transformation. This study seeks to evaluate the effectiveness of the elementary school teacher certification policy in improving learning quality and promoting transformation in basic education. Employing a qualitative method through a literature review approach, this research examines academic articles, policy reports, and scholarly literature from the past decade. The findings reveal that while certification enhances teacher motivation and professional recognition, its impact on instructional practices and student learning outcomes remains limited. Certification tends to be administrative in nature and is not yet fully integrated with continuous professional development initiatives. This study contributes to educational policy discourse by offering critical insights into the need for redesigning performance-based certification systems and reinforcing post-certification training as part of a more equitable and quality-driven basic education reform.

Abstract

This study focuses on analyzing the qualifications of elementary school teachers in Indonesia and the various challenges they face in practice. Teacher qualifications play a vital role in ensuring the quality of learning and the success of students in achieving learning competencies. Although the government has established minimum academic qualification standards for teachers, there remains a significant gap between policy and practical implementation in the field. This research employs a descriptive qualitative method with a literature review approach as the basis for data collection and analysis. The findings reveal that many elementary school teachers have yet to meet the academic and professional qualifications as mandated by the Teacher and Lecturer Law. The challenges identified include limited access to further education, unequal distribution of teachers, lack of continuous professional development, and heavy administrative workloads. Based on these findings, the study recommends the implementation of more concrete affirmative policies to promote equitable improvement in teacher qualifications, as well as the strengthening of ongoing teacher coaching and supervision systems in elementary schools.

Abstract

The problem of dropping out of school at the elementary education level in Indonesia is still a crucial issue that hinders the achievement of nine-year compulsory education. The latest data shows that tens of thousands of elementary school-aged children do not continue their education, mainly due to family economic factors, limited access to education, and social and cultural influences. Government efforts to reduce the dropout rate include strengthening non-formal education, empowering local communities, and volunteer teaching programs. Dropping out of school at the elementary education level is a serious problem still faced by Riau Province. Based on data from the Riau Provincial Education Office, around 44.37% of school-aged children drop out of school, making Riau the third highest in Indonesia. The main causal factors include family economic limitations, difficult-to-reach geographical conditions, low public awareness of the importance of education, and lack of facilities and government support. This study aims to identify the factors causing dropouts in elementary education in Riau and evaluate local government efforts to overcome these problems. The methods used are literature studies and secondary data analysis from various official sources and current news. The results of the study show that economic and geographical factors are the main obstacles, while government support still needs to be strengthened in order to significantly reduce the dropout rate. This article recommends increasing social assistance programs, improving access to education in remote areas, and increasing socialization of the importance of education to the community.

Abstract

Mother tongue is the first language that individuals acquire naturally through interactions in the family and community environment. In the world of elementary education, this language has an important role as the main means of supporting cognitive, social, emotional development, and strengthening children's cultural values. This study aims to examine the contribution of mother tongue in improving students' understanding of subject matter, as well as its impact on language skills and interaction with Indonesian. With a literature study approach, this study examines various scientific references that discuss the role of mother tongue in elementary school environments. The results of the study indicate that the use of mother tongue in the learning process can improve students' understanding, create a more conducive learning atmosphere, and provide a strong foundation in the multilingual learning process. In addition, good mastery of the mother tongue also strengthens students' metalinguistic awareness which is very important in acquiring a second language. However, if its use is not balanced with the right strategy, the dominance of the mother tongue can lead to code mixing which has an impact on limited mastery of the Indonesian language. Therefore, strategic integration of the mother tongue in learning at the elementary school level is needed, in order to support academic achievement while preserving local cultural heritage. This study recommends the importance of educational policies that support the balanced use of mother tongues as part of a contextual and inclusive teaching approach.

Abstract

In the national education system, especially in Riau Province, the elementary school dropout rate is still a major problem. Based on data from the Ministry of Education, Culture, Research, and Technology (2022) and the Central Statistics Agency (2021), the elementary school dropout rate continues to increase, with Riau Province as the province with the highest number of dropouts (9,262 students). This study aims to determine the causes of school dropouts and examine the handling techniques that have been and can be carried out in Riau Province. The method used is library research with a qualitative approach, analyzing official sources such as Law Number 20 of 2003, Government Regulation Number 17 of 2010, data from BPS and Kemendikbudristek, as well as various relevant scholarly publications. The findings indicate that the causes of school dropouts can be grouped into two categories: internal factors (lack of learning motivation, limited awareness of the importance of education) and external factors (family economic conditions, limited school capacity, and family conflicts). One key finding is that children from low-income families are highly vulnerable to dropping out due to limited access to public schools and the relatively high cost of attending private schools. Although several programs such as the Indonesia Smart Program (PIP), Assistance for Poor Students (BSM), and the SIPANTAS application have been introduced, their effectiveness remains limited. Therefore, a comprehensive handling strategy is required, involving synergy between the government, schools, families, and communities to rebuild motivation and awareness of the importance of education.

Abstract

Using a qualitative methodology based on secondary data, this study aims to analyze the effect of facilities and infrastructure on student learning achievement in primary schools. Data collected from various sources, including scientific journals, research reports, government regulations and relevant academic literature, focuses on further understanding how limited educational facilities, which include libraries, textbooks, classrooms, teaching aids and learning media, can affect student motivation and learning outcomes, particularly in primary schools in remote areas. The analysis shows that inadequate facilities and infrastructure affect the effectiveness of the teaching-learning process and students' academic development. Therefore, the improvement and equality of education facilities is an important action that should be prioritized by the government and all education stakeholders.

Abstract

This study aims to systematically examine the relationship between school governance andstudent learning outcomes in primary education through a literature review approach. Effectiveschool governance is a key element in creating a conducive learning environment, which in turnleads to improved student academic achievement. This study reviewed 20 scientific articlespublished in indexed national and international journals between 2013 and 2024. The resultsshow that the quality of the principal's leadership, the involvement of stakeholders such asteachers, parents and the community, as well as transparency and accountability in schoolmanagement have a direct and indirect influence on student learning outcomes. Theimplementation of school-based management (SBM) was also found to strengthen theindependence and effectiveness of decision-making at the school level. This finding confirms theimportance of increasing the managerial capacity of school principals, strengthening communityparticipation and applying good governance principles in the implementation of basic education.This study recommends the need for affirmative policies to strengthen governance indisadvantaged areas and the need for further field-based research to deepen the understandingof the dynamics of school management and its impact on learning quality.
