Abstract

Pembangunan Sektor peternakan di Sumatera Utara tidak terlepas dari peran pemerintah daerah mulai dari perencanaan dan pembiayan yang berasal dari Anggaran Belanja Daerah (APBD). Untuk itu perlu diketahui dampak dari pengeluaran pemerintah daerah dalam pembangunan peternakan di Sumatera Utara. Penelitian ini dilakukan pada tahun 2014, di Provinsi Sumatera Utara, dengan menggunakan pendekatan Sistem Neraca Sosial Ekonomi (Social Accounting Matriks) dan sekaligus dilakukan simulasi pengeluaran anggaran Pemerintah Provinsi Sumatera Utara pada sektor peternakan, dengan menggunakan data pegeluaran Pemerintah Provinsi Sumatera Utara tahun 2014, dan data lainnya yang berkaitan dengan penelitian. Dampak injeksi Rp. 1 Milyar pengeluaran pemerintah pada sektor peternakan akan meningkatkan output pada sektor peternakan Rp 2,8954 Milyar, pendapatan rumah tangga sebesar Rp 0,3403 Milyar, pendapatan faktor produksi modal Rp 0,3608 milyar dan tenaga kerja pertanian Rp 0,2154 milyar. Jumlah pendapatan sektor pertanian (termasuk peternakan) pada tahun 2014 di Provinsi Sumatera Utara sebesar Rp. 22.563.848 /jiwa, dengan jumlah pekerja sebesar 2.556.044 jiwa atau 43% dari total tenaga kerja.

Abstract

This study examines the impact of El Nino and La Nina on cabbage and shallot prices by applying the spatial correlation analysis method with 34 provinces from 2010 to 2020 to classify affected areas. The next method is a spatial panel with the main variables: rainfall as an indicator of El Nino and La Nina, commodity prices, spatial effects, and other supporting variables such as income, productivity, wages, and COVID-19 dummy. To get the output model, it is necessary to analyze the selection of the best model between the Structural Equation Model and the Spatial Autoregressive. The results of the study provide findings: (1) there are 16 provinces affected by El Nino and La Nina in Indonesia; (2) the best spatial panel model used is Spatial Autoregressive with the resulting La Nina has a large effect on increasing of cabbage and shallots prices because excess soil water content will cause crops and bulbs to rot easily. The spatial aspect has a significant influence, meaning that the price of cabbage and shallots in one area will affect the prices of the two commodities in other areas through distribution patterns. Policy implications of the impact of El Nino and La Nina in this study are classified into managerial, mitigation, and adaptation strategies including the policy of the Regional Inflation Control Team in the form of inter-regional cooperation. Abstract

This research aims to actuate the determinants of the capital structure of the state and non-state-owned construction industries during the infrastructure policy and the Covid-19 pandemic periods. Secondary data were collected quarterly from 2013 to 2020 from the Indonesia Stock Exchange (IDX), Bank Indonesia, and the Ministry of Public Works and Public Housing budget using a dynamic panel data with the Generalized Method of Moments. It was found that speed of adjustment, profitability, tangibility, activity, and infrastructure policies affect the capital structure of state-owned construction companies. Meanwhile, speed of adjustment, profitability, tangibility, and exchange rate affect non-state-owned construction companies. The result showed that state-owned and non-state-owned construction companies have a gap of 27.3% and 17.7% %, respectively. Furthermore, both companies have speed adjustment values of 1.38 period and 1.21 period. This means that non-state-owned construction companies' adjustment speed is faster than their state-owned counterpart. Therefore, the decision-making of debt construction companies needs to consider the financial characteristics and ownership of the company.

Abstract

Household consumption, which has changed due to the COVID-19 pandemic, can survive by using their wealth to restore consumption levels. The current research analyzes the impact of the COVID-19 pandemic and the role of wealth in household consumption in Java, which has the largest share of the economy. Using panel data from 119 regencies/cities in Java Island during the 2017-2021 period due to data availability shows that there have been changes in household consumption patterns during the pandemic. The results of the panel data analysis show that the COVID-19 pandemic has a negative effect on household consumption. In contrast, wealth positively affects household consumption in almost all provinces on the island of Java. These results suggest increasing asset ownership for households to maximize wealth, positively affecting household consumption, mainly when shocks occur.JEL Classification: D19, E21, H31How to Cite:Murti, P. Abstract

Belanja daerah dengan alokasi yang tepat sasaran akan menciptakan kesempatan bagi masyarakat dalam memaksimalkan sumberdaya, dan manfaat yang diperoleh dari alokasi belanja yang optimal akan berkontribusi pada peningkatan produktivitas, naiknya produktivitas akan meningkatkan pendapatan per kapita, makin tinggi pendapatan per kapita akan meningkatkan permintaan terhadap fasilitas pendidikan dan kesehatan. Dari alokasi belanja langsung yang efesien dan efektif akan meningkatkan pembangunan manusia yang dicirikan dengan IPM. Semakin tinggi IPM akan mencerminkan kinerja alokasi belanja yang baik, sebaliknya semakin rendah IPM akan mencerminkan kinerja alokasi belanja pemerintah yang buruk. Penelitian ini bertujuan untuk mengidentifikasi komponen belanja langsung sektor pendidikan dan sektor kesehatan yang berpengaruh terhadap peningkatan IPM Kota Bogor. Untuk menganalisis faktor-faktor yang mempengaruhi IPM Kota Bogor digunakan analisis regresi linier berganda menggunakan program SPSS versi 22. Berdasarkan hasil penelitian, faktor-faktor yang teridentifikasi dapat mempengaruhi peningkatan IPM di Kota Bogor adalah belanja pegawai, belanja barang dan jasa, dan belanja modal.

Abstract

ABSTRACT The Anambas Islands is one of the regions in the Riau Islands province with a vast proportion of sea, accounting for 98.74 percent of its total area. Through the mechanism of decentralization, most of the functions of marine and fisheries gradually become part of the affairs of the district/city. The transfer of authority is accompanied by the transfer of financing through a balance fund, so that with the increasing funds managed by the region, it is expected that the development of marine and fisheries will improve. DAK is one of the fiscal instruments of the balance fund, which plays an important role in achieving national priority areas (DJPK 2016). As noted by BAPPENAS (2013) in the national development priorities 2015-2019, the main issues and challenges in the development of marine and fisheries are suboptimal production infrastructure, namely in the capture fleet, ports, agricultural roads, land, and access to business development (capital and markets). The aim of this research is to formulate strategies for managing the Special Allocation Fund (DAK) in the marine and fisheries sector from 2011 to 2016 in the Anambas Islands Regency using the Analytical Hierarchy Process (AHP) method. Based on the AHP method, the priority strategies include the evaluation of regulations related to DAK management, the placement of support personnel, socialization and law enforcement, improving coordination systems, and forming Joint Business Groups. Abstract

Business unit of swallow's birdnest has great potential for economic activity because almost95% of Indonesian swallow's nest is exported. One of the efforts to develop a business is to carryout spatial analysis and production functions. This is necessary to determine the feasibility of aparticular system location and variables that affect a business. This study aims to determine thespatial character of the distribution of business units and several variables that influence theproduction process to develop this business. Analysis of spatial pattern of swallow's nest businessis done by using Average Nearest Neighbor (ANN). Income Analysis is done by calculating thedifference between receipts and costs. Production function analysis is done by using NormalityTest, Multicollinearity Test, Autocorrelation Test, and Heteroscedastic Test. The results showedthat the distribution of swallow's nest business units in North Jakarta was clustered, which wasonly found in 3 sub-districts i.e. Penjaringan, Tanjung Priok and Cilincing. The pattern showedthat the swallow’s nest business unit is profitable for business actors, it can attract the interest ofthe community and make competition more competitive. Production function are influenced by rawmaterials, water filter equipment, and electricity costs. Efforts to develop by reviewing thelicencing of the Swallow’s Birdnest Business units in North Jakarta, thus it remains in accordancewith the city spatial design plan and government policies.

Abstract

Our goal was to investigate the effects of international development banks' foreign exchange loan-funded transportation projects. We examined the effects and efficacy of Indonesia's transport loan projects, which were supported by the World Bank and the Asian Development Bank (ADB), to achieve this, 67 projects of $8.85 billion in value were undertaken between 1972 and 2020. This study is significant because it is the first in the history of development assistance—after 100 years—that is based entirely on banking theories and practices, employing attribution techniques and presuming that all loans will be disbursed into Indonesia's economy. Nevertheless, the effectiveness narratives are untrue because—after being converted into Rupiah—less than 10% of the loan fund made it to Indonesia's economy. According to our analysis, the loans from both banks decreased growth by 200% and increased poverty by 220%, even if they were successful in providing jobs. The disbursement delays of five to seven years result in capital outflows of more than $26 for every $1 loan. Fixing this necessitates a 100% payout in Rupiah into Indonesia's national banking systems the same year that the loan agreements are executed.

Abstract

Fenomena Covid-19 memberikan dampak yang signifikan pada ekonomi makro, ekenomi mikro, dan pangan nasional. Dampak COVID-19 perlu diestimasi dengan tepat untuk jangka pendek dan menengah untuk mendukung pengambilan kebijakan yang tepat sasaran. Tim Peneliti IPB dari Fakultas Ekonomi dan Manajemen melakukan kajian dampak COVID-19 terhadap bidang ekonomi dan pangan dengan menggunakan pendekatan computable general equilibrium (CGE) yang menunjukkan ketergantungan antara indikator ekonomi makro dan mikro. Studi ini melakukan prediksi berbasis scenario. Terdapat empat skenario yang dikaji dalam model CGE ini, antara lain: skenario berat, skenario sangat berat, skenario sangat berat dengan dampak pesimis dari pemberian stimulus ekonomi, dan skenario sangat berat dengan dampak optimis dari pemberian stimulus ekonomi. Keempat skenario tersebut memprediksi dampak terhadap ekonomi melalui indikator makro, indikator sektoral, sektor pertanian, distribusi pendapatan rumah tangga dan dampak pada wilayah produsen dan konsumen pangan.

Abstract

Islam is a religion that commands humans to pursue happiness both here and hereafter. Previous research states that many factors can influence happiness. However, these factors emphasize worldly happiness which is temporary, while the goal that humans want to achieve is not only happiness in this world but true happiness in the hereafter. This study explores the factors that influence individual happiness and examines the impact of faith and other factors on happiness. This research uses a systematic literature review method, precisely the Prisma method and has identified 3540 research results from Google Scholar, and screened into 1265 documents, then into 99 and selected 87 qualifying studies. The results of the analysis of this number of documents found that happiness in Islam is divided into temporary and true happiness, here and hereafter. Happiness is influenced by material factors, and non-material factors such as faith and other religiosity behaviors. Happiness derived from material factors is temporary, while religiosity factors such as faith, the practice of Sufism and religious behavior bring a sense of closeness to God, and provide tranquility and peace, which is an indication of true happiness.
