Abstract

Informasi mengenai karakteristik petani usaha padi yang menjadi penerima Program Keluarga Harapan (PKH) sangat diperlukan terutama bagi pengambil kebijakan agar mendapat gambaran awal sebagai langkah untuk menganalisis lebih lanjut perihal kebijakan pengentasan kemiskinan di pedesaan yang menjadi isu sentral saat ini. Tulisan ini bertujuan untuk mendeskripsikan karakteristik petani usaha padi penerima PKH di Kabupaten Karawang. Hasil analisis diskripsi menghasilkan gambaran spesifik tentang penguasaan lahan petani penggarap, karakteristik rumahtangga, struktur pendapatan, struktur input usahatani, dan pola konsumsi rumahtangga dari rumahtangga usaha padi di Kabupaten Karawang, Jawa Barat.

Abstract

Sejak 2016 Indonesia telah menjadi negara importir gula nomor satu dunia melampaui Tiongkok. Di tahun 2020, Indonesia terus mengimpor gula hingga sebanyak 4400 ribu MT gula mentah. Penurunan produksi yang disebabkan oleh penyempitan areal tanam membuat Indonesia akan terus mengimpor gula di 2021/22. Tujuan penelitian yaitu mengevaluasi dampak kebijakan proteksi, ekspansi, dan subsidi terhadap industri gula Indonesia. Menggunakan metode simulasi ekonometrika, hasil penelitian menunjukkan bahwa perkembangan luas perkebunan tebu di Pulau Jawa dipengaruhi oleh luas areal tebu tahun sebelumnya. Variabel yang sama ditambah dengan jumlah pabrik penggilingan tebu mempengaruhi luas tanam tebu perkebunan luar Pulau Jawa. Kebijakan proteksi dan subsidi oleh pemerintah mempengaruhi permintaan serta produksi gula Indonesia. Kebijakan ekspansi areal tanam tebu, terutama ke luar Pulau Jawa, merupakan kebijakan yang paling disarankan.

Abstract

Analysis of Agropolitan Area Development Based on Food Crops at Malaka Regency in East Nusa Tenggara Province Malaka Regency is included in the development region for export-oriented food production at the bordering region due to its potential food crop agriculture. The purpose of the research is to identify strategic food crop commodities and potential farming to be developed, and to identify potential areas for agropolitan development based on the availability of facilities and infrastructure. Data collection is carried out through surveys and interviews to relevant agencies. The study employed Location Quotient and Shift Share analysis to find out food crops which have comparative and competitive advantages. Furthermore, Scalogram analysis method was employed to identify the area for agropolitan development based on the availability of facilities and infrastructures. Results of the analysis show that the main commodity for food crops production is corn and potential center for corn agribusiness development area is at Wewiku District, which is supported by the availability of facilities and infrastructures compared to others. Findings of this research are expected to further strengthen Malaka Regency as a corn production center in the bordering region.

Abstract

Economic Impacts and Development Strategies for Lake Sentani Tourism in Jayapura Regency Lake Sentani tourism is a type of natural tourism. Management of the natural tourism is in the form of collaboration between the local government and local communities by relying on the beauty and panorama of the nature. Aims of this study are (1) to estimate the economic value of Lake Sentani tourism which is expected to have an impact to the local economy and benefit the surrounding communities, and (2) to formulate effective strategies for managing the natural tourism. Data collection was conducted through field survey and interview. Data used were on tourist expenditure, labor, business income, number of tourists, and perceptions and preferences of stakeholders towards the development of Lake Sentani tourism. The sampling method used was the purposive sampling technique with a total sample of 133 persons. The method of analysis used were Individual Travel Cost Method (ITCM), multiplier effect, and Analytic Hierarchy Process (AHP). Analysis results show that Lake Sentani tourism had a low economic impact on the local economy development and communities around the area with a value of Keynesian income multiplier of 0.93. In order to develop Lake Sentani tourism, the proposed strategy is ecologically based, supported by the role of local government stakeholder as regulator who are responsible for advancing the welfare of business people involved in all activities related to Lake Sentani tourism.

Abstract

Abstrak Untuk meningkatkan pertumbuhan ekonomi, Indonesia membutuhkan investasi asing langsung/Foreign Direct Investment (FDI) karena tingkat tabungan di Indonesia jauh lebih kecil dibandingkan kebutuhan investasi. FDI diyakini dapat meningkatkan nilai tambah suatu sektor atau industri. FDI terdiri dari dua jenis, yaitu FDI horizontal (intra industri) dan FDI vertikal (inter industri – dengan keterkaitan ke depan dan ke belakang). Penelitian ini bertujuan untuk mengetahui dampak FDI vertikal dan horizontal terhadap nilai tambah di 18 sub sektor industri makanan domestik. Dengan menggunakan metode estimasi fixed effect cross section SUR model dan random effect model, hasil penelitian menunjukkan FDI vertikal dengan keterkaitan ke belakang memberikan dampak paling besar terhadap nilai tambah perusahaan domestik dibandingkan FDI vertikal dengan keterkaitan ke depan dan horizontal. FDI vertikal dengan keterkaitan ke belakang berdampak positif terhadap nilai tambah perusahaan domestik dengan modal rendah dan padat tenaga kerja (padat karya). Oleh karena itu, investasi asing di industri makanan paling hilir, seperti industri minuman tidak beralkohol dan industri makanan lainnya perlu dibuka dengan persyaratan bagi investor asing melakukan kerja sama sub contracting dengan perusahaan domestik di industri makanan hulu. Kata kunci: Industri Makanan Domestik, FDI Horizontal, FDI Vertikal, Keterkaitan ke Belakang, Keterkaitan ke Depan, Nilai Tambah Abstract To boost its economic growth, Indonesia needs Foreign Direct Investment (FDI) since the national savings rate is relatively low compared to the high demand for investments. FDI has been proven to be able to enhance the value-added of a sector or industry. There are 2 types of FDI which are Horizontal FDI (intra-industry) and Vertical FDI (inter industry-with upstream and downstream linkages). This study aimed to analyze the impact of horizontal and vertical FDI on the value added to the 18 subsectors in the domestic food industry. By using the fixed-effect cross-section SUR and random effect model, the results showed that the vertical FDI on downstream linkages gives a more positive effect on value-added than vertical FDI on upstream linkages and horizontal FDI. The vertical FDI on downstream linkages gives a positive impact on local companies with a lower level of capital but higher labor (labor-intensive). Therefore, FDI on downstream linkages (for example other food industry, non-alcoholic beverages, etc) should be opened on conditions that it commits a sub-contracting cooperation with the domestic firms within the food processing industry in upstream sectors. Abstract

Abstrak Rantai pasok rumput laut nasional meliputi berbagai tahapan dan subsistem yang terkait satu dengan lainnya. Pemahaman keberadaan dan peran para pemangku kepentingan menjadi penting dalam integrasi pengembangan rumput laut nasional dari hulu ke hilir. Penelitian ini bertujuan untuk memetakan pemangku kepentingan dan menganalisis hubungan antara peran, kepentingan dan kerja sama antara pemangku kepentingan dalam rantai pasok rumput laut nasional berbasis Sistem Resi Gudang (SRG). Analisis hubungan dilakukan melalui metode pemetaan kuadran pemangku kepentingan. Hasil analisis terhadap 15 pemangku kepentingan yang terlibat menunjukkan bahwa koordinasi dan kerja sama antara para pemangku kepentingan dalam rantai pasok masih lemah. Perlu beberapa strategi pendekatan untuk menjaga komunikasi dan koordinasi bagi para pemangku kepentingan terutama pada kuadran IV (closely manage/promoter) yang memiliki kepentingan dan pengaruh tinggi. Strategi penting yang dilakukan adalah melibatkan para pemangku kepentingan tersebut dengan intensif dan memengaruhi mereka secara aktif untuk mendukung integrasi hulu sampai dengan hilir rantai pasok rumput laut. Perlu suatu sistem rantai pasok yang integratif termasuk pemasarannya, serta pemanfaatan sistem Informasi Teknologi (IT) untuk dapat memberikan wadah komunikasi guna sinkronisasi, kerja sama, dan koordinasi antar para pemangku kepentingan dalam mengadapi era revolusi industri 4.0 sehingga rantai pasok pengembangan rumput laut dapat berjalan baik, efisien dan adil bagi semua pihak. Abstract The national seaweed supply chain includes various stages and subsystems that are related to one another. Thus, understanding of stakeholders’ existence, as well as their role, is important in the integration of national seaweed development from upstream to downstream sides. This paper aims to map the stakeholders and analyze the relationship between roles, interests, and cooperation among stakeholders on the condition of the national seaweed supply chain based on the warehouse receipt system. The relationship analysis among stakeholders used through the stakeholders’ quadrant mapping method. The results of the analysis of the 15 stakeholders involved showed that coordination and cooperation between stakeholders in the supply chain for seaweed development still needs to be improved. It is important to approach this matter through strategies in order to maintain communication and coordination for stakeholders, especially in quadrant IV (closely manage’ or ‘promotors’) where their interests are high, and their power is also high. An essential strategy is to involve these stakeholders intensively and actively influence them to continue to support the integration of upstream to downstream seaweed supply chains. Based on this, an integrated supply chain system is needed including marketing and utilization of Information Technology (IT) systems to provide communication channels for synchronization, collaboration, and coordination among stakeholders in industry revolution 4.0 so that the supply chain for seaweed development can run well, efficient and fairly for all parties. Abstract

Krisis keuangan global yang terjadi menjelang akhir tahun 2008 berdampak terhadap industri perbankan di Indonesia. Krisis keuangan ikut berperan dalam melambatnya pertumbuhan aktivitas penyaluran kredit perbankan. Tujuan dari penelitian ini adalah untuk mengetahui faktor-faktor yang dominan dalam mempengaruhi aktivitas penyaluran kredit pada bank-bank BUMN dan merumuskan strategi untuk meningkatkan penyaluran kredit bagi setiap bank-bank BUMN. Metode yang digunakan dalam penelitian ini adalah Vector Error Correction Model (VECM). Variabel mikro keuangan yang diteliti dalam penelitian ini adalah Dana Pihak Ketiga (DPK), Capital Adequacy Ratio (CAR), Non Performing Loan (NPL), dan Loan to Deposit Ratio (LDR). Variabel makroekonomi yang diteliti dalam penelitian ini adalah BI Rate, Nilai Tukar, dan Produk Domestik Bruto (PDB). Hasil penelitian ini menunjukkan bahwa hanya beberapa variabel yang memiliki kontribusi yang signifikan dari masing-masing bank dalam jangka panjang, yaitu DPK pada Bank Mandiri, NPL pada Bank BRI dan Bank BTN, dan PDB pada Bank BNI dan Bank BCA. Setelah mengetahui faktor-faktor dominan tersebut, maka masing-masing bank dapat memilih strategi untuk memberikan hadiah promosi dan cash back dalam periode tertentu, melakukan verifikasi data kredit dengan menggunakan four eyes principles, dan melakukan ekspansi pasar pada daerah potensial.The global financial crisis that occurred towards the end of 2008 have many impact on the banking industry in Indonesia. Financial crisis also had a role in slowing the growth of credit lending activity. The purpose of this study was to describe the most dominant factors that affect lending activity at the government banks and to formulate strategies to increase lending activity by each government bank. The methods used in this research were Vector Error Correction Model (VECM). Micro-financial variables examined in this study were Third Party Fund (DPK), Capital Adequacy Ratio (CAR), Non Performing Loan (NPL), and Loan to Deposit Ratio (LDR). The macroeconomic variables examined in this study were BI Rate, Exchange Rate, and Gross Domestic Product (PDB). The result of this research indicated that only a few variables that have a significant contribution of each bank in the long run are DPK on Bank Mandiri, NPL on Bank BRI and Bank BTN, and PDB on Bank BNI and Bank BCA. After knowing that dominant factors, each bank can raise capital by giving promotional gifts and cash back in certain periods, verifying credit data by using four eyes principles, doing market expansion in the potential region.

Abstract

The Environmental, Social and Governance (ESG) index is rising in popularity globally especially in Indonesia. This study attempts to prove that ESG equity is less volatile than non-ESG equity, since specific components of ESG are essentially parts of the Shariah values. Using data from 2009 through 2020, the Vector Error Correction Model (VECM) method was utilized to further investigate the link between ESG and other endogenous variables such as the DJIM (Dow Jones Islamic Market), Fed rate, JCI (Jakarta Composite Index) index, exchange rate, and BI rate. The results show that all internal and external variables significantly influence ESG equity in very low magnitude, except for DJIM negatively and Fed rate positively. However, the IRF findings reveal what transpired to the ESG equity, which was able to endure shocks from both internal and external simultaneously, and to stabilize more swiftly. Moreover, the FEVD results shows that all internal and external variables have little impact to ESG equity totaling less than 9 per cent. Meanwhile, the impact of the same variables to non-ESG equity, i.e., JCI and DJIM, are higher at 38 per cent and 13 per cent, respectively. In addition, ESG equity tends to have a dominant influence on other non-ESG equity. Therefore, the Indonesian stock market will be more stable if ethical investing norms, such as ESG equity, are followed, which will be more judicious in order to achieve long-term growth.

Abstract

Construction State-Owned Enterprises (SOEs) have a very critical role in achieving the Government’s goal in infrastructure development, in order to increase the efficiency of production line, transportation and support economic growth and equitable development in Indonesia. The priority of development has driven around 3,26 times in total asset growth of four construction SOEs listed in Indonesia Stock Exchange (IDX), from IDR 85,88 trillion (2015) to IDR 280,38 trillion (2019), but facing challenges since pandemic Covid-19 in 2020. This study aims to analyze the financial performance of these construction SOEs during Covid-19. The descriptive analysis of financial performances of construction SOEs for year 2016 to 2021, pre and during pandemic Covid-19 was used in this study with three approaches: Ministerial Decree of SOEs No. KEP-100/MBU/2002 about financial soundness assessment of SOEs, Altman Z-Score (1968 and 2006 model) and Debt Service Cover Ratio (DSCR). The managerial implication of this study is to predict the financial resilience of these construction SOEs in facing challenges in upcoming years.

Abstract

This study explores the impact of climate change and technology on food supply and demand, which complements the limits of previous findings. The main foundations are Hessian food production and Marshallian demand theories. It aims to analyze the factors influencing food availability and the response of each variable, as well as simulate the effect of climate change and technology. Secondary data from the Food Security and the Central Statistics Agency of 10 provinces in Sumatra will be used between the periods of 2010 to 2019. Furthermore, this study uses the simultaneous method of 8 structural and 2 identity equations. The influencing variables of production include price, expected food pattern of grains and tubers, CPO price, temperature, rainfall, and irrigation network area. Meanwhile, consumption is influenced by price, poverty, food inflation, population, per capita income, and farmers’ exchange rate. The increase in temperature and rainfall reduces the production and consumption of rice, corn, cassava, and sweet potatoes. Meanwhile, technology development will increase food production and consumption. The availability is an essential dimension of food security that should be prioritized. Likewise, climate change and technology development need to be anticipated to mitigate these impacts.
