Abstract

Background: The implementation of the land cadastre system in Indonesia presents complex social, economic, and political implications. Despite its formal establishment, the system continues to face substantial challenges across various regions. The persistently low levels of land registration in certain areas underscore significant deficiencies in the system's execution, potentially heightening legal ambiguities and intensifying agrarian conflicts.Purpose: This study analyzes the issues of Indonesia's cadastre system and evaluates its implementation across various regions from the perspectives of land valuation, technology utilization, and stakeholder involvement.Design/methodology/approach: This study employs a qualitative approach. A total of 428 respondents, all of whom represent state officials within the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) at various levels, participated in the study. Data analysis was conducted using descriptive analysis by comparing the issues and implementation of the land cadastre system across the Western, Central, and Eastern regions of Indonesia.Findings/Result: The national cadastral system in Indonesia is plagued by five primary issues: overlapping land certificates, outdated and inaccurate land data, incomplete land registration, imprecise boundary mapping, and inconsistent coordinate measurements, which are also prevalent at the local level. These challenges are exacerbated by significant regional disparities, with Eastern Indonesia showing the lowest levels of land registration and technology adoption, in stark contrast to the more developed Western and Central regions. Conclusion: Indonesia's cadastral system faces critical challenges, including legal uncertainties, overlapping land certificates, and outdated data, which are exacerbated by significant regional disparities, particularly in Eastern Indonesia. To address these issues, it is essential to implement targeted reforms that enhance local government capacity, integrate advanced technology, and ensure public participation, thereby improving cadastral accuracy and equity across regions. These efforts are crucial for ensuring legal certainty, reducing agrarian conflicts, and supporting sustainable land development nationwide.Originality/value (State of the art): This study comprehensively maps the issues related to the cadastral system and evaluates the level of cadastral implementation across different regions of Indonesia, categorizing them into Western, Central, and Eastern regions. Keywords: cadastre system, cadastre challenges and issues, regional disparities, cadastral implementation, land valuation

Abstract

ABSTRACTImplementation of local government regulation on spatial planning in Pandeglang Regency faced many obstacles, such as conflict between residents and companies in the Village Cadasari, Pandeglang Regency. The purpose of this research is to identify struggle for resources and the involved parties as well as to analyze the failure factors of Pandeglang Local Government to implement the spatial policy.   This study used a qualitative descriptive approach. The results of the study illustrated that there were conflicts between company’s pros and cons. company’ cons, led by kiyai (Islamic priest), were citizens and students whom negatively affected by the establishment of company that caused difficulties of water resources access for daily needs and irrigation. On the other hand, company’s pros were Cadasari and Sukaindah village apparatus and some residents who wished to get benefit from increased employment opportunities supported by the Government of Pandeglang. The conflict was caused by the Local Government of Pandeglang who didn’t act as regulator and conflict resolution mediator but defended the existence of company while ignored the spatial planning. This proved that spatial policy is not only about technical aspect but also political one. Keywords: Politic of spatial planning, conflict, local government, resourcesABSTRAKImplementasi Perda RTRW Kabupaten Pandeglang menghadapi banyak kendala, diantaranya konflik antara warga dengan perusahaan di Desa Cadasari Kabupaten Pandeglang.

Abstract

This study aims to analyze financial distress conditions and stock returns of the construction and building sub-sector companies before and during COVID-19 pandemic, analyze the factors that affect financial distress conditions, and analyze the effect of financial distress on stock returns. The study was conducted on 14 construction and building sub-sector companies listed on IDX from 2018q1 to 2021q4 using the panel data regression and two stages least square method. During the Covid-19 pandemic, there is a decrease in DSCR average value and an increase in the number of companies classified as distressed. Safe companies had negative average stock returns, while distressed companies had positive average stock returns. Meanwhile, factors that affect financial distress are profitability, liquidity, and rupiah exchange rate. Therefore, the company is expected to increase profitability and maintain optimal liquidity value in order to avoid financial distress condition. To improve the accuracy of investment decision, investors need to pay attention to the fundamental conditions and operational performance of the company. The interaction variable between financial distress proxied by predictive value of DSCR and the growth rate of confirmed cases of COVID-19 has a significant negative effect on stock returns.

Abstract

This research aims to actuate the determinants of the capital structure of the state and non-state-owned construction industries during the infrastructure policy and the Covid-19 pandemic periods. Secondary data were collected quarterly from 2013 to 2020 from the Indonesia Stock Exchange (IDX), Bank Indonesia, and the Ministry of Public Works and Public Housing budget using a dynamic panel data with the Generalized Method of Moments. It was found that speed of adjustment, profitability, tangibility, activity, and infrastructure policies affect the capital structure of state-owned construction companies. Meanwhile, speed of adjustment, profitability, tangibility, and exchange rate affect non-state-owned construction companies. The result showed that state-owned and non-state-owned construction companies have a gap of 27.3% and 17.7% %, respectively. Furthermore, both companies have speed adjustment values of 1.38 period and 1.21 period. This means that non-state-owned construction companies' adjustment speed is faster than their state-owned counterpart. Therefore, the decision-making of debt construction companies needs to consider the financial characteristics and ownership of the company.

Abstract

Actor participation has a significant impact on dealing with social violence because they possess the resources and abilities required to intervene and address social violence effectively. Actors with substantial resources can influence policies aimed at resolving, preventing, and enhancing community capacity in handling social violence. Therefore, it is crucial to conduct an analysis and mapping of actor resources in order to identify the strengths of each actor in the mining area of Kolaka Regency, Southeast Sulawesi Province. The method used is the Casey index to measure the actor capital index, and the Promethee analysis tool is used to rank actor capital and analyze the strengths and weaknesses of actor capital. The results of data processing found that the actors who play a role in overcoming social violence in the mining area of Kolaka Regency have the status of Village Head, Bhabinkabtibmas (Police), Babinsa (Army), and Community Leaders. The status of Village Heads tends to have quite high levels of social, economic, and human resource capital but low cultural capital. The author recommend that the government strengthen the capacity of village heads in handling conflicts and create Village Regulations regarding conflict resolution and social violence based on local cultural wisdom.

Abstract

The rapid growth of Islamic banks is accompanied by various innovations in Islamic financial transactions which generally seem to follow the product diversity and risk profile of conventional banks. This innovation is also carried out in the application of mudharabah particularly in the Profit-Sharing Investment Account (PSIA). Mudharabah, whose original form is equity, has been adapted by Islamic banks by treating it just like a normal deposit whith the exception that the profit is calcualted based on a ratio, resulting difficulties to distinguish it from conventional bank deposits which are debt in nature. This research aims to evaluate the implementation of mudharabah in PSIA in Indonesia, by conducting field survey and interviews with parties whom responsible for managing it and comparing it with Sharia Standard issued by Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) and fatwas of National Sharia Council of Indonesian Ulama Council (DSN-MUI). The research revealed that although PSIA return is calculated using profit distribution ratio (as mudharabah core feature), it lacks other main features of mudharabah, be it in its nature or profit or loss determination method. To rectify this deviation, this research proposes an operational model of mudharabah termed “the Quasi Equity Model", which meets the main features of mudharabah as envisaged by AAOIFI and DSN-MUI. This study contributes to the field of Islamic finance by not only identifying existing discrepancies but also proposing a practical model for addressing them, thus aligning it back to sharia principles within Islamic banking practices.

Abstract

The increase in urban transportation in the 2000s era was very high. The use of motorized vehicles during the pandemic has decreased slightly with the government's ban on traveling out of town, including the 2020 homecoming and 2021 homecoming. Most people who travel are in the city center, including the city of Bogor and Bogor district. The travel patterns are very diverse, but most use public transportation and private transportation in addition to freight transportation with a fairly high intensity, especially at night. The purpose of this study was to obtain the LoS value at the signalized intersection of the three arms of the Salabenda intersection. The three-arm Salabenda intersection is the border between Bogor regency and the city of Bogor, so this intersection is one of the busiest and most densely populated intersections beside the Ciawi intersection in the north. The Salabenda intersection has become more congested with the opening of the Section IIIA Toll Road so that the traffic load shifts from Jl. KH. Sholeh Iskandar to this toll road, so that the intersection will have a higher traffic intensity. From the three observations and data collection in the field, it can be seen that in the afternoon it has a very high LoS, namely E. Followed by a LoS D level in the afternoon and in the morning LoS is still in the form of C. So it is still safe to use in the morning with a recommended level. The LoS E condition is a condition where the intersection has a degree of saturation of 0.926, which is almost close to 1, exacerbated by high side resistance activity.

Abstract

The density of motorized vehicles, especially motorcycles on the highway, is getting higher. However, in line with the 2020 Covid-19 pandemic, it has an impact on the decrease in the number of motorized vehicles on the highway. The density of motorcycles has a significant effect on noise, from all analysis calculations, the largest equation is obtained on the fourth day of the study, the second point (Sound Level Meter 2), with a contribution of 32.42%. Obtained the calculation below, y = 63.36 + 0.002x1. This equation means that if there is no decrease in motorcycle density, the noise level in SLM2 is 63.36 dBA. If there is a motorcycle density also has a significant effect on noise. The second largest equation was obtained on the third day of research at the third point (Sound Level Meter 3) with a contribution of 36.21% based on the equation calculation below, y = 60.24 + 0.001x1. The meaning of the above equation is that if there is an increase in the density of the motorcycle, the noise in the SLM3 is 60.24 dBA. The Covid-19 pandemic that has hit the world, Indonesia is also getting its effects, especially the very large Bogor district. The rapid spread of Covid-19 has changed the pattern of life for the people of Bogor, especially students who initially go to school every morning, now go to school and study online.

Abstract

In response to emerging financial technology (fintech) that might disrupt the banking industry, several financial institutions are undergoing digital transformation. Banks are increasingly integrating digital strategy into their business planning rather than adding it on. This research aims to identify the determinants that influence digital bank transformation. The research was conducted through a systematic literature review of 364 published papers using PRISMA and bibliometric approaches. This method is commonly used in various fields, including medicine, psychology, social sciences, and more, to provide a comprehensive and impartial summary of the current state of knowledge on a particular subject. The approach used in this systematic literature review method is the PRISMA approach. The results of the literature review show that there is an increasing trend of research related to digital banks from 2015 to 2023, which is in line with the trend of digitalization in the banking industry in both developed and developing countries. The analysis is deepened to see the important factors influencing digital bank transformation. The determinants in the digital bank transformation process include the level of digitalization, application user growth, IT investment, IT committee, cyber security, and ecosystem stocks. The results of this literature review will be a reference for further research related to digital banks, in line with the rapid digital transformation process in banking.
