Abstract

This study aims to analyze the planning, implementation, and supervision of inclusive educational learning for students with special needs at SMP Negeri 1 Tomohon, as well as to identify the obstacles and efforts to overcome them. Using a qualitative approach, data were collected through observation, interviews, and document analysis. The findings show that inclusive learning planning still uses the regular curriculum and learning structure, without modification for students with special needs. Implementation has begun but is not yet optimal due to the absence of Special Education Teachers, limited facilities, and low teacher discipline. Supervision is carried out by the principal but remains limited due to a lack of specialized personnel. The main obstacles include the lack of professional teachers, unadapted curriculum, inadequate infrastructure, and inconsistent educator performance. Efforts to address these issues include recruiting trained staff, modifying the curriculum, and improving teacher discipline through supervision and policy enforcement. The study recommends strengthening planning based on assessment, encouraging teacher innovation, and improving school leadership and government support.

Abstract

Strategic planning in education units is an important instrument in ensuring adaptive, effective, and sustainable management of institutions in the midst of the complexity of global change. This study aims to analyze the form and structure of strategic plans used by various educational institutions, as well as evaluate the key elements that influence their effectiveness in achieving institutional objectives. A qualitative approach with the literature study method was used to review more than twenty strategic plan documents from primary, secondary, and tertiary education institutions. The analysis is carried out through thematic classification and mapping of strategic components such as vision-mission, SWOT analysis, strategic objectives, performance indicators, and monitoring-evaluation systems. The results show that the similarity of document structures does not always guarantee the effectiveness of implementation, as success is strongly influenced by the quality of leadership, stakeholder participation, and the linkage between planning and budgeting. Other findings reveal that a participatory, data-driven, and integrative approach to performance management systems is a determinant factor for the success of strategic plans. This study makes a conceptual and practical contribution to the development of strategy-based education governance, as well as encouraging the adoption of contextual and quality-oriented planning models. Implicitly, education units need to build strategic planning capacity and strengthen a reflective culture to ensure the sustainability of education reform.

Abstract

This research analyzes the effectiveness of implementing School-Based Management (SBM) in improving educational quality at SMP Negeri 3 Manado. The main objectives were to analyze SBM's effectiveness, identify supporting and inhibiting factors, describe the school's efforts to overcome obstacles, and evaluate its contribution to academic and non-academic quality. Employing a descriptive qualitative approach, data was collected through interviews, observations, and documentation. The findings indicate that SBM is effective in enhancing educational quality through active participation from all school community members in program planning, implementation, and evaluation. This positively impacts learning quality (more innovative teachers, active students) and improves teacher professionalism. Data-driven accountability is also key to its effectiveness. Supporting factors include teacher commitment, team cohesion, and the principal's open leadership. However, challenges include uneven human resource capacity and sub-optimal utilization of facilities. The school addresses these by conducting regular program evaluations, actively involving all school elements, and fostering a culture of discussion. SBM's contribution is evident in improved academic quality (learning processes) and non-academic aspects (environment, extracurriculars, collaboration). This study concludes that SBM plays a vital role in educational quality improvement, yet requires adaptive strategies for HR development and resource optimization.

Abstract

This study aims to analyze the influence of transformational leadership of school principals and teacher self-efficacy on teacher performance at SMP Negeri 1 Tomohon. Employing a quantitative approach, data were collected through a survey involving 68 teachers using valid questionnaires. The analysis was conducted using SPSS, encompassing normality, linearity, and regression tests. The results indicate a significant influence between transformational leadership and teacher performance, with a correlation coefficient of 0.672. Teacher self-efficacy also made a positive contribution, evidenced by a significance value of 0.001 and a t-statistic of 6.107. Simultaneously, both variables explained 52.9% of the variance in teacher performance (R² = 0.529). These findings suggest that enhancing transformational leadership and teacher self-efficacy can improve the quality of education at SMP Negeri 1 Tomohon, serving as a reference for educational policymakers in formulating effective strategies.

Abstract

This study aims to analyze the influence of teamwork, organizational culture, self-efficacy, achievement motivation, and transformational leadership on teachers' innovative behavior through job satisfaction as a mediating variable in State Vocational High Schools (SMKN) of Minahasa Regency. This study uses the Partial Least Squares-Structural Equation Modeling (PLS-SEM) method to test the direct and indirect relationships between research variables. This study uses a quantitative approach with a purposive sampling technique, involving SMKN teachers in Minahasa Regency as respondents. Data were collected through questionnaires and analyzed using PLS-SEM, which allows the evaluation of the measurement model and the causal relationship between the research variables. The results of the analysis show that teamwork, organizational culture, self-efficacy, achievement motivation, and transformational leadership have a significant influence on teachers' innovative behavior. In addition, job satisfaction acts as a mediator in the relationship between independent variables and teachers' innovative behavior. Among the variables studied, transformational leadership and self-efficacy have the most dominant impact on teachers' job satisfaction and innovative behavior. These findings indicate that increasing innovative teacher behavior can be achieved by strengthening transformational leadership, building a conducive organizational culture, increasing teacher self-efficacy and achievement motivation, and creating high job satisfaction. Therefore, educational policies and school management strategies need to focus on these factors in order to improve the quality of teaching and innovation at SMKN Minahasa Regency.

Abstract

Sustainable education transformation requires evidence-based and contextually relevant planning strategies. This study explores the integration of data-based planning with SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis to improve the strategic planning process in educational institutions. Employing a descriptive qualitative approach through a literature review method, this research examines secondary data obtained from accredited national journals, reputable international journals, and academic books published between 2013 and 2023. The study highlights that the use of valid and measurable data—such as national assessments, satisfaction surveys, and institutional performance indicators—significantly enhances the accuracy of SWOT analysis. This integrative approach enables the formulation of more accurate, reflective, and results-oriented educational strategies. However, the implementation of this model still faces several challenges, including low levels of data literacy among educators, limited access to integrated information systems, and the lack of structured training in strategic planning at the school level. This study contributes to the body of knowledge in education management by offering a conceptual framework that combines data-driven decision-making with SWOT analysis. The implications underline the need to strengthen institutional capacity and promote policy support for data-based planning to ensure adaptive and sustainable improvements in education quality.
