Abstract

Perkembangan teknologi informasi dan komunikasi (TIK) mendorong satuan pendidikan untuk melakukan transformasi digital dalam pembelajaran dan tata kelola sekolah. Penelitian ini bertujuan menganalisis konsep, komponen, peran, tantangan, serta strategi penguatan infrastruktur TIK dalam konteks pendidikan. Penelitian menggunakan pendekatan deskriptif kualitatif melalui studi literatur yang bersumber dari artikel jurnal nasional dan internasional, buku ilmiah, regulasi pemerintah, serta laporan lembaga internasional seperti UNESCO dan World Bank. Hasil kajian menunjukkan bahwa infrastruktur TIK terdiri dari perangkat keras, perangkat lunak, jaringan dan konektivitas, keamanan data, serta sumber daya manusia yang berkompeten. Infrastruktur yang memadai mampu mendukung pembelajaran digital, meningkatkan kualitas layanan administrasi, memperkuat komunikasi sekolah, dan mendorong pengambilan keputusan berbasis data. Namun, implementasinya masih menghadapi kendala berupa keterbatasan pendanaan, kesenjangan akses internet, rendahnya literasi digital tenaga pendidik, serta lemahnya kebijakan pemeliharaan dan keamanan data. Penelitian ini menegaskan perlunya penguatan infrastruktur TIK melalui perencanaan strategis, peningkatan kapasitas digital, kolaborasi multipihak, serta evaluasi berkelanjutan agar sekolah mampu beradaptasi dengan tuntutan pendidikan abad ke-21. Temuan ini diharapkan memberikan kontribusi sebagai dasar perumusan kebijakan dan strategi pengembangan TIK di satuan pendidikan.

Abstract

Keamanan dan privasi informasi merupakan aspek penting dalam pengelolaan Teknologi Informasi dan Komunikasi (TIK), terutama pada sektor pendidikan, pemerintahan, dan organisasi bisnis. Ancaman seperti kebocoran data, serangan malware, penyalahgunaan akses, hingga peretasan menuntut organisasi memiliki kebijakan keamanan yang jelas, terstruktur, dan mudah dipahami. Artikel ini membahas konsep dasar keamanan dan privasi, jenis-jenis ancaman yang umum terjadi, serta langkah sistematis untuk mengembangkan kebijakan keamanan TIK. Metode penelitian menggunakan studi literatur terhadap standar keamanan informasi seperti ISO 27001, regulasi perlindungan data, dan praktik terbaik manajemen TIK. Hasil analisis menunjukkan bahwa kebijakan keamanan harus mencakup perlindungan data, pengelolaan akses, prosedur pelaporan insiden, serta edukasi pengguna. Dengan kebijakan yang kuat dan terimplementasi secara konsisten, organisasi dapat mengurangi risiko kehilangan data, meningkatkan kepatuhan hukum, serta menciptakan lingkungan digital yang aman dan terpercaya. Artikel ini diharapkan menjadi rujukan bagi lembaga yang ingin memperkuat sistem keamanan dan privasi melalui kebijakan TIK yang komprehensif dan berkelanjutan.

Abstract

Integrasi Teknologi Informasi dan Komunikasi (TIK) dalam dunia pendidikan telah menjadi kebutuhan utama di era digital, karena memberikan dampak besar terhadap proses pembelajaran. Dengan penerapan TIK, pembelajaran dapat dilakukan secara interaktif, fleksibel, kolaboratif, dan lebih berpusat pada peserta didik. Artikel ini menyajikan kajian ilmiah yang menyeluruh tentang konsep, teori, manfaat, tantangan, serta strategi implementasi pembelajaran berbasis TIK, yang disusun melalui studi literatur dari jurnal-jurnal nasional dan internasional.​ Hasil kajian menunjukkan bahwa penggunaan TIK secara efektif dapat meningkatkan motivasi belajar, kreativitas, keterlibatan peserta didik, serta memperkuat proses evaluasi pembelajaran. Namun, keberhasilan penerapan TIK sangat bergantung pada kompetensi guru, ketersediaan infrastruktur, serta dukungan kebijakan pendidikan yang mendukung inovasi teknologi. Artikel ini diharapkan dapat menjadi referensi berharga bagi pendidik, peneliti, dan pengambil kebijakan dalam merancang strategi pembelajaran berbasis TIK yang relevan dan efektif.​

Abstract

Employee performance is a strategic issue in public organizations because it directly affects the quality, timeliness, and accountability of public services. In regional government institutions, performance improvement is frequently linked to human resource development efforts especially improving educational qualifications, implementing relevant training, and maintaining job satisfaction. This study investigates the influence of education level, training, and job satisfaction on employee performance at the Public Works and Spatial Planning (PUPRD) Department of North Sulawesi Province. This research employed a quantitative correlational design. The population consisted of 145 employees, while the sample comprised 94 respondents selected through purposive sampling with a minimum tenure criterion of three years. Data were collected using a structured questionnaire and analyzed using descriptive statistics, classical assumption testing, and regression analysis with IBM SPSS. The results indicate that education level, training, and job satisfaction significantly affect employee performance both partially and simultaneously. The multiple regression model obtained was Y = 11.086 + 0.135X₁ + 0.137X₂ + 0.018X₃, where Y is employee performance, X₁ is education level, X₂ is training, and X₃ is job satisfaction. Partial tests showed significant effects for education level (t = 47.089, sig = 0.002), training (t = 50.328, sig = 0.000), and job satisfaction (t = 34.241, sig = 0.003). Simultaneously, the three predictors significantly influenced performance (F = 69.534; sig = 0.001), with Adjusted R² = 0.812, meaning 81.2% of the variance in employee performance was explained by the three variables. The findings suggest that public agencies seeking to strengthen performance should prioritize (1) structured educational development aligned with job demands, (2) equitable access to relevant training programs supported by evaluation, and (3) organizational policies that enhance job satisfaction through work environment improvements, fair compensation perceptions, supervisory support, and clear career pathways.

Abstract

Bullying in clinical medical education has increasingly been recognized as a systemic problem that undermines learning quality, resident well-being, and ultimately patient safety. This study examines the dynamics of bullying within the Specialist Medical Education Program (PPDS), particularly Anesthesiology and Intensive Care, at the Faculty of Medicine, Sam Ratulangi University (FK Unsrat), and formulates a comprehensive management model for bullying prevention aimed at reducing residents’ risk of depression. Using a qualitative phenomenological approach, data were collected through Focus Group Discussions (FGD) and in-depth interviews with purposively selected participants, including junior residents, senior residents, and consultants. Findings indicate that bullying is often “mild” in appearance yet persistent, manifesting verbally (humiliating remarks, destructive criticism), socially (information exclusion), symbolically (non-academic errands justified as “tradition”), and administratively (unrealistic deadlines and punitive task allocations). These behaviors are normalized by a seniority culture, rigid academic traditions, and hierarchical structures, which create power imbalances and discourage reporting due to fear of retaliation and negative academic consequences. The study also reveals that existing prevention efforts remain largely normative: formal rules are not explicit about bullying, standard operating procedures (SOPs) are absent, and reporting mechanisms are unclear or distrusted. In response, this study proposes an integrated bullying prevention management model consisting of a dedicated SOP, an independent reporting and protection system, strengthened empathetic communication training, consultant mentoring development, organizational culture reorientation, and continuous monitoring and evaluation. The model positions prevention as an institutional quality assurance agenda in clinical education, linking humane supervision, ethical professionalism, and mental health safeguarding to improved learning outcomes and safer care.

Abstract

The misalignment between UKT policy and students' actual conditions has multidimensional impacts. A perceived disproportionate UKT burden not only places a financial burden on families but also creates a psychological burden that can disrupt students' concentration and the continuation of their studies. The implementation of the Single Tuition Fee (UKT) policy often triggers controversy regarding transparency and justice. This study analyzes student perceptions at Universitas Negeri Manado (UNIMA) regarding UKT implementation and its psychological impact. Using a qualitative case study approach, data were collected via in-depth interviews and source triangulation. The findings reveal a dualism in perception which are some students view UKT determination as procedurally compliant, while others rely on fee relaxation mechanisms. Key findings indicate that despite financial anxiety, students exhibit high optimism driven by trust in appeal mechanisms as a form of procedural justice. It is concluded that effective higher education financial management requires procedural flexibility to accommodate students' economic dynamics and ensure study continuity.

Abstract

Objective: This study aims to analyze the transformation of educational infrastructure management in the digital era and formulate a strategic framework integrating Total Quality Management (TQM) and Smart Asset Management to improve service effectiveness. Methods: The research utilizes a qualitative library research method. Data were collected from 40 selected academic documents, including reputable scientific journals and government regulations, published between 2020 and 2025. The data analysis employs a thematic content analysis technique to identify trends, managerial barriers, and strategic solutions relevant to the Indonesian context. Results: The study reveals that infrastructure inefficiency stems from a failure in managerial paradigms, particularly the lack of maintenance culture, rather than merely budget deficits. The integration of TQM through preventive maintenance cycles and the adoption of IoT-based inventory systems (Smart Asset Management) and virtual laboratories are identified as key strategies to extend asset lifespan and optimize operational costs. Novelty: This article offers novelty by proposing a "Smart School Asset Management" model that synthesizes physical maintenance sustainability with digital infrastructure virtualization as a comprehensive solution for the Society 5.0 era.

Abstract

Objective: This article aims to conceptually examine the management of educational support staff as a strategic component in educational governance, emphasizing the importance of competence, professionalism, and sustainable performance in ensuring the quality of academic and administrative services. Methods: This study employs a conceptual analysis approach supported by an extensive literature review of human resource management (HRM) theories, the Learning-Oriented Support System (LOSS) framework, as well as data-driven governance and service architecture models relevant to contemporary educational contexts. Results: The analysis reveals that educational support staff are no longer merely administrative implementers; rather, they have become an integral part of the learning system. Their roles contribute significantly to academic service effectiveness, strategic data management, and the strengthening of institutional learning capacity. Novelty: This article offers an integrated conceptual framework for managing educational support staff through a quality-oriented HRM approach, combining perspectives on competence, continuous learning support systems, and data-driven governance—an integration that has been largely overlooked in previous studies.

Abstract

Brand awareness is not only measured by logo recognition, but also by the qualitative associations formed in the minds of stakeholders regarding the academic image, research quality, and social value offered by the institution. Objective: This study aims to examine the use of social media in Higher Education Public Relations (PR) management to build brand awareness. Methods: The study employs a Systematic Literature Review (SLR) design of publications from 2015–2024 retrieved from Scopus, Web of Science, Google Scholar, and DOAJ. Data were analyzed using Thematic Content Analysis to identify strategies, impacts, and challenges. Results: Social media has been shown to enhance institutional visibility, brand identity, and public engagement. Platforms such as Instagram, Twitter/X, LinkedIn, and YouTube contribute differently to dimensions of brand awareness, including recognition, recall, and top-of-mind awareness. However, challenges arise in content management, digital crisis response, misinformation, and measurement limitations. Novelty: This study proposes the Smart PR-Equity Model, an integrated framework combining symmetrical communication, multiplatform strategies, and digital brand equity indicators to strengthen higher education institutional reputation sustainably.

Abstract

Objective: This study examines the management of the 2025 Higher Education Curriculum based on Outcome-Based Education (OBE), focusing on curriculum planning, implementation, and evaluation, as well as the extent to which OBE principles are integrated into academic practices. Method: A qualitative exploratory case study approach was employed. Data were collected through in-depth interviews, participatory observations, and curriculum document analysis. Data analysis followed Miles, Huberman, and Saldaña’s Interactive Model, involving data condensation, display, and verification. Results: The findings indicate that the implementation of the OBE-based 2025 Curriculum remains in a transitional stage. While the formulation of learning outcomes (CPL) aligns with OBE standards, consistency varies across programs. Constructive alignment between CPL–CPMK–RPS is not yet optimal, learning practices remain teacher-centered, and curriculum evaluation is not fully data-driven. Institutional challenges include limited lecturer readiness, weak authentic assessment, inadequate digital infrastructure, and insufficient industry collaboration Novelty: This study offers an integrated mapping of OBE-based curriculum management by combining national policy analysis with field evidence, producing a conceptual model for strengthening systemic and sustainable curriculum implementation
