Abstract

This study investigates the role of the Blue Economy in fostering economic growth in Indonesia, focusing on the sustainable management of marine resources. Marine biotechnology presents immense potential for innovation and economic growth through the development of new products and technologies. Environmentally friendly maritime transportation reduces the environmental impact of shipping, supporting broader sustainability goals. This study underscores the importance of integrating sustainable practices across various marine sectors to achieve a balance between economic growth and environmental conservation. The novelty of the study lies in its comprehensive analysis of the Blue Economy’s diverse sectors and their collective impact on Indonesia’s economy. The findings contribute to the understanding of the Blue Economy’s potential and provide valuable insights for policymakers to formulate strategies that promote sustainable development in marine sectors, ultimately benefiting the economy, society, and the environment.

Abstract

This research examines government strategies in strengthening the small industrial economy or MSMEs to enhance economic resilience. This research uses a literature study method. It uses the defense strategy theory introduced by Arthur F. Lykke, which includes the aspects of way, means, and end. The research results show that, from the ‘way’ aspect, the government, through the RPJMN 2020 - 2024, has committed to strengthening entrepreneurship and MSMEs through five priority areas: developing human resources (HR), increasing access to financial services, increasing the added value of MSME products in domestic and international markets, strengthening partnerships, and improving regulations and policies affecting MSME sustainability, some of which have not been fully implemented by the government. From the ‘means’ aspect, existing resources have not been optimally utilized by the government, such as the empowerment of human resources, which has not been optimal.

Abstract

The role of PT Pindad in the national economy is often overlooked and considered to only contribute to the defense sector. However, PT Pindad has greater potential as a locomotive of the country’s economy. The purpose of this study is to analyze the role of PT Pindad in increasing economic growth in Indonesia based on Biddle & Thomas’ role theory including Role Behavior, Role Conflict and Role Ambiguity. This research method is a qualitative description using literature review. The results showed that PT Pindad plays an important role in increasing national economic growth and other industrial sectors. There are complex dynamics in PT Pindad’s role behavior such as role conflict between business and defense missions. Role ambiguity arises due to dependence on government budgets. To achieve the independence of Indonesia’s defense industry, it is recommended that the government focus more on encouraging PT Pindad’s market expansion globally.

Abstract

Regional autonomy grants significant authority to local governments to manage regional potential and improve society’s welfare. One of the indicators of the success of regional autonomy is fiscal independence in managing regional finances. Although decentralization policies have been implemented for a long time, local governments still rely on central funding for routine and regional development expenditures. The abundance of authority granted by the central government to local governments forms the basis for local government’s decisions and actions in planning regional development and welfare through the optimization of regional original revenue (PAD). This study examines the strategic role of local governments in optimizing regional original revenue as a step toward fiscal independence. The study uses qualitative methods and descriptive techniques, applying Biddle and Thomas's role theory, which focuses on behavior, conflict, and ambiguity in roles. The results show that the role theory framework highlights the complexity of local government functions, where role conflicts and ambiguities hinder effective revenue management. Strengthening governance, improving administrative capacity, leveraging digital solutions, and enhancing public awareness are key to optimizing PAD collection. Clear role allocation and coordination among agencies are crucial to reducing dependency on central funding and ensuring sustainable regional development.

Abstract

The local government regulated environment will be affected by tourism governance. The development of poorly managed tourist facilities and the impact of tourism on important historical places that need to be preserved are issues in tourism governance. The economic benefits of tourism are often higher than the benefits to local communities. The approach used by the researchers was a literature review, which involved tracing literature sources including books, papers, scientific journals, and other print and online materials related to the topic under study. The development of the tourism sector in Indonesia has a great opportunity to strengthen the economy in the region where the tourism sector is located. The Indonesian government is improving the tourism sector by improving infrastructure, promoting tourism, and improving human resources. Through growth and good management, tourism can help the Indonesian economy by increasing regional income.

Abstract

This study examines the impact of import tariff policy on Indonesia’s economic growth over the 2010–2024 period, aiming to provide an empirical foundation for designing adaptive tariff strategies that balance efficiency and industrial protection. A quantitative explanatory approach is employed using panel data from 34 provinces. Secondary data were obtained from official open sources, including Statistics Indonesia (BPS), the Directorate General of Customs and Excise (DJBC), the World Integrated Trade Solution (WITS), and the World Bank. The analysis utilizes Fixed and Random Effect Models, with the Hausman test determining the optimal specification. The results indicate that higher import tariffs suppress Indonesia’s economic growth by increasing input costs and reducing industrial productivity. Investment and exports exhibit positive effects, while exchange rate depreciation negatively affects growth, particularly in import-dependent sectors. Notably, moderate tariffs can play a strategic role in protecting emerging industries that contribute to structural transformation and long-term competitiveness. The findings underscore the need for adaptive tariff policies lowering tariffs on raw materials and capital goods while maintaining moderate protection for strategic sectors such as manufacturing and agro-processing. Such policies can enhance productivity, attract investment, and foster sustainable growth across Indonesia’s regions. This study advances the literature by combining provincial-level panel data with a robust econometric framework to quantify the effects of tariff adjustments on economic growth. It bridges theory and policy by demonstrating how selective liberalization, grounded in endogenous growth dynamics, can optimize Indonesia’s trade strategy for sustainable and inclusive development.
