Abstract

Quality public services are an indicator of the success of governance, where the strategic role of human resource management (HR) greatly determines service performance. This study aims to analyze HR management strategies in improving public service performance at the Population and Civil Registration Office of Gowa Regency. The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The theoretical framework used refers to six HR management indicators according to Dessler, namely HR planning, recruitment and selection, training and development, performance appraisal, compensation, and employment relations. The results of the study show that the HR management strategy in this agency has not been fully integrated strategically. Planning is not competency-based, the recruitment process for non-ASN personnel is less transparent, training is still limited, performance appraisals are administrative, compensation is not performance-based, and employment relations are still hierarchical. In conclusion, the success of improving public services is greatly influenced by an effective HR management strategy, so it is necessary to strengthen all aspects of human resource management in a comprehensive and sustainable manner

Abstract

Globalization and the development of information technology require government agencies to improve public services as a whole so that people expect satisfactory service according to their rights as citizens. This study aims to analyze the influence of the quantity of human resources on the quality of service at the Tamalanrea District Office, Makassar City. The method used is a quantitative approach with data collection techniques in the form of questionnaire distribution, observation, and documentation. The study population was 59 employees with a sample of 51 respondents based on the Krejcie and Morgan tables. The data was analyzed using descriptive and inferential statistics processed with the help of SPSS and Microsoft Excel software. The findings of this study reveal that (1) the quantity of human resources is in the sufficient category, (2) the quality of service is in the good category, and (3) there is a significant influence between the quantity of human resources on the quality of service with a significance value of 0.000 with a Pearson Product Moment correlation of 0.525, which shows a moderate relationship (relative relation) between the quantity of human resources and the quality of service. The t-test results, with a magnitude of 4.315 greater than tcount > ttable 2.010, validate this finding, leading to its acceptance. The hypothesis indicates a significant influence between the quantity of human resources and the quality of service. The magnitude of the influence only reached 27.5% based on the value of the determination coefficient (R²), while the rest was influenced by other factors that were not specifically explained in this study.

Abstract

This study aims to find out the character formation strategy of students of the Department of Office Administration of the Makassar National Vocational School. Character formation in the Vocational High School (SMK) environment is very important, especially in preparing students to not only have technical skills but also strong moral and social values. Characters such as discipline, responsibility, and cooperation are the main foundations in dealing with the world of work and community life in general. In the world of vocational education, character formation often receives less attention than the mastery of technical skills, even though the two should be balanced. This study uses a qualitative descriptive approach. Data collection techniques are carried out through observation, in-depth interviews, and documentation. The informants consist of educators, students, and school management. The data was analyzed using the interactive model of Miles, Huberman, and Saldana and combined with SWOT analysis to formulate a character-strengthening strategy. The results showed that most students demonstrated good responsibility, discipline, and cooperation, although there were still several challenges such as low intrinsic motivation, the influence of the outside environment, and inconsistencies in the application of character values. The strategies implemented by the school include an exemplary teacher approach, project-based learning, extracurricular activities, and strengthening the role of parents and BK teachers. The recommendations from these results emphasize the importance of implementing holistic learning methods, strengthening a positive school climate, and increasing the capacity of educators in guiding students' character. Character building is not an instant process but requires continuity, for example, and synergy between schools, families, and communities. With the right strategy, vocational school students are expected to be not only technically competent but also ethically and socially superior. This study offers a distinct contribution to the existing literature by highlighting how character-building strategies in vocational schools operate through a combination of classroom learning, extracurricular activities, and teacher modeling.

Abstract

The village revenue and expenditure budget is prepared to manage village finances in a transparent and accountable manner to improve community welfare. This study aims to evaluate the management of the village revenue and expenditure budget in Corawali Village, Sidenreng Rappang Regency, from the perspective of transparency and accountability. Using a qualitative descriptive approach, data was obtained from village officials, members of the village consultative body, and the community through in-depth interviews, participatory observations, and document studies. Data analysis techniques include data reduction, presentation, and qualitative verification. The research focuses on four main aspects: planning, implementation, reporting, and accountability. The results indicate that the management of the village revenue and expenditure budget has gone quite well with the community's involvement in village deliberations and program implementation. However, participation is uneven because of a limited understanding of technical information. Reporting is carried out routinely through the Siskeudes application, although it has not been fully socialized effectively. Accountability is carried out openly through village forums and information media, but the presentation of information still needs to be simplified, and human resources a

Abstract

This study examines the implementation of the Internal Quality Assurance System (Sistem Penjaminan Mutu Internal; SPMI) as a public policy instrument in the management of vocational education across five vocational high schools in Makassar, Indonesia. The analysis focuses on how the PPEPP cycle (Penetapan, Perencanaan, Pelaksanaan, Evaluasi, Pengendalian, dan Peningkatan; Determination, Planning, Implementation, Evaluation, Control, and Improvement) is carried out in practice, how organizational capacity affects the consistency of quality assurance, and how school actors contribute to the development of a quality culture. A qualitative research design was employed, using in depth interviews, observation, and document analysis as the primary sources of data. The findings reveal notable variation in the degree of SPMI internalization. While all schools have formally adopted the system, its effectiveness is shaped by human resource readiness, infrastructure availability, and managerial stability. Teachers hold a central role in sustaining learning quality, whereas administrative staff support the documentation and reporting of PPEPP processes. The involvement of school committees and industry partners strengthens accountability and aligns vocational learning with workforce needs. Despite these strengths, several challenges persist, including limited practical facilities and heavy administrative workloads that hinder the continuity of quality assurance activities The study concludes that SPMI functions not only as a technical mechanism but also as an integral component of public policy that requires institutional support, continuous professional development, and a sustained culture of quality at the school level. These findings suggest that improving the quality of vocational education calls for an integrated, collaborative, and data informed approach to managerial decision making.

Abstract

Product innovation is one of the important strategies in increasing the competitiveness of Small and Medium Enterprises (SMEs) in the midst of increasingly fierce global competition. This study aims to analyze the role of product innovation in increasing the competitiveness of handicraft SMEs in Makassar City. The research method used is a qualitative approach with in-depth interview techniques and observations of 15 handicraft SMEs. The data obtained were analyzed using thematic methods to identify patterns and key findings. The results of the study show that product innovation, especially those that combine traditional design elements with modern styles, is able to increase the added value of products in the local and international markets. In addition, the use of environmentally friendly raw materials provides a significant competitive advantage, in line with the increasing demand for sustainable products. The implementation of digital technology, such as social media and e-commerce, also helps SMEs in marketing products more widely and efficiently. However, there are obstacles in the implementation of innovation, such as limited capital, low human resource skills, and low awareness of local consumers towards innovative products. This research emphasizes the importance of product innovation in building the competitiveness of SMEs, as well as providing recommendations for increasing government and private sector support in overcoming existing challenges. This finding is expected to be a reference in the development of SME product innovation strategies in the future.
