Abstract

Land has a very important role important in human life, because land is always closely related to the scope of everyday society, whether it is used for housing, farming, or conducting business activities. The existence of land has a dual function, namely as a capital asset and social asset. Therefore, to provide comfort and security to the owners and rulers of a field of land, legal land registration is very important to be carried out by the community. Thus, to make it easier for the community to obtain legal certainty, the ATR / BPN (Agrarian and Spatial Planning / National Land Agency) Institution established a program called Complete Systematic Land Registration (PTSL) which is carried out simultaneously throughout Indonesia. This study will discuss how the implementation of the Complete Systematic Land Registration Program (PTSL) in 4 (four) Ex-Residency Besuki Districts. By using an empirical juridical approach to study the applicable legal provisions and what happens in the reality of society, then it is analyzed using SWOT analysis and the effectiveness theory approach according to Soerjono Soekanto, who argues that the effectiveness of a law is determined by 5 factors, namely, law enforcers (those who apply the law) means and facilities that support law enforcement, society, and community culture. Data collection techniques used interviews and documentation. The results showed that the implementation of PTSL in 4 (four) Districts of the Former Residency of Besuki was effective in terms of law factors and facilities and infrastructure that support law enforcement. The implementation of PTSL in 4 (four) Ex-Besuki Districts was less effective in terms of Law Enforcement Factors, Community Factors, and Cultural Factors.

Abstract

Each country pursues a different foreign policy to overcome the spread of COVID-19. For example, The United States recruit medical staff from overseas, and exporting medical equipment is prohibited in Germany and China. Due to those policies, developing and poor countries have difficulty accessing medical equipment and medical doctors from other countries. In the middle of that situation, Cuba implemented a controversial foreign policy of sending its medical personnel and pharmaceuticals to other countries for free. Cuba faces a similar issue, a large number of COVID-19 patients in the country as well as economic challenges as a result of the US economic embargo. Using theories of health diplomacy, cultivated spill-over, and the concept of symbolic capital, this study argues that the purpose of Cuba's foreign policy of sending its medical personnel overseas is for recognition. International recognition is significant for Cuba as international recognition would encourage other countries to collaborate in the health sector or other sectors with Cuba. Furthermore, Cuba's foreign policy is projected to inspire compassion for countries throughout the world in international forums, which can assist Cuba in resolving international issues, particularly the US economic embargo.

Abstract

This article is entitled "The Authority of the Samarinda City Government in Giving Permits to Open State Land(Study on Samarinda City Regional Regulation Number 2 of 2019 concerning Land Clearing Permits (IMTN) in Samarinda City)" with 2 (two) main issues, namely: (1) Who has the authority to grant permits to open State land according to positive law in Indonesia? (2) How is the existence of the Regional Regulation of the City of Samarinda Number 2 of 2019 concerning Permits to Open State Land (IMTN) in the City of Samarinda. This research is a type of legal research with a normative juridical research method. Besides, this research uses a statutory research approach and a conceptual approach. The results of this article research indicate that substantially the existence of Regional Regulation Number 2 of 2019 concerning Permits to Open State Land violates the concept of authority for the regions. One of them is as referred to in Regional Regulation Number 2 of 2019 concerning Permits to Open State Land where there are 3 parties authorized in issuing permits, namely the Camat, Regional Secretary and Mayor, which violates the provisions in technical regulations, namely Decree of the Head of BPN Number 2 of 2003 concerning Norms and Standard Mechanisms for the Management of Government Authorities in the Land Sector Implemented by District/City Governments that granting permits to clear land is the authority of the Regent/Mayor. As a permit, the government carries out a control function over activities carried out by the community so that they are in accordance with the provisions of the applicable laws and regulations, one of which is clearing land. The conclusion from the author is that the Central Government is the authorized party in granting permits to open state land. This can be seen in the substance of TAP MPR No. IX of 2001 which then issued Presidential Decree No. 34 of 2003 concerning National Policy in the Land Sector, and Decree of the Head of BPN No. 2 of 2003 concerning Norms and Standards of Mechanisms for the Management of Government Authority in the Land Sector Implemented by District/City Government.

Abstract

Development of a standard instrument for assessing performance in singing folk songs with the help of android is a development research with four problem formulations.The research method uses a research and development whose steps are adapted from the addie model.  The results of the study resulted in a teacher's guide book and an android application containing standard instruments for assessing singing performance with the help of android, namely 1) the results of the needs analysis obtained by the standard instrument for assessing the performance of singing folk songs did not meet the requirements of validity, reliability, and practicality, 2) instrument validation was carried out by 4 validators, the instrument is worthy of testing with revisions, 3) reliability is analyzed using the analysis of intraclass correlation coefficients (correlation coefficients) intraclass . ) has a score of 0.826. Large-scale trials were carried out in two schools, namely SMP Negeri 9 Teluk Keramat with an 0.891 (SMPNegeri 5 Pontianak an average measure of 0.979 (very high). 4) instrument construct validation was analyzed using comparative analysis with one-way ANOVA it was obtained that the value of kmo > 0.5, i.e. 0.78 was declared valid. 5) The practicality of the instrument was analyzed by means of a questionnaire, it was obtained that the score interval had the lowest practicality value of 48 and the highest 80 of 20 teacher respondents and was declared practical. The conclusions of the development research carried out resulted in a teacher's guide book and an android application containing standard instruments for assessing performance in singing folk songs with the help of android. Teachers can use teacher manuals and applications in classroom learning when conducting learning evaluation activities.
