Abstract

Purpose: This study aims to examine the effects of leadership and Total Quality Management (TQM) on employee performance, with motivation as a mediating variable, at the Regional Drinking Water Company (Perumda Air Minum) in Makassar City. Research Method: This research employed a quantitative causal-explanatory approach. The population consisted of 163 permanent employees, and a census sampling technique was applied, in which all employees were selected as respondents. Data were collected via questionnaires and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. Results and Discussion: The findings indicate that leadership has a positive and significant effect on employee performance and employee motivation. TQM also positively and significantly affects employee performance and motivation. Furthermore, motivation has a significant positive effect on employee performance. Motivation was shown to mediate the relationships between leadership and performance, as well as between TQM and performance. These results suggest that effective leadership practices and the consistent implementation of TQM can improve employee motivation, ultimately enhancing organizational performance. Implications: The organization should strengthen leadership, improve employee engagement, maintain continuous quality improvement, and develop motivational strategies such as rewards, recognition, and career development programs. These actions are expected to enhance employee productivity and service quality.

Abstract

Bureaucratic reform has become a central agenda in public administration, yet implementation outcomes remain uneven, especially in decentralized systems where local governments translate national reform mandates into practice. This article examines how institutional constraints shape bureaucratic reform implementation in Konawe Selatan Regency, Indonesia. Using a qualitative evaluative case study, the analysis draws on documentary evidence from the assessment of the 2015–2019 reform cycle and the formulation of the 2020–2024 bureaucratic reform roadmap, complemented by five semistructured interviews with anonymized key informants (I1–I5) involved in reform coordination, human resource management, performance monitoring, and policy advisory functions. Findings indicate that reform underperformance is driven less by the absence of policy than by interconnected institutional misalignment across four dimensions. Regulative constraints emerged through policy incoherence and limited operational guidance, producing interpretive variation and compliance-driven implementation. Structural constraints reflected fragmented reform machinery and discontinuous coordination, weakening sustainability across staffing changes. Capacity constraints involved limited competence in performance-based management and uneven technological readiness, contributing to the persistence of procedural routines. Political constraints were evident in weak reform ownership and limited leadership innovation, allowing reform to remain a routine administrative agenda rather than a strategic governance priority. The study contributes by reframing local bureaucratic reform failure as an institutional alignment problem rather than a managerial deficiency. Practically, it suggests that local governments should govern reform as a sequenced institutional alignment strategy—strengthening roadmap intelligibility, institutionalizing coordination, prioritizing capability-building, and sustaining political ownership to shift reform from symbolic compliance toward durable governance improvement.

Abstract

Batubara merupakan salah satu sumber energi utama yang banyak digunakan pada sektor industri dan pembangkit listrik karena memiliki nilai kalor tinggi dan ketersediaan yang melimpah. Permasalahan dalam penelitian ini adalah bagaimana mutu batubara sebagai bahan bakar berdasarkan karakteristik abu, densitas relatif, dan kandungan logam berat. Penelitian ini bertujuan untuk menganalisis mutu batubara berdasarkan parameter tersebut. Metode penelitian dilakukan melalui pengambilan sampel batubara dari empat lokasi berbeda, kemudian dilakukan preparasi sampel berupa pengeringan, penghancuran, dan pengayakan. Analisis meliputi pengujian densitas relatif, karakteristik abu dan Ash Fusion Temperature (AFT) serta kandungan logam berat menggunakan metode Atomic Absorption Spectrophotometer (AAS). Hasil penelitian menunjukkan bahwa densitas relatif batubara berada pada kisaran 1,28–1,42 yang masih memenuhi standar sebagai bahan bakar. Karakteristik abu menunjukkan variasi komposisi, di mana Lokasi B memiliki kualitas terbaik dengan kandungan SiO₂ tinggi (45,60%) dan ketahanan terhadap slagging yang baik, sedangkan Lokasi C memiliki kualitas terendah dengan nilai AFT rendah (1140°C) serta kandungan alkali dan SO₃ yang tinggi. Kandungan logam berat berupa arsenik (1,51–1,76 ppm) dan merkuri (0,02–0,03 ppm) masih berada di bawah baku mutu lingkungan. Secara keseluruhan, seluruh sampel batubara layak digunakan sebagai bahan bakar namun perbedaan karakteristik abu mempengaruhi performa pembakaran dan potensi dampak lingkungan.

Abstract

This study examines the effect of knowledge sharing and Organizational Citizenship Behavior (OCB) on employee performance with innovative behavior as a mediating variable at UPT Asrama Haji Makassar. Using a quantitative explanatory approach, data were collected through structured questionnaires distributed to 125 employees and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The research gap lies in the limited number of studies that examine the relationship between knowledge sharing, OCB, innovative behavior, and employee performance in public sector organizations, particularly in institutions with bureaucratic characteristics and seasonal workloads such as UPT Asrama Haji. The results show that: (1) knowledge sharing has a positive and significant effect on employee performance, (2) knowledge sharing significantly affects innovative behavior, (3) OCB does not significantly affect performance, (4) OCB positively affects innovative behavior, (5) innovative behavior significantly influences employee performance, (6) innovative behavior mediates the effect of knowledge sharing on performance, and (7) innovative behavior mediates the effect of OCB.

Abstract

Open Journal System (OJS) merupakan suatu manajemen jurnal online berbasis web yang dikembangkan oleh PKP. OJS memudahkan pengelolaan penerbitan jurnal secara online mulai dari penerimaan naskah dari penulis, distribusi naskah, pemeriksaan naskah, penyuntingan naskah hingga penerbitan jurnal. Banyak mahasiswa utamanya di kalangan S1 yang belum memahami bagaimana mempublikasikan karyanya dengan baik dan benar. Untuk itu diperlukan suatu pelatihan terintegrasi untuk memperkenalkan bagaimana cara mencari jurnal ilmiah bukan predator dalam proses publikasi karya ilmiah mereka Pelatihan ini dilaksanakan untuk membimbing mahasiswa dalam pemilihan jurnal sebagai sarana publikasi karyanya sebagai syarat kelulusan. Kewajiban publikasi bagi mahasiswa sangat penting untuk mencegah pelanggaran integritas akademik .Tujuan dari pengabdian ini adalah memberikan pelatihan cara penggunaan fitur-fitur Open Journal System (OJS) mulai dari proses pendaftaran sampai submit artikel, memberikan bekal teknik-teknik kepada peserta pelatihan cara menyesuaikan artikel dengan panduan penulisan atau template jurnal publisher yang meningkatkan kualitas penulisan dan jumlah publikasi artikel ilmiah bagi mahasiswa.
