Abstract

The purpose of this study was to understand and describe the Implementation of theCorporate Social Responsibility(CSR) Policy for the Community Development Program at PTPN IV Nagori Bah Butong II Tea Plantation and Factory with a focus on the implementation of the Community Development program and the constraints that limit it. The results of the study indicate that the implementation of the CSR policy for the Community Development Program by PTPN IV Kebun and Tea Factory was first implemented in 1996. The implementation of the CSR policy for the Community Development program implemented by PTPN IV Kebun and Tea Factory is considered ineffective. This is because the CSR for the community development program implemented in Nagori Bah Butong II is considered not to have been running consistently and has not had a long-term positive impact. The effectiveness of the implementation of the CSR community development program is hampered by a number of factors in Van Meter and Van Horn's "a model of the policy implementation", including the lack of coordination and communication between PTPN IV and institutions and stakeholders. The large number of proposals received by the company makes PTPN IV implement the most priority programs first while still measuring the resources it has. This study recommends that PTPN IV Tea Plantation and Factory increase resources, both budget and human resources who have expertise in providing training and education, strengthening coordination between sectors, and compliance of implementers with applicable policies.

Abstract

The Structural Position Mutation System for Sub-district Heads within the Bireuen Regency Government is not based on educational background and competence in its implementation. Unfortunately, there has been a neglect of Law Number 23 of 2014 concerning Regional Government. This study aims to describe the structural job mutation system of sub-district heads in the Bireuen Regency Government using three bases, namely the Merit System, Seniority System and Spoil System, and to analyze the inhibiting factors for structural job mutations of sub-district heads in Bireuen Regency including budget limitations, lack of human resources who master technical knowledge of government and bureaucratic culture. Qualitative methods with a descriptive approach have been used in this study. Researchers used observation, interviews, and documentation to answer two research objectives. The results of this study found that the implementation of the Merit System foundation has not been fully optimal, the Seniority System runs by prioritizing work period and work experience but not for age, the Spoil System can still provide gaps for politicization. The obstacles to its implementation are budget limitations, lack of human resources who master technical knowledge of government and bureaucratic culture. This study suggests that the Bireuen Regency government optimizes the performance assessment team in making mutation decisions using the Merit System, Seniority System and Spoil System foundations and optimizes the budget for the competence of prospective sub-district heads.

Abstract

The problem in this study is the suboptimal empowerment of female melinjo emping artisans in Gampong Kandang, Kembang Tanjong District, Pidie Regency, which is characterized by limited access to capital, the use of traditional production technology, and marketing that is still dependent on collectors, resulting in low welfare improvements for female artisans. The focus of this study is directed at the empowerment of female melinjo emping artisans based on Hasdiansyah's community empowerment theory which includes the dimensions of education and training, access to capital, infrastructure, and entrepreneurship promotion, as well as obstacles faced in the empowerment process. This study aims to analyze the empowerment of female melinjo emping artisans in improving welfare and identify obstacles faced in its implementation. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation, with informants consisting of village government officials, related agencies, community leaders, and female artisans. The results of the study indicate that the empowerment of female melinjo emping artisans has been ongoing but is not optimal, which is characterized by unsustainable training and guidance, limited access to capital, inadequate production facilities, and product marketing that has not developed due to limited use of information technology. Key obstacles include limited knowledge, dominant domestic roles, low institutional participation, and unequal economic access. Therefore, women's empowerment requires a structured, planned, and sustainable approach through government support in providing access to capital, advanced training, strengthening business group institutions, and enhancing digital marketing to increase economic independence and family well-being.
