Abstract

Abstract

This study examines the effectiveness of e-government implementation in improving public service quality in Makassar City Government. The rapid development of information technology has prompted local governments to adopt e-government systems, yet their effectiveness in enhancing public service delivery requires comprehensive evaluation. This research employs a mixed-method approach, combining qualitative and quantitative data collection through interviews with government officials, surveys of 200 citizens, and direct observation of e-government services. The findings reveal that Makassar's e-government initiatives have significantly improved service delivery efficiency, with 75% of users reporting increased satisfaction in public services. However, challenges persist, including digital literacy gaps among citizens and occasional technical infrastructure issues. The study identifies key success factors such as strong leadership commitment, adequate IT infrastructure, and regular system updates. These findings contribute to the growing knowledge on e-government implementation in developing regions and provide practical recommendations for local governments seeking to enhance their digital service delivery systems.

The research subjects were 29 students and 1 teacher/counsellor. This study's data collection methods use questionnaires, tests and interview guidelines. The data collection instrument uses a questionnaire sheet. Data analysis techniques using qualitative and quantitative descriptive analysis. The research results are that the developed media is validated by media experts and material experts, with the validation results obtained an average score of 3.4 (very valid) and an average score of 3.7 (very valid) by media experts. E-Counselling guidance through field tests meets very practical criteria. Abstract

Unemployment is one of the development issues that arise as a result of the labor force growing faster than employment. Although the number of unemployed peoplein East Kalimantan Province has decreased, it is still quite high. The purpose of this studyis to estimate the direction and magnitude of the impact of human capital spending or expenditure on the Open Unemployment Rate in East Kalimantan Province from 2018 to 2020 using panel data regression with the Random Effects Model (REM) approach and the chain rule method. According to the findings of this study, education expenditure has a positive effect on average length of schooling (RLS), and health expenditure has a positive effect on life expectancy (UHH). The average length of schooling has a positive effect on the open unemployment rate in East Kalimantan province, while life expectancyhas no effect. Thus, mathematically, education expenditure has a positive effect on the open unemployment rate, proving the existence of a chain rule. Meanwhile, health expenditure has no effect on the Open Unemployment Rate, indicating that the chain ruleis invalid. The government is expected to be able to evaluate how the education and healthexpenditure budgets are being used in order to create superior human resources that are tailored to the needs of each region in East Kalimantan Province.

Abstract

Environmental quality is one of the topics that is widely discussed. The environmental quality degradation such as increasing greenhouse gases will induce climate change that will affect many sectors. This study aims to estimate the determinants of environmental quality in 33 provinces in Indonesia from 2016 to 2022. The data was generated from Ministry of Environment and Forestry and Statistics Indonesia. Many studies observe the determinant of environmental quality or its relationship with economy and population. However, the results are still varied.  This study fills the gap by utilizing the Environmental Quality Index (EQI) as the proxy of environmental quality while most studies in Indonesia use CO2. Economic growth, human development index, population density, and forest coverage are treated as independent variable. This study employs the Fixed-Effects model in estimating the data. The results revealed that the human development index positively and significantly affects the environmental quality index. Meanwhile, it is found that population density affects The Environmental Quality Index (EQI) negatively. Policymakers can construct policies in sustainable development such as building more extensive green space, restricting land use, and increasing human development to keep the environmental quality better.
