Abstract

Growth in the agricultural sector in Riau Province slowed from year to year so it needs the appropriate fiscal mechanisms. This research aims to analyze the factors affecting fiscal revenues and expenditures in the agricultural sector in the province of Riau, analyzing the impact of changes in fiscal revenues and expenditures on the performance of the agricultural sector in the province of Riau, and formulate appropriate fiscal policy conducted in the province of Riau. Econometric analysis carried out by the simultaneous equation estimation methods Two Stage Least Squares (2SLS). The results showed that (1) factors affecting fiscal revenues and expenditures is the GDP, revenue, expenditure economic sectors, the total reception area, population, population density, and the rest of the budget of the previous year with a positive impact, as well as the total regional spending and DAU with negative effects, (2) Changes in fiscal policy positive impact on the agricultural sector, especially food crops, (3) fiscal policy is appropriate to increase the performance of the agricultural sector Riau Province is the increase in spending agricultural sector 10% to the GDP agriculture increased 0.67% and agriculture increased labor absorption 0.16%.

Abstract

This study aimed to analyze the food consumption pattern of households by income level and education, to analyze the factors affecting the dominant staple food consumption expenditure of households, and to analyze the response of trees to food expenditure dominant factors that influence it. For research purposes constructed model Almost Ideal Demand System (AIDS), with Seemingly Unrelated Regression (SUR) method. The food commodities included in the model comprised of seven primary commodities. rice and sago, milk, beef and chicken, salt, sugar, cooking oil, as well as vegetables and fruits. The results showed that at a higher level of income, the proportion of food expenditure to others tends to decrease. The higher the housewives education’s level, the higher the consumption of dairy, beef and chicken, vegetables and fruits, while the consumption of rice and sago, sugar, and cooking oil tends to decline. Most of the parameter estimates of commodity prices and household income level of dominant influence consumption for each commodity group. Price's elasticity of all commodities tends to be negative and not responsive to the price changes. Similarly, cross elasticities showed the consumption expenditure of each commodity is not responsive to changes in other commodity prices. However, according to its income elasticity, four commodities (beef and chicken, as well as vegetables and fruits), are responsive to changes in income. From these findings, it can be stated that the policies related to the efforts to increase revenues performed better than price control policy. The efforts to improve household income is important to increase consumption, particularly the consumption of beef and chicken, as well as vegetables and fruits.

Abstract

Kampar regency is one of the districts in Riau province which contributes significantly to the economy in Riau Province, especially in the agricultural sector in the plantation sector. Rubber is a leading commodity in the plantation subsector that continues to be the government's attention to develop. Rubber plantations have important roles and positions, both economically, socially, absorbing labor and ecological roles. Plantation is also a source of prosperity, progress, independence, and pride of Kampar district government. Plantation management at present still relies on and relies on the abundance of human resources are relatively cheap. Efficiency, productivity, quality, sustainability are still low. Rubber farmers are generally less aware of how to use efficient production factors to obtain high rubber yields. The accuracy of the use of production inputs is important for farmers to achieve production efficiency levels both technically, allocatively and economically. This study aims to analyze the efficiency of rubber production in Kampar regency by building multiple linear regression model and production efficiency analysis. The results showed that the dominant factors affecting rubber production in Kampar Regency were number of plants, plant age, number of labor and investment. The factors of production are the number of plants, and the amount of labor is not technically efficient, allocative, and economical. The use of fertilizers tends to be technically and economically efficient, but alocatively inefficient. In order to obtain optimal production, this study recommends the need for rejuvenation of old or damaged rubber plants using superior seeds and maintained in accordance with the standards of rubber cultivation techniques. The efficient use of labor can be achieved by applying a rubber tapping system appropriately tailored to the conditions of the plant and the price of rubber. In addition, the use of balanced fertilizers (elements N, P, and K) in accordance with the recommended should be applied. Meanwhile, considering the fluctuating rubber prices and tend to vary between farmers, government intervention is required by applying a fair rubber auction market. Besides, there is an effort from farmers to maintain the quality of processed rubber

Abstract

Indonesia is one of the largest producing and exporting countries for nutmeg commodities in the world market. Indonesia as a nutmeg exporting country is a country that imports nutmeg products. Nutmeg is one of Indonesia's leading spice export commodities on the world market. Based on the description in general, this study aims to analyze the competitiveness of Indonesian nutmeg in the world market. Specifically, this study aims to analyze the export position of nutmeg and the competitiveness of Indonesian nutmeg in the international market. The power used in this study is secondary time series data from 2007-2016. To answer the research objectives, it was analyzed using the Trade Specialization Index (ISP), Revealed Comparative Advantage (RCA) and Constant Market Share (CMS). Based on the results of the study indicate that for the position of Indonesian nutmeg exports on the world market, the average value of Indonesian ISPs on the world market from 2007-2016 was 0.988. This value indicates that the position or stage of Indonesian nutmeg export is at the maturity stage with an indicator value (0.81-1.00). Furthermore, the competitiveness of the results of the average Indonesian nutmeg RCA value on the international market which is calculated from 2007-2016 reached 19,554 because the value of Indonesian nutmeg RCA is greater than one, so Indonesia has a strong competitiveness in the export of nutmeg in the world and tends to be a country exporter rather than importer. For the CMS value of Indonesian nutmegs in the last five years period is negative on the standard growth, composition effects, and market distribution effects but the positive value on the effect of competitiveness.

Abstract

ABSTRACT The purpose of this study was to determine the development of Indonesia's natural rubber exports. The data used are Time Series data from 1996-2016 obtained from various sources such as International Trade Statistics, FAO, United Nation Commodity Trade Statistics and BPS. The research data were analyzed using descriptive analysis. The results showed that the development of Indonesia's natural rubber export volume was increasing, although it fluctuated but still grew positively by 3.34 percent. This increase has an impact on increasing the value of its exports, even the increase is greater than the increase in volume. Over the past 21 years the value of Indonesia's natural rubber exports grew by 9.95 percent. Keywords: Development, Natural Rubber, Exports.

Abstract

ABSTRACT Indonesia is a country that has a level high enough fish production annually, submitted by the Minister of Fisheries and Maritime Affairs that Indonesia provides enough supply of fish to foreign countries. Indonesia was ranked second in the fish exporting country in the world after China. Based on the description in general, this study aims to: Analyze the competitiveness of enlargement catfish. As for the specifics, this study aims to 1) analyze know the characteristics of the farmers, 2) analyze the competitiveness of the business of enlarging catfish, 3) to analyze the impact of government policies on output and input in the business of enlarging catfish. This study is a survey in RumbaiPesisir sub-district Pekanbaru City with a sample size of 15 respondents. To answer the research objectives are analyzed descriptive statistics and analysis Policy Analysis Matrix (PAM). Based on the results of the research shows that the First: characteristics of the average farmer 41 years of age, low education, a farming experience of 8 years, an average of 0.19 hectares of land ownership. and the average number of family members of three people. Second: Enterprise's enlargement catfish in RumbaiPesisir sub-district Pekanbaru City on small investors have a competitive advantage which is characterized by catfish PCR <1 of 0.55 and a high comparative advantages characterized by DRCR <1 0.37. Third: government policy towards input subsidy in the form of tradable production facilities give benefits to business of enlarging catfish farmers RumbaiPesisir sub-district Pekanbaru City on the small investor farmers.
