Abstract

Private lecturers in Indonesia play a crucial role in higher education; however, they face significant welfare issues, particularly concerning salaries that often fall below the Regional Minimum Wage (UMK). This study aims to identify the challenges faced by private lecturers in West Java related to inadequate salaries and offer recommendations for improvement. Using a qualitative research approach, the study interviews private lecturers and analyzes employment agreements from several private universities. It also examines relevant laws and regulations, including Law Number 14 of 2005 on Teachers and Lecturers, Government Regulation Number 37 of 2009 on Lecturers, Law Number 30 of 2014 on Government Administration, and Law Number 13 of 2003 on Manpower. The findings reveal that, despite formal employment agreements, many lecturers earn less than the UMK, negatively impacting their welfare. Contributing factors include a lengthy certification process, inadequate social security, and the lack of academic ranks for many permanent lecturers. Many private lecturers are not registered with the social security program (BPJS). This study concludes that salaries below the UMK create injustice and undermine the teaching profession. Strengthening employment contracts, clarifying rights and obligations, and raising awareness about lecturers' rights are essential for improving their welfare.

Abstract

This study aims to analyze how the state regulates the administration of unregistered marriages (nikah sirri) in Muslim minority communities in Jayapura City, with a focus on the practice of mass weddings organized to facilitate the registration of marriages. Unregistered marriages, which are not recorded by the state, are still found among Muslim minorities in Jayapura. Factors influencing the practice of unregistered marriages include economic limitations, lack of awareness about administrative procedures, and difficulty in accessing official marriage registration services. To address these issues, the Jayapura City government, through the Religious Affairs Office (KUA), the Religious Court (PA), and the Directorate General of Population and Civil Registration (DUKCAPIL), has initiated a mass wedding program aimed at simplifying the legalization process for couples who have not yet registered their marriages. This research uses a qualitative approach with interviews and observations of couples participating in the mass wedding program. The findings indicate that this program is effective in raising public awareness about the importance of marriage registration. However, challenges remain in terms of legal understanding and the readiness of couples to comply with the applicable administrative procedures. The study suggests the need for increased education about the importance of marriage administration and strengthening access to marriage registration services to reduce the practice of unregistered marriages. With the mass wedding program, it is hoped that all marriages in Jayapura City can be legally registered according to state law, providing optimal legal protection for married couples

Abstract

The use of verbal units in textbooks will be mapped out. Although textbooks are considered an essential source of information, aspects such as language that can stimulate student engagement, project-based tasks that support collaboration, and reflection and discussion in improving critical thinking skills should be considered. This study aims to identify the potential of Indonesian language textbooks to stimulate students' learning activities. The research method used is a qualitative approach with a case study method. The research sample was selected purposively, namely one Indonesian language textbook used in one of the secondary schools. Data were collected through observation, interviews, literature study, and document analysis. The instruments used were interviews and observation sheets. The results showed that textbooks can be an effective stimulus in stimulating students' learning activities. Textbooks can stimulate student activity by presenting exciting material, encouraging reflection and discussion, and providing project-based tasks. The selection of textbooks that suit learning needs is also essential. The compatibility between textbooks and students' level of thinking will facilitate students' understanding of the material and achieve learning objectives. Overall, Indonesian language textbooks have great potential to improve students' learning activities. Appropriate use of textbooks can motivate students, broaden their participation, and enhance learning achievement.

Abstract

The problem of annual periodic flooding that occurs in Mayong – Bakalan, Jepara Regency disrupts the flow of local traffic so that it hampers the speed of vehicles. Then this study aims to determine the ability of drainage in draining wastewater discharge, to determine the capacity of drainage, and provide solutions to these problems. This study previously reviewed the condition of the existing canal first, by collecting primary and secondary data and then analyzed it using HEC – RAS 5.0.7 software. With hydrological analysis using the HEC-RAS 5.0.7 software, it will be easier to plan a drainage again with a simulation of channel conditions. In the calculation analysis using the Pearson III log distribution because the value of Cs < 1 from this method, the rainfall for 2 years = 291,071 mm, 5 years = 254,813 mm, 10 years = 394.457 mm, 25 years = 443.608 mm. From the results of this study, the planned flood discharge for Q 2019 is 57.84 m3/s, Q 2021 is 64.10 m3/s, Q 2024 is 69.52 m3/s, and Q 2029 is 74.79 m3/s. while the HEC – RAS 5.07 software produces an average channel discharge of Q 2.44 m3/s where Q Discharge > Q Channel, it is stated that the Q channel does not meet the requirements to drain flood discharge so that runoff occurs. For this reason, it is planned for a 10-year scale using a U-ditch with dimensions b = 1 m and h = 1 m with a manning roughness of 0.014 and a channel slope of 2.75%, from the results of the analysis using HEC-RAS 5.0.7 software so that it meets the requirements and safe to accommodate flood discharge.

Abstract

Artikel ini bertujuan mengeksplorasi potensi buku teks dalam pengembangan kompetensi siswa, dengan fokus pada ketepatan penyusunan materi untuk pencapaian tujuan pembelajaran. Metode penelitian yang digunakan adalah analisis isi terhadap buku teks dari berbagai mata pelajaran dan tingkat pendidikan. Analisis isi dilakukan untuk menilai kesesuaian materi dengan standar kurikulum dan kebutuhan siswa. Hasil penelitian menunjukkan bahwa buku teks yang disusun dengan ketepatan tinggi, dalam hal relevansi dan keterhubungan materi, secara signifikan berkontribusi pada pencapaian tujuan pembelajaran. Buku teks yang baik dapat memfasilitasi pemahaman dan aplikasi pengetahuan oleh siswa, sementara buku teks yang kurang sesuai dapat menghambat proses pembelajaran dan pencapaian kompetensi. Implikasi dari penelitian ini adalah perlunya revisi dan pembaruan buku teks secara berkala untuk memastikan kesesuaian materi dengan perkembangan kurikulum dan kebutuhan kompetensi siswa. Penelitian ini merekomendasikan agar pembuat buku teks dan pembuat kebijakan pendidikan memperhatikan ketepatan penyusunan materi dalam buku teks sebagai strategi untuk meningkatkan kualitas pendidikan dan pencapaian tujuan pembelajaran.

Abstract

Integrated Primary Education (TK Kusuma Mulia) is a basic education activity that is organized by, for, and with the assistance of primary education officers. Therefore, TK Kusuma Mulia is a community-driven initiative in the field of basic education, with the village head as the responsible party. A.A. Gde Muninjaya (2002:169) states: "Basic education services are a form of integrated basic education services carried out in primary education. Currently, computers are tools used to process and create work reports, whether in the form of Word, Excel, or PowerPoint data. Up until now, TK Kusuma Mulia, located in the Sumberejo Badas Pare Village, Kediri Regency, still uses conventional manual typing machines for reporting, resulting in various limitations experienced by the TK in terms of administrative operations and data management."

Abstract

Penelitian ini bertujuan untuk menganalisis kepastian hukum dalam akta jual beli PPAT (Pengadilan Tata Tanah) terkait pembayaran harga tanah yang belum dilunasi pembeli. Fokus penelitian ini adalah pada kesesuaian pelaksanaan jual beli dalam Putusan Mahkamah Agung Nomor 888/K/Pdt/2017 dengan prinsip tunai, terang, dan riil. Metode penelitian menggunakan pendekatan normatif preskriptif dengan analisis kualitatif dari sumber bahan hukum primer dan sekunder. Hasil penelitian menunjukkan bahwa kepastian hukum pelaksanaan jual beli telah terpenuhi karena telah dilaksanakannya penyerahan hak atas tanah secara hukum (juridische levering). Kesepakatan harga jual beli sebesar Rp.1.000.000.000, meskipun hanya perjanjian lisan, tetap sah dan mengikat secara hukum jika tidak bertentangan dengan Pasal 1320 KUHPerdata. Namun, jika ada bukti tertulis berupa akta otentik, harga tanah yang dituangkan dalam akta jual beli menjadi penentu harga yang sempurna sebagaimana diatur dalam Pasal 1870 KUHPerdata. Dalam hukum adat, terdapat tiga prinsip jual beli tanah: tunai, terang, dan riil. Jika penjual telah menyerahkan hak atas tanah dan pembeli telah membayar harga meskipun baru sebagian, maka transaksi dianggap lunas. Sisa harga yang belum dibayar akan menjadi hutang piutang antara penjual dan pembeli. Penjual dapat mengajukan gugatan perdata atas dasar wanprestasi terhadap sisa pembayaran yang belum dilunasi. Simpulan penelitian ini adalah bahwa akta jual beli PPAT atas pembayaran harga tanah yang belum dilunasi pembeli sudah memenuhi kepastian hukum karena telah dilaksanakannya juridische levering. Abstract

UMKM Jamu NGEJAMU ANG KEKINIAN menghadapi tantangan dalam meningkatkan efisiensi produksi dan mempertahankan daya saing di tengah pesatnya perkembangan teknologi di tengah pesatnya perkembangan teknologi, Usaha Mikro, Kecil, dan Menengah (UMKM) berperan penting dalam memajukan sektor ekonomi lokal. Salah satu UMKM yang memiliki nilai budaya dan tradisional yang tinggi adalah UMKM Jamu NGEJAMU ANG KEKINIAN. Meskipun memiliki warisan khas, UMKM Jamu NGEJAMU ANG KEKINIAN perlu menghadapi tantangan dalam meningkatkan efisiensi produksi dan mempertahankan daya saing di era modern. Teknologi mikrokontroller menawarkan solusi inovatif yang dapat diimplementasikan untuk mendukung hasil produksi UMKM Jamu. Melalui pelatihan teknologi mikrokontroller, diharapkan para pelaku UMKM Jamu NGEJAMU ANG KEKINIAN dapat memanfaatkan teknologi tersebut dengan optimal, meningkatkan kualitas produk, efisiensi produksi, serta menjawab tuntutan pasar yang terus berubah. Latar belakang ini menjadi dasar untuk menginisiasi program pelatihan teknologi, yang bertujuan memberikan dampak positif dalam pengembangan dan keberlanjutan UMKM Jamu NGEJAMU ANG KEKINIAN di era yang serba canggih ini.

Abstract

This study explores the appointment mechanism of the Head of the Nusantara Capital Authority (IKN Authority) and its implications for the principle of people's sovereignty as enshrined in the 1945 Constitution. The Indonesian state, structured as a unitary system with decentralized governance, grants certain regions special status, including the newly established Nusantara Capital. Unlike other regions with locally elected leaders, the Head of the IKN Authority is appointed directly by the President, reflecting an asymmetric decentralization model. The findings indicate that while the special appointment mechanism aims to streamline governance and ensure efficient leadership for the capital's development, it significantly limits local political representation and public participation. The study highlights that this mechanism contrasts with democratic principles outlined in the Constitution, where sovereignty is vested in the people and manifested through elections. The reliance on a merit-based appointment system underscores the need for professional leadership in managing the complex and multi-sectoral environment of the new capital. However, it also raises concerns about the diminishing role of public consent and local political engagement, which are vital to democratic governance. The study concludes that while the mechanism facilitates the capital's development, it simultaneously weakens democratic values by curbing the practical exercise of people's sovereignty at the local level.

Abstract

The development of financial technology (fintech) has had a significant impact on improving financial inclusion and the stability of the global financial system. This study aims to explore the role of fintech technology in promoting people's access to financial services and its contribution to financial system stability. Fintech enables the creation of digital platforms that facilitate services such as electronic payments, peer-to-peer lending, and micro-investments, reaching segments previously neglected by the traditional banking sector. On the other hand, fintech innovations also strengthen supervision and transparency in financial transactions, potentially reducing the risk of financial instability. However, these developments also present challenges, including the need for appropriate regulation to address potential risks such as fraud and personal data management. This research uses a qualitative approach with literature analysis and case studies in several countries that have widely implemented fintech. The results show that fintech has great potential in increasing financial inclusion, but its sustainability and contribution to financial system stability depend on effective regulation and collaboration between the public and private sectors. This research lies in the lack of a thorough study of the regulatory challenges faced by developing countries in implementing fintech to increase financial inclusion without posing a risk of instability. A growing phenomenon is the rapid adoption of fintech in developing countries, yet its impact on financial system stability and associated risks are still not fully understood and adequately addressed
