Abstract

Law constitutes a set of rules that must be observed and implemented by every individual. The concept of law formation is an integral part of the broader meaning of legal policy to be implemented as a guideline for the management of the state and societal life. Law is a necessity for all components of the nation and state to create security and order, thereby providing a sense of justice. General elections (Pemilu) conducted directly by the people, from the people and for the people represent a means of realizing sovereignty for the state to produce democratic governance based on Pancasila and the Constitution of 1945. The implementation of elections conducted directly, freely, generally and secretly must be carried out honestly and fairly, capable of achieving national integration, professionalism and accountability in order to establish the position of the people as the central primary entity holding primary sovereignty. This research employs a normative juridical legal research methodology utilizing a statutory approach and a conceptual approach. The findings of this research demonstrate that the legal concept concerning elections is dependent upon legal policy that functions as a determinative activity in the pattern and formation of legislation concerning elections, which is formulated to monitor and reform such law as a determination of politics related to democracy within this state. This research aims to understand the impact of the implementation of legal policy within the electoral system conducted in the post-reform era and represents an expression of legal policy within the legal enforcement system in Indonesia.

Abstract

The development of the Indonesian people as a whole plays a very important role for the future of the nation and state, this is also inseparable from the development of employment which is an integral part of national development based on Pancasila and the 1945 Constitution of the Republic of Indonesia. Employment is one of the important aspects in people's lives. Fair and decent wages are one of the basic rights of workers that must be fulfilled. However, in practice, there are still problems related to the fulfillment of decent wages for workers in industrial relations. This study aims to analyze wage issues in labor law in Indonesia, especially in the context of the implementation of Law Number 13 of 2003 concerning Manpower and its impact after the enactment of Law Number 6 of 2023 concerning Job Creation. The focus of the study includes the normative aspects of wage law, the gap between policy and practice, and legal protection for workers in obtaining a decent income. This study uses a normative juridical method with a legislative and conceptual approach. The research results show that wage regulation in Indonesia still faces various problems, such as disparities between regions, violations of minimum wage provisions, weak law enforcement, and unequal bargaining positions between workers and employers.

Abstract

This study aims to analyze education financing management in improving the quality of financial governance accountability in private higher education institutions, using Bandung Islamic University (UNISBA) as a case study. The key concepts examined include education financing management, financial accountability, transparency, and university governance. This research employs a qualitative approach with a case study design. Data were collected through observation, in-depth interviews, document analysis, and data triangulation. The scope of the study focuses on the processes of planning, organizing, implementing, supervising, and ensuring accountability of education financing at UNISBA. The findings reveal that UNISBA has implemented relatively effective education financing management through data-driven budget planning, a well-defined financial organizational structure, disciplined budget implementation, systematic internal supervision, and transparent financial reporting. However, the study also identifies several challenges, including revenue uncertainty, external policy dynamics, and increasing demands for educational quality improvement. The study recommends strengthening internal control systems, optimizing financial information technology, and enhancing human resource capacity as key strategies to improve financial governance accountability in private universities. This study contributes to the literature on education financing management by providing a comprehensive analytical framework that integrates financial planning, implementation, supervision, and accountability within the context of private higher education institutions in Indonesia.

Abstract

This study questions the phenomenon of the trend of memorizing the Qur’an through online technological media, either by using social media, interactive websites or Android applications. This research uses the living Qur’an study model, whose data are taken through the observation from the internet, interviews and literature searches from various available sources. The study is expected to be able to explore emergingpatterns, networks and methods used, so that the online tahfiz phenomenon can be well translated. The results of the study indicate the shift in sanad (chained) authority in online tahfiz practice. The talaqqi process in traditional tahfiz education is transformed into talaqqi-virtual. Teachers and students do not have to meet directly to ensure the authenticity of the Qur’an being memorized. The tradition of memorizingthe Qur’an through the internet has created a new reality in the context of the Living Qur’an which the author calls the e-living Qur’an. If living Qur’an examines communities that live in the midst of society in the real world, then e-living Qur’an is a model of Quranic studies that targets virtual communities through online communities.

Abstract

Communication between the shafu (rickshaw pullers) and tourists riding the jinrikisha often involves the occurrence of code-mixing. This study investigates code-mixing as an integral component of jinrikisha-based tourist communication, with a particular focus on the informal yet impactful role of the shafu as linguistic and cultural mediators. Situated within the sociolinguistic framework of tourism discourse, this research adopts a qualitative-descriptive methodology to explore the communication strategies employed by the shafu in the jinrikisha tourism industry. Special attention is given to recorded instances of code-mixing in order to analyze the multilingual strategies used to negotiate meaning, build rapport, and enhance the overall tourist experience. The findings reveal that the linguistic adaptability demonstrated by the shafu reflects a form of localized communicative competence shaped by the demands of global tourism and context-specific language ideologies. The utterances produced by the shafu are not random or incidental; rather, they are shaped by repeated interactions with tourists, the desire to be understood, and the necessity to appear competent and welcoming within a competitive tourism market.

Abstract

This qualitative research with a multi-case approach explores how digital consumer experiences, social support, and emotional branding interact to strengthen the presence of micro, small, and medium enterprises in the traditional food sector in East Kalimantan. Data collection was conducted through in-depth interviews, observations, and documentation involving business owners, community influencers, and government representatives in Samarinda, Balikpapan, and Bontang. The results show that consumer experiences in the digital world are influenced not only by the ease of platform navigation but also by community-based interactions such as online recommendations, shared content, and digital participation campaigns. Social support is built through trust in the community, local networks, and micro-influencers who play an important role in transferring reputation to MSME brands. Emotional branding arises from cultural stories, traditional family recipes, feelings of nostalgia, and the application of local identity in digital messages. The combination of these three aspects creates a hybrid cultural-digital model, where offline community engagement strengthens the online experience, and digital narratives reinforce emotional engagement and brand loyalty. This study contributes to theory by expanding the model of cooperation between culture and digital. It shows that the combination of DCE, social capital, and emotional branding is very important for increasing customer loyalty and long-term business sustainability among traditional food MSMEs in East Kalimantan. In practice, this study provides a strategic perspective for creating digital branding initiatives that focus on community and cultural stories.
