Abstract

Clean water management in rural areas has not provided optimal results. The applied water tariffs are not enough to cover the required production and operational costs. The existing prices are still based on agreements with the community, who tend to want the lowest rates. Reasonable pricing needs to be re-evaluated so that all production and operational costs can be covered, and there is a reserve budget for development. This community service activity involves assistance in calculating clean water tariffs with the managers of the Independent Water Management Organization for the Rural Clean Water Supply System (OKAM SPAMDes) Ngudi Tirto in Kebonromo Hamlet, Giripurwo Village, Girimulyo District, Kulon Progo Regency. Assistance begins with the collection of financial data, which includes income and expenditure budgets. The determination of water tariffs based on these data refers to Permendagri Number 21 of 2020. The data used for analysis are financial reports and water usage by SPAMDES Ngudi Tirto customers in 2023. The calculation results will be presented at the next meeting through routine group meetings. The minimum reasonable basic clean water tariff price is IDR. 6,500/m³, which was previously only Rp. 5,000/m³. OKAM Ngudi Tirto now understands the calculation of the water tariff to cover operational costs and obtain profit from the SPAMDes.

Abstract

This VR application can be used to train nurses for future professional challenges they may face. The continuous development of VR applications enables trainees to effectively confront real-life simulations and experience increasingly concrete situations, which can be highly important in nursing education. The use of 3D visualization allows for study understanding of various activities and can help prevent potential errors in the future. Nursing education has always utilized simulation-based learning methods, which are widely recognized in nurse education. Skills laboratories have been established in recent years as a form of learning that provides skills and knowledge through repeated practice without requiring placement. This study discusses the utilization of virtual reality technology in first aid training. First aid training using VR technology is expected to increase the effectiveness of learning by at least 20%. The VR application for first aid learning consists of four first aid training modules, including treatment for burns, fractures, bleeding wounds, and breathing difficulties. This VR application was tested on students to determine whether it could improve the effectiveness of first aid learning. Based on the application testing using a respondent questionnaire, it was found that the assessment of knowledge enhancement in learning reached 72.08. Furthermore, this virtual reality application is more effective when used in first aid training, as evidenced by the superiority of the post-test scores of students who learned first aid using virtual reality compared to those who learned first aid without VR, which was 23.4%.

Abstract

The plantation sector in Indonesia has experienced significant regulatory dynamics after the enactment of Law Number 6 of 2023 concerning the Stipulation of Government Regulations in Lieu of Law Number 2 of 2022 concerning Labour Creation Law into Law. The provisions in articles 110A and 110B provide administrative options for companies that have opened plantations in forest areas, namely by applying for legalization and paying administrative fines. However, Presidential Regulation Number 5 of 2025 introduces stricter sanctions in the form of land takeovers by the state without going through the administrative process regulated in the law, thus giving rise to a conflict of norms. The purpose of this study is to critically examine the contradictions between the two regulations and evaluate their impact on the legal principles of state administration, especially in the context of legal certainty and legal protection for business actors. The research method used is a normative-juridical approach through literature study and comparative analysis of relevant laws and regulations, as well as a review of administrative legal theories. The study reveals a fundamental inconsistency between the Labour Creation Law, which prioritizes administrative resolution, and Presidential Regulation 5/2025, which imposes direct land takeovers without due administrative process. This disparity creates legal uncertainty, undermines the principle of legality, and threatens the investment climate in the plantation sector. Regulatory harmonization and broad policy dissemination are needed to ensure alignment with the rule of law and promote justice for all stakeholders.

Abstract

Abstract

Chicken farmers already have tools to hatch chicken eggs, but the tool still works manually. Manually, in the sense that the eggs still need to be turned over so that the heat produced by the egg-hatching incubator is evenly distributed throughout the egg, the selection of eggs to be hatched still uses light bulbs to see the conditions inside the egg. One way to overcome this is to increase the role of the incubator into an egg incubator that works according to the commands embedded in the Arduino nano microcontroller and add an interface via an Android smartphone that will facilitate monitoring. This research has produced an Android-based Monitoring application created using the Java programming language and a prototype of an automatic egg incubator using Arduino Nano as a microcontroller, Esp32-Cam to send sensor data to the server, DHT22 as a temperature and humidity sensor, and Relay as a regulator of the components on or off. The controller regulates all activities in the automatic egg incubator to hatch eggs into chicken seeds, and the egg-hatching process becomes easier, more efficient and practical. The egg incubator that has been designed has a very low hatching success rate of 11.1% from the calculation of the success rate formula and the success rate table from the calculation; this machine has not succeeded in hatching on a large scale, while for network testing with Quality Of Service (QOS) using the Wireshark Application, the average results were 25Kbit/s Throughput, 5.91 m/s Delay (Very good), 5.03 m/s Jitter (Good), and 0% packet loss (Very good) according to the category table.

Abstract

This study aims to understand the role of the Honorary Council (BK) of the Regional House of Representatives (DPRD) of Serang City in maintaining the disciplinary attendance of council members, particularly in the context of plenary meetings. The background of this research stems from the significance of attendance as part of the accountability and integrity of legislative institutions. This research employs a descriptive qualitative approach with a case study method, focusing on ethical mechanisms, institutional role dynamics, and the challenges faced by the Badan Kehormatan in carrying out its duties. Data were obtained through in-depth interviews with members of the Badan Kehormatan, DPRD members, and secretariat staff, as well as official documents related to the code of conduct and internal regulations. The findings reveal that the role of the Badan Kehormatan emphasizes moral, educational, and interpersonal approaches rather than formal-procedural enforcement. The ethical mechanisms applied are informal and adaptive but are not yet supported by a strong institutional framework. Major challenges include weak sanction regulations, the political positioning of Badan Kehormatan members, and the absence of a strong ethical culture within the DPRD. This study concludes that ethical enforcement requires the strengthening of values, institutional structures, and consistent political role models. Based on the research findings, the researchers recommend several measures, including strengthening ethical mechanisms through written SOPs, enhancing institutional capacity and ethical education at the Serang City DPRD Ethics Council, and reforming attendance regulations and institutional transparency of DPRD ethical performance. Furthermore, suggestions for future research include expanding the study context, using a qualitative-narrative or phenomenological approach, and utilizing participatory instruments such as focus group discussions (FGD) or participant observation.
