Abstract

Abstract: Halal certification is a strategic public policy instrument for strengthening the national Islamic economic ecosystem. Following the enactment of Law Number 33 of 2014 on Halal Product Assurance, the Indonesian government has intensified the mandatory implementation of halal certification, particularly for micro, small, and medium enterprises (MSMEs). Nevertheless, policy implementation at the regional level continues to face various structural, administrative, and socio-cultural challenges. This study aims to analyze the implementation of halal certification regulation for MSMEs in North Sumatra Province using a descriptive qualitative approach. The analytical framework integrates Edwards III’s policy implementation theory with the maqāṣid al-sharī‘ah perspective and Islamic economic values as articulated by Chapra and Asutay. Research data were collected through document analysis, secondary data from the Halal Product Assurance Organizing Agency (BPJPH), and exploratory interviews with three key informants, namely a regional BPJPH official, a halal facilitator (LP3H), and an MSME actor. The findings indicate that the implementation of halal certification in North Sumatra has improved significantly following the Halal Certification Facilitation Program (SEHATI). However, major constraints remain, including limited human resources, low digital literacy among MSMEs, and weak inter-institutional coordination. This study contributes theoretically by proposing an integrative maqāṣid-based halal policy implementation model and offers practical insights for strengthening Islamic public policy and halal governance at the regional level. Abstrak: Sertifikasi halal merupakan instrumen kebijakan publik strategis dalam membangun ekosistem ekonomi syariah nasional. Sejak diberlakukannya Undang-Undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal, pemerintah Indonesia berupaya mendorong kewajiban sertifikasi halal, khususnya bagi sektor usaha mikro, kecil, dan menengah (UMKM). Namun, implementasi kebijakan ini masih menghadapi berbagai tantangan struktural dan kultural di tingkat daerah. Penelitian ini bertujuan menganalisis implementasi regulasi sertifikasi halal pada UMKM di Provinsi Sumatera Utara dengan menggunakan pendekatan kualitatif deskriptif. Kerangka analisis penelitian ini mengintegrasikan teori implementasi kebijakan Edwards III dengan perspektif maqāṣid al-sharī‘ah serta nilai ekonomi Islam sebagaimana dikembangkan oleh Chapra dan Asutay. Data penelitian diperoleh melalui studi dokumentasi, analisis data sekunder BPJPH, serta wawancara eksploratif dengan tiga informan kunci, yaitu pejabat BPJPH daerah, pendamping halal (LP3H), dan pelaku UMKM. Hasil penelitian menunjukkan bahwa implementasi sertifikasi halal di Sumatera Utara mengalami peningkatan signifikan pasca penerapan program Sertifikasi Halal Gratis (SEHATI), namun masih dihadapkan pada keterbatasan sumber daya, rendahnya literasi digital pelaku UMKM, dan lemahnya koordinasi lintas lembaga. Studi ini berkontribusi secara teoretis melalui pengembangan model konseptual implementasi kebijakan halal berbasis maqāṣid al-sharī‘ah serta memberikan implikasi praktis bagi penguatan kebijakan publik Islam di tingkat daerah. Abstract

Rural poverty remains a major development challenge in Indonesia because it is closely associated with limited access to economic resources, infrastructure, public services, and human development opportunities. This study aims to analyze the determinants of rural poverty in Indonesia from the perspective of maqashid sharia. Using panel data regression, this research examines the effects of village funds, village spending, the Village Development Index (VDI), the Islamic Human Development Index (IHDI), social capital, and economic growth on rural poverty. The model selection results indicate that the Fixed Effects Model (FEM) is the most appropriate estimation model. The findings show that village funds and IHDI have a positive and significant effect on rural poverty, while village spending, VDI, and economic growth have a negative and significant effect. Social capital, however, does not have a significant effect on rural poverty. These results suggest that rural poverty alleviation requires not only fiscal transfers, but also effective public spending, stronger village development, inclusive economic growth, and more substantive implementation of welfare-oriented policies in line with the principles of maqashid sharia. This study contributes to the rural poverty literature by offering a more comprehensive model that integrates economic, developmental, and Islamic welfare dimensions in the Indonesian context.

Abstract

Purpose – This research aims to formulate the factors that influence the marketing performance of halal culinary SMEs in North SumatraMethodology – This research adopts an explanatory research approach, which  describes the cause-and-effect relationships between the research variables and the hypothesis testing. The research was conducted in North Sumatra. Data was collected by distributing questionnaires to respondents through Google Forms using the WhatsApp application to 385 MSME business actors. The data analysis method used SEM (Structural Equation Modeling) assisted by the smartpls4 (Partial Least Squares) program to determine the relationship between manifest variables as indicators and latent variables, thus providing meaning to those relationshipsFindings – Findings in product innovation research provide a significant impact on marketing performance. Digital marketing has a significant impact on the marketing performance of halal food in SMEs. Regulations have a strong influence on marketing performance but have a weak influence on digital marketing.Originality/Novelty – The performance of halal culinary marketing is influenced by product innovation and digital marketing. Regulations have a strong impact on the product innovation variable and a weak impact on the digital marketing variable.Implications – SMEs must have the ability to develop product innovations in order to compete in the market and utilize social media more effectively and efficiently, as well as take advantage of government-established programs to develop their business.

Abstract

Tuberculosis (TB), commonly known as tuberculosis, is a dangerous airborne disease. It is transmitted by bacteria called Mycobacterium tuberculosis, which spreads through the air when a TB sufferer spits, coughs, or sneezes, which are then inhaled by others. This disease can be prevented by several efforts, including carefully recording TB sufferers and treating them as soon as possible. Furthermore, further efforts include providing literacy or knowledge to the community about how to prevent TB transmission. These efforts include educating families and the wider community about proper handwashing and cough etiquette through Health Education. This community service program aims to increase families' understanding of how to reduce and prevent the spread of TB infection, namely by teaching handwashing and coughing etiquette. The approach implemented was physical and mental well-being education using a pre- and post-testing plan, involving 29 participants within the Balajara Community Health Center. Educational media used included presentations, leaflets, and flipcharts containing information on preventing TB infection transmission through handwashing and coughing etiquette. The results of this activity showed an increase in family knowledge, with the good knowledge group experiencing an increase from 41.37% in the initial test to 86.20% in the final test. It can be concluded that health education is effective in increasing family knowledge regarding preventing TB infection transmission through handwashing and cough etiquette. It is hoped that similar activities can be implemented continuously with the active participation of household members and field implementers.

Abstract

The construction of the Trans-Sumatra Toll Road provides macroeconomic benefits through enhanced connectivity and logistical efficiency. However, it generates structural negative impacts on Micro, Small, and Medium Enterprises (MSMEs) along the old road corridors. This study aims to analyze the impact of the Trans-Sumatra Toll Road development on MSME financing in Pasar Bengkel, Perbaungan Subdistrict, Serdang Bedagai Regency, and to examine the justification for financing restructuring for affected MSMEs from the maslahah perspective. Employing a juridical-empirical approach, primary data were collected through in-depth interviews with 10 MSME actors, while secondary data were drawn from legal regulations and related literature. Findings reveal an average turnover decline of 40–50%, liquidity constraints, and heightened risk of non-performing financing. None of the respondents received effective restructuring, such as margin relief or temporary tenor extensions. From the maslahah perspective, restructuring is justifiable as a means to prevent harm (dar’ al-mafāsid) and preserve wealth (hifẓ al-māl), consistent with Sharia principles in Al-Baqarah verse 280. The study concludes that expanded regulations and strengthened maslahah-based policies are essential to align infrastructure development with economic justice for MSMEs.
