Abstract

Zakat is a fundamental pillar of Islamic finance that serves as a mechanism for wealth redistribution. However, there is currently no Indonesian-language Question Answering System (QAS) capable of automatically and contextually responding to zakat-related queries. This study aims to develop a zakat-focused QAS using a Long Short-Term Memory (LSTM) model integrated into the Telegram platform. The dataset was compiled from the official BAZNAS zakat guidebook and processed through tokenization, padding, and label encoding. The model architecture consists of an embedding layer, two stacked LSTM layers (with return sequences, dropout, and recurrent dropout), followed by two dense layers (200 and 100 units) with additional dropout layers before the softmax output. The model was trained using the Adam optimizer (learning rate 0.003), a batch size of 24, and 100 epochs. Evaluation was conducted using a confusion matrix, resulting in a validation accuracy of 93%, with a precision of 0.94, recall of 0.93, and F1-score of 0.92 (weighted average). The system was deployed via the Telegram Bot API and demonstrated response times under two seconds, with stable performance across hundreds of question labels. This work contributes to the advancement of digital zakat education and presents a scalable solution that can be further extended within the ecosystem of Islamic Finance Technology and Digital Religious Education.

Abstract

This thesis aims to provide an understanding of how the Regulation of the Information Commission (PerKI) Number 1 of 2018 concerning the Standards of Public Information Services (SLIP) for villages is implemented in self-reliant villages in Sungai Raya District, Kubu Raya Regency, as an elaboration of Law Number 14 of 2018 on Public Information Disclosure (KIP). The main problem identified is that the implementation of PerKI Number 1 of 2018 regarding Village SLIP has not been optimal. Public information services managed by the Village Information and Documentation Management Officer (PPID) have not fully complied with the established Village SLIP, and no derivative regulation at the regency level provides technical support to strengthen village PPID management. This study seeks to understand the situation and analyze the supporting and inhibiting factors affecting the institutional condition of Village PPID in self-reliant villages in Sungai Raya District, Kubu Raya Regency, West Kalimantan Province, in implementing PerKI Number 1 of 2018. The findings show that the implementation has not run effectively. Organizationally, Village PPID as the implementer has not performed its role as expected due to limited apparatus resources overlapping with public service duties. Stakeholders’ interpretation of policy objectives has not been fully conveyed, and practical implementation has not consistently followed PerKI Number 1 of 2018. This study recommends optimizing the role of Village PPID through regional agencies responsible for public information disclosure, improving the capacity of village apparatus through socialization, training, or technical guidance, and issuing derivative regulations as operational guidelines for translating PerKI Number 1 of 2018 concerning Village SLIP.

Abstract

Language teaching systems (especially in Indonesia) are generally still dominative. Teachers still dominate teaching process, both regarding the communication pattern, material presentation, and evaluation system used. In fact, education experts, such as John Dewey and Paulo Freire, emphasize the importance of developing a humanistic teaching climate. In this teaching climate, teachers place students as human beings who prepare their future critically and creatively. Teachers’ domination means killing students' criticality and creativity. Humanization of language teaching can be represented in various aspects of teaching, including in the process of preparing teaching materials, processes, and evaluation.

Abstract

Local government budgets in Indonesia often fail to translate planned development objectives into actual outcomes. This study investigates how entrenched budget politics – the interplay of political interests, corrupt networks, and weak fiscal rules – creates a persistent gap between planned and actual budgets. A review of recent studies shows that pervasive “budget leakage” and interest-group capture divert public funds away from priority services and misallocate scarce resources. We articulate the research gap: while public financial management is well studied, few analyses focus on the political dynamics of local budgeting or why reforms fail to curb corruption. Using Dunn’s policy evaluation framework (with criteria such as effectiveness, efficiency, adequacy, responsiveness, and appropriateness), we propose a systematic evaluation of local budgets. We empirically analyze Indonesian subnational deficits (exceeding statutory caps) to illustrate flawed fiscal policies. We then explore the causes of misaligned programs: incumbent leaders exploit loopholes (e.g., padded grants in election years) and finance deficits for votes. We demonstrate how the current planning system allows for political capture by citing examples of inflated project lists and unimplemented “ghost” programs. As a solution, we describe an Activity Priority Analysis (APK) – a multi-stakeholder, evidence-based budgeting process where government, academia, and civil society collaboratively vet and rank programs. We outline the evaluation steps using Dunn’s criteria to judge budget outcomes. The diagrams illustrate the proposed APK workflow.

Abstract

Digital libraries and scientific literacy as a source of knowledge to preserve human civilization and libraries as public institutions that acts as service providers and information providers. The development of science and technology in the current era has ushered in the process of obtaining scientific information very easily which accompanies humans freely without being selective in obtaining information only through smartphones, computers, the web and other social media. This study was carried out in a library and the samples were visitors and people around the library who used male and female classifications. The data that has been collected will be analyzed using two forms of analysis, namely quantitative and qualitative. The findings of this study are that there are differences in tendencies in choosing reading sources or sources of scientific information between men and women. Women are more dominant in using digital scientific literacy via smartphones and via the internet, while men prefer to visit the library to read and search for scientific literacy. The existence of libraries in the digital era still contributes to increasing people's reading interest even though people's reading interest is still in the low category.
