Abstract

Local government budgets in Indonesia often fail to translate planned development objectives into actual outcomes. This study investigates how entrenched budget politics – the interplay of political interests, corrupt networks, and weak fiscal rules – creates a persistent gap between planned and actual budgets. A review of recent studies shows that pervasive “budget leakage” and interest-group capture divert public funds away from priority services and misallocate scarce resources. We articulate the research gap: while public financial management is well studied, few analyses focus on the political dynamics of local budgeting or why reforms fail to curb corruption. Using Dunn’s policy evaluation framework (with criteria such as effectiveness, efficiency, adequacy, responsiveness, and appropriateness), we propose a systematic evaluation of local budgets. We empirically analyze Indonesian subnational deficits (exceeding statutory caps) to illustrate flawed fiscal policies. We then explore the causes of misaligned programs: incumbent leaders exploit loopholes (e.g., padded grants in election years) and finance deficits for votes. We demonstrate how the current planning system allows for political capture by citing examples of inflated project lists and unimplemented “ghost” programs. As a solution, we describe an Activity Priority Analysis (APK) – a multi-stakeholder, evidence-based budgeting process where government, academia, and civil society collaboratively vet and rank programs. We outline the evaluation steps using Dunn’s criteria to judge budget outcomes. The diagrams illustrate the proposed APK workflow.

Abstract

This research aims to analyze the needs of students and teachers for the development of interactive e-books that are integrated with the local potential of Kulon Progo. This research is qualitative research with a case study approach. Data collection uses needs analysis questionnaires, interviews and documentation. A needs analysis questionnaire was given to 156 students of SMPN 1 Nanggulan Kulon Progo. Interviews were conducted with two science teachers at SMPN 1 Nanggulan Kulon Progo. Interview and questionnaire data analysis techniques use qualitative descriptive. The results of this research are 1) aspects of the student learning process tend to be passive with varying student learning motivation; 2) aspects of using interactive learning media have never used interactive e-books for learning; 3) aspects of student characteristics in understanding concepts are still lacking, preferring to use smartphone media and practicums when learning; 4) the aspect of integrating science with the local potential of Kulon Progo has never been used in learning. Based on data analysis, it can be concluded that teachers and students need interactive e-books that are integrated with the local potential of Kulon Progo to support the learning process.

Abstract

Education is an endeavour to infuse civilization in the lives of individuals so that they can reach their greatest potential as human beings. Individuals are expected to be able to monitor the advancement of science and technology, as well as science and information and communication technology, through education. As a consequence, the study's goals are to establish the outcomes of the e-requirements Student Worksheets analysis, define the feasibility level of guided inquiry-based e-SW; and determine guided inquiry-based e-practicality. Electronic Student Worksheets in this study focuses on the e-SW, which is based on guided inquiry. Six media and materials professionals, one physics instructor, and 24 students took part in this project. The steps of ADDIE development are used as a research technique, comprising analysis, design, development, and implementation, however the assessment stage is not completed. The findings of this research led to the conclusion that educational product creation is viable and practicable. This is based on the results of a validation test conducted by media and material experts that scored above 80% in the very excellent category. And as well as a poll of teacher and student responses that scored above 90% in the very excellent category.

Abstract

Goals of this study to determine effect of applying physics websites based on STEM assisted of Google Sites to advance student’s creative thinking skills for momentum and impulse materials. Method in this research is R&D by using ADDIE Models, and for experimental using one group research design pretest-posttest design. Collecting data technique are questionnaire and instrument test (pretest and posttest). The Data was obtained in SMA Negeri 1 Berau, with the respondent in this study 32 students from X MIPA 1, data analyzed by Software IBM SPSS Statistics 25 for Descriptive statistics, Sign Test and Reliability test. The research results showed that the instrument which have been developed was reliable. the results obtained that the website developed is practical for learning. The treatment given is able to advance students' creative thinking skills, which showed from the high average post-test score compared to the pre-test. The Profile Student’s creative thinking skills each indicator showing that for indicator originality, flexibility, and elaboration has increase, but there is no difference value for indicator fluency

Abstract

Digital libraries and scientific literacy as a source of knowledge to preserve human civilization and libraries as public institutions that acts as service providers and information providers. The development of science and technology in the current era has ushered in the process of obtaining scientific information very easily which accompanies humans freely without being selective in obtaining information only through smartphones, computers, the web and other social media. This study was carried out in a library and the samples were visitors and people around the library who used male and female classifications. The data that has been collected will be analyzed using two forms of analysis, namely quantitative and qualitative. The findings of this study are that there are differences in tendencies in choosing reading sources or sources of scientific information between men and women. Women are more dominant in using digital scientific literacy via smartphones and via the internet, while men prefer to visit the library to read and search for scientific literacy. The existence of libraries in the digital era still contributes to increasing people's reading interest even though people's reading interest is still in the low category.

Abstract

One of the important qualities that students must possess is the ability to read and understand scientific texts. The ability and attitude of high school students' science literacy in Yogyakarta will be tested in this study. To provide a scientific explanation of what happens during data collection, this research uses a quantitative descriptive methodology. As many as sixty-six high school students from Yogyakarta were used as the research sample. The science literacy attitude aspect questionnaire was used as a direct data collection tool. Analysis, collecting literature, making instruments, presenting and reducing data, conclusion are some components of the data analysis method. In terms of the components of scientific literacy attitudes, the research found that high school students in Yogyakarta have a "enough" level of ability. Students' attitudes towards each component of scientific literacy skills are divided into three categories: "low" for honesty and critical thinking, "enough" for feeling of enthusiasm and collaborating, or "good" for perseverance and responsibility. Research findings indicate that high school students in Yogyakarta need to improve their scientific literacy skills, particularly in the attitude component. Ideas for better materials, appropriate learning media, and teaching models aligned with physics concepts are some of the efforts made to improve students' scientific literacy skills, which are still lacking in terms of attitude.

Abstract

This study aims to see the effectiveness of e-learning based learning media on critical thinking skills. The method used is a literature review with a qualitative approach. This study describes the development of technology as a challenge for the world of education to continue to innovate in the learning process so that it can remain balanced with the demands of the 4.0 Learning media is an effort to optimize the abstract learning process into reality. The use of learning media is now increasingly modern based on e-learning which utilizes the internet so that it can be used and accessed easily. The use of e-learning based learning media can improve critical thinking skills in the industrial revolution 4.0. Judging from the studies that have been presented, the use of media greatly helps educators in the teaching and learning process, especially in abstract lessons that can be visualized through learning media.

latar belakang : Data catatan rekam medik di Puskesmas Katobengke Kota Baubau menunjukkan angka kunjungan penderita Hipertensi pada tahun 2018 sebanyak 139 kasus, tahun 2019 sebanyak 152 kasus, sedangkan tahun 2020 mengalami peningkatan sebanyak 178 kasus dan pada tahun tahun 2021 dari Januari-Juni sebanyak 95 kasus Tujuan : Untuk membantu masyarakat terkhusus lansia yang memiliki tekanan darah tinggi untuk mengelolah dan mengomsusmsi Smoothis semangka dan pisang. Metode : Memberikan pre test dan post test , melakukan penyuluhan dan pelatihan pembuatan smoties semangka , Membagikan Leaflet serta memberikan smoties pisang dan semangka sebagai intervensi fisiknya Hasil : Hasil pre-test dan post-test menunjukkan adanya peningkatan pengetahuan responden setelah diberikan edukasi dan pelatihan pembuatan smoothies. Hal ini ditunjukkan dengan meningkatnya persentase jawaban benar dari responden. Kesimpulan : Smooties olahan berbahan dasar buah pisang dan semangka merupakan salah satu inovasi makanan yang dapat menurukan angka prevalensi hipertensi.

Abstract

latar belakang: Berdasarkan data e-PPGBM menunjukan jumlah kasus stunting di Kota Baubau tahun 2020 sebanyak 287 kasus atau 13,4% menjadi 589 kasus atau 9,8 % di tahun 2021, dan pada tahun 2022 menjadi 716 kasus atau 8,8% .Penurunan kasus maupun prevalensi Stunting di tahun 2022 menjadi 8,8% tentunya menjadi beban yang harus bisa diselesaikan bersama oleh pemerintah maupun seluruh perangkat daerah terkait yang harus diselesaikan dengan melakukan konvergensi Stunting. Tujuan: Tujuan dilaksanakannya pengabdian kepada masyarakat ini adalah untuk membantu masyarakat terkhusus ibu yang memiliki anak yang terkena stunting dan anak yang sulit mengonsusmi makan sayuran, dengan melakukan pengabdian pengelolaan daun kelor menjadi kue bolu. Metode: Memberikan pretest dan posttest, melakukan penyuluhan dan pelatihan pembuatan bolu kelor, Membagikan Leaflet serta membagikan bolu kelor sebagai intervensi fisiknya Hasil: untuk uji normalitas data karena respondennya kurangnya dari 30 peserta maka yang digunakan untuk uji normalitas data Shapiro-Wilk. Hasil uji Shapiro-Wilk didapatkan bahwa data berdistribusi tidak normal karena terdapat perdeeaan normalitass antara pretest dan posttest maka tetap dikategorikan data terdistribusi normal nilai sig 0,13>0,05. Diketahui Asymp.Sig. (2-tailed) bernilai 0,02. Karena nilai 0,02 lebih besar dari >0,05, maka dapat disimpulkan bahwa "Ha ditolak". Artinya tidak ada perbedaan antara PreTest dan Post Test. Kesimpulan: Pengetahuan mereka tentang bahaya stunting dan pemanfaatan daun kelor meningkat.

Abstract

latar belakang: Beberapa masalah kesehatan yang ditemukan di puskesmas katobengke Berdasarkan laporan ditahan 2022 didapatkan bahwa kunjungan rawat jalan terbanyak adalah kasus Ispa dengan jumlah kasus 1005. Tujuan: untuk memberikan edukasi terhadap bahaya kebiasaan merokok siswa laki-laki menggunakan rokok elektrik dan rokok konvensional dengan mensubstitusikan ke permen susu Metode: Memberikan pretest dan posttest, melakukan penyuluhan, Membagikan Leaflet serta melakukan pendampingan pembuatan permen susu sebagai intervensi fisiknya Hasil : Hasil analisis terhadap pre-test menunjukan bahwa sebagian besar (60%) remaja kurang mengetahui tentang bahaya rokok pada umumnya namun hanya 45% dari mereka memahami tentang rokok , bahaya rokok elektrik dan vape . setelah dilakukan penyuluhan, hasil analisis terhadap post-test menunjukan terjadi peningkatan yang cukup signifikan dari pemahaman mereka. Dimana pengetahuan mereka tentang rokok dan bahaya rokok 90% memahaminya sedangkan pengetahuan tentang rokok elektrik dan bahaya rokok elektrik meningkat menjadi 80%. Kesimpulan: sebagian besar remaja kurang memahami bahaya rokok dan rokok elektrik, hasil analisis terhadap post-test menunjukan terjadi peningkatan yang cukup signifikan dari pemahaman mereka.
