Abstract

This study aims to describe the implementation and evaluation of budget allocation policies for high school and vocational education in Kutai Kartanegara Regency and what obstacles are faced by the government in the education budget allocation policy. This study uses a qualitative approach with the policy evaluation method Context, Input, Process, Product (CIPP) model. Data collection in the study involved ten participants consisting of the Head of the Education and Culture Office of East Kalimantan, Member of Commission IV of the DPRD of East Kalimantan Province. Principal of SMAN 1 Tenggarong, Principal of SMAN 2 Tenggarong, Principal of SMAN 3 Kota Bangun, Principal of SMAN 2 Tenggarong Seberang, Principal of SMAN 1 Muara Badak, Principal of SMKN 3 Tenggarong, Principal of SMKN 1 Tenggarong Seberang, and Principal of SMKN 2 Sebulu. Data collection methods are observation, interviews, and documentation. The process of data analysis was carried out through the stages of reduction, presentation, and conclusion drawing as well as analysis of the evaluation of the CIPP model. The results of this study indicate that: (1) The implementation of the education budget allocation policy in Kutai Kartanegara Regency is carried out by the East Kalimantan Provincial Government through the Department of Education and Culture by allocating a budget for the education sector of Rp 2.1 trillion. The budget is used by the Department of Education and culture with 2 expenditure compositions, namely direct expenditure, and indirect expenditure; (2) Based on the evaluation, decisions can be formulated into 4, namely: decisions on planning, decisions on procedures, decisions on implementation and decisions on follow-up; (3) The obstacle faced is the limited number of activity items, especially the existence of policies that regulate budget proposals for schools which must be based on the number of students. This causes delays and delays in the construction and development of schools that have a shortage of students.

Abstract

This paper aims to discuss the management of school operational funds in an effort to ease the school's burden. This study uses a literature review method with narrative analysis to deepen knowledge about the management of school operational funds. The data was obtained through the process of collecting written documents regarding the management of educational operational assistance from previous researchers and writers as well as documents of applicable laws and regulations. The results of this study can be drawn several conclusions: (1) school financial receipts and expenditures must be reported and accounted for regularly in accordance with applicable regulations. Budget reporting and accountability from parents and the community are carried out in detail and transparently according to the source of funds; (2) School Operational Assistance in practice is very helpful in realizing the quality of education. Nevertheless, the operational assistance must be appropriately managed and closely monitored by various parties so that its usefulness is in accordance with its primary duties and functions; (3) the preparation of school budgets and expenditures is a barometer in the financial managerial process in schools. Recommendations that can be given are to the manager of the school operational assistance program to further maximize the school active assistance program because this is one of the government programs that can assist the community in getting better educational services so that in its implementation in the field, more optimal management is needed so that the objectives and the benefits that can be obtained from this application can be channeled more optimally as well.

Abstract

Along with the demands of an autonomous environment, it has an impact on the condition of schools that are increasingly competitive. Good management of education costs optimizes school functions to be more efficient and effective so as to improve school performance, quality and competitiveness. The results of the author's observations by observing several complaints from educators in designing activity programs to improve the quality of education require critical educational activities for educators and principals about education finance management. By using the workshop method, it is hoped that the objectives of this PKM activity are (1) providing knowledge to educators in preparing programs according to the education budget and (2) Providing skills in managing education budgets. This activity is designed offline whenever possible in the Meeting Hall at SDN 004 Bontang City and online if participants from outside Bontang City are not possible (during the COVID-19 Pandemic) to be carried out using the Zoom application. The methods used are explanatory methods, demonstrations and practices by means of seeding and questioning. The implementation of activities is carried out by providing material on strategic management of program preparation. The expected result in this training is that all skilled educators develop a program of activities with the preparation of the right budget

Abstract

Disclosure of Content of Hate Speech Based on Ethnicity in Legal Evidence: Forensic Linguistic Analysis. This study aims to reveal allegations of hate speech based on SARA. This research uses descriptive qualitative research with research data in the form of the use of language as legal evidence in uploading SL (Reported) and information from police investigators. The analytical approach uses triangulation theory, namely the analysis of critical discourse models of Fairclough, sociopragmatics, and Roland Barthes' semiotics. This study concludes that SL uploads are strongly suspected of causing hatred or hostility to individuals and/or groups based on SARA between tribal organizations (KP and PB organizations). Handling such cases needs to be done quickly because they have the potential to cause communal social conflicts.Keywords: SARA hate speech, critical discourse analysis of legal cases, speech acts, semiotics, forensic linguisticsPengungkapan Muatan Ujaran Kebencian Berdasarkan Kesukuan pada Alat Bukti Hukum: Analisis Linguistik Forensik. Reason: The connection between Quality Management in e-Learning Systems and instructor execution draws a legitimate concern for specialists. It has not gotten critical consideration in the examination area of instructive administration up to this point. This paper intends to precisely examine the effect of Quality Management in e-Learning Systems on teacher execution in advanced education. Assessment and standards of value on the board and strategic exercises of e-learning frameworks. Satisfaction of criteria incorporates: 1) creative collaboration of the educational experience; 2) the e-growing experience (ELE); 3) connection innovation among educators and understudies; 4) ELE learning plan. Abstract

Because the principal oversees services for teaching and education personnel, teaching programs, students, educational financing, facilities, and community connections, the principal's leadership has a significant impact on teacher performance. This study intends to ascertain how the leadership of the principal and educational funding affect junior high school teachers' performance in the Mahakam Ulu District. With a sample of 104 teachers and a population of 128, this study is quantitative in nature. The methods of observation, surveys, and documentation are used to collect data. SPSS Statistics was utilized for data analysis, including regression and descriptive analysis. According to the study's findings, principle leadership has a 38% impact on teacher performance, education financing has a 55% impact, and principal leadership and financing together have a 66% impact. This study has implications for school leadership that will help administrators deliver instruction that is less reliant on outside sources. As a result, the principal is crucial to raising the standard of the school. In order to develop great schools, school principals must be revitalized because they have a significant impact on raising teacher performance and competency.

Abstract

Pendidik dituntut meningkatkan karirnya melalui promosi akademik dari level lektor sampai pengawas sekolah. Hasil pengamatan penulis beberapa keluhan dari tenaga pendidik bahwa salah satu faktor penghambat kenaikan pangkat tenaga pendidik ada pada persyaratan karya tulis ilmiah terutama artikel ilmiah. Tujuan kegiatan PKM ini adalah (1) memberikan pengetahuan kepada tenaga pendidik melalui manajemen referensi System Mendeley dalam menulis artikel ilmiah berupa hasil penelitian dan (2) memberikan keterampilan menulis, baik artikel maupun artikel non- penelitian bagi tenaga pendidik pada semua jenjang pendidikan. Hasil pelatihan ini adalah semua tenaga pendidik terampil menulis artikel ilmiah dan menggunakan manajemen referensi berbasis aplikasi Mendeley.

Abstract

This research focuses on the problematics of Kalimantan's natural resource wealth in the poem "Di Sini" by Dahri Dahlan. The research used semantic theory and Roland Barthes's semiotics as the basis of analysis. The purpose of this research is to analyze the meaning contained in the language of the poem. In-depth interpretation is carried out by analyzing the language of poetry through denotation meaning, connotation meaning, and the relationship of cultural elements. This research is a literature study with a qualitative descriptive approach. The object of research is the poem "Here" contained in the poetry collection " Hal-Hal yang Pergi" by Dahri Dahlan. The data were obtained using listening and note-taking techniques. The results of the study outline two important meanings, (1) Dahri's poem "Di Sini" can be interpreted as a representation of loss and helplessness; and (2) Dahri Dahlan's poem "Di Sini" shows the wealth of natural resources as a form of real damage and loss.

Abstract

Pesantren, or Islamic boarding school, is one of the places where speech acts occur between teachers and students. The linguistic phenomena in the Islamic boarding school environment are very diverse. This study aimed to describe teachers' speech acts in learning the Indonesian language in class VIII at Islamic Boarding School Salsabila Samarinda, focusing on exploring locutionary, illocutionary, and perlocutionary acts. This study used a qualitative descriptive research method to describe the phenomenon. The data source was the teacher's speech in Indonesian language learning. The data collection techniques used in this research were observation, recording, and transcription. In this study, the data obtained were the results of recordings that were transcribed to obtain written notes from the subject. The data analysis techniques used were collecting, analyzing, and interpreting data. The results showed that the speech acts found in Indonesian language learning are locutionary acts in the form of news and question, illocutionary acts in the form of directive utterances, and perlocutionary acts of convivial and motivational functions. The locutionary acts spoken by the teacher in the Indonesian language learning process were 52 utterances, illocutionary acts were 30 utterances, perlocutionary acts were 25. The teacher’s speech acts in the boarding school environment have particular characteristics like using Islamic terms, Arabic language, and containing religious motivation in the utterances. The results of this research might have implications to contribute to insights about locutionary, illocutionary, and perlocutionary acts in the boarding school environment.
