Abstract

Proses penganggaran merupakan pusat dari setiap administrasi baik itu Pemerintah pusat, pemerintah daerah dan swasta karena kendali keuangan mungkin merupakan alat koordinasi yang paling efektif. Cakupan dan sifat operasi pemerintah secara keseluruhan ditentukan oleh alokasi alokasi untuk berbagai program. Sebenarnya sifat manusia tidak pernah terbukti dibandingkan ketika manusia berjuang untuk mendapatkan bagian dana yang lebih besar dari yang biasa. Makalah ini mengkaji penganggaran di tingkat pemerintah daerah, persiapannya, masalah dan prospeknya. Studi tersebut menemukan bahwa terdapat kesenjangan yang lebar antara rencana anggaran dan pelaksanaannya yang mengakibatkan tidak terpenuhinya janjijanji politik dan tidak terpenuhinya harapan masyarakat yang semakin tinggi. Ketidakpuasan yang meluas dari massa terhadap pemerintah daerah berkontribusi besar pada rendahnya laju pembangunan masyarakat lokal. Makalah ini membuat beberapa rekomendasi yang akan mengurangi timbulnya defisit anggaran di Pemerintah.

Abstract

Data mining in the business field is considered important, because the inventory system of goods in a store and what types of goods are the top priorities that must be stocked to anticipate the vacancy of goods, so that the store owner can find out the most sold items and the lack of stock items. The existence of daily sales transaction activities at Sahabat Komputer stores will produce a pile of data that is getting bigger and bigger, so that it can cause new problems. If this is allowed, the transaction data will become a pile of data that is detrimental because it requires an increasingly large storage media or database. One way to overcome this is to keep the availability of various types of continuous goods in the warehouse. To find out what items are purchased by consumers, the technique of analyzing the inventory of goods in the warehouse is carried out. Application of Clustering, helps in grouping data of the same characteristics into the same region. And from the whole it can be concluded that in cluster 1 the stock is available on average 1-100 pcs, the number of sales is 1-100 pcs and the sales volume per month is 1-100 units. In cluster 2 there is an average available stock of 101-200 pcs, 101-200 pcs sales quantity of 101-200 units, and monthly sales volume of 101-200 pcs. And in cluster 3 there is an average available stock of 301-400 pcs, the number sold is 401-500 pcs, and the monthly sales volume reaches 301-400 pcs.

Abstract

Overcapacity of correctional institutions in Indonesia is still a serious problem, one of the main causes is the high criminal prosecution rate against drug abusers. Repressive approach through prison sentences proved unable to resolve the root of addiction, and it worsens the condition of the correctional institution, including Class I Rutan Deli. The study aims to evaluate the effectiveness and impact of criminal offences on drug abusers, analyze applicable legal policies, and assess the contribution of such policies to the overcapacity of the termite. This Research Method uses empirical juridics with a qualitative approach, where data is obtained through library studies, legal documentation, as well as direct interviews with routine officers, law enforcement officials, and inmates. The results of the study showed that criminalizing narcotic abusers was ineffective in addressing addiction and actually increased the risk of residivism. Most of the drug inmates in the routine are users, not dealers, who should get rehabilitation, not prison. Applicable legal policies, particularly Law No. 35 of 2009 on Narcotics, actually provide space for rehabilitative approaches. However, its implementation on the ground is still minimal due to the dominance of the punishment approach. Law enforcement is more oriented to prison criminal criminal than to provide rehabilitation services. As a result, the correctional system becomes overwhelmed and the recovery process for drug abusers does not run optimally. Evaluation of conditions in Class I Rutan Labuhan Deli showed that the penalty directly impacted the surge in the number of residents of the routine and aggravated overcapacity. Therefore, the study recommends reforming legal policy by putting forward rehabilitative approaches and restorative justice. Interagency synergies, rehabilitation agencies, and paradigm changes in the criminal justice system in order to handle drug abusers to be more effective, humane, and sustainable.

Abstract

Penelitian ini bertujuan untuk meneliti dan menganalisis Untuk mengetahui pengaruh efektivitas sistem informasi akuntansi terhadap kinerja individual pada Bank Nagari Pasaman Barat. Populasi penelitian ini adalah 45 dan sampel 45. Penelitian ini menggunakan uji asumsi klasik dan Uji Regresi Berganda, Uji t dan Uji F. Hasil Penelitian menunjukkan bahwa Variabel efektivitas sistem informasi akuntansi berpengaruh signifikan terhadap kinerja individual pada Bank Nagari Pasaman Barat Variabel penggunaan teknologi informasi berpengaruh tidak signifikan terhadap kinerja individual pada Bank Nagari Pasaman Barat, Variabel kepuasan kerja dapat memediasi efektivitas sistem informasi akuntansi berpengaruh tidak signifikan terhadap kepuasan kerja pada Bank Nagari Pasaman Barat, variabel kepuasan kerja dapat memediasi penggunaan teknologi informasi berpengaruh signifikan terhadap kepuasan kerja pada Bank Nagari Pasaman Barat dan Kepuasan kerja dapat memediasi efektivitas sistem informasi akuntansi, penggunaan teknologi informasi berpengaruh signifikan terhadap kinerja individual pada Bank Nagari Pasaman Barat.

Abstract

Curriculum development can be understood as a process that involves the selection, organization, implementation, and evaluation of learning experiences. This process is based on the needs, abilities, interests of students, and the demands of the community. Furthermore, curriculum development is a dynamic process that takes place continuously in line with existing developments. This allows it to be adapted to the current educational context while also providing the flexibility to adapt the curriculum over time. This research in general aims to research and improve the curriculum in higher education, especially in Stai Yastis Padang. This research uses a type of qualitative research with a library approach (Library Research) or known as literature study. The curriculum includes a set of knowledge or subjects that students must learn to achieve their educational goals.

Abstract

The falsification of population administration documents is a form of crime that has serious implications for state administrative order and legal protection of society. This phenomenon can be analyzed through the strain criminology theory, which emphasizes social, economic, and structural pressures that drive individuals to commit deviant acts. This study aims to analyze the motives and driving factors of perpetrators of falsification of population administration documents using the perspective of strain theory, and to examine its relevance within the framework of Indonesian positive law, particularly Law Number 23 of 2006 on Population Administration. The research method used is normative juridical, by examining statutory regulations, criminological literature, and legal doctrines. The analysis shows that falsification of population documents is generally driven by economic pressure, limited access to administrative services, and certain social needs that cannot be fulfilled legally. From the strain perspective, these conditions generate tension that drives perpetrators to seek shortcuts through falsification. Meanwhile, Law Number 23 of 2006 explicitly regulates prohibitions and criminal sanctions against the falsification of population documents, although its enforcement still faces obstacles in prevention and law enforcement. Therefore, synergy between criminological and juridical approaches is needed to address this crime, namely by strengthening population administrative services, increasing legal awareness among society, and implementing both penal and non-penal policies in a balanced manner.

Abstract

Employee performance appraisal is a crucial aspect of human resource management and development, as the evaluation results serve as the basis for managerial decision-making, including promotions, incentives, and career development. However, unstructured assessment sistems often hinder the objectivity, transparency, and accuracy of performance evaluations. This study aims to design and develop a web-based Decision Support Sistem (DSS) to assess the performance of Biller employees at the ULP PLN Kuala office by applying the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) method. TOPSIS was selected because it effectively addresses multi-criteria decision-making problems by comparing each alternative to both positive and negative ideal solutions. The evaluation criteria include invoice achievement, account return balance, and PAL balance. The sistem was developed using PHP as the programming language and MySQL as the database, ensuring integration and accessibility. The test results indicate that the sistem is capable of providing employee rankings in an objective and measurable manner. Based on the calculation, Tri Widodo achieved the highest score (0.8027), demonstrating the best performance among the evaluated employees. The implementation of this TOPSIS-based DSS makes the performance appraisal process more sistematic, efficient, transparent, and accurate, thereby contributing to the improvement of human resource management quality within the organization.

Abstract

The principle of ultimum remedium in environmental criminal law is a principle that places criminal sanctions as the last resort after administrative and civil sanctions are no longer effective. This principle aims to ensure that environmental law enforcement proceeds proportionally and not repressively. However, in practice in Indonesia, the application of the ultimum remedium principle often creates a dilemma between environmental protection and economic development interests. Many environmental violations such as forest fires, river pollution, and illegal mining activities are resolved only through administrative measures without criminal sanctions, even though the resulting damage is highly significant. This study employs a normative juridical method with statutory, conceptual, and case approaches to analyze the extent to which the implementation of the ultimum remedium principle can uphold ecological justice. The research findings show that the application of this principle in Indonesia tends to be weak, as many environmental violations are not prosecuted criminally under the pretext of efficiency and economic stability. In fact, environmental criminal law plays a crucial role as a deterrent instrument against environmental crimes. Therefore, environmental law reform in Indonesia needs to be directed toward strengthening criminal law enforcement against offenders—especially corporations responsible for large-scale environmental damage.

Abstract

Human trafficking is a form of transnational crime that has a broad impact on security, public order, and human rights. This crime involves cross-border networks with increasingly complex modus operandi, necessitating comprehensive and adaptive criminal law policies. This study aims to analyze criminal law policies addressing human trafficking in Indonesia, with an emphasis on prevention, prosecution, and victim protection. The method used is normative legal research with legislative, conceptual, and comparative approaches. The analysis shows that combating human trafficking requires synergy between national regulations, international cooperation, increased capacity of law enforcement officials, and effective victim protection mechanisms. Furthermore, integrating criminal law policies with social, economic, and employment policies is crucial to addressing the root causes of this crime. This study concludes that the success of criminal law policies in addressing human trafficking is largely determined by consistent implementation, official commitment, and public participation.

Abstract

Corruption constitutes an extraordinary crime due to its pervasive and destructive impact on political stability, economic integrity, and the social order of society. In combating this crime, the Office of the Attorney General of the Republic of Indonesia plays a crucial role not only as a public prosecutor but also as an institution vested with the authority to conduct law enforcement intelligence activities. This authority is generally regulated under Law No. 16 of 2004, as amended by Law No. 11 of 2021 on the Prosecution Service of the Republic of Indonesia. However, such provisions remain too general and fail to provide clear technical guidelines regarding the scope, mechanisms, and oversight of prosecutorial intelligence operations. To optimize this function, the Attorney General issued Instruction No. 7 of 2023, which emphasizes the intelligence function of the Prosecution Service in supporting general criminal law enforcement, special criminal acts, and corruption prevention. Nevertheless, the Instruction remains an internal administrative directive with no binding external legal force. This research adopts a normative juridical method, employing statutory, conceptual, comparative, and case study approaches. The findings reveal that the prosecutorial intelligence function is strategically significant in supporting anti-corruption efforts. However, juridical weaknesses persist, potentially resulting in normative conflicts and risks of human rights violations. Therefore, the study concludes that a statutory-level regulation is necessary to strengthen the legality and accountability of prosecutorial intelligence within Indonesia’s criminal justice system.
